A. Approval of Transportation Improvement Program (TIP) FY2012-2015 Amendments – Gabe Lewis 3 Mr. Lewis reported on three sets of TIP amendments: 4 1. US-45 - Urbana 5 • Construction of northbound and southbound turn lanes on US-45 (Cunningham Avenue) for an 6
entrance to Mervis Industries for FY 12 7 Mr. Helton made a motion to approve the TIP amendment for US-45. Mr. Nelson seconded. 8 Upon vote, the motion carried unanimously. 9 10
2. Lincoln Avenue – Urbana and Champaign County 11 • Construction and engineering services for Lincoln Avenue between Saline Court and Olympian 12
Drive in FY 15 13 Mr. Helton made a motion to approve the TIP amendment for Lincoln Avenue. Mr. White 14 seconded. Upon vote, the motion carried unanimously. 15
16 3. University of Illinois 17 • Resurfacing of St. Mary’s Road from Lincoln Avenue to Fourth Street in FY 12 18 • Street improvements on Fourth Street from Armory Avenue to Kirby Avenue including 19

24 Mr. Weibel made a motion to approve the TIP amendments for the University of Illinois. Mr. 25 Peters seconded. Upon vote, the motion carried unanimously. 26
27 Mr. Lewis detailed administrative modifications for IDOT, Urbana and the University for 28 informational purposes. 29 30
B. Human Services Transportation Plan (HSTP) Urbanized Area Endorsement Grants – Rita Black 31 CUUATS in conjunction with the Social Service Division of CCRPC would like to submit a grant 32 application for the Small Urban New Freedom program. The application proposes to install ramps 33 and/or sidewalks so disabled persons can access the entryways of their homes from the location 34 where the paratransit vehicles drop them off. This grant opportunity is offered through IDOT’s 35 Division of Public & Intermodal Transportation. 36 37 Mr. White moved to endorse the Human Services Transportation Plan (HSTP) Urbanized Area 38 Grant. Mr. Helton seconded. Upon vote, the motion carried unanimously. 39 40 Mr. White asked if this grant requires a local match. Ms. Black responded that the match will be 41 paid from CCRPC Social Services Division. 42 43
C. Long Range Transportation Plan (LRTP) 2035: Choices – 2011 Report Card – Preeti Shankar 44 Ms. Shankar gave a brief summary of the LRTP 2011 Report Card. 45 Positive Ratings: 46
• Increase in gross residential density 47 • Increase in roadway mileage and improved roadways 48 • Decrease in total number of traffic crashes 49 • Decrease in pedestrian and bicycle crashes 50 • Increase bicycle facilities 51 • Increase in MTD ridership and parcels served near bus routes 52 • Increase in Amtrak ridership 53

Neutral Ratings: 1 • Decrease in agricultural land from 2009-11 but data inconsistencies warrant a neutral 2

• Increase in the 2011 8-hour ozone level which is above allowable standards 5 • Increase in total fatalities and severe “type A injuries from crashes 6 • Decrease in Willard Airport enplanements 7
8 Mr. Gray commented on the encouraging 21% increase for bicycle facilities which will flatten out in 9 5-10 years when Urbana has implemented the majority of the Urbana Bicycle Master Plan. Ms. 10 Black noted that the update of the LRTP in 2014 is in progress and the 11 goals/objectives/performance indicators that were used for the LRTP in 2009 can be modified by 12 the LRTP Steering Committee. This LRTP Report Card is helpful to identify problem areas and focus 13 on improving them. The next annual report card will be available for Committee review in April 14 2013 to allow for the collection of year-end data. 15 16

19 1. CATS III Technical/Policy Committees – Bill Gray 20
One hour ago, the CATS Policy Committee approved a Complete Streets Policy for the 21 University District. Staff presented the progress of the University District Traffic Circulation 22 Study. The Policy Committee approved the University District Crosswalk Book. 23 24
2. Champaign County Transit Partnership Group (CCTPG) – Rita Black 25 CCTPG is a subcommittee of the Champaign County Board that is facilitated by CUUATS staff. 26 CRIS Rural Transit has been providing service in the Rantoul area since February 2011, and 27 ridership has consistently increased. Staff is working with CRIS to submit an IDOT grant through 28 the Job Access Reverse Commute (JARC) program to provide funding for the route from Rantoul 29 to Parkland College, the University of Illinois and C-U hospitals. Staff is also exploring grant 30 possibilities to extend the service to St. Joseph with additional vehicles. 31 32
3. Olympian Drive – Bill Gray 33 The environmental phase of the design is on-going along the corridor. Urbana and Champaign 34 County have petitioned the Illinois Commerce Commission (ICC) for approval of the bridge over 35 the Canadian National tracks and funding. There is no date yet for the final hearing before the 36 ICC. Review appraisals have been completed. Discussions for right-of-way acquisitions with 37 property owners have started. 38 39
4. miPLAN – Cynthia Hoyle 40 Efforts are focused on the Very Small Starts grant application to improve specific transit 41 corridors. CUUATS staff will run scenarios with models in July or August. 42 43
B. Agency Reports 44 45
1. City of Champaign – Roland White 46 Bids will open in March for a mill/patch/overlay project on Mattis Avenue between Springfield 47 Avenue and Bloomington Road. Some complete streets elements will be added as funding 48 allows. 49 50 Fourth Street Extension project on campus is on schedule. The final plan was submitted to 51 IDOT. The project should be let in early May with construction beginning this summer. The 52 Market Street project from I-74 to the north end of Market Place Mall, an IDOT jurisdictional 53 transfer to Champaign, is at the conceptual study phase with a possible road diet. Mr. White 54

anticipates that the design will be completed this winter and bid early in 2013. Towncenter 1 Boulevard and Moreland Boulevard traffic signal project will be constructed this summer. The 2 Champaign City Council adopted a 4¢ per gallon local motor fuel tax which is expected to 3 generate $1.5 million annually. The current plan is to use $1 million for arterial and complete 4 streets projects and $500,000 for reconstruction projects. 5 6
2. City of Urbana – Bill Gray 7 The Boneyard Creek Improvement Project should begin construction in the fall with road 8 upgrades on Race Street from Griggs Street to University Avenue and Broadway Avenue from 9 Water Street to University Avenue. The High Cross Road side path construction should begin 10 soon from Windsor Road to Village Inn Pizza. UC2B is about 50% complete in construction. 11 12 The Main Street Project has street and safety improvements between Cedar Street to Vine 13 Street and Grove Street to Dewey Street. This project has a tentative start date in late 14 summer/fall. The consultant continues to update the location study for Lincoln Avenue 15 between Saline Court and Olympian Drive. Urbana is talking to landowners for right-of-way 16 acquisition to proceed with the Airport Road reconstruction east of US-45. The design is 17 complete for the Philo Road reconstruction south of Windsor Road. This project should be bid 18 in April. 19 20 At the intersection of Philo Road/Florida Avenue, the Urbana City Council has directed city staff 21 to not proceed with a roundabout at this time, and instead upgrade the signals. At Windsor 22 Road/Race Street, a potential roundabout is on hold, and the all-way stop will remain. Urbana 23 staff will look at the feasibility of a single-lane roundabout or a possible road diet at Race 24 Street/Windsor Road and report back to City Council. Urbana intends to develop a roundabout 25 policy to provide better guidance when examining intersection upgrades. It may be that the 26 other member agencies and CUUATS would be willing to consider a similar roundabout policy 27 for a more regional approach. 28 29 Urbana City Council is considering a storm water utility fee in the coming months to provide 30 funding for road improvements. Resurfacing of Washington Street between Philo Road and 31 Dodson Drive should occur later this year. The Signage & Wayfinding Phase 1 project should be 32 completed next month which will update signage to direct drivers to parking lots in downtown 33 Urbana. The signs are designed with a new logo and will be lit at night utilizing LED lighting and 34 solar power. 35 36 With grant money, Urbana intends to design/reconstruct the intersection at Green Street and 37 Goodwin Avenue. Possible alternatives include a roundabout or replacement of the signal 38 equipment. Urbana received $200,000 Safe Routes to Schools grant to promote and improve 39 biking to Urbana Middle and King Elementary Schools. With TIF and Block Grant money, 40 Urbana will reconstruct Mathews Avenue from the tracks by Provena Covenant Medical Center 41 north to Ellis Drive either later this year or in 2013. 42 43
3. Village of Savoy – Dick Helton 44 In Savoy, the program is mostly street maintenance. Sidewalk work will occur on East Church 45 Street and in Prairie Fields Subdivision to facilitate walking and biking to the new school. 46 47
4. C-U Mass Transit District (MTD) – Bill Volk 48 MTD continues to refine the proposed grant application for the Very Small Starts Program. 49 Foth Engineering is developing the design for the following corridors: White Street from Second 50 Street to Wright Street; Wright Street from White Street to Armory Avenue to Fourth Street; 51 and Green Street from Wright Street to Lincoln Avenue. The design will include access to 52 bicycles and some transit exclusivity on those streets. 53 54

There is a campus referendum on March 6-7th to approve a fee increase to maintain existing 1 campus bus service, expand Safe Ride service during the semester breaks and add a vehicle on 2 Safe Rides for Thursday, Friday and Saturday nights while school is in session. 3 4 New kiosks have been installed at Florida Avenue Residence Halls, Pennsylvania Avenue 5 Residence Halls, Ikenberry Commons, Goodwin Avenue and Wright Street Transit Plaza. 6 Additional kiosks will be located at the Illini Union and Engineering Hall. Ridership is expected 7 to reach 11 million by fiscal year-end for the first time in MTD history. The $60 annual passes 8 continue to be popular with a 30% increase in January and February from last year. 9 10
5. Champaign County – Pius Weibel 11 The County is working on many bridges and culverts this summer. The County will be 12 reconstructing the road through Foosland through a jurisdictional transfer. 13 14
6. University of Illinois – Morgan Johnston 15 St. Mary’s Road from Lincoln Avenue to Fourth Street will have the pavement upgraded and a 16 drainage gutter added this summer. Resurfacing projects include First Street from Kirby Avenue 17 to Peabody Drive and Dorner Drive north of Peabody Drive. Next summer, patching is planned 18 for Gregory Drive between Sixth Street and Fourth Street. 19 20 Other University projects are planned: 21
• Gregory Drive between First Street & Oak Street – reconstruction 22 • Sixth Street between Armory Avenue & Gregory Avenue – intersection improvements 23
for pedestrian safety 24 • Stadium Drive west of Oak Street to Neil Street – reconstruction 25 • Fourth Street between Armory Avenue & Kirby Avenue – pavement upgrade and road 26
improvements 27 • Springfield Avenue by the Grainger Crosswalk - improvements 28
29 Mr. Weibel asked if a stop sign is planned for the intersection of Fourth Street and St. Mary’s 30 Road. Mr. White commented that the situation will be corrected this summer by the Fourth 31 Street Extension Project. 32 33
7. Champaign County Regional Planning Commission (CCRPC) – Rita Black 34 The Highway Safety Improvement Program (HSIP) and the Illinois Transportation Enhancement 35 Program (ITEP) grant applications must be reviewed by the MPO staff two to three weeks 36 before the submission deadline to IDOT. 37 38 Three CUUATS staff members had abstracts selected for presentation at the Tools of the Trade 39 Conference sponsored by the Transportation Research Board (TBR) in September. 40 41
8. IDOT District 5 – Robert Nelson 42 Construction projects in the area include: 43
• Rubblization/overlay of the southbound lanes of I-57 south of Olympian Drive to two 44 miles south of Thomasboro – start after April 2nd 45
• Bridge deck repair on Kirby Avenue overpass on I-57 – let not yet been awarded – 46 completion date August 3rd 47
• Intersection improvement US-150 at Springfield Avenue/Prospect Avenue – work begin 48 this spring – contract to be finished in 30 working days 49

Mr. White inquired why the Mattis Avenue project has been pulled from IDOT’s construction 1 schedule for 2012. Mr. Nelson deferred the question to Mr. Markwell or Mr. Crowe at IDOT. 2 Mr. White has heard that IDOT’s Multi-Year Plan is facing catastrophic cuts – over 50% – which 3 will be presented in April. While nothing has been officially stated, Mr. White thought the 4 governor will eventually comment on this situation. 5 6
9. IDOT Central Office – Tom Caldwell 7 No word yet on the allocation of planning funds for MPOs next year. As soon as the numbers 8 are established, letters will be forthcoming. 9 10

VIII. Audience Participation 17 Gary Cziko of Urbana 18
Concerning the LRTP 2011 Report Card, while the news was mostly good, Mr. Cziko noted the failing 19 ratings on ozone, serious injuries and fatalities from traffic crashes. When examining the University 20 District Traffic Circulation Study, some of the intersections had failing levels of service. In traffic 21 engineering, there is often a trade-off between level of service/convenience and safety. If you make 22 things faster, you get a better level of service but safety decreases. 23 24 There is a proven safety countermeasure that not only increases safety but improves sustainability in 25 terms of emission and increases the levels of service – roundabouts. Mr. Cziko is pleased that the 26 Urbana City Council has directed staff to come up with a policy so that roundabouts can be looked at 27 seriously. Mr. Cziko agreed with Mr. Gray that a roundabout policy would be good for CUUATS to look 28 at. In other communities where they instituted roundabout policies, roundabouts just start spreading. 29 Mr. Cziko recently met an engineer from Robinson Engineering whose firm designed the first 30 roundabout in Cook County in South Holland, Illinois. Initially the roundabout was met with much 31 protest and controversy and over the last three years, there has been only one fender-bender at that 32 location. Two or three more are being designed in the same area. Mr. Cziko looked forward to Urbana, 33 Champaign and CUUATS moving ahead with a roundabout policy. 34 35

TO: CUUATS Policy Committee Members FROM: CUUATS Staff DATE: 11 April 2012 RE: FY 2012-2015 Transportation Improvement Program Amendments REQUESTED ACTION: Approve Amendments STAFF RECOMMENDATION: Approve Amendments BACKGROUND: The City of Urbana has submitted three proposed amendments to Tables 9-10: City of Urbana Local Projects FY12 & FY 13. The following describes the proposed amendments to these tables: UR-12-21 This project allocates $140,000 for Phase I & II Engineering fees for Goodwin Avenue and Green Street
intersection improvements which include new traffic signals, intersection street lighting, street resurfacing and reconstruction. This project is a Transportation, Community, and System Preservation (TCSP) Program grantee, with $112,000 of Federal funding. The City of Urbana will be responsible for the remaining $28,000. This project is listed in FY12.
UR-13-12 This project allocates $744,266 for construction and construction engineering cost for Goodwin
Avenue and Green Street intersection improvements which include new traffic signals, intersection street lighting, street resurfacing and reconstruction. This project is a Transportation, Community, and System Preservation (TCSP) Program grantee, with $595,413 of Federal funding. The City of Urbana will be responsible for the remaining $148,853. This project is listed in FY13.
UR-13-13 This project allocates $263,700 for traffic signal improvements for the Main Street and Race Street
intersection. This project is a Highway Safety Improvement Program (HSIP) grantee, with $230,850 of Federal funding. The City of Urbana will be responsible for the remaining $32,850. This project is listed in FY13.
These amendments to the FY2012-2015 TIP were approved by the CUUATS Technical Committee at its last meeting on April 04, 2012. STAFF RECOMMENDATION: Approve Amendments

TO: CUUATS Policy Committee Members FROM: CUUATS Staff DATE: 11 April 2012 RE: SWANN Consolidated Vehicle Procurement (CVP) for the Older Americans Act (Section 5310) CY 2012 Grant Application REQUESTED ACTION: Review & Discuss – Endorsement of grant application for Urbanized Area HSTP BACKGROUND: IDOT-DPIT’s CVP (CY12) provides an opportunity for human service agencies with client transportation to replace aging vehicles. Major requirements for replacement of the vehicle are 1) meeting mileage or aging criteria; 2) receive a public transit operator support; and 3) to receive an endorsement from the MPO (as an urbanized application). SWANN is applying to replace a 1992 Dodge, medium duty vehicle (206,155 miles) with a 14-Passenger Medium Duty Paratransit Vehicle with lift at $63,000. The federal share is at 80% ($50,400). The local share is at 20% ($12,600). IDOT can choose to utilize an Illinois’ bond to cover the remaining local match (a past common practice) or IDOT can request the applicant, upon award, to cover the local share necessary. See attached the application with SWANN’s service description and information regarding their Champaign-Urbana transportation for children and adults with multiple, severe, and profound developmental disabilities. STAFF RECOMMENDATION: Endorse the grant application, as we have received a verbal agreement from SWANN during the technical committee to complete the following:
1. Provide maintenance record examples and transportation policy copies stated in the grant application; 2. Participate in HSTP coordination meetings in the upcoming year; 3. Fill out all data requests for the urbanized area HSTP update; and 4. Seek additional technical assistance from the HSTP coordinator on how to better utilize HSTP strategies for
coordination and make necessary program adjustments accordingly. A CUUATS endorsement would indicate the applicant meets coordination criteria in service delivery by meeting needs, goals, and/or utilizing strategies set forth in the urbanized HSTP - and avoids service duplication. As part of IDOT requirements for grants submission, The HSTP coordinator ranked SWANN as a participant in coordination; because:
• Coordinates with other stakeholder agencies (support letters); • Services directly address a need outlined in the urbanized HSTP (serving individuals with disabilities and
improving transportation services through 5310 funding); and • C-U MTD’s letter indicates SWANN services are not a duplication of public Paratransit currently being provided.
Last week we received the missing sections of the grant application, and we have received a verbal commitment from SWANN to: fill out all data requests; utilize HSTP strategies and technical resources; and participate in upcoming Urbanized HSTP meetings. We would encourage SWANN to continuous be participating and communicating with the HSTP process and Coordination.
Urbanized Area Boundary Definition Update 2012 On March 26, 2012, the United States Census Bureau released its updated definition of Urban and Rural areas which includes Urbanized Areas and Urban Clusters. This update changes the Champaign-Urbana-Savoy-Bondville Urbanized Area to now also include areas in and around the Village of Tolono.
Proposed criteria released in the Federal Register in August, 2010 suggested criteria modifications, which based on CCRPC analysis, would have excluded Tolono in the 2012 Urbanized Area update. However, Census Bureau reverted to elements of the previous criteria set. Specifically, the proposed criterion for “jumps” proposed at 1.5 miles was reverted to 2.5 miles. Densely populated areas of Tolono are approximately 2.3 miles from the nearest edge of the Urbanized Area boundary. Staff presumes the reason for excluding Tolono in 2002 was due to population densities below the target. CUUATS UTWP is developed to coordinate transportation and related planning activities for a continuing, cooperative, and comprehensive planning process in the urbanized area. CUUATS UTWP identifies transportation planning priorities for the Champaign-Urbana urbanized area and allocates CUUATS staff resources to particular projects. Specific transportation planning tasks to be undertaken by the MPO staff are organized into six major categories:
• Data Development and Maintenance • Long Range Planning • Short Range Planning • Program Administration • Special Studies • Transportation Information System (Travel Demand Modeling)
The FY2013 CUUATS UTWP aims to provide the most benefit possible to member agencies. Major projects receiving federal, state and local attention over the next year include the implementation and update of the Long Range Transportation Plan (LRTP) “Choices: 2035”, update of the Champaign County Greenways and Trails (G&T) Plan, development of the Annual Listing of Obligated Projects, maintenance of the countywide CUUATS travel demand model, maintenance of LEAM as the common framework land use model for Champaign County, use of CUUATS models (SCALDS, EAT, GHG emissions, LALI) to measure impacts of future developments in terms of transportation, land use, air quality and greenhouse gas emissions for Champaign County, and assess which neighborhoods in the urban area are most affordable using the Local Affordability and Livability Index and help to determine where resources should be focused to enhance affordability, and illuminate the implications of their policy and investment choices. Also, the MPO staff is providing support for CATS agencies on the implementation of safety improvements in the University District and CUUATS staff is coordinating with CUUATS member agencies to have plans consistent with local government comprehensive plans as well as other regional agencies’ plans, such as the Mobility Implementation Plan (miPLAN) and other plans. Also, special interest will be taken in implementing some strategies from the Human Services Transportation Plan for the urbanized area as well as preparing plans for providing rural transportation in Champaign County. The Draft UTWP FY2013 was approved at the CUUATS Technical meeting on April 4th. However, a meeting of some CUUATS Technical Committee members needs to be scheduled to discuss the 5% increase on CUUATS membership fees before approval of the Final UTWP FY2013 document for submission to IDOT. INTERMODAL: Multiple modes of transportation working together in an efficient,
integrated system.
ISTEA: Intermodal Surface Transportation Efficiency Act of 1991. ISTEA required a
coordinated, comprehensive, and financially constrained long-range transportation
strategy. The original act expired in 1997 and was reauthorized via TEA-21 in 1998.
JARC: Job Access Reverse Commute.
LEAM: Land Use Evolution and Impact Assessment Model.
LOS: Level of Service. Qualitative measure of congestion.
LRTP: Long Range Transportation Plan.
miPLAN: Mobility Implementation Plan.
MOE: Measure of Effectiveness.
MOVES 2010a: It is EPA’s state-of-the-art tool for estimating emissions from highway
vehicles. It was released in August 2010.
MPO: Metropolitan Planning Organization. Agency designated by the governor to
administer the federally required transportation planning in a metropolitan area. An
MPO must be in place in every urbanized area with a population over 50,000.
CCRPC is the designated MPO for the urbanized area of Champaign County. The
function of an MPO is to provide “A continuing, coordinated, comprehensive
transportation planning process in urbanized areas.” The most visible products that
result from that effort are a financially constrained 20-year Long Range
Transportation Plan (LRTP), a four-year Transportation Improvement Program (TIP),
and an annual Unified Technical Work Program (UTWP).
NF: New Freedom.
PIP: Public Involvement Policy.
Planning Emphasis Areas: They represent topics identified by FTA and FHWA for
statewide and metropolitan planning that are of strategic national importance to
promote priority themes for consideration in developing the annual work programs.

SAFETEA-LU guaranteed funding for Federal surface transportation programs for
highways, highway safety, and public transportation totaling $244.1 billion for the 5-
year period 2005-2009.
SCIL: Selected Crash Intersection Locations.
SRTS: Safe Routes To School.
STP: Surface Transportation Program. The primary federal funding program resulting
from ISTEA that provides money for a wide range of transportation projects.
TAZ: Traffic Analysis Zone.
TDM: Travel Demand Model.
TEA-21: Transportation Equity Act for the 21st Century. This is the federal act that
superseded ISTEA. TEA-21 builds on the initiatives established in ISTEA, which was
the previous major authorizing legislation for surface transportation. This Act
combines the continuation and improvement of current programs with new initiatives
to meet the challenges of improving safety as traffic continues to increase at record
levels, protecting and enhancing communities and the natural environment as
transportation is provided, and advancing economic growth and competitiveness
domestically and internationally through efficient and flexible transportation.
TIP: Transportation Improvement Program. Federally required document produced by
MPOs that identifies all federally funded projects for the current 4-year period. The
TIP is developed every year. In order for any federally or state-funded project to
proceed, it must be included in the TIP and the Statewide Transportation
Improvement Program (STIP).
TSM: Transportation System Management.
UTWP: Unified Technical Work Program. A federally required annual report
describing the MPO’s transportation work program and budget, detailing the various
state and federal funding sources that will be used. It represents the state fiscal year
and is developed in the first quarter of the calendar year for the ensuing fiscal year.
VMT: Vehicle Miles Traveled.

The purpose of the Unified Technical Work Program (UTWP) is to provide CUUATS
staff with a work allocation plan that promotes a cooperative, comprehensive and
continuing (3C) transportation planning process for the Champaign-Urbana
urbanized area as required under the Federal-Aid Highway Act of 1962. All
significant elements of the area-wide planning process used in developing
transportation plans and programs are included. The program also contains
transportation planning support activities including those related to land use, social,
economic, demographic, and environmental factors, and other comprehensive
planning activities. Both federally funded tasks and those funded entirely at state and
local levels are included. The UTWP is sufficiently comprehensive to provide
descriptions of the specific technical activities and funding levels necessary to carry
out the transportation planning program for fiscal year 2013. Development of the
work program is the joint responsibility of the Metropolitan Planning Organization
(MPO), the Illinois Department of Transportation (IDOT), and member agencies
authorized to carry out transportation planning and implementation activities in the
urban area.
The Fiscal Year 2013 UTWP covers the year from July 1, 2012 to June 30, 2013.
Input to develop this document was obtained from IDOT, the MPO members,
CCRPC staff members, and the general public.
The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for
Users (SAFETEA-LU) requires all MPOs to carry out the 3C process. Among the
activities MPOs must perform to meet this requirement are: development of the Long
Range Transportation Plan (LRTP), the Transportation Improvement program (TIP),
and the UTWP; establishment and oversight of the public participation process,
maintenance of transportation models and data resources as well as long-range and
short-range planning efforts.

MPO History
The transportation planning process began with Congressional approval of the
Federal-Aid Highway Act on October 23, 1962. This legislation requires that in
urbanized areas (defined as areas with a population of 50,000 or more), programs
for Federal-Aid Highway projects approved after July 1, 1965 must be based on a
“...continuing and comprehensive transportation planning process carried on
cooperatively by states and local communities.” This required “three-C” planning
process established the basis for metropolitan transportation planning used today.
As a result of the 1962 Act, a new official body, the Champaign-Urbana Urbanized
Area Transportation Study (CUUATS) was created in 1965 to build upon this
planning effort and administer the region’s three-C transportation planning process.
In order to assure that comprehensive regional planning efforts were achieved and to
avoid duplication of efforts, in March 1974, the Governor of the State of Illinois
designated the Champaign County Regional Planning Commission (CCRPC) as the
Metropolitan Planning Organization (MPO) for the Champaign-Urbana area.
The Champaign County Regional Planning Commission Chief Executive Officer
(CEO) serves as the CEO of the Champaign-Urbana area MPO. CCRPC administers
the staff for CUUATS, and to avoid any duplication of effort, it has recognized
CUUATS as its own transportation planning entity. In March 1979, a Memorandum
of Agreement was signed by all member agencies of CUUATS, “...for the purpose of
documenting the framework of a continuing, cooperative and comprehensive
transportation planning process that result in plans and programs consistent with the
comprehensively planned development of the Champaign-Urbana urbanized area.”
In December 2011, a new Agreement was endorsed by all participating CUUATS
member agencies. This document delineates responsibilities and actions between
CUUATS and the CCRPC.

II. The Urban Transportation Planning ProcessII. The Urban Transportation Planning Process

In 2002 and 2012, the Villages of Bondville and Tolono, respectively were included
as part of the CUUATS study area, which made them eligible to be a CUUATS
member agency.
The MPO is responsible for the following aspects of the planning process:
To design and set goals and objectives of the planning process and the Long
Range Transportation Plan (LRTP);
To give advice regarding development in the study area;
To review and advise on proposed changes in transportation planning concepts;
To serve as a liaison between governmental units in the study area;
To obtain optimum cooperation of all governmental units in providing information
and in implementing various elements of the transportation plan.
The federal Transportation Equity Act for the 21st Century (TEA-21) and its
predecessor, the federal Intermodal Surface Transportation Efficiency Act (ISTEA)
were both emphatic about the role of public participation in the transportation
decision-making process. The Safe, Accountable, Flexible, and Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA-LU) continued to encourage
collaboration with stakeholders. Executive Order 12898 on Environmental Justice
(1994) and Title VI of the Civil Rights Act of 1964, and a host of other federal laws
and regulations, also require public involvement, particularly of the
underrepresented, in transportation decision making. Therefore, in 2001, CUUATS
developed a Public Involvement Procedures (PIP) document that defines procedures

used by CUUATS to involve the public in every phase of the decision making
process. To achieve the widest possible support, the PIP document encourages citizen
involvement from initial project development through project completion. The PIP
document was updated in 2007 to have a more user-friendly format that reflects
SAFETEA-LU changes and changes CUUATS has made over time in working with the
public.
CUUATS Urbanized Area The CUUATS urbanized area covers over 40 square miles, and includes the cities of
Champaign and Urbana, and the villages of Savoy, Tolono and Bondville. From
2000 to 2010, the Champaign-Urbana metropolitan area for which CUUATS serves
as MPO experienced a growth in population of approximately 21,476 inhabitants.
The total population for the Champaign-Urbana urbanized area in 2000 was
123,885, including University of Illinois students. Census figures indicate that the
population figure for the Champaign-Urbana metropolitan area in 2010 was
approximately 145,361.
Urbanized area communities: Population and area covered
Population and employment projections along with spatial analysis data for the area
suggest continued growth, which will increase pressure on existing and proposed
roadways and public transportation services.

CUUATS Organizational Structure
CUUATS operates under the principal direction of two committees - the Policy
Committee and the Technical Committee. In its organizational structure, the
Technical Committee acts as a working committee under the direction of the Policy
Committee.
CUUATS Policy Committee
The CUUATS Policy Committee consists of local elected and appointed officials of
those agencies that have a primary interest in transportation. Each member is
expected to reflect the official position of its constituent agency and the public interest
they represent. This committee assumes the decision-making authority for CUUATS
and establishes policies that guide and form the transportation planning process. The
committee has a variety of responsibilities, which range from approving the annual
TIP to establishing the metropolitan planning boundary for the urbanized area. The
members include:

The CUUATS Technical Committee consists of staff from all CUUATS participating
agencies. It performs analyses and makes recommendations concerning
transportation issues to the Policy Committee for their approval. CUUATS Technical

CUUATS Staff The professional time and services for transportation planning in this cooperative
effort are provided through a composite approach. It consists of CUUATS staff
housed in the Champaign County Regional Planning Commission, as well as staff
from IDOT and other member agencies. The day-to-day operations of the agency
are performed by CUUATS staff, with technical expertise in transportation systems
planning and engineering and other related areas. CUUATS staff, in conjunction with
CUUATS member agencies, collect, analyze and evaluate demographic, land use,
transportation and environmental data to determine the transportation system
requirements of the urbanized area. They also prepare materials for use at Technical
and Policy Committee meetings and other meetings as well as any existing working
groups. The professional staff members participate in all CUUATS meetings and
provide expertise as needed. In addition, they represent the agency at other meetings
of importance to planning activities within the region.

CUUATS Funding
CUUATS is funded by federal transportation planning funds from FHWA and FTA, as
well as local match provided by CUUATS member agencies. The transportation
program and staff are funded from two separate federal sources: Federal Planning
funds and Federal Transit Administration (FTA) Section 5303 funds, both of which
are distributed by IDOT. In addition, the funds require a 20% local match, which is
supplied by Champaign County, the cities of Champaign and Urbana, the University
of Illinois, and the Village of Savoy. To ensure that all funds are well managed and
that planning activities are completed in accordance with federal and state
guidelines, the state has entered into an agreement with the MPO and the agencies
represented by the MPO to coordinate the planning process.

Purpose
CUUATS UTWP is developed to coordinate transportation and related planning
activities for a continuing, cooperative and comprehensive planning process. This
Work Program includes a description of proposed work submitted to state and
federal agencies that are the financial sponsors of the Program. This Unified
Technical Work Program describes the transportation planning efforts in the
Champaign-Urbana urbanized area for the period of July 1, 2012 to June 30,
2013; identifies transportation planning priorities for the Champaign-Urbana
urbanized area and allocates CUUATS staff resources to particular projects and
issues. It also defines the functional and financial responsibilities of participating
agencies that are involved in the urban transportation planning process; and serves
as a management tool for the participating entities.
Tasks are encompassed by major areas of activity or programs in which Champaign
County, the Champaign Urbana Mass Transit District, the Cities of Champaign and
Urbana, the Illinois Department of Transportation, the University of Illinois, the
Village of Savoy, the Champaign County Regional Planning Commission and
CUUATS staff will participate. Work performed by CUUATS staff is outlined in each
work task.
The FY2013 Unified Technical Work Program was developed in accordance with the
Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users
(SAFETEA-LU), as adopted by Congress and signed by the President on August 10,
2005.
The SAFETEA-LU planning rules call for consideration of eight planning factors as
outlined below as part of the metropolitan transportation planning process:

A. "Safety – SAFETEA-LU establishes a new core Highway Safety Improvement Program
that is structured and funded to make significant progress in reducing highway
fatalities”;
B. "Equity –The new Equity Bonus Program has three features – one tied to Highway
Trust Fund contributions and two that are independent";
C. "Innovative Finance – SAFETEA-LU makes it easier and more attractive for the private
sector to participate in highway infrastructure projects, bringing new ideas and
resources to the table";
D. "Congestion Relief - SAFETEA-LU gives States more flexibility to use road pricing to
manage congestion, and promotes real-time traffic management in all States to help
improve transportation security and provide better information to travelers and
emergency responders";
E. "Mobility and Productivity – SAFETEA-LU provides a substantial investment in core
Federal-aid programs, as well as programs to improve interregional and
international transportation, address regional needs, and fund critical high-cost
transportation infrastructure projects of national and regional significance";
F. "Efficiency – The Highways for LIFE pilot program in SAFETEA-LU will advance longer-
lasting highways using innovative technologies and practices to speed up the
construction of efficient and safe highways and bridges";
G. "Environmental Stewardship – SAFETEA-LU retains and increases funding for
environmental programs of TEA-21, and adds new programs focused on the
environment, including a pilot program for non-motorized transportation and Safe
Routes to School (SRTS). SAFETEA-LU also includes significant new environmental
requirements for the Statewide and Metropolitan Planning process";
H. “Environmental Streamlining – SAFETEA-LU incorporates changes aimed at
improving and streamlining the environmental process for transportation projects.

IDOT Policy Factors IDOT considers eight policy factors in the long-range development of the Illinois
transportation system:
Managing the existing infrastructure to ensure efficient performance.
Accommodating future growth in population and employment.
Ensure global economic competitiveness.
Providing transportation for underserved populations such as the elderly, children
and the disabled.
Protecting the environment.
Assuring safety for all transportation users.
Securing adequate funding for maintaining and improving the transportation
systems.
Providing security measures to ensure the continued operation of the system.
CUUATS work activities for the fiscal year 2013 include addressing these issues
through different tasks delineated later in this document.
CUUATS Planning Priorities Planning priorities facing the urbanized area focus on Champaign-Urbana’s
development pressures, assistance to local governments with their general
transportation planning needs and update of respective transportation elements
consistent with the current LRTP, and major transportation projects requiring
continuing attention. Major projects receiving federal, state and local attention over
the next year include the implementation and update of the Long Range
Transportation Plan (LRTP) “Choices: 2035”, update of the Champaign County
Greenways and Trails (G&T) Plan, development of the Annual Listing of Obligated
Projects, maintenance of the countywide CUUATS travel demand model,
maintenance of LEAM as the common framework land use model for Champaign
County, use of CUUATS models to measure impacts of future developments in terms

of transportation, land use, air quality and greenhouse gas emissions for Champaign
County, and assess which neighborhoods in the urban area are most affordable
using the Local Affordability and Livability Index and help to determine where
resources should be focused to enhance affordability, and illuminate the implications
of their policy and investment choices. Also, the MPO staff is providing support for
CATS agencies on the implementation of safety improvements in the University
District and CUUATS staff is coordinating with CUUATS member agencies to have
plans consistent with local government comprehensive plans as well as other regional
agencies’ plans, such as the Mobility Implementation Plan (miPLAN) and other plans.
Also, special interest will be taken in implementing some strategies from the Human
Services Transportation Plan for the urbanized area as well as preparing plans for
providing rural transportation in Champaign County.
The Champaign-Urbana Urbanized Area Transportation Study (CUUATS) approved
the Long Range Transportation Plan (LRTP) 2035: Choices in December 2009. The
Implementation of the “LRTP 2035: Choices” will focus on increasing the mobility of
area residents and the connectivity of the entire transportation system in order to
create a more efficient travel network. A multi-modal approach was used in the
preparation of the Plan with the intention of creating transportation improvements
which focus not only on automobiles, but also on other active modes of
transportation such as walking, biking and transit. The implementation of “LRTP
2035: Choices” will also consider data collection for the purpose of measuring
performance based indicators to track the progress made toward the goals and
objectives recommended by this document. An annual report card will be prepared at
the end of the calendar year providing updates toward the established goals and
objectives.
The Update of the Champaign County Greenways and Trails Plan is designed to
provide guidance and a framework to ensure the county’s desire to create a

bikeable, walkable and environmentally aware and active community. This Plan will
update the Champaign County Greenways and Trails Plan adopted in 2004 and it
will combine five recently adopted Plans: the Champaign Transportation Master Plan
and the Urbana Bicycle Master Plan both adopted in 2008, the Champaign-Urbana
Long Range Transportation Plan adopted in 2009, and the Champaign
Comprehensive Plan and Champaign Trails Plan both adopted in 2011. The update
will build upon previous recommendations and implementation strategies, and will
also improve the plan by utilizing current best practices as well as the most recent
design guidelines to more effectively implement the system.
SAFETEA-LU requires that "...an Annual Listing of Projects, including investments in
pedestrian walkways and bicycle transportation facilities, for which federal funds have
been obligated in the preceding year be published or otherwise made available by
the cooperative effort of the State, transit operator, and metropolitan planning
organization for public review. The listing shall be consistent with the funding
categories identified in each metropolitan transportation improvement program
(TIP)." This provision is intended to increase the transparency of government spending
on transportation projects and strategies in metropolitan areas to State and local
officials, and to the public at large. Realizing this objective involves promoting
accuracy and responsiveness in financial planning and adoption of a proactive
approach to sharing information with the public in a meaningful way, at an
appropriate time, and in a user-friendly format.
The CUUATS Travel Demand Model (TDM) is a tool that forecasts travel
characteristics for the Champaign-Urbana Urbanized Area. It helps make educated
decisions for planning, designing, and operating transportation systems in concert
with the implementation of the “LRTP 2035: Choices” goals. In FY 2013, the
updated CUUATS TDM will play a pivotal role for analyzing transportation systems
related to MOEs (e.g., Vehicle Miles Traveled, congestion levels, travel mode share,
etc.). The updated TDM includes a complete mode-choice model and the model

area boundary was expanded to include all of Champaign County. This will help
seamlessly to integrate the TDM with the land use model developed for Champaign
County utilizing the Land Use Evaluation and impact Assessment Model (LEAM)
platform. The integrated TDM and land use model will be a powerful tool in
evaluating regional transportation policy and infrastructure building decisions in an
efficient way.
CUUATS staff will continue the development using MOVES platform for the Air
Quality and Greenhouse Gas Emissions Model for Champaign County. The County-
wide Air Quality Model will be fully integrated with the County-wide Travel Demand
Model and will be capable of providing mobile source emissions analyses at various
scales and time frames based on projected changes in travel behavior and changes
in the transportation network. Analyses based on the output from the emissions
model will be included in the next Long Range Transportation Plan (LRTP) to further
develop new or adjust existing LRTP Measures of Effectiveness and to gauge progress
towards or away from goals and objectives.
CUUATS will continue work on developing an integrated suite of modeling tools
designed to provide the community with a robust suite of transportation,
environmental, and land use analyses. This suite of tools will include several
components, all dependent to some degree on MOVES mobile source emissions
rates. The Air Quality model will be integrated with the LEAM land use change and
CUUATS Travel Demand models to provide insight into expected changes in mobile
source emissions due to changes in travel behavior and land use intensity. The Social
Costs of Alternative Land Development Scenarios (SCALDS) model provides
monetary and non-monetary costs of development based on LEAM land use change
results and TDM travel demand/mode shift. The CUUATS Emissions Analysis Tool
(EAT) estimates small-scale changes in emissions based on land use mix, street
design, and connectivity of any defined area within the County. Further development

of the EAT is expected to include a trip generation component which will allow a
more focused analysis of development mix influence on mobile source emissions
within potential redevelopment areas. A geostatistical model (currently in
development) is being designed to spatialize emissions and ambient air quality based
on changes in travel behavior. Also, CUUATS staff will use the CUUATS Local
Affordability and Livability Index (LALI) tool to estimate the true affordability of a home
based on its estimated market value and the transportation costs incurred by its
location with respect to several factors. At a community level, LALI can help
households assess which neighborhoods in a region are most affordable, and it can
help policy makers determine where resources should be focused to enhance
affordability, and illuminate the implications of their policy and investment choices.
CUUATS staff will update the Human Services Transportation Plan (HSTP) for the
Champaign-Urbana urbanized area by facilitating public meetings/focus groups in
order to create an action plan to improve implementation of strategies. The
document identifies transit (Section 5307), paratransit, and human service
transportation (Section 5310) needs, gaps, and barriers for elders, individuals with
disabilities, and individuals or families with low incomes as well as provides strategies
that will help address those issues. Funding strategies include Job Access Reverse
Commute (Section 5316) and New Freedom Beyond ADA (Section 5317).
CUUATS staff will develop a Rural Transportation Map and Mobility Plan for the
Villages of Rantoul, Thomasboro, Ludlow, Gifford, Royal, Ogden, and St. Joseph.
The plan will define specific transportation and mobility needs for the rural
population living in these communities while addressing strategies to improve and
expand current transit service delivery and mobility options to enhance the quality of
life for the community and future growing mobility needs.

CUUATS staff will develop Guidelines for Bus Passenger Facilities for the Urbanized
Area. which will address designing accessible bus stops for people with disabilities;
enhancing safety for transit and other roadway users; levels of amenities at bus stops
based on riders boarding; and ways to improve access for disadvantaged
populations through design and placement of bus stops.
CUUATS staff will continue to facilitate the Rural Transit Advisory Group (RTAG), a
subcommittee of the Champaign County Board that provides direction regarding
transit service and implementation and to which CRIS Rural Transit reports.
Additionally, staff will continue to provide technical assistance in the oversight issues
pertaining to Champaign County as the grantee for the rural transit federal
funding. Additionally, staff will analyze and use CRIS Rural Transit rider data to
guide strategies recommended in the plan.
CUUATS staff will continue working with IDOT on updating the Champaign County
Strategic Local Safety Highway Plan with the goal of reducing the number of severe
and fatal crashes on the local system.
CUUATS staff also continues to work on the University District Traffic Circulation
Study whose objectives are to identify improvement measures for the existing traffic
circulation system in the University District area and create a pedestrian, bicycle, and
transit-oriented circulation system on campus, while maintaining necessary access for
emergency and service vehicles and recommend traffic management and control
strategies for University related traffic (including parking consolidation) to ensure a
safer and smoother transportation network for the University District area and the
area surrounding the campus.
A project in which CUUATS staff is involved and providing significant support is the
development of the Mobility Implementation Plan (miPLAN) for the urbanized area.

The Long Range Transportation Plan 2025 and 2035 call for the preservation and
development of a multi-modal transportation system that is responsive to the mobility
needs of the people and changes in land use. Based on this framework, and within
the next 12 months, CUMTD jointly working with CUUATS members will complete a
Long Range Mobility Implementation Plan for the urbanized area.
Assistance to local agency members in the areas of grant applications, safety studies
and implementation, travel forecasting, traffic studies, traffic impact assessments,
traffic simulation, access management, corridor analyses, and other areas of
transportation planning and engineering that contribute to a comprehensive
metropolitan transportation planning process will continue to represent a significant
portion of the CUUATS Work Program.
Public Involvement
In regional transportation planning processes, residents and other potential interested
parties are crucial to how successful a project and its implementation will be. Without
input and support from these people, no project or program will truly achieve the
needs and desires defined for the community. The Champaign Urbana Urbanized
Area Transportation Study (CUUATS) seeks to proactively involve the public in all
phases of its planning processes. For this purpose, CUUATS staff has prepared a
Public Involvement Plan document that presents what CUUATS staff undertakes to
gather and utilize public input in its myriad of initiatives. CUUATS utilizes a variety of
techniques to involve the public, generally characterized into forums, paper, and
electronic formats.
The following table summarizes which techniques CUUATS staff will at minimum use
for the given planning documents or processes. Those that are not highlighted in the
table are used less frequently, depending on the context of the project being done.

TASK 310 – Data Development and Maintenance
Objective In order to effectively perform the planning functions required by federal and state
laws, CUUATS must develop and maintain an accurate and reliable database for the
urbanized area. This database is essential to determine existing as well as future
transportation demand. The purpose of this element is to continue to improve the
CUUATS database. Data development and maintenance functions are those that
support short range and long range planning, including population, income and
housing information, crash records, traffic counts, land use and development data,
and transportation characteristics data.
Previous Work a. Conducted and reviewed traffic counts periodically. The results of existing counts
were provided to CUUATS member agencies and the public upon request.
b. Integrated traffic data updates into the CUUATS GIS database.
c. Collected, analyzed and added crash data from the year 2011 to CUUATS
database.
d. Collected, analyzed and added socioeconomic data for the urbanized area.
e. Developed GIS coverages for existing and future land use, employment, ADT
volumes, speed limits, highway functional classification, parking allowances,
Traffic Analysis Zones (TAZs), greenways and trails facilities, etc. and added them
to CUUATS GIS database.
f. Geocoded “Selected crash intersection locations” (SCIL) and created crash
coverages for the urbanized area and added them to CUUATS GIS database.
g. Collected geometrics, traffic signal and turning volume data for the largest
intersections in the urbanized area and at specific requested locations.
h. Verified and provided feedback on data and information received from affiliated
agencies used in local transportation planning processes.

Work Tasks The following tasks are associated with this work element:
a. Collect, organize and update traffic/transportation field data in support of
traffic studies and planning activities (e.g., traffic counts, crash data,
intersection geometry, traffic signal timing and phasing, .greenways and trails
infrastructure, pictures, etc.).
b. Display and disseminate traffic/transportation data produced using GIS for
public use (examples: School Safe Walking Route Maps, Greenways and
Trails Maps, Selected Crash Intersection Locations, ADT maps).
c. Update population and employment projections based on new census data by
TAZ throughout Champaign County.
d. Collect additional traffic information to expand transportation analyses to
include Vehicle Miles Traveled (VMT), travel time studies, and speed studies.
e. Conduct literature review about different topics associated to transportation
and planning for specific projects.
f. Coordinate with local government staff and private consultants to ensure
consistent interpretation of the traffic data.
g. Update the report card for the LRTP 2035: Choices to measure performance

h. Expand and develop existing County-wide intersection database.
i. Collect, analyze, and process meteorology, vehicle registration, fuel
formulation, and on-road emissions filter retrofit input data for MOVES
emissions model.
j. Post-process TDM data into vehicle type VMT distribution input into MOVES
emissions model.
k. Develop and maintain TAZ land use and transportation attribute databases
for inputs into EAT and other analyses.
l. Develop and maintain land use growth zone and density zones for inputs into
the LEAM land use change model.

TASK 320 - Long Range Planning
Objective CUUATS is responsible for developing and coordinating the implementation of a
long-range transportation strategy for the urbanized area. Long-range planning
functions support needs or requirements that affect long-term planning performance,
or refine issues identified in the “Long Range Transportation Plan (LRTP) 2035:
Choices”. The tasks and work products associated with this work element are based
upon work completed in the data development/maintenance work element.
Previous Work a. Worked with CUMTD on providing technical assistance for the development of
the CUMTD Mobility Implementation Plan (miPLAN).
b. Collected data for the development of the LRTP 2035 annual report card for
2011.
c. Attended several meetings in which community members and local officials were
informed about the transportation project priorities and financial constraints for

TASK 330 – Short Range Planning
Objective CUUATS must continually fulfill various state and federal requirements in support of
regional and local projects. Short-range planning functions are those which address
near-term needs or requirements. This type of planning is usually referred to as
transportation systems management (TSM), which typically focuses on topics such as
crash studies, congestion problems, traffic signal warrant studies, traffic
improvements, and service analysis.
Previous Work a. Produced the Transportation Improvement Program (TIP) for FY2012-2015.
b. Produced the 2011 Annual Listing of Federal Projects.
c. Analyzed IDOT crash data and developed tables containing information about
urbanized area “Selected Crash Intersection Locations (SCIL) for 2005-2009”.

TASK 350 – Special Studies
Objective
A continuing emphasis of CUUATS’ Unified Technical Work Program is to provide
continued technical support to all CUUATS member agencies in carrying out detailed
transportation studies. CUUATS frequently serves as an added resource to the various
cities, municipalities, the County, the University and the Illinois Department of
Transportation (IDOT) by conducting and/or participating in a wide range of various
planning and technical projects referred to as Special Studies. Projects range from
administration of ongoing major studies and support of detailed intersection
evaluations to local traffic impact evaluation. Providing support to transportation
agencies is critical in the planning, operation, and maintenance of a comprehensive
regional transportation system. CUUATS staff is available to provide technical
support to maintain and improve transportation planning and to process critical day-
to-day information often not available at the local level.

EXHIBIT V—Accounting Narrative FY 2013
CUUATS funds are administered by the CCRPC system description that follows: Separate accounts (departments) have been established in a general ledger. The account records identify the receipt and expenditure of funds for each grant, refer to subsidiary records and/or documentation that support the entry and provides accurate and current financial reporting information.
Costs within the accounting system are classified into the following groups:
1. Direct labor costs. 2. Non-labor costs directly related to a specific program. 3. Indirect costs (both labor and non-labor.)
Direct labor hours are charged to the specific general ledger account and work elements within that account based upon actual work hours spent. Work elements of the UTWP are numerically coded and are utilized in preparing staff timesheets. The payroll computer print out accumulates staff names, hours and cost for each work element within the transportation planning grant account. Non-labor costs are those incurred as being directly related to a specific program e.g., Transportation. Typical non-labor costs directly chargeable to the appropriate grant programs include:
a. Costs of goods acquired, consumed or expended specifically for the purpose of the
grant; i.e., postage; b. Services and contractual items specifically related to the grant program, i.e.,
photocopying expense.
These costs are chargeable to the appropriate grant program based on source documentation maintained by the accounting system evidencing the nature and purpose of the charges (e.g., long distance telephone logs, postage logsheets, photocopying logsheets). Once charged to the transportation program these costs will be distributed to the various program work elements according to the proportion of direct salaries charged to each work element during the period.
The indirect costs (labor and non-labor) are those incurred which cannot be directly associated with the transportation program. These costs are charged to an administrative/overhead account. A statement of actual indirect charges and the final indirect cost rate for the period ended 11/30/13 will be submitted upon receipt of the audit. The indirect cost rate utilized in the budget is a projection based upon anticipated activity, as well as historical experience. The rate is subject to revision based on final audit. The indirect costs are determined by applying the provisional rate to the total direct labor cost for each individual work task. The resulting amounts are billed and reported under work program tasks.
The accounting system has established guidelines related to the methodology for classifying certain costs as direct or indirect. Each item of cost is treated consistently either as a direct or an indirect cost. Definitions and methodology related to direct and indirect costs are derived from federal circular A-87.
