OK,sorememberthedots,Iknow,Ihaveshownyouthesebefore.BUT,onecolleagueofmineactuallysuggestedtomeonce,“whatifwedidn’tlookatthemasdifferentconceptsthatwecomparetoeachother,butinstead,asanevolutionoftime(Beairsto,2014)!”

Now,wecouldlookatthistimelinethroughthelensofanymarginalizedpopulation– buttounderstandthistimelinefromtheinclusionanddisabilityperspective,wehavetogobackintimeabit.

Manyofusknoworareconnectedtosomeonewhoexperiencedinstitutionalization because oftheirdisability.ItwasevenoftenRECCOMENDEDBYDOCTORS!AlthoughBritishColumbiawasactuallythefirstprovinceinCanadatoclosedowntheirinstitutions(Inclusionbc.org),therearestillindividualslivingintheseconditionsacrossCanadatoday.

Theinstitutionalizationmovementisanexampleofexclusion.Itseparatedindividualswithdisabilitiesfromtheirfamiliesandcommunities,withoutchoice.

BUT,thedisabilityrightsmovementoverthepast50yearswiththehardworkofsomeincredibleself-advocates,theirfamilies,andalittlehelpfromGeraldoRivera(Geraldo.com),pushedcommunitiestoshift,sothatindividualsofallabilitieswerewelcomed,andlivinginthesamesettingsastheirfamilyandfriends(Anderson,Klassen,&Georgiou2007;Bigby,Frawley&Ramcharan,2013;Lindsay2007).

Thisshiftfrominstitutionstocommunitieswasthestartoftheinclusiveevolution.Wehavemovement!BUTcanwedobetter???

Althoughmanyindividualsarenolongerexcludedfromtheirfamiliesandcommunities,theywere(andoftenstillare)expectedtoattendsegregatedschoolsorself-containedspecialeducationprogramsthataretotallyseparatefromtherestoftheschoolcommunity(Brownetal.,1979;Feldmanetal.,2015;Polloway etal.,1997). Andso!!!Parentsbegantoasksomegoodquestions!

Yousee…childrenwithdisabilitieshavesiblingswithoutdisabilities,andfamilieswantedalltheirkidstohaveequitableaccesstoacommunitybasededucation…together!

Kidsstartedtobeintegratedintoclassroomswiththeirpeers!Theyareinmathtogether!andgymclassestogether!They’reeatinglunchtogether!Kidsaretogether!Thisisbetter!Thisshiftfromsegregatedtointegratedschoolsandclassrooms,isthenextstepoftheevolutionofinclusion(Bigby,Frawley&Ramcharan,2013;USDepartmentofEducation,2011).Wehavemovement!BUTcanwedobetter???

Well…Integration,becomestricky,becauseitdoesn’ttakelongtorealizethatjustbeingtogetherisnotenough(Carter,Sisco,Melekoglu &Kurkowski,2007;Feldman,Carter,Asmus &Brock,2015;Giangreco &Doyle,2007 ).Althoughinthesameclassroom,studentswithdisabilities,areoftenjustthat…physicallyintheclassroomswithsometimesparallelactivities,looselyconnectedtoclassroom tasks(Carter,Hughes,Guth &Copeland,2005;Carter,Sisco,Brown,Brickman&Al-Khabbaz,2008;Feldman,Carter,Asmus &Brock,2015;Jameson,Mcdonnell,Polychronis &Riesen,2008).

Now,youdon’tneedmetotellyouthatjustphysicallysharingspaceandtimeisenoughtomakeyoufeellikeyoubelonginacommunity– Imeancomeon,thereareDisneymoviesmadeaboutthis.Breathingthesameairisnotenough!

Theevolutionfromintegrationtoinclusionisthetopicofmanycurrentconversationsincommunitiesandschoolsaroundtheworld.Howdowesupportindividualstobemeaningfullyincluded,ratherthanjustphysicallyintegrated?It’snotjustabout“where”kidsgointheirday,but“why?”Whatisthepurposetotheplacestheygo?!

Schoolbasedstaffarenowaskingquestionsabouthowclassroomandschoolplacementscanbecomemeaningfulandpurposefulforstudentswithdisabilities.Ininclusiveclassroomsandschools,studentsarenotjustpresent,buttheyhavepurposefulroles&responsibilitiesintheirclassroomswhilemeaningfullyconnectingtotheirpeers(Carteretal.2011;Feldman,Carter,Asmus &Brock,2015;Fisher&Frey,2001;Fryxell &Kennedy,1995;Kwon,Elicker,&Kontos,2011).Thisisinclusion!
