Introduction:
Indian SMEs play a significant role in Nation development through higher contribution to
Domestic Production, Significant Export Earnings, Operational Flexibility, Location Wise
Mobility, Low Intensive Imports, Capacities to Develop Appropriate Indigenous Technology,
Import Substitution, Contribution towards Defense Production, Technology – Oriented
Industries, Competitiveness in Domestic and Export Markets with Low Investment
Requirements thereby generating new entrepreneurs, employment and noteworthy
economic growth.
Gujarat is one of the highly industrialised states in India with its reputation of being a highly
investor-friendly state. The state has a proven track record of attracting high volumes of
investment becoming the most favoured investment destination in India. In the backdrop of
these developments, the Government of Gujarat has declared Industrial Policy – 2009,
Textile Policy 2012, establishment of Center of Excellences to address the need of Industry
Responsive Manpower and modified scheme for the financial assistance like Industrial Park
and SIR etc.
Despite their high enthusiasm, government support and inherent capabilities to grow, SMEs
in India are still facing a number of problems like sub-optimal scale of operation,
technological obsolescence, supply chain inefficiencies, increasing domestic and global
competition, change in manufacturing strategies and uncertain market scenario. A fund
shortage is also one of the major hurdles for SMEs. Though, Small & Medium-sized
Enterprises (SMEs) play a very important role in a country’s economy, their access to finance
is rather limited. Financing has been a problem that troubles SMEs for a long time, which
restrains their survival and growth.
SMEs need finance to start new ventures or expand the existing business or to survive and
cope with the rapidly changing world economic order. It is a common challenge for
government, policy makers and financial institutions to address the issues of how to provide
sufficient financial support and expand access to finance and promote sustainable
development of SMEs. As the gap in access and use of financial services & products by SMEs
still remains a challenge, there is an urgent need to review the various existing parameters,
efficacy of existing institutional arrangements & systems from different perspectives.
Background:

In order to address issues SMEs suffer from and compete with large and global enterprises,
SMEs need to adopt innovative approaches in operations whereas government and financial
institutions should also come out with encouraging financial models to enable SMEs to
ensure their survival and grow.
SMEs face a number of problems today such as - absence of adequate and timely banking
finance, limited capital and knowledge, non-availability of suitable technology, low
production capacity, ineffective marketing strategy, identification of new markets,
constraints on modernisation & expansions, non availability of highly skilled labour at
affordable cost, follow-up with various government agencies to resolve problems and so on.
Suffice it to say that between 2003 and 2013, commercial bank loans to new establishments
and existing small scale enterprises dropped at an exponential rate. Number of reasons has
been proffered for this financing gap which includes the lack of managerial capacity,
inadequate collateral and poor record keeping, amongst others. However, there also exist
lack of understanding by the banks of the nature and operations of SMEs.
In order to address all these crucial issues, ASSOCHAM has organized SME Sammelan 2014
with an objective to provide a common platform for SMEs, Financial Institutions and Banks
to facilitate learning and interaction amongst them to bridge the knowledge and finance gap
along with showcasing emerging finance management trends and global opportunities.
This summit was a unique event, where the best of minds in the financial world, leaders in
the industry and the banking community along with policymakers and government
representatives met face-to -face to join their efforts to co-operate in addressing the most
topical issues.
ASSOCHAM is supported by Deutsche Bank, L&T Finance and Mutual Fund, Power 2 SME,
SIDBI and Dena Bank organise this Sammellan.
ASSOCHAM was also extended support by National Small Industries Corporation Ltd.; FTI
and Abhyuday Techno Economic Consultants to fetch maximum results for the industry.

Ms. Soneji started the session by giving an
overview of the phenomenal growth
envisaged in SME sector, and the underlying
the challenges as absence of adequate and
timely banking finance, limited capital and
knowledge, non-availability of suitable
technology, low production capacity,
ineffective marketing strategy, identification
of new markets, constraints on
modernisation & expansions, non availability

Shri Pandian, IAS started with the challenges SMEs face today and also talked about
approach of Banks, financial institutions and government official towards SME player that
restrict their access and exposure to the concerned department and banks for availing
benefits that they deserve. He has also suggest to redefine SMEs to change people’s
perspective as they are indeed proves “Small is Big” by contributing significantly in total
Export, National Economy and Employment Generation as well. They are indeed back bone
and growth engine of national economy he said.
In addition to that he shared some facts and figures of sector wise SMEs in the State that
shows exponential growth and opportunities for the further development. He did SWOT of
big v/s small industries and shows the potentiality to motivate entrepreneurs.
Lastly he suggested SIDBI and NSIC along with other financial institutions to come out with
tailored financial and wealth management plans for SMEs as timely availability of adequate
fund in desired manner is big issue that all are suffering from.
