Based on recent public statements by the town manager, Paul Cohen, and Library Trustee, Tom Christiano, regarding the Town of Chelmsford’s desire to sell the “Dutton House” at 10 Bartlett Street, please find enclosed my Offer to Purchase Property.
Kindly bring said Offer to Purchase Property to the attention of your Board at its next scheduled meeting. I believe the offer to be relatively simple and straight-forward; however, you may wish to seek the advice of town counsel regarding same. As you know, the proposed lot on which the Dutton House will be located is within the town’s historic district.
Thank you for this opportunity to present such an offer to the Town of Chelmsford and I look forward to a prompt acceptance.

OFFER TO PURCHASE PROPERTY
BUYER: Richard P. McClure of 8 Westford Street, Chelmsford, MA and/or his
assignee(s)
hereby offers to purchase the property/structure known as the “Dutton House” located at
10 Bartlett Street, Chelmsford, Massachusetts (and more particularly described at Book
6560, Page 72 at the Middlesex North District Registry of Deeds) from the
SELLER: Town of Chelmsford
for consideration in the amount of $1.00 (one dollar) and contingent upon the following
terms and conditions:
1. It is understood that Buyer is purchasing the physical structure/house only.
2. It is understood that the Buyer intends upon relocating said structure to a 1.1 acre
lot currently owned by the Buyer and known as 8 Westford Street, Chelmsford,
MA.
3. It is understood that Buyer will need to obtain, at his own expense, any and all
necessary permits to effectuate such a physical move of the structure; including,
but not limited to, local zoning approvals allowing legal sub-division of the
existing 1.1 acre lot at 8 Westford Street. Buyer to apply for said sub-division
permit within 90 days of the date this offer is accepted by Seller.
4. The new lot upon which the structure will be moved to shall be no less than ½
(one-half) acre in size and will contain a minimum of 40 feet of frontage on
Bridge Street.
5. Buyer is to physically remove said structure from its existing foundation and
relocate it at his own expense;
6. The remaining foundation, masonry garage, sewerage/water drains, boilers, tanks,
basement partition walls (if any) are not included in said sale and remain in the
seller’s possession.
7. Closing to occur within 10 days of the issuance of the necessary permits and
approvals referenced above.
8. Moving of the physical structure to occur within 90 days of closing, weather
permitting.
9. Seller to permit inspection of the structure for the purposes of confirming its
structural integrity to allow such a move as well as the identification of any
hazardous wastes.
10. Seller to permit buyer reasonable access to and travel over the existing real
property to facilitate such a move.
11. This offer to remain open until 12:00 noon on October 25, 2013.
