Throughoutthenegotiations,themajorissueswereagriculturalprotectionandsubsidiesintheUSandEU,ontheonehand,andhightariffsindevelopingcountriesonbothagricultureandmanufacturedgoodsontheother.DevelopingcountrieswantedtheUStoreduceitsagriculturalsubsidies,andtheEUtoreduceitsagriculturaltariffs,bothinordertobenefitdeveloping­countryfarmerswhosufferedfromlowworldpricesfortheirproducts.Inreturn,thedevelopedcountriesinsistedongreatermarketaccessintodevelopingcountriesfortheirexportsofagriculturalandmanufacturedgoods,aswellasofservices.InJuly,however,thestickingpointwasthetriggerfor“specialsafeguardsinagriculture.”Thiswasaprovisionthatwouldallowdevelopingcountriestoraisetariffsonagriculturalimportstoprotecttheirfarmers.Thesafeguardswouldbetriggeredbyanincreaseinimportsaboveacertainpercentage,andthedisagreementwasoverthatpercentage.TheUSwantedthattobeover40%,whichwouldmeanthatimportswouldneedtorisebythatamountatleastbeforethedevelopingcountriescouldraisetariffs.IndiaandChina,ontheotherhand,insistedthatthistriggershouldbesetmuchlower.2.
