Time (PST) Session Description (all plenary sessions in Salon III) Speaker
10:30 am Break
10:45 am Parallel Splinter Sessions:
•Policy Splinter – this team will identify policy, regulatory, and statutory issues associated with the target End State Option(s) identified during the orientation.
•Program Transition Impacts Splinter – this team will identify key aspects for NASA to consider in transitioning from the Near/Mid-Term SoSE&I organization to the End State Option. These aspects could include anticipated cost and schedule drivers and specific tasks/tactics that NASA should plan for. A key consideration to be discussed is how NASA can retain the corporate knowledge and experienced personnel built up during the Near/Mid-Term five year time frame.
•Acquisition Strategy Splinter – this team will identify key aspects of the acquisition strategy NASA should pursue to implement the End State Option. These aspects should include, at a minimum, recommended contract and solicitation type, desirable industry partnering/teaming arrangements, contractor hardware exclusions (full, partial, none), and design of incentives.
