Social Housing Projects

INTRODUCTION/CONTEXT
• The Ekurhuleni Metropolitan Municipality (EMM) aims to develop the urban
settlement of Germiston into a sustainable human settlement and
Administrative Capital (Metropolitan Headquarters) of the Ekurhuleni
Metropolitan Municipality.
• The EMM embarked upon a project to transform Germiston and previously
completed an Implementation Plan for Urban Renewal. (GEAR 2030).
• The ‘MSDF 2015’ sets out 12 Objectives with which to achieve the vision to be
‘The Smart, Creative and Developmental City’.
• One of the objectives is to promote mixed use, high density development
along suitable corridors and at suitable nodes
OVERVIEW: SOCIAL HOUSING PROJECTS
• Two social housing projects implemented in Germiston inner city i.e. Germiston
Fire Station and Delville Ext 9.
• Germiston inner city declared a Urban Renewal Zone (Gear 2030).
• Projects are well located in relation to amenities (i.e. physical infrastructure,
education, health facilities, etc. and promote spatial and social integration.
• Good transport network linkages with surrounding areas.
• Economic Integration – business and residential sector. Development of the
projects will create up to 250 job opportunities in the area.
• 60 000 social/rental housing required over a period of 10 years to meet the
social/rental demand in Ekurhuleni. This translates to 6000 units per year
(Demacon, 2015).
• Target to reach 10 000 units by 2030.
BACKGROUND: GERMISTON FIRE STATION SH PROJECT
• Renamed Chris Hani Village
• Implemented by the Ekurhuleni Human Settlements Department and the
Ekurhuleni Housing Company (EHC), in partnership with the Gauteng Province
Human Settlements Department, the Social Housing Regulatory Authority
(SHRA).
• EHC is the Housing Agency of the EMM mandated to scale-up the delivery of
social and rental housing in the City of Ekurhuleni.
• The Development Bank of Southern Africa (DBSA) was appointed as the
implementing agent to fast track the procurement and implementation of the
projects.
• Contractors for the project were appointed in November 2015.

Budget Allocation : R46 million (2015/16 FY)
Budget Allocation : R49 Million ( 2016/17 FY)
Restructuring Capital Grant: R18 842 250 (2016/17)
PROJECT INFORMATION: GERMISTON FIRE STATION
• Progress to date: Phase 1 and Phase 2
• Project comprises of six blocks, four (4) storey buildings
• Phase 1 comprise of 144 units, completed in March 2017.
• Phase 1: 28 bachelors, 20 one bedroom, 96 two bedroom units.
• 7 disabled units
• Phase 1 is 96% tenanted
• Phase 2 contactor appointed in June 2017 and project currently at implementation stage.
• Phase 2 is planned for 200 Social Housing Units to be completed January 2018.
• Plans include development of a crèche, and commercial activity on the ground floor.
