Like all members of the community, the Balranald Shire Council team spends this time of the year preparing for fire. Cutting fire breaks along road reserves is critical to the containment of fires as we enter the bushfire period. Over the last four weeks, on behalf of the Rural Fire Service (RFS), Council’s Graders and Works Crews have been utilised to create a firebreak along the Ivanhoe Road. Works commenced on the Western side of the road, stretching from Clarebank in the North, through to Homebush. The crew has now moved onto the Eastern Side, working Northwards from Homebush towards Clarebank. As part of these works, the existing firebreak around the Clare school will be regraded and enhanced. Grading works are expected to continue for another two weeks, with some additional slashing works and spraying to occur between Homebush and Balranald Township. Discovery Centre making headway
Progress towards the official opening of the Discovery Centre on 19 December 2014 is continuing. The playground has been installed, with some minor finishes to take place, including installation of softfall in the near future. The landscaping of the site will commence on 10 November, with an expected completion date of end of November. A final inspection of the buildings will be undertaken on 5 November to prepare for the final fit out, including fit out of the café (with expected completion on 12 November and opening for service in early December). It is anticipated that the interpretive centre fit out will be complete by 14 December, and official opening of the Discovery Centre on 19 December.

I would like to formally welcome you all in my official capacity as Mayor of Balranald, and have confidence that my time as your Mayor is productive and successful. Please note: The next ordinary meeting of Council will be held at Clare Hall on Tuesday 18 November from 1pm. The general public is welcome to sit in and view the proceedings. The General Manager and I met with Jeff Caldbeck, CEO of Rural Financial Counselling Service NSW (RFCS NSW). It was a very successful meeting with discussions of the possibility of RFCS leasing a building for Officer Wendy Davison to utilise in Balranald for one to two days per week offering assistance for those in need. The General Manager and I also met with Margie McClelland, representative from The Riverine Grazier to discuss producing a story and photos of the new Balranald Shire Discovery Centre to advise the general public and visitors to the area of our new facilities, which will be up and running in December 2014. The 5 Rivers Festival was again a success, bringing people from near and far to see what Balranald has to offer. Congratulations to the organisers, and I will be excited to see what they have in mind for the next event. I attended my first Interagency meeting in October. The meetings provide a forum for the Balranald community service sector and community members to work together to analyse and respond to issues affecting the Balranald community and improve outcomes for residents of the Balranald Shire. I was impressed with the attendance and also the scope of agencies that visit Balranald and surrounding areas. However, I was disappointed with comments from some agency members’ regarding major changes within their departments through cuts to their funding and staff reductions affecting their ability to provide the service(s) needed. On 23 October the General Manager and I met with Inspector Steve Worthington and Detective Sergeant Trent Swinton from NSW Police, Force Command. They advised that they were aware of the current problems we are facing in Balranald, although they believe the local police have these issues well in hand and are dealing with them.

Disabled parking spaces are for people who have a disability. If you stop or park in a disabled parking space without being registered on the disability mobility parking scheme and displaying your authority to park permit, you are liable for a $506 fine. You cannot park or stand an unregistered vehicle on the road, even if its outside your residential premises. By parking an unregistered vehicle on the road, you are committing the offence of “Use unregistered vehicle”; this attracts a $623 fine. Vehicle security - If you park your vehicle on the road with the windows down or the doors unlocked or both and you are not within three (3) meters of the closest part of the vehicle or in the process of paying a fee for parking, you are liable for a $104 fine. If you reside in NSW and this is your primary residence (and the address shown on your NSW drivers licence), then you cannot have a Victorian registered vehicle registered to this address. Whilst the vehicle registration maybe current, it is deemed to be unregistered and attracts a fine of $623. If you move to NSW you have 3 months to change your licence and registration to NSW, if you do not, your vehicle is deemed to be unregistered attracting a $623 fine and you are also classed as unlicensed, attracting a $519 fine. Festival and Balranald wow visitors “Truly overwhelmed by the generosity of the community…it is the spirit, openness and the optimism of the people I find refreshing, a real bush gig in country that is exotic in its own way…the real Australia…thank you we had a blast…Joe”.
These were the words posted on Facebook from Joe Camilleri after the Black Sorrows pulled in a large crowd and rocked everyone off their feet at the 5 Rivers Outback Festival’s Riverbank Bash on Saturday night!
The 5 Rivers Festival once again proved a big hit over the weekend of 10 - 12 October. Ticket sales and bookings to events throughout the weekend indicated that there was over 1000 people in attendance with many retailers, eateries and moteliers recording a successful
weekend for business. Friday began with the local retailers fair, including 90th birthday celebrations of LV Bodinnar Pty Ltd. Other highlights included the progressive dinner, wool fashion parade, goods & services auction at the Ex-Servicemen’s Club and the live band at Homebush. The Riverbank Bash on Saturday was a full day with the carp fishing comp, 4WD muster, wood cutting and shearing demos, and poetry readings. The Open Mic, a new feature this
year, unearthed some wonderful local young and upcoming talent! The afternoon opened with popular local band Overdraft and another local favourite Daniel Barrett, who were all in good form, followed by a mix of blues, bluegrass and rock by fabulous bands including Paul DeAraugo.
Saturday night drew great crowds when music legends Joe Camilleri and The Black Sorrows took to the stage and rocked the night away!

Balranald Police Update
After a number of years in recess, the Balranald Motocross Club has a new lease on life. The club held its annual general meeting last month and the new committee are determined to get the track ready for competition sometime next year. A working bee was held on Saturday 25 October with a great number of new and old members lending a hand with machinery and shovels. New committee chair, Barry Anderson was impressed by the turn out and has received many messages of support from riders near and far.
“This track was considered one of the best in the state”, Barry said. “We are dead set on getting it up and running again, not just for competition rounds but for somewhere the kids can come and have a go”. The committee are looking at available grants and are aiming at getting the track accredited in the months ahead. Anyone interested in getting involved should contact Barry Anderson or Secretary Cindy Bath.
