The FTI pilot is the only fully-bottom-up measurein Horizon 2020 promoting close-to-the-market
innovation activities that isopen to all types of participants
FTI Pilot - What is it?
Reduce time from idea to market --last push
Increase participation of industry, first-time applicants, SMEs
Stimulate private sector investment in R&I

• One common call, permanently open, 3 cut-offs per year• Time-to-grant (TTG) up to max. 6 months• Budget: €200 MN for 2015/2016 (100 + 100) — ca. 100 projects
with average EU contribution of €2 MN• Funds innovation actions (70%), grant up to €3 MN• Future of FTI pilot (beyond 2016) only decided after full evaluation
FTI Pilot – Key Features
Industry-intensive consortia from EU or Associated Countries meaning:• Either 2 out of 3-4 partners are “industry” (= private for profit)• Or 3 out of 5 partners are private for profit• And/or 60% of the budget (= total estimated eligible costs) is to be
allocated to consortium partner(s) from industry Subcontractors allowed but the core must be in the partnersSMEs and first-time industry applicants particularly welcome
FTI Pilot – Industry Involvement

Pros: Proof of your market potential Funding 70% (100% for not-for-profit entities) Enjoy higher visibility at EU level (communication about projects, by
EC)Cons:• Limited funding - so what is the key:
-Market relevance and business strategy -Impact (more jobs, capacity building, strengthening industrial basis, improving quality of life of citizens, other socio-economic benefits)
Why participate?
• Panel of four independent experts • Remote consensus phase • Evaluation summary report (arithmetic average of scores) with a
short feedback allowing the applicant to understand what can be improved in the proposal
• Thresholds: overall 12/15; score for "Impact": 4/5 or higher• 3 criteria: Possible economic impact; Excellence in innovation;
Implementation
FTI Pilot – Evaluation process
• ‘Impact' is evaluated first and 4 out of 5 is a must: ( ~ fast development & market take-up/wide deployment no more than 3 years after the beginning of the FTI project, business development, growth and job creation…)
• 'Excellence': FTI proposals pursuing technological innovation are expected to have a readiness level of 6 out of 9 (technology demonstrated in relevant environment)
• Overall score not below 12 out of 15
FTI Pilot – Evaluation criteria
• Proposals with an overall initial score lower than 12/15 will not be ranked
• Proposals with an initial score lower than 4/5 for impact will not be ranked; For the proposals that will be ranked, "Impact" will receive a higher weighting
• Criteria for further differentiation will be:• Value of 'Impact' criterion• Size of budget allocated to SMEs• Number of first-time industry applicants• Number of industry participants • Gender balance of consortium staff performing the proposed action
FTI Pilot – Ranking
• Standard processes - innovation actions• No negotiations in grant preparation phase (only high-quality
actions will be selected for funding) • Grant agreement template = general one for innovation actions• Financial viability check for coordinators only• Pre-financing (max. 90%)• Project duration not to exceed 36 months, but average duration is
expected to be in between 12 and 24 months (1 or max. 2 reporting periods)
• High visibility for participants
FTI Pilot – Project management
The expected impact on partners' growth and innovation capacity are insufficiency described;
Market and competition analysis are weak and limited; Financing plan to reach the market and expand the
commercialization capacity is not discussed in detail; The commercialization activities are not presented to demonstrate
how they intend to involve key stakeholders on the buy side; The financial aspects are underestimated within the review of risks; Management structure is assessed as generic; Lack of details in the description of deliverables and in risk mitigation
plans.
