A HISTORY OF GROWTH
The seeds o the Farm Credit System were planted by President Theodore
Roosevelt in 1908 to address the problems acing a predominantly rural
population. Congress passed the Federal Farm Loan Act o 1916, which
created the cooperative Farm Credit System. Since then the System, much
like agriculture itsel, has continually evolved and grown.

A SYSTEM OF COOPERATIVE SUPPORT
The Farm Credit System has a unique structure that keeps us closely tied
to and ocused on the industries we fnance and the rural communities
we serve. Farm Credit associations are governed by stockholder-directors
and are owned cooperatively by those who borrow rom them. District
wholesale banks are in turn owned by and und the associations. Each
bank and association manages and controls its own business activities,
operations and fnancial perormance.
The Farm Credit System is well-organized, consistently unded, and
careully regulated. The ollowing organizations provide stability,oversight, and a clear commitment to the Farm Credit mission:
• Local associations are the System’s cooperative retail lenders. They are
governed by a local board o directors comprised o customer-owners
and outside representatives.
• Associations are unded by a district wholesale bank, which is also run
as a cooperative.
• The Federal Farm Credit Banks Funding Corporation unds the
district wholesale banks, by issuing a variety o Farm Credit Sytemwide
Debt Securities.• The Farm Credit Administration is the System’s independent regulator.
• The Farm Credit System Insurance Corporation issues the timely
payment o principal and interest on Systemwide Debt Securities.
• The Farm Credit Council represents the System and its borrowers
beore Congress.
