PSPC Roles
• Project delivery – current forecast suggests more than $1B nationally over 5 years with a significant portion in British Columbia and Territories
• Expert Support – assisting with integrated planning and development of procurement strategy including outreach with private sector suppliers
• Custodian – similar level activity as FCSAP Phase III with custodial projects mainly related to Engineering Assets in British Columbia

Overview: Federal Contaminated Sites Action Plan
Objectives•Reduce risks to human health and the environment; and •Reduce liability in the Public Accounts of Canada related to contaminated sites
Eligibility for FCSAP remediation funding• Assessed sites classified as high priority (Class 1) or medium priority
(Class 2) and• Legacy contamination that occurred on federal sites prior to 1998• Former mining sites in the North where companies have declared
bankruptcy
FCSAP sunsets on March 31, 2020 and requires renewal.

Achievements to Date
• Assessed and remediated thousands of sites – 70% of inventory now closed
• Reduced health and environmental risks across Canada - $3.8 billion spent
• Highest priority sites remediated or in progress
• 18,400 Canadian jobs in the remediation sector
• Skills training, innovative & sustainable technologies, guidance and training
• PSPC has delivered the milestone projects involving 60% of total annual funding

Future Needs• Forecasted that 4,500 federal
sites will be left to assess and to remediate after April 1, 2020
• Estimated federal environmental liability exceeding $4.0 billion post-2020
• Investments outside of FCSAP (e.g., shared responsibility sites such as Marwell Tar Pits and individual custodial projects)

Budget 2019
• Confirmed 15-year funding for FCSAP starting April 1, 2020 with $927 million over first four years (i.e., equivalent to funding through FCSAP Phase III)
• Separate program for CIRNAC “Big Eight” –Northern Abandoned Mine Reclamation Program (NAMRP) with nominal funding envelope of $2.2 billion over 15 years and similar funding levels to FCSAP over first four years
• Good news which recognized ongoing need for a program and confirmed funding

Indigenous Engagement
• Unique procurement strategy for the DND Y Jetty Lang Cove Dredging project (est. 30M):
o Developed in response to various meetings with the local Nations;
o Focused on the Indigenous Nations within whose traditional territory the work will take place;
o Evaluation strategy for the procurement will include a point rated criteria based on the submission of an Indigenous Benefits Plan (IBP) which will define the potential socio-economic benefits for the applicable Nations.

Next Steps
• Continuing to improve PSPC Environmental Service responding to Client and Supplier feedback
• Define procurement tools and strategies including considerations for new technologies, economic growth (e.g., local SMEs), and Indigenous reconciliation (e.g., AOC and PSAB)
• Focus on Regional Integrated Planning Boards to create regional programs of work
• Continued communication with supplier community as future program needs are defined, in Fall 2019
• FCSAP and NAMRP final confirmations in Summer 2019
