Meeting Minutes: Agenda Item 1: Meeting called to order at 10:00 a.m. by Mayor Myron, new MTPO Chairperson. A sign-in sheet was passed to each member. Agenda Item 2: The minutes from the June 17, 2008 were reviewed. Steve Neilson made a motion for the board to approve the document. Alan Bridwell seconded the motion. All approved. Motion carried. Agenda Item 3: An Executive Board vote was required to consider an update of the Urban Functional Classification System (Resolution 2009-01). Mr. Glenn Berry explained that the Highway Functional classification system is a nationwide method of classifying all public streets according to their function. The classification system is grouped into arterials, collectors, and local streets. The classification map must be revised to accurately reflect and include “Peoples Street” between Knob Creek Road and Browns Mill road in Johnson City as a Collector, due to its connection to major shopping centers. This segment was identified as functioning as a collector during the Long Range Transportation Plan. Debra Fleming made a motion for the board to approve. Alan Bridwell seconded the motion. All approved. Motion carried. Agenda Item 4: An Executive Board vote was required to consider approval of 3 TIP Amendments: Approving the addition of Stimulus Funds (Resolution 2009-02); Approving TIP Amendment for STP-Local Funds (Resolution 2009-03); Approving TIP Amendments for the use New Freedom Funds (Transit) (Resolution 2009-04); Self Certification Resolution for the TIP (Resolution 2009-05). Mr. Berry explained that the first amendment required the addition of Economic Stimulus Funds to include additional funding from the “American Recovery and Reinvestment Act of 2009” for transportation projects in the Johnson City MTPO Region. Eldonna Janutolo explained the upcoming projects from the Johnson City Transit that was included in this amendment. David Ornduff made a motion for the board to approve. Bob Browning seconded the motion. All approved. Motion carried. The second amendment was required to include STP- Local fund improvements to SR 34 from SR 36 to SR 381, known as the “Bristol Highway”, with additional required funds for engineering and design. Alan Bridwell made a motion for the board to approve. John Deakins, Jr. seconded the motion. All approved. Motion carried. The third amendment was required to allow the expanded use of New Freedom Funds for the Johnson City Transit. Debra Fleming made a motion for the board to approve. Bob Browning seconded the motion. All approved. Motion carried. Mr. Berry concluded the 3 TIP amendments with Resolution 2009-05 -Self Certification Resolution for the TIP. John Deakins, Jr. made a motion for the board to approve. David Ornduff seconded the motion. All approved. Motion carried. Agenda Item 5: George (Tripp) Morton gave a brief update on the Safe Routes to Schools project in Johnson City. Mr. Morton requested a letter of recommendation from the Executive Board in support of the Safe Routes to School grant project to be included with the application requests’ of additional grant funding for other area schools in Johnson City. Mr. Berry further stated that authorization was needed from the Board to allow Mr. Berry to write the letter of

recommendation. John Deakins, Jr. made a motion to approve. Bob Browning seconded the motion. All approved. Motion carried. Agenda Item 6: Mr. Berry and Ms. Fleming both made closing statements, and the meeting was adjourned at approximately 10:46 a.m.

TO AMEND
THE JOHNSON CITY MTPO 2008 – 2011 TRANSPORTAITON IMPROVEMENT PROGRAM WITH FUNDS FROM THE American Recovery and Reinvestment Act of 2009
Whereas, Johnson City Metropolitan Transportation Planning Organization (MTPO) is responsible for programming of funds for Transportation Purposes; and Whereas, it is the responsibility of the Johnson City MTPO to program these funds for transportation projects in the Transportation Improvement Program (TIP); and Whereas, funds from the American Recovery and Reinvestment Act of 2009 will be used for transportation projects in the Johnson City MTPO Area; and Whereas, the Johnson City MTPO has identified projects that meet the requirements of the American Recovery and Reinvestment Act of 2009; and Whereas, funds from the American Recovery and Reinvestment Act of 2009 can be used to show fiscal constraint and require no local match; and Whereas, these funds will not supplant federally obligated funds; and
NOW THEREFORE, be it resolved the Executive Board of the Johnson City Metropolitan Transportation Planning Organization does amend the 2008 – 2011 Transportation Improvement Program to include additional funding in the amount of 1.2 million dollars from the “American Recovery and Reinvestment Act of 2009” for transportation projects in the Johnson City MTPO Region.

Whereas, Johnson City Metropolitan Transportation Planning Organization (MTPO) is responsible for programming of funds for Transportation Purposes; and Whereas, it is the responsibility of the Johnson City MTPO to program these funds for transportation projects in the Transportation Improvement Program (TIP); and Whereas, funds from the Local STP will be used for transportation projects in the Johnson City MTPO Area; and Whereas, the Johnson City MTPO has identified the need to increase Local STP projects contingency bucket; and Whereas, funds from Local STP can be used to show fiscal constraint and require a 20% local match; and
NOW THEREFORE, be it resolved the Executive Board of the Johnson City Metropolitan Transportation Planning Organization does amend the 2008 – 2011 Transportation Improvement Program to include additional funding in the amount $300,000 dollars from Local STP for projects project contingencies in the Johnson City MTPO Region.

RESOLUTION BY
THE EXECUTIVE BOARD AND EXECUTIVE STAFF OF
THE JOHNSON CITY METROPOLITIAN TRANSPORATION PLANNING ORGANIZATION
FY 2008-2011 Johnson City Transportation Improvement Program “Self Certifications and Federal Certifications”
WHEREAS, in accordance with the requirements of the U.S. Department of Transportation, the Johnson City MTPO is required to prepare a Transportation Improvement Program (TIP); and WHEREAS, the Transportation Improvement Program (TIP) documents a cooperatively developed program of projects scheduled for implementation during the projected four-year period; and WHEREAS, the Johnson City MTPO has adopted a Long Range Transportation Plan which serves a guide for the development of the Transportation Improvement Program (TIP); and WHEREAS, the Johnson City MTPO follows the rules, regulations, and requirements of Safe, Accountable, Flexible, Efficient, Transportation, Equity, Act, a Legacy for Users of 2005 commonly referred to as SAFETEA-LU; and WHEREAS, in accordance with the requirements set forth SAFETEA-LU, and the Johnson City MTPO Executive Board hereby determine the use of various Federal Highway Administration funds, including Surface Transportation Program, Bridge Rehabilitation and Reconstruction, STP Enhancement, National Highway System, Highway Safety Improvement Program, Interstate Maintenance, Federal Transit Administration Capital Operating and Planning, and American Recovery and Reinvestment Act of 2009, commonly referred to as Economic Stimulus funds for the Johnson City MTPO Area projects, as listed in the TIP; and WHEREAS, the Johnson City MTPO does hereby certify that the requirements of U.S. Code 23 of the Federal Regulations 450.334 are met. NOW THEREFORE, BE IT RESOLVED, that the Executive Board and Executive Staff of the Johnson City Metropolitan Transportation Planning Organization do hereby approve and endorse the following certifications, as set forth in U.S. 23CFR Section 450.334, as part of the Johnson City MTPO Area FY 2008-2011 Transportation Improvement, Program.
