People were classified in order oftheir social status, initially based onKarma, Gunas, Sattav, Rajas, andTamas. The Scheduled Castes weretreated as a separate community andgranted separable representation.Sardar Vallabhbhai Patel,recommended special privilege tothe Schedule Caste and ScheduledTribe for a limited period of 10years. The privileges were meant forthe upliftment of the lower castes.Reservation is a political, social,

The Scheduled Castes and ScheduledTribes make up around 15% and7.5% respectively of the populationof India, or around 24% altogether,

The concept of reservation was enshrined in the
Constitution to allow the so-called deprived classes to comeat par with the so-called privileged ones. The Constitutionof India allows this kind of positive discrimination in orderto bring about equality of opportunity and status in thesociety. The founding fathers had never intendedReservation to be a temporary phenomenon. Reservations tothe underprivileged were to be extended until they were
uplifted socially and stabilized economically. Reservationswith the view of helping the deprived classes to gain abetter footing and avail equal benefits of an independentand free nation was introduced in the system. These arelaws wherein a certain percentage of total available slots in
jobs and education are set aside for people from backwardcommunities. Scheduled Castes (SC), Scheduled Tribes (ST)
and Other Backward Classes (OBC) are the primarybeneficiaries of the reservation policies, while there are alsoreservation policies for women.

According to the 61st Round Survey of theNSSO, almost nine-tenths of Buddhists in Indiabelonged to scheduled castes of theConstitution while one-third of Christians
belonged to scheduled tribes. Major part ofscheduled castes were Hindus by religion butbelonged to castes and tribes having lowpopulation. The Sachar Committee report of
2006 also confirmed that members ofscheduled castes and tribes of India are notexclusively adherents of Hinduism.

The constitution of India states in article 15(4):"All citizens shall have equal opportunities
of receiving education. Nothing herein
contained shall preclude the State from
providing special facilities for
educationally backward sections
of the population.It also states that The State shall
promote with special care the
educational and economic interests
of the weaker sections of society(in particular, of the scheduled
Castes and aboriginal tribes).

We need to identify the ones who
are really needy, downtrodden
and under privileged. Then,
we need to provide them withproper incentives such as
education, opportunities and financial banking. After
that real talent and hard-work should be awarded and
accepted instead of blindly guaranteeing anyone asecure future merely on the basis of caste even though
he/she is least deserving.

Merit should be the criteria because
the country needs the best of its
people in order to develop and not
those who are harnessing the
unmerited and undeserved benefits
just because they belong to a sectionof society which has been luckily
marked in the Constitution as under-
developed. It is so disheartening
to see a well deserving candidate with promisingfuture to lose out to another less deserving
candidate because he happens to be from a reserved
section of the society-fortunately or unfortunately.

Development of one section of the society should not be
at the cost of the other section. Development of the society
can be possible only if all the sections of the society
are given equal opportunities. Opportunity for developmentshould be judiciously distributed among all the sections
of society. Opportunity in education, jobs and other fields
of life should be equally distributed.

For the last 65 years we gotnothing. The society moreor less is the same.
Since in a family a personcan take advantage ofreservation more than asingle time, Son of a father(who have taken thisbenefit) also eligible to takethe benefit so this heinouscycle continues and the driftbetween will go on
increasing. Now this willreplicate in case of OBCs aswell

It assures government jobs.

The reservation system needs to be modified.Each and every person should not be given theprivilege to enjoy the facilities of this system.People who deserve should be granted the
permission to enjoy these benefits but thosewho dont deserve it and are just takingadvantage of falling into a reserved categoryshould be removed from the reserved category.Scholarships should be granted only on thebasis of merit.
