Boundaries can be both physical, like the a road thatcuts the city off from its waterfront, or invisible –arbitrary lines on a map that cut districts, cities, regionsand countries up, separating one area from another.  But who sets these boundaries and who decides whenthey change? Do the invisible boundaries matter as muchas the physical boundaries? What do they mean for our heritage? Who decides whatfalls inside our World Heritage Site? Can it change?
