CPQ:CostandFundingEstimatorofHighQualityEarlyLearning
CEELOhasdevelopedtheCostofPreschoolQuality(CPQ)estimator,afreeExcel-basedtool,tohelpusersdeterminecostsandpotentialfundingsourcesrelatedtoimplementinghigh-qualityearlylearningprogramsforinfants,toddlersandpreschoolers.FeaturesoftheCPQinclude:
ü CPQprojectscostsreflectingresearch-basedelementsofqualityforearlylearningandfullyaccountsforstateandlocaladministrativecoststomonitorandenhancequality,includinghighlyqualifiedstaff.
ü CPQ2.0containsanenhancedfundingsectiontoinputfundingsources,basedoneligibilityrestrictions(bothchildeligibilityandbydeliverymodel).Userscanenterfederal(e.g.ChildCareandDevelopmentBlockGrantFunds,HeadStart,Title1),state,local,andprivatesources(includingtuitionandco-pay).
ü CPQenablesuserstocomparealternatemodelsofdelivery(partday,fullday,extendedday),deliveredindifferentsettings(childcare,HeadStart,familychildcare,schools),andotherprogramdesigns.
ü CPQestimatescostsoveroneyear,ormultipleyears.
ResultsofUsingtheCPQ.StateearlyeducationadministratorsandpolicyleaderscanuseCPQtoproduceevidence-baseddataoncostsofprovidinghighqualityearlycareandeducationtoinformfundingallocations,toestimatecostsofexpansionandqualityenhancements,andtoidentifytrade-offsonqualityandaccessassociatedwithdifferentpolicyoptions.
