1948 CHANGE TO RESERVE METHOD OF ACCOUNTING
F or several years during the early part ofth e period covered by this section, Federa l ta xla w permit ted commercial banks to set up"reasonable" reserves for bad debt losses outof taxable income, subject to interpretation of
the word "reasonable" in light of the circum-stances surrounding each particular case. In
December 1947 a ruling by the Commissionerof Internal Revenue provided a fixed formula,based on a bank 's prior experience, fo r deter-mining allowable deductions from taxable in-come for the establishment and maintenance ofreserves for bad debt losses on loans. Withcertain exceptions, th e amounts that might beset up were l imited to three times th e annual
allowable deduction, This formula has under-gone some modification since 1947. In 1965
reserve method of providing fo r losses doesnot preclude using figures for these reserves inanalyzing losses as they occur. F or such pur-poses it is necessary to combine (1 ) lossescharged against th e current year 's net incomeb y banks tha t do not use the reserve methodand (2 ) losses that do not directly affect th e
current year 's net income of other banks be-cause they are charges against reserve accounts—with the realization, of course, that the lat-te r losses were provided for by charges againstnet income in prior years.

—in 1969. Nevertheless , the 1969 changes in -stituted by bank supervisory author i t ies proba-bly had relatively minor effects on earnings fo rthe year .
Most of the other items affected by thechanges are also not comparable with data foryears prior to 1969. Among such items are:
1. "Other operating expenses";2. Other operating income";3. "Other charges, fees, etc.";
4. "Other charges on loans," previouslyshown separately by insured comm ercial
banks , are now included in "loans: interestand fees"; and
5. "Occupancy expense of bank premises(net)" beginning with 1969 is shown as anoperating expense, with "occupancy expense(gross)" and "rental income" shown separatelyunder "memoranda items." F or 1961-68 rentalincome had been deducted from occupancyexpense, and the result ha d been shown as"net occupancy expense" under "expenses."
INCOME AND OPERATING RATIOS OF MEMBER BANKS
There are impor tan t differences between thetw o types of rat ios presented here . Tables 6 ,2,6.4, and 6.6 present income ratios, which re -flect rela t ionships between aggregate dollar fig-ures of var ious groups of banks; Tables6.8 to 6.10 present wha t are often referred to as"operat ing rat ios"—that is , ar i thmetic averagesof rat ios computed fo r indiv idual banks .
These tw o types of ratios som etimes showwide var iat ions, owing to differences in relative
bank regardless of its size, whereas ratios com-puted from aggregate dollar figures reflect pri-mari ly the performance or position of thosebanks (usually very few) whose figures are dis-proportionately large. Averages of individualratios are useful primarily for studying thefinancial results of operations of individualbanks, whereas ratios based on aggregates
show results for the banking system as awhole and, broadly speaking, are the more sig-
