nreca voting delegatesEach Voting Delegate must be registered for the AnnualMeeting (either in advance or onsite) and receive a badgebefore obtaining a delegate ribbon and voting credentialcard. After printing a badge, the Voting Delegate will receivea “Voting Delegate Reminder” printout with their badge—thisis not the voting credential card. Proceed to the NRECAVoting Delegate Desk located in the Hall D Lobby in theErnest N. Morial Convention Center, near on-site registration,to pick up your voting credential card and delegate ribbon.
Delegates must bring the voting credential card to the NRECAAnnual Business Meeting, which will begin at approximately11 a.m. on Tuesday, March 3, 2020. Voting Delegatesshould pick up their voting credential cards by 9:30 a.m.on Tuesday, March 3, 2020, as the Business Meeting willbegin promptly after the morning break. MEMBER RESOLUTIONS PROCESS
The Annual Meeting is the final step in the yearly resolutionsprocess. Here, voting delegates will vote on the proposedresolutions forwarded by the NRECA National ResolutionsCommittee.
The Member Standing Committees—Legislative; Regulatory;and Cooperative Management, Employment, and Community(CMEC)—met on Jan. 15, 2020, to review all existing resolu-tions and proposals and amendments approved during the2019 Regional Meetings. The Committees recommended for,or against, adoption of each resolution. View the MemberStanding Committee rosters on the conference app in theMember Resolutions section.
The NRECA National Resolutions Committee is comprised ofthe Chairs and Vice Chairs of the three Member StandingCommittees and additional Member Standing Committeemembers appointed by the NRECA President to ensure eachRegion is represented. The Committee met on Jan. 15, 2020, toreview and reconcile all recommendations, and compile andpackage all proposed resolutions for NRECA voting delegates’consideration at the NRECA Annual Business Meeting. Throughout the 2019 Regional Meetings, co-opsdebated resolutions on topics like supporting necessary flood risk management measures andbroadband for rural America. The ProposedResolutions Forum is a chance to ask questions and learn how co-ops’ opinions and amendmentsfrom all 10 regions have been consolidated into asingle set of proposed resolutions. Upon approval,these represent the will of the NRECA membership. NRECA voting delegates will cast final votes on the proposed resolutions at the business meetingon Tuesday, March 3, 2020.

In January 2020, the FCC adopted rules to award$20.4 billion through the Rural Digital OpportunityFund (RuDOF) to provide 10 years of ongoingUniversal Service Fund support for voice andbroadband services in high cost areas. To awardthis support, the FCC has proposed using areverse-auction format similar to the successfulCAF-II auction that awarded $1.5 billion in 2018. In CAF-II, a significant number of rural electric co-ops won funding to deploy state-of-the artnetworks in their service areas. RuDOF is a toppriority for the FCC and is moving forward quickly.FCC staff will explain the RuDOF process, potentialtimeline, and next steps for electric co-opsinterested in participating in this program.
