Part I INTRODUCTION

1.1 IESCO

1. Islamabad Electric Supply Company Ltd. (IESCO) is a public utility company,

having more than 2.2 Million consumers, touching the lives of 11 Million of populations

and provides service to 04 Nos. Northern Districts of the Punjab Province (Rawalpindi,

Attock, Jhelum and Chakwal); Capital Territory (Islamabad); and Southern parts of Azad

Jammu & Kashmir (AJK). IESCO jurisdiction map is placed at Annex – A.

1.2 Directorate of CE (Development) / Management Unit (MU)

2. To carry out and handle investment projects IESCO has established Management

Unit (MU) under the supervision of Chief Engineer (Development). The MU comprises of

four sections.

i) Planning Scheduling & Coordination,

ii) Procurement,

iii) Project Finance, and;

iv) Environment & Social Safeguard.

3. The organizational structure of MU – IESCO and main responsibilities of each

section are given in Annex – B.

1.3 Environmental & Social Safeguard Section – Management Unit

4. The Environmental & Social Safeguard (E&SS) Section of MU, IESCO provides an

overall supervision and advisory services during the Pre - Construction phase,

Construction phase & Post – Construction phase of the project. The unit also assists and

advises GSC Directorate, Construction Directorate and other IESCO departments on

environmental and social matters overall. Presently, the E&SS Section has one

Environmental and one Social Impact expert under the supervision of a Deputy Manager

Environmental and Social Safeguard (E&SS). Organizational structure of E&SS – MU

IESCO is attached as below.

6. IESCO Tranche – III subproject includes 03 Nos. New Grid Station, 13 Nos.

Extensions / Augmentations of Grid stations and 08 Nos. Transmission Lines. The detail

scope of work of Tranche – III subproject is attached as Annex – C.

1.6 Present Status of the Project:

7. The civil works of Tranche-III works have been awarded for the construction of

transmission lines and grid stations. The detail of works awarded is tabulated below,

whereas the physical progress charts are given at Annex-D.

1.7 Relationships with Contractors

8. In this reporting of July - December 2016, an orientation session for M/s SINO

Steel, China was arranged on 29 – 08 – 2016 on implementation of Environmental &

Social Management Measures. Minutes of the meeting is issued and following

documents as discussed during the meeting were provided to contractor to facilitate the

EMP implementation measures during the work at work sites;

Documentation Requirement as per Contract.

Training Plan to be executed by contractor for awareness of its staff.

Grievance Redressal Mechanism.

Format of On Site Complaint Register.

Environment & Social Monitoring Checklists for.

a) Contractor Mobilization and Demobilization.

b) Contractor’s Construction Camp Establishment and Operation. c) Transportation of Equipments and Construction Materials.

d) Construction of Grid Station.

e) Social Monitoring and.

9. The E&SS officers also visited field site on 13-12-2016 at chakri grid site and

observed that the contractor is not fulfilling the requirements of environment, social

safeguards in accordance to EMP. The non compliance was pointed out and forwarded

to Project Director (GSC) and contractor for remedial measures and corrective action.

10. IESCO has raised the same issue with the ADB officials and ADB Environment

desk arranged a meeting for contractor in ADB resident office Islamabad to make sure

the implementation of environment & social measures for smooth completion of the

project.

13. The detail CVs of Environmentalist / HSE Officers of both the contractors is

shared with M/s SMEC, Lahore and the facility consultant communicated their

concurrence against the nominations.

Part II ENVIRONMENTAL MONITORING

2.1 Monitoring.

14. Environmental Monitoring of the projects is being carried out by the contractors

under the supervision of Environmental and Social Safeguard (E&SS) section PMU.

15. IESCO identified the locations and approved the Testing schedule of M/S ICC

(Pvt) Ltd for the Month of May – June, 2016 & October – December, 2016. The test

reports of these periods have been received by this office.

16. The contractors have carried out drinking water tests, air quality tests and noise

level measurements test as per requirements laid down in contract agreements. The

Monitoring data / reports were made part of Bi – Annual reports. The results were

satisfactory over all & in line with National Environmental Quality Standards (NEQS).

17. M/s ICC, Lahore has also submitted the Water Test Reports, Noise Measurement

Data, Water Consumption Detail and Monthly Monitoring Checklists for the period of

May, 2015 to December, 2016. Summary of Monitoring is attached at Annex – E.

18. M/s Sino steel mobilized their construction crew at chakri road grid site,

however yet not submitted any progress or test report to this office.

2.2 Monitoring Status:

Part III ENVIRONMENTAL MANAGEMENT

3.1 Compliance Status with Statuary Requirements

19. The loan agreement of the project requires the Implementing Agency (IA) to

implement the project in compliance with statuary / regulatory requirements of the

country and requirements of ADB Guidelines (May 2003). The detail of environmental &

social compliance regarding statuary / regulatory requirements in accordance to ADB &

National Law is tabulated below.

20. Previously, a piece of land comprising of 32 Kanal situated in Village Phulgran,

Bara Khau, Islamabad was offered for the grid station by M/s Bharia Town. Due to some

legal complication, the said allocated land could not be handed over to IESCO, Hence,

M/s Bharia offered a new piece of land comprising of 40 Kanal measurements. The site

plan on the map of M/s Bharia Town of the proposed new site of grid station is attached

at Annex – G.

21. In this regard, another Site Specific Addendum Report for the relocated site was

prepared and submitted to ADB and PEPCO as per the statutory requirement on

05.01.2017.

3.2 EMP as a part of Bid Documents.

22. Environmental Management & Mitigation Plan (EMMP) & Monitoring Plan of the

approved EIA Reports have been made part of all the bidding documents of civil works

of Tranche – III sub projects.

3.3 Clauses in the Bid Documents.

23. Sufficient clauses have been included in the bid documents and the Contractor is

bound to comply with and carry out all the monitoring and mitigation measures as set

in the Environmental and Social Assessment reports and EMP. Detail of all the clauses

included in the bid documents are given at Annex – H.

3.4 Other Monitoring Indicators.

IESCO approved the monitoring plan of M/S ICC for analysis of environmental parameters.

Internal monitoring is being carried out on regular basis to check the Implementation of EMP, status of implementation of EMP is attached as Annex – I.

SSEMP will be prepared for the grid station sites in consultation with M/S SMEC. M/s Sinosteel, China has been

The contractors have carried out drinking water tests, air quality tests and noise level

measurements test as per requirements laid down in contract agreements. IESCO identified

the locations and approved the Testing schedule of M/S ICC (Pvt) Ltd for the Month of May – June, 2016 & October – December, 2016. The test reports of these periods have been

received by this office. The Monitoring data / reports were made part of Bi – Annual

reports. The results were satisfactory over all & in line with National Environmental

Quality Standards (NEQS). The Environmental Monitoring Indicator reports are attached as

photocopies for ready reference.

M/s ICC, Lahore submitted the Water Test Reports, Noise Measurement Data, Water

Consumption Detail and Monthly Monitoring Checklists for the period May, 2015 to

December, 2016. Summary of Monitoring is made a part of Bi – annual report (Annex – E).

M/s Sino steel mobilized their construction crew at chakri road grid site, however yet not

submitted any progress or test report to this office.

46.2 The Contractor shall take all reasonable steps to protect the

environment (both on and off the Site) and to limit damage

and nuisance to people and property resulting from

pollution, noise and other results of operations as set forth in

the EMP.

46.3 The Contractor shall ensure that emissions, surface

discharges and effluent from its activities shall not exceed the

values stated in the Specifications, or as prescribed by the

applicable laws.

46.4 The contractor shall Comply with all applicable

environmental laws and regulations of Pakistan.

46.5 The contractor shall
