Labors proposalcould reignite boomLABORS proposal to restrict negativegearing could reignite Sydney andMelbournes property booms, ac-cording to industry economists.
A plan to limit negative gearing taxbenefits to investors who buy newhomes and not existing ones threat-ens to send investors buying up exist-ing real estate before the cut-off date,Domain Group chief economistAndrew Wilson said.
The end of negative gearing is un-
precedented motivation for investorsto surge into the market, Dr Wilsonsaid.
The effect was likely to be felt atthe lower end of the establishedhousing market further pricing firsthome owners out.
If the proposal does come intoplay, Dr Wilson said the surge wouldpractically be a given, and similar tothe 2009/2010 property market whenthe deadline for the end of the firsthome owners grant and stamp dutyconcession for established homeswas met.
There was a whole boom generat-ed by the end of stamp duty conces-sions on established housing and10,000 more first home buyerspoured in, Dr Wilson said.

The flip side of that is that an in-vestor might not want to rush intothe market to pay top dollar becausethe day after negative gearing is re-moved, there is a view that prices arelikely to fall, Mr Zigomanis said.
Curtin Universitys Steven Rowleysaid the change is likely to create anincrease in activity from investorslooking to buy before any cut-offdate.
Such increases in activity havebeen seen before with other policychanges. The impact on the housingmarket will depend on the timing andthe position of housing markets with-in their cycle, he said.
If banks still have in place strictlending criteria, including loan tovalue ratio requirements for in-vestors, at the time of the policy
change this might restrict theamount of buying activity and there-fore any price impact of this surge indemand.
Housing Institute of Australia sen-ior economist Geordan Murray saidthere is the potential for the changeto distort housing market behaviourparticularly around the time of im-plementation.

Agents guide to buying propertyWHEN looking to buy a home, there aresome warning signs that the experts lookout for that suggest a property is a lemon.
But there are also signs many buyersbelieve are indicative of something seri-ous but may have you overlooking a bar-gain.
Five buyers agents told Fairfax Mediatheir top concerns and false alarms thatare top of mind when they browse homes.
PROPERTIES with visible wooden retain-ing walls in their gardens are on the list ofwarnin g signs for wHeregroup buyersagent Todd Hunter, who buys primarilysub-$400,000 established houses in lower-priced areas. If the home you are consid-ering has this feature, take a close look.
If the house is on a hill and you haveneighbours one side that are above youand the other side is below you then youneed to thoroughly inspect all the walls,even if the retaining walls are not on yourland, Mr Hunter said.
You still may be liable for half if youare deemed to be advantaged by the wallbeing there, he said.
This tends to make him walk away.
However, if you are still interested in buy-ing be sure to have a building inspectorthoroughly examine the walls.
MANY investors and home buyers are putoff by hoarder homes but they cansometimes be the best deals, Mr Huntersaid.
I purchased a house on the Gold Coasttwo years ago that was only five years old,Mr Hunter said.
The home had a hoarder in it and noone was interested in buying it becauseyou had to walk down the hallway side-ways and could barely walk in any room,he said.
As he bought the home as vacant pos-session, all the belongings had been re-
moved and the house was almost brandnew.
Do not write a home off just because itis filled with possessions.
TO ENSURE youre buying a healthyapartment, you should be looking careful-
ly at the sinking fund, Good Deeds princi-pal Veronica Morgan said.
The sinking fund is in place to pay forfuture repairs and maintenance, so anempty sinking fund often suggests theowners corporation has not adequatelybudgeted or has recently had to undertakesome significant repairs using the money.As a buyer, youll want to know which ofthese scenarios is true.
Since January 2005 owners corpora-tions of all strata schemes have been re-quired to have 10-year plans in place, tohelp avoid having to ask owners for alarge, once-off levy to pay for unexpectedrepairs.
Sinking funds are used to pay for thepainting of the building, replacement offencing, driveway refurbishment, replace-ment of common property items, lift over-hauls and other expenses, according toNSW Fair Trading.
WHILE some buyers will baulk at highstrata levies, this isnt always a deal break-er for Ms Morgan.
Sometimes these are only temporaryor indicate that there are new people on
the owners corp and lots of positivechanges are about to happen, Ms Morgansaid.
What counts as high is largely in theeye of the beholder some apartmentblocks have facilities ranging from swim-ming pools and gyms to cinema roomsand concierge services. These will come ata cost to the owners of the apartments andare not always unacceptable to buyerswho want these features.
LOOKING at the history of a property andwhen it was last sold is a crucial part of thedue diligence process for any investor orhome buyer.
Undertaking this research can quicklypull up some interesting information. Acritical warning sign is the home being
sold multiple times in just a short time pe-riod, such as four sales in two to threeyears, House Search Australias JacqueParker said.
Homes that are on the market forlonger than the standard days for that lo-cation and homes with multiple agentstrying to sell same property over a long pe-riod should also raise red flags, Ms Parker
warned. If you do notice these irregularfeatures, you should be asking questionsof the real estate agent and trying to deter-mine the reasons behind it.
MANY home buyers are turned off a prop-erty they have seen because theres a lack
of photos or a poor description attachedto the home, Ms Parker said.
But these poorly marketed propertiesshouldnt be written off.
In many of these situations it couldjust be lazy advertisement or tenant notproviding access, she said.
Without seeing the property yourself,you could be missing out on a dreamhome that may even have less competi-tion as a result of the bad advertisement.
WHEN buying a property, do not look justwithin t he boundaries of the property it-self the adjacent properties are also crit-ical, associate director of Wakelin PropertyAdvisory Jarrod McCabe said.
This includes properties to each side,
opposite and behind.Apartment blocks, shops and industri-
al neighbours can detract from the valueof houses due to noise, overlooking issuesand poor aesthetic, Mr McCabe said.
A vacant lot is often a worrying sign asit may mean that a large-scale develop-ment is imminent.
If you do notice a vacant lot, a call tocouncil may be able to reveal any develop-ment applications nearby and the zoningof the property.
HOMES that do not present well at anopen for inspection might not always in-spire home buyers to open their wallets,but this is usually a small issue thatshouldnt put off motivated purchasers.
A lot of inexperienced buyers misjudgeminor cosmetic issues that can be easilyfixed for deal breakers, Mr McCabe said.
They get turned off by a property thatisnt presented well, not seeing its hiddenpotential, he said.
It is important for them to distinguishbetween small issues such as outdatedrenovations or poor presentation by the
tenants or sellers from costly structural is-sues.
WHILE much of a property can be recti-fied, one feature that is non-negotiable isthe street appeal, WBP Property Groupchairman Greville Pabst said.
If the location stacks up on the mapthen I will drive by to get a feel for the lo-cation. First impressions are everything,Mr Pabst said.
If a property does not have street ap-peal it is a major warning sign and when Ipull up the front I know straightaway, hesaid.
Much of this is less to do with how it af-fects the property right now, but to do withits resale value to owner-occupiers whenyou later look to sell the home.
The difficult to change features, such asorientation, layout flow and natural lightshould also be considered carefully.
MANY buyers go into an open home look-ing for something that feels like home.
But your emotions really have little to dowith whether its a good purchase, MrPabst warns.
Many buyers mistake this feeling ormood a property creates with the poten-tial of the property, he said.
Provided the property has the rightfoundation, fixable attributes should notbe a concern.
Such things like a brightly colouredfeature wall can turn some buyers runningbut if it could be looked past and not trickthe eye of the buyer they may find them-selves a great investment, he said.
