IENC CHART DISCREPANCIES
The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.
January 9-26, 2018, GPS testing will be conducted centered in approximate position 30-32-50.56N 086-39-03.59W, Eglin Air Force Base, Florida. The impact radius is approximately 186 nautical miles. The GPS navigation signal may be unreliable and systems that rely on GPS, such as E-911, AIS and DSC, may be affected. During these periods, GPS users are encouraged to report any GPS service outages that they may experience during the testing, via the Navigation Information Service (NIS) by calling (703) 313-5900 or by using the NAVCEN Website’s GPS report a problem worksheet at www.navcen.uscg.gov .
The COTP Lower Mississippi low water Safety Advisory from Mile 869.0 to Mile 725.5, is cancelled.
Attached as an enclosure to this LNM, is a USACE Tulsa District Arkansas River Channel Status Report 17-15.
Attached as an enclosure to this LNM, is Special Public Notice D8 DWB-879, regarding drawbridge operation on the Upper Mississippi River, St. Croix River and the Missouri River.
Attached as an enclosure to this LNM, is USACE Navigation Notice 17-8200-1, regarding L/D restrictions and L/D winter lock closures.
The COTP Ohio Valley has issued a restriction from Mile 924.0 to Mile 927.0, Ohio River. Due to known shoaling in this location, vessels are prohibited from meeting, passing or overtaking through this stretch of the river. Vessels should favor the center of the channel or LDB in this area as two vessels reportedly grounded on the green buoy line in this area. The L/D 52 pool will continue to fluctuate over the next several days. Mariners should consider placing red flag barges in a protected area in the tow and to transit these areas with caution. Other known shoaling locations are located in the vicinity of Miles 2.0, 14.0, and 18.0, Tennessee River.

SECTION VII - GENERALThis section contains information of general concern to the Mariners. Mariners are advised to use caution while transiting these areas.
Regulatory danger buoys for L/D 2 in the vicinity of Mile 7.0, have been reported off station. Mariners are urged to exercise caution in the area.
Continuing until approximately January 1, 2018, repairs will be conducted to the RS Kerr L/D 15 in the vicinity of Mile 336.2. Delays will primarily beweekdays from 7:00 a.m. until 9:00 a.m. and 2:30 p.m. until 3:30 p.m. Mariners are asked to check with L/D 15, for the latest information. Mariners may contact Mr. Robert Steiner, Navigation Operation Manager at (918) 775-4474, ext. 5833 or Mr. Vic Heister, Navigation Field Engineer at (918) 669-7244, for additional information.
I-540 Bridge; Due to ongoing bridgework, the vertical clearance may be reduced to 54.2 feet.
Commencing 7:00 a.m., January 24, 2018 and continuing until 7:00 a.m., January 27, 2018, the Trimble L/D 13 in the vicinity of Mile 292.8, will be closed for maintenance. Mariners may contact the USACE Little Rock District Office at (501) 324-5739 or via e-mail at [email protected] , for additional information.
The tow haulage unit at the David D. Terry L/D (No. 6) has returned to service.
Shoaling has been reported in the vicinity of Mile 7.3. Mariners are urged to exercise caution in the area.
Louisville and Nashville Railroad Bridge; The upstream protection cell red light is extinguished and has been replaced with a temporary red retro reflective panel.
Multiple nun buoys have been reported off station between approximate Miles 69.0 and 66.1. Mariners are urged to exercise caution in the area.
Commencing approximately January 5, 2018 and continuing until approximately January 31, 2018, the M/V LaSALLE will conduct dredging operations between approximate Miles 212.9 and 212.5, LDB, Hennepin Power. Work will be conducted during daylight hours, each day. The contractor’s equipment will consist of the M/V LaSALLE, a material handling barge and a dunnage barge. The equipment configuration will equal approximately 80 feet by 300 feet. Dredged material will be placed in the vicinity of Mile 214.7, RDB. The M/V LaSALLE will monitor VHF-FM Channels 14, 16 or 82 and requests 30-minutes advance notice of passage, for passing arrangements. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution, after passing arrangements have been made.

Shoaling has been reported between approximate Miles 113.7 and 113.0, Grand Island, along the can buoy line. The navigation channel width in the area is limited to approximately 200 feet. Mariners are requested to favor mid-channel and transit the area with caution.
Continuing until approximately December 30, 2017, bank stabilization operations will be conducted in the vicinity of Mile 43.7, RDB. The contractors floating plant will consist of the M/V SAM S., a barge mounted crane and a material barge. Work will be conducted from 7:00 a.m. until5:00 p.m. During non-working hours, the contractors floating plant will be moored at the work-site and lighted accordingly. The M/V SAM S., will monitor VHF-FM Channels 13 or 16. Mariners are urged to transit the area with caution.
Continuing until approximately February 14, 2018, the M/V HELEN TULLY will conduct work on an existing dike along the RDB between approximateMiles 891.0 and 889.0. Work will be conducted from 7:00 a.m. until 5:00 p.m. The M/V HELEN TULLY will monitor VHF-FM Channels 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize their wake.
Shoaling has been reported mid-channel in the vicinity of Mile 740.3. Mariners are urged to exercise caution in the area.
Continuing until approximately December 31, 2017, dredging operations will be conducted in the vicinity of Mile 740.0, Fullen Dock and Warehouse Inc. Mariners may contact the Fullen Dock and Warehouse terminal manager at (800) 467-7104 or via e-mail at [email protected] , for additional information. Mariners are urged to exercise caution in the area.
Two can buoys have been reported missing in the vicinity of Mile 583.5. Mariners are urged to transit the area with caution.
Continuing until further notice, the Dredge VENTURE is conducting dredging operations in the vicinity of Mile 537.0, Greenville Harbor. The DredgeVENTURE will monitor VHF-FM Channels 16 or 18. Mariners are urged to transit the area at their slowest safe speed and proceed with caution.
Six can buoys have been reported missing in the vicinity of Mile 498.0. Mariners are urged to exercise caution in the area.
Shoaling has been reported mid-channel in the vicinity Mile 486.0. The shoaling has been marked with 3 nun buoys. Mariners are urged to exercise caution in the area.
Shoaling has been reported in the vicinity of Mile 476.9, mid-channel, approximately 108 feet inside the can buoy line. Mariners are advised to remain 150 feet off the can buoy line and transit the area with caution.
Two can buoys have been reported missing in the vicinity of Mile 408.0. Mariners are urged to exercise caution in the area.
Natchez-Vidalia Dual Bridge; A containment system may reduce vertical clearance by up to 2 feet 4 inches and will remain in place until April 2019. For additional information, mariners may contact the site supervisor at (727) 744-8866.

A steel beam is being installed at the old river L/D in the vicinity of Mile 304.0, extending approximately 2.5 feet into the lock chamber. Vessels arerequired to enter the L/D on the south wall and tie up on the south wall. Mariners are urged to enter and transit the L/D at their slowest safe speed.
Shoaling has been reported between approximate Miles 853.4 and 847.6, pool one. Aids to navigation in the area may not be marking a 9-foot channel. Mariners are urged to exercise caution in the area.
Belt Line (Pigs Eye) Railroad Bridge; Mariners shall only use the right descending navigation span at slowest safe speed, as the left descending navigation span is closed to vessel traffic, due to lack of fendering. Mariners should contact the onsite work boats M/V JAMES BRENNAN or the M/V BARBARA B via VHF-FM Channels 13 or 16, prior to transiting the bridge. All southbound tows are recommended to use an assist vessel, but southbound tows with more than 9 loads are required to use an assist vessel. For further information, mariners may contact the bridge tender.
Shoaling has been reported in the vicinity of Mile 820.8, along the nun buoy line. Mariners are urged to exercise caution in the area.
Continuing until further notice, the M/V BRAND MARIE is conducting dredging operations in the vicinity of Mile 802.0. Work will be conducted from 7:00 a.m. until 7:00 p.m., Monday through Friday. The M/V BRAND MARIE will monitor VHF-FM Channels 12 or 13 and requests 30-minutes advance notice of passage, prior to transiting the area. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Red Wing Highway Bridge; Horizontal clearance may be reduced to 368 feet due to cofferdam construction until February 2018. For additional information mariners may contact the site supervisor at (715) 610-4019 or (262) 366-9558.

A subsiding sheet-pile cell, hollowing out of former Minneiska DBN has been reported as a partially submerged obstruction in the vicinity of Mile 742.7, RDB, in approximate position 44-12-09.335N 091-52-41.959W. Mariners are urged to exercise caution in the area.
A concrete pier of former Island Light 49 has been reported as a partially submerged obstruction in the vicinity of Mile 742.0, RDB, in approximate position 44-11-40.679N 091-51-57.884W. The obstruction is marked with a green buoy, set approximately 100 feet channel-ward of the obstruction. Mariners are urged to exercise caution in the area.

A 6-foot by 6-foot concrete pier has been reported in the vicinity of Mile 720.4, LDB, approximately 130 feet outside of the navigation channel in approximate position 44-01-25.964N 091-33-01.987W. The concrete pier has been marked with a red buoy, set approximate 130 feet channel-ward of the obstruction. Mariners are urged to exercise caution in the area.
Shoaling has been reported mid-channel in the vicinity of Mile 615.2, north of L/D 10. Mariners are urged to exercise caution in the area.
Shoaling has been reported between approximate Miles 594.7 and 592.2. Mariners are urged to exercise caution in the area.
Railroad Bridge #39.2; A small wooden trestle railroad bridge is being replaced over an unnamed creek in the vicinity of Mile 575.5. A work barge is protruding 150 feet out into the river from the RDB. For additional information mariners may contact the work barge via VHF-FM Channels 13 or 16, or by phone at (608) 770-3206.
Savanna (US 52) Highway Replacement Bridge; New bridge construction complete, old bridge demolition preparatory work ongoing with no impact to navigation. Navigation channel remains reduced to 350 feet, due to new bridge’s channel pier. A helper boat will be available upon request to assist vessels transiting the site by contacting M/V WILLIAM E. LAWSON via VHF-FM Channel 11 or 16 or by telephone at (563) 249-9282.
Continuing until 7:00 p.m., March 6, 2018, L/D 14 in the vicinity of Mile 493.3, will be closed for maintenance. During this closure, mariners are requested NOT to tie up on the guidewalls. Mariners may contact the lock via VHF-FM Channel 14 or at (309) 794-4357, for additional information.
I-74 Replacement Bridge; The main navigation span may at times be reduced to 500 feet, due to pier construction. All access in and around Sylvan Slough remains open but mariners are requested to transit the construction site with caution. Mariners may contact the M/V CLEVA LEE via VHF-FM Channel 16 or at (920) 450-1357, for more information.
Continuing until noon, March 6, 2018, the L/D 16, in the vicinity of Mile 457.2, will be closed for construction. During this closure, tow boat operators are requested NOT to tie up on the guidewalls. Mariners may contact L/D 16 at (309) 537-3191 or via VHF-FM Channel 14, for assistance.

Poplar Street Bridge; Work barges are moored channelward of both left and right descending navigation channel piers and each will encroach approximately 35 feet from the face of the piers. Barges will be lit at night. Vertical clearance is reduced to 90 feet above zero on the St. Louis Gauge, due to a containment extending 3 feet below low steel. For additional information, mariners may contact the KCI work boat via VHF-FM Channel 16 or the onsite supervisor at (314) 581-2193.
The COTP Ohio Valley has established a Safety Zone from Mile 46.0 to Mile 38.0, to facilitate subsurface rock removal operations. Vessels are NOTpermitted to transit this area from 7:00 a.m. until 7:00 p.m., unless permission has been granted by the U.S. Coast Guard. When stopping to await passage through the Thebes area, mariners are to contact U.S. Coast Guard MSU Paducah at (270) 557-6882 or via e-mail at [email protected] , to be placed in vessel queue. The River Industry Action Committee will contact vessels in the queue to facilitate passage throughthe Thebes Area when the river opens to traffic. Mariners are urged to transit the area with caution.
Washington Bridge Replacement; Horizontal clearance in the navigation span is reduced to 350 feet due to ongoing construction work. Mariners may contact M/V PIASA via VHF-FM Channels 13 or 16, for more information.
Liberty Bridge; Vertical clearance in the navigation span is reduced by 4 feet due to installed containment system. The system follows the contourof the bridge providing 70 feet of vertical clearance above normal pool at the center and 40 of vertical clearance above normal pool at the pier faces. At various times and locations the channel’s horizontal clearance may be temporarily reduced by up to 100 feet due to the presence of a floating workplant. Mariners may contact M/V DONNA LEE via VHF-FM Channels 13 or 16, or the site supervisor at (412) 400-3679, for more information.
Kanawha and Michigan Railroad Bridge; Vertical clearance may be reduced at various locations to 63.9 feet above pool, due to a containment system until December 27, 2017. Mariners are urged to transit the bridge with caution.
Ironton-Russell Bridge; The old navigation piers have been partially removed and are below the waterline. Lighted buoys are marking the position of the piers.
Commencing December 31, 2017, at 11:45 p.m. and continuing until 12:45 a.m., January 1, 2018, the Maysville Fireworks Display will be held between approximate Miles 408.0 and 409.0, LDB. Mariners are urged to exercise caution in the area. Mariners may contact the event manager at (513) 683-0620, for additional information.

Southern Railroad Drawbridge; There will be maintenance work on the bridge from 7:00 a.m. until 7:00 p.m., Monday through Friday, through December 29, 2017. There will not be any reductions in vertical or horizontal clearances.
Continuing until approximately February 2018, overhead cable work will be conducted in the vicinity of Mile 298.0, Browns Ferry-Trinity. Work will be conducted Monday through Friday, during daylight hours. Safety patrol boats will be on-site and will monitor VHF-FM Channels 13, 16 or 18, to assist passing traffic through the area. Mariners are urged to exercise caution in the area.
Continuing until January 12, 2018, from 6:00 a.m. until 6:00 p.m., each day, the Wilson L/D (main chamber) in the vicinity of Mile 259.4, will be closed for maintenance. It is anticipated that any queues that develop will be cleared on a nightly basis. The auxiliary chamber will not be availableto pass traffic during these closures. Mariners may contact the lock master at (256) 764-5223, for additional information.
Continuing until further notice, the Pickwick L/D (auxiliary chamber) in the vicinity of Mile 206.7, will be closed for repairs and inspection. Traffic willbe passed through the main chamber.

Tows requiring a lockage outside of these hours must contact the Lockmaster in advance so that lock operators can be called in to operate the lock. Winter conditions will dictate whether or not a lockage can be accomplished.
Operational Aspects
Rake to box ice couplings the entire width of the tow, at break points of the tow, will be required at all locks when ice is present at the lock.
Double tripping and use of industry helper boats during ice conditions will be required if proper couplings are not accomplished prior to arrival at the locks.
Failure to have the tow configured properly may result in loss of lock turn.
Tow configuration to ice couplings shall not be accomplished at the lock or lock approach.

The Nashville District U.S. Army Corps of Engineers and the Tennessee Valley Authority have schedule a series of intermittent closures at Chickamauga Lock, Tennessee River Mile 471.0, in order to replace the upstream miter gate anchorages. The majority of this work will be accomplished utilizing intermittent, daytime closures with crews working 10 ½ hour shifts, however there are two instances where a complete closure is necessary. The work is scheduled as follows: (All times are Eastern Time Zone) 6 February – 5 March 2018: Daytime intermittent closures daily 7:00 am to 5:30 pm (lockage will occur starting at 6:00 pm and continue through 6:30 am the following morning) 6 – 11 March 2018: Complete closure (no traffic 7:00 am on the 6th to 5:30 pm on the 11th.) 12 – 18 March 2018: Fully operational with no restrictions 19 – 25 March 2018: Complete closure (no traffic 7:00 am on the 19th to 5:30 on the 25th.) 26 March – 19 April, 2018: Daytime intermittent closures daily 7:00 am to 5:30 pm (lockage will occur starting at 6:00 pm and continue through 6:30 am the following morning) This work will be actively tracked and updates to this schedule will be distributed as needed. Kentucky Lock Addition Project Downstream Cofferdam Contract No. W912P5-16-C-0006
Casting Dock at TRM 18.8
Kentucky Lock Addition project’s Downstream Cofferdam construction contractor, Johnson Bros, is establishing a concrete casting operation at the existing Vulcan Materials dock on the right descending bank at Tennessee River Mile 18.8. A sketch of the maximum extent of anticipated floating plant away from the bank is enclosed. All concrete casting will occur on two casting barges and will be supported by two barge mounted cranes. The concrete and most materials will be supplied by truck. A barge mounted crane and the casting barges used to cast the monolith shells will likely arrive at this location the week of December 11, 2017. Johnson Bros use of this site is expected to last up to nine months. All barges fleeted at this location will have white steady burn lights. Should evening or night operations take place throughout this operation the use of light plants will be required.
