MonteCangiamilla,aMarineVeteran,

hasbeenworkingforHighCountryFu-sionforovertenyears.DuringthattimehewasalsotheFireChiefforFairfield’sVolunteerFireDepartment.Thatexperi-encehasgivenhimawealthofpeopleskills.Hisbiggestdesire,however,istogivebacktothecommunityhecallshishomeanddowhathecantokeepitgreat. InGoodingCountytherearetworacesvoterswillhavetodecide-District3Com-missionerandtheProsecutingAttorney.

Fouryearsago,TerrellWilliamslostalowvoterturn-outelectiontoWayneChandlerforGoodingCountyCommissioner.Shehopesmorepeoplewillgetinvolvedinthisyear’selection. Mrs.Williamsspent30yearswritingfortheTimesNews,

CamasLiliesareinBloomCamasLily(Camassiaquamash) InJuneof1806,CaptainMeriwetherLewisdescribedaplantfoundontheQuamashflatsatthefootoftheRockyMountains.DuringtheCorpsofDiscoveryExpeditionLewisandClarkcameacrossmanyplantstheyhadneverseenbefore,butsomethingaboutthevastfieldsofpurpleflowersintriguedLewissomuchthathespentmoretimewritingaboutthisplantthananyotherinhiscollection. FromnowthroughtheendofMay,takeatriptotheCamasPrairieandtheCentennialMarsh,anddiscoverthisamazingplantforyourself.

School BallotMeasures

AlongwiththeStateandcounty races, three areaschoolsareaskingvoterstoapproverequestsforsupple-mentalleviesandonebondinTuesday’sElection. DietrichSchoolDistrictNo.314isaskingitsvoterstoauthorized$2.5millionbondtobuildanelementa-ryschool.Thetermofthisbondwouldbe20yearstobepaidininstallments. TheRichfieldSchoolDis-trictNo.316isaskingforasupplementallevyintheamount of $225,000 peryearfortwoyears.Thepur-poseofthislevyistopayfortheexpensesofmaintainingandoperatingtheschool. WendellSchoolDistrictNo.232isalsoaskingforasupplementallevy.Theyareaskingfor$600,000peryearfortwoyearstopaytheex-pensesofmaintainingandoperatingtheschoolsintheDistrict.

Forover30yearsIhavebeentheadoptedsonintheSuperfamily.ThefourSuperboysandmyselfwerelikebrothers.Weeachgotourshareofblamefortroublewemayhavebeenin,evenme.OnoneparticularWagonTrainallofusbrotherswereonthesametrip.Anewfriendtoallofus,Rick,wasonthewagontrainwithus.Beingyoungerthantherestofus,Rickbecamethe“new”babebrotherinourgroup.Parentssometimesdocrazythingsincludingadoptingchildrenafterweareallgrown.That’sfinebecausewearegladtohaveRickasabro. Asourwagontrainstoppedonthetrailtowaterstockandgetourselvesalittlelunch,MotherLillianSuperhadmadesand-wichesandwasdeliveringthemdownthelineofhungrywag-oneers.Thensomethingreallyoddhappened.LillianwalkedpastusbrothersandgaveRicktothefirstsandwich.Whatisupwiththat?Istherenosuchthingasstatusorpeckingorder?IwasevenbypassedandIhadhelpedmakethesandwichesearlier! Webrothersweredumb-foundedaswestoodtherewatching.ItseemedlikeMotherLillianhadanewfavorite.ForyearsafterthatwagontrainridewebrotherkeptacloseeyeonRick.Weonceevenwantedtoduct-tapehimandsendhimtoMotherLillianforMother’sDay. LastyearRickwasthefirstonetocallandwishMotherLillianHappyMother’sDay(LillianwasinWashingtonvisitingthethreeboysoverthere).ThisyearLillianwasagaininWashingtonduringMother’sDayfortheWinthrop’sWagonTrain.WethreeIdahoboys(twoadopted)decidedtobeattheWashingtonboyswishingLillianHappyMother’sDay,andfiguredwewoulddoitintheirowntent(hotelroom).Theplanwassetwithonlyminutesbetweenthephonecalls. RicktooktheleadtocallLillian’scellphone.Immediatelyhecalled,“Tee,thephonewenttovoicemail.”Icalled,leftmymessageandhotlinedJimSuper.“Hey,thecallwenttovoicemail.”Weallregroupedandcalledthehotel.Littledidweknow,wehadtowakeBrotherJoetogettheroomnumber.OurplanlookedtobefoiledfortheIdahocontingencytobefirsttocallMotherLillian. Rickfollowedupwiththefirsthotelcall.ThehotelthoughtIwasRickwhenIaskedforroom108.Shesaid,“Didn’tthecallgothrough?”“Oh,yes,thecalldid,”Isaid.“Expectanotheroneinacoupleofminutes.It’saMother’sDaycallfromsomebrothers.”IgotmycallinandJimwashotonmytrail.WehadtakeninconsiderationforthetimechangetoPacificStandardTime.Wewereasuccess.WeIdahoboysbeattheWashingtonboystowishingMotherLillianahappyMother’sDay,intheirowntent(hotel).IjusthopetheygaveLillianthefirstsandwichforlunch,wewouldhave. From the EditorDuringthelastcoupleofweeks,manyofyouhavereceivednumerouspoliticalmailings,fromonegrouporanother.

WhenIreceiveaflyer,especiallyifitiscriticalofapar-ticularpersonorgroup,Iwanttoknowwherethatflyercamefrom.Usually,thesourceofsuchinformationisobvi-ous,butsometimesitisnot. Arecentflyerthatcameacrossmydeskwasfromthe“IdahoOpportunityProject.”Ittriedtopresentitselfas“nonpartisanorganization”andincludedsocalled“factchecks”ofourDistrict26legislators. Itwasfullofincompleteandmisleadinginformationandwasclearlypartisaninnature,butmoretroublingwasthattheflyerneveridentifiedtheauthorsorsupportersofthepublication.Thatinformationwasnotevenavailableontheorganization’swebsite. Afterabitofinvestigation,itturnsoutthattheIdahoOpportunityProjectwasforminFebruaryofthisyear,2016,asanAssumedBusinessNamefortheIdahoEdu-cationAssociationandsignedbyitsExecutiveDirector,RobinNettinga. Thereisnothingwrongwithmultiplebusinessnames,butusingthemtodeceivevotersisunconscionable.

...Primary Election Races15yearsofthattimecoveringlocalgovernmentorganiza-tioninGoodingCounty.Thatexperience,plus6yearsontheBoardofCountyCommissioners,givesherastrongunderstandingofhowgovernmentworks.Oneofhermaingoalsistoencouragetourismbymakingthecounty’smanynaturalassetsaccessibletoeveryone. Mr.ChandlerhasspentfouryearsasaCommissionerandheisthefirsttoadmitthatithasbeenaneyeopeningexperience.AsafarmerintheWendellarea,heismostinterestedinagriculture,butheunderstandsthatGood-ingCountyismorethanjustfarms.Thecounty’sdiversebusinesscommunityneedstobestronginordertomakethewholecommunityhealthy. Thisyear’sGoodingProsecutingAttorneyracehasthreecandidates-anincumbentandtwochallengers.

Contrarytorumors,BrendanAshhasnotwithdrawnfromtheProsecutorrace.HeisworkinginTwinFalls,butheisfullycommittedtotakingontheofficeofGoodingCountyProsecutor.Asafatherofayoungson,oneofhismaingoalsistoformpartnershipswithschoolofficialsinanefforttokeepdrugsoutofthehandsofyouth,andbydoingso,helppreventdrugrelatedcrimes. LuverneShull,waselectedProsecutingAttorneyin2012,afterworking7yearsforthecountyasaprosecutorandnearly10yearswithArkooshLaw.Beforebecomingalawyer,hewasamilitarynursewiththeArmyandtheAirForce,includingatourwithDesertStorm.Hebelievesthatpreventionofcriminalbehaviorisfarbetterthanpunish-ment.That’swhyheisabigsupporterofJuvenileRestor-ativeJustice,anefforttoreachouttoat-riskkidsbeforetheyevergetintotrouble. ThethirdcandidateinthisraceisMattPember.Heworked6yearsfortheTwinFallProsecutor’soffice,andforthelast4yearshehasservedCamasCountyasProsecutingAttor-ney.Inhis10yearsasaprosecutorhehasseenthatastrongrelationshipbetweentheprosecutor’sofficeandlocalpoliceisthekeytoeffectivelawenforcement.Hebelievespoliceofficersanddeputiesarethefirstlineofdefenceagainstdrugsandthecrimethatcomesthosesubstances,andtheyneedthefullsupportoftheCountyProsecutor.

TheNaturalResourcesConservationService(NRCS)hasjustreleasedthefifthwatersupplyoutlookreportforthe2016wateryear.Whatadifferenceamonthmakes.NearnormalsnowpackcoveredthemajorityofIdaho,andtheNRCSmonitoringregion,atthebeginningofApril.ThebeginningofMay,however,tellsamuchdifferentstory.SnowacrossmuchofthestatehasmeltedatarecordhighrateduringApril. ReservoirsandlakesremainingoodshapeacrossIdahoandarecapturingthisyear’ssnowmeltrunofftostoreandputtouseasweenterthedrysummermonths. Aprilprecipitationacrossthestatecoveredtheextremes:fromwell-belowtowell-aboveaveragedependingonlo-cation.Mostareasreceivedbelowaveragemonthlypre-cipitation.ThelowestprecipitationamountsoccurredintheSnakeRiverheadwatersaboveJacksonLake,whileIdaho’ssouthernborderfromtheOwyheetotheRaftbasinreceivedfrom112%to150%ofnormal. “PrecipitationamountsreceivedsincethestartofthewateryearonOctober1,2015remainsencouragingwiththewholestatereporting92%ofaverageorbetter,”saidRonAbramovich,watersupplyspecialistwithNRCS.“However,thoseareaswithdeficitsareworthwatchingandmaynotimprovemuchaswemoveintoourdrysummermonths.” Streamflowforecastsreflecttheearlymelt,earlyrunoffanddryAprilbyshiftingforecastsdownanotchandarenow70to90%ofaverageacrossmostofthestate.TheexceptionsarethehighdesertstreamssouthoftheSnakeRiverfromtheBruneautoOakleyReservoirinflowwhichareforecastat100to125%ofaverage. “Oneofthekeyvariablestowatchnowisnighttimeairtemperatures,”saidAbramovich.“Iftheydipbelowfreezingwhichwillslowdownmeltingofthepack.But,ifdaytimetemperaturesapproachnearrecordhighs,thereisstillenoughsnowtogenerateadditionalstreamflowincreasesacrossmuchofthestate.” Forinformationonspecificbasins,streams,andreser-voirs,pleaseviewthefullreportonline.YoucanalsoaccessthereportthroughtheIdahoSnowSurveyhomepage.
