Smart City
▪ Smart City by the integration of technology and natural
environment increases the effectiveness of processes in
every field of its functioning, in order to achieve
sustainable development, safety and health of
inhabitants with the aim for increasing the quality of life
of citizens, near community and environment.

concept:
Safe City
▪ City, that by the integration of technology and natural
environment increases the effectiveness of processes in
the field of safety, in order to reduce crime and terror
threats, to allow its citizens life in healthy environment
and simple access to healthcare, and to achieve
readiness and quick response to threatening or arose
emergencies.

▪ Name
Safe City Lab in cooperation with Huawei
▪ The objective of the laboratory is to create a virtualenvironment enabling to improve the quality of testingand decision-making in crisis management andsimulate incidents in cities. Research is mainlyassociated with Huawei LTE Rapid technology, whichprovides smart solutions in crisis situations. It focuseson the possible deployment of the system in crisissituations as well as testing the reliability of individualcomponents of the system, video quality. There is alsoone facility placed at the City Police of Rajec, wherethey perform high-resolution monitoring and use itscomponents in day-to-day service. With advanced LTERapid technology and high-speed wirelesstransmission, they are able to monitor different areasand can change camera locations as needed. Thanksto this technology, Rajec is moving forward one stepfurther to the modern Safe City.

▪ Name
Laboratory Modeling and Simulation
of Crisis Phenomena
▪ The objective of the laboratory is to create a virtual
environment enabling to improve the quality of
training and efficiency of decision-making in crisis
management, increase mental endurance of
emergency managers working under constant
stress, model and simulate crisis phenomena in
social, technical, technological and natural
environment, collection, processing and evaluation
(analysis, synthesis) gathered data, and increase
the efficiency and reliability of the decision-making
of the human factor in the focus of crisis
phenomena in transport.

Defining of Concepts
▪ Smart City concept:
▪ deals with possibilities of components usage within systems.
▪ Safe City in our work promoted from system
to a concept:
▪ ensures protection of society, property, environment and smart
components, their informational, cybernetic and physical safety.
▪ Original system of a safe city is renamed (Smart Safety
and Smart Healthcare), works as an intersection of two
concepts.
Defining of System Layers
▪ Three basic aspects:
▪ tools (what does the system use within this layer?),
▪ outputs (what does the system create or what it does by the use
of previously identified tools?),
▪ aims (how do outputs change the city and the life of citizens?
Why should we want it?).
▪ Defined smart and safe layers of systems.
▪ Summarized features.
Conclusion
▪ The base ground for understanding tools, actions and aims of
systems, that belong to both Smart and Safe concepts was set up.
▪ Resilient solutions need to merge the philosophies of Smart
and Safe City concepts.
▪ Relationships within a clear structure of concepts, systems, their
layers and components must be understood.
▪ High resilience within the city needs every system to work with high
efficiency and in connection with other systems.
▪ Development of technology must be followed by the education
of citizens in its use.
