Principles and Parameters of the Document
• Be a coordinated, comprehensive strategy including federal, state and local activities
• Highlight a new commitment by federal government, but be respectful and consistent with work done by CBP
• Focus on coordinating strategies, but not represent federal, state and local consensus
• Include a prioritized set of actions, not simply a laundry list of possibilities
• Be clear, understandable and relatively brief. Be set to a timeframe (3 to 5 years?) including milestones.
Principles and Parameters of the Document (cont.)
• A preliminary draft would be prepared for FLC and PSC review at 120 days.
• The draft Coordinated Implementation Strategy would be released on November 9, 2009 along with the federal section 202 reports.
• Following public comment, the document would be revised to fully integrate section 202 report recommendations and include revisions to CBP goals, milestones and strategies.
• Desired end result would be a final Coordinated Implementation Strategy released jointly by the FLC and CBP in May 2010.

I. Background and Context of the Chesapeake Challenge
Provide a concise description of the environmental problem – the scope and scale of environmental and
natural resource degradation in the Bay
II. Chesapeake Bay Restoration Goals
In addition to providing an overall vision of a restored Bay, this section would be organized around restoration goals.– The starting point is proposed as the five existing
CBP goals– Each of these goals would have explicit indicators– The goals and indicators will likely evolve over
the 365 day process
III. Highest Priority Strategies and Actions (organized by goal)
– Presents a limited set of strategies and actions with the greatest effectiveness and efficiencies
– Describes the rationale used to analyze options– Includes summaries of actions specific to each
agency.– Discusses other programs and approaches under
development.– Indicates milestones for action progress and
completion
IV. Data Collection and Distribution Mechanisms
–Describes mechanisms such as the AIP from CAP for coordinating information to support progress reporting, adaptive management and accountability
V. Adaptive Management and Periodic Evaluation Process
–Explains the need for excellent, well organized data on which to base decision making.
–Describes in more detail the adaptive management framework and how it will be employed to ensure effectiveness and a focus on priorities
VI. Timeline with Milestones
Describes timeline and process for moving forward:– In preliminary (120 days) and draft (180 days)
strategy, outlines process/timeline leading to final implementation strategy
– In final strategy (365 days), outlines timeline feeding into annual Chesapeake Bay Action Plan and Annual Progress Report (Section 205)

Bay Protection and Restoration Executive Order
Federal Leadership Committee (Supported by Senior Federal Designees Group)
FLC consists of seven cabinet level secretaries. • Reaches agreement upon scope, timeframe, milestones, and
overall purpose & outline• Coordinates federal body • Develops criteria for prioritization• Coordinates with EC/PSC• Ensures programs & strategies are fully integrated• Problem-solving body• Approves & signs-off on final strategy in collaboration with
EC• Provides guidance, support, & resources for implementation of
strategy within and across agencies
Executive Council (Supported by Principals’ Staff Committee)
The EC consists of the EPA Administrator, the leaders of the signatory states, and the Chair of the CBC. The EC:
• Provides input into FLC on questions, scope, timeframe, milestones, and purpose
• Coordinates with FLC to ensure that state programs and activities are coordinated with federal programs and resources
• Collaborates with FLC on approval and sign-off of final strategy
• Provides guidance, support, & resources for implementation of strategy within and across states and local governments
• Assists federal agencies in gaining access at the state level
Management BoardThe MB consists of state assistant secretary
level appointees and directors of federal offices*. The MB:
• Provides coordination and integration across goals and strategies, and of federal and state roles
• Develops approach for public involvement in review of the 203 report, and implements approach on behalf of the FLC and PSC/EC
• Reviews Section 202 reports as desired by federal agencies
CBP Goal Implementation TeamsThe six GITs:• Develop strategies for revising goals and indicators
for review by MB, and ultimately FLC and EC• Provide a forum for state, local, and NGO input• Provide input on strategies, programs, & activities for
Section 203 strategy and assist in integrating Section 202 recommendations
