Recommended FY14 ROTC OML Model changes
CHANGES:•Lower total LDAC Performance values from 31.95 to 24.50
•Increase total values on the PMS MSIII CER & 2 campus APFTs from 19.80 to 27.25.
•Land Navigation removed as a standalone input.
IMPACTS:•Shifts focus at LDAC from an evaluation experience to a development experience.
• Powers down to PMS. Empowers PMS to have more impact on Cadet’s ranking and identify high and low performers.

Increase the development emphasis of LDAC by flipping the relative weight of LDAC TAC evaluation with LDAC performance.
Remove Land Navigation as a separate evaluation event.

This incorporates changes recommended by the FY12 Process Action Team and accepted by all BDE Commanders in April 2012

Branching Processes

Cadets must designate how many branches they would like considered for pre-branching (top choice, top two, or top three). Branch by OML to 40% of mission w/o ADSO, then by OML to 55% of mission w/ ADSO. NO top or bottom OML. All branch choices will be considered by the DABM, and credit will be given to those who ADSO in the DABM.
BENEFITS: Potential to shift the ADSOs for branch to have a more even distribution across the OML vs the status quo where 75% of the ADSOs originate from the bottom half of the OML NO WARGAMING & TRUE PREFERENCES SUBMITTED Larger population to work with in the DABM with a more representative distribution of REDCAT Lays a framework that can seamlessly integrate Talent Management for future cohorts

RECOMMENDED CHANGES:
USACC branch to 40% of each branches allocations.
Additional 15% with ADSO,
All others to DABM with all 16 branches considered Consider AV in DABM if cadet satisfies prerequisites
The DABM will still weight Cadet Preference & OML standing as the priority factors for branch assignment

FY14 Accessions Process Changes
•Continue to branch the top 10% of Cadets selected for active duty into their first branch preference.
•Branch sequentially Cadets by first preference up to 40% of a branch allocation without a Branch Active Duty Service Obligation (BRADSO).
•Branch sequentially Cadets by first preference up to 55% of a branch allocation with (BRADSO). Cadet may opt out of second and third branch considerations.
•Branch sequentially Cadets not branched by above for second or third preference if Cadet indicates second preference is to be considered using 40%, 55% and BRADSO (no BRADSO for 3rd) guidelines. Cadet may opt out of third branch consideration.
•Branch remaining active duty Cadets by the DABM considering all branch preferences and any ADSOs.

FY14 Accessions Process Changes
• 45% of Aviation allocations will be filled by the DABM. (Cadets must meet AV specific requirements AFST/SIFT and Class I Flight Physical) to be considered by the DABM.
•Any Cadet may request Education Delay.
•No Top/Bottom half of active duty OML – DABM distributes quality.
•National OML will not be released to the Field. Selection and Branching results will be released in three lists. Active Duty, ARNG and USAR in alphabetical order.
• No requirement for the Branch Expectation Management Tool (BEM-T). Delete previous versions and do not use when counseling your FY14 Cadets.
• If Cadet executes a Branch for ADSO contract for 1st two branch preferences and receives one of those branches as their Basic branch the Cadet will be charged the ADSO (Not including Top 10%).
• No GRFD Contract revocations after 1 July 2013

CADETS with a 2.75 CUM GPA in one of these degrees, selects OD as their #1 preference and completes an ADSO will receive Active Duty and OD if below Active Duty selection line. 50% of the Ordnance Corps (OD) branch allocations will be withheld exclusively for Cadets with the academic degrees listed below. If the Cadet has a 2.75 CUM GPA in one of the identified STEM degree fields and lists that branch (OD) as their #1 preference they will receive AD and that branch. EOD, Explosive Ordnance Disposal, must be pre-qualified with an OD Branch representative during Branch Orientation at LDAC. If selected for OD then EOD preference applied.

If the Cadet has a 2.75 CUM GPA and one of these degrees and lists QM as their #1 preference, they will receive QM until the special allocations are filled. Once the 50% is filled, must compete for QM branch.
