Community Development Partners to Break Ground on
Rocky Hill Veterans Housing
$21 Million Project Targets Veterans and Neighborhood Renewal
Newport Beach, CA, March 31, 2017 – Community Development Partners is pleased to announce that the groundbreaking for Rocky Hill Veterans Housing is set for April 7, 2017 at 11am. Located at 582 Rocky Hill Rd in Vacaville, CA, the event’s speakers and VIP guests include: Vacaville City Mayor, Len Augustine; Director of Housing Services for City of Vacaville, Emily Cantu; and Eric Paine, CEO of Community Development Partners. As one of the only new affordable developments targeting veterans in Solano County, this $21-million project will provide much-needed housing for chronically homeless veterans, and low-income veterans and families.
Rocky Hill will consist of 39 new, high-quality permanent rental homes for people earning 15% to 60% of the Area Median Income. Twenty-nine units will be reserved for veterans, with the remainder having a veteran preference. Eleven of the veterans’ units will have Project-Based VASH vouchers, a program that combines HUD Sec-8 rental assistance with Veterans Administration case management services. The 11 units will serve as Permanent Supportive Housing (PSH). PSH is a solution to homelessness that combines housing, rental assistance and wrap around supportive services for populations in need of intensive care. Services include case management, substance abuse counseling, and assistance with locating community services. The innovative project’s structural system is comprised of modified steel shipping containers, which is stronger than typical wood framing. The project is designed to achieve LEED Gold certification, and is scheduled for completion in December 2017.
Kyle Paine, President of Community Development Partners, the project’s developer, says, “The overall goal of this project is to catalyze a neighborhood renewal. Not only is the project itself designed to promote interaction among residents, a resident services coordinator will work with the nearby Boys & Girls Club and other community partners to coordinate services and strengthen the existing neighborhood.”
The project’s financial partners include: Home Depot Foundation, Citibank, National Equity Fund, Veterans Housing and Homelessness Prevention (VHHP) funding administered by HCD and CalVet, City of Vacaville, and California Statewide Communities Development Authority, along with tax credits from CTCAC. Supportive Services provided by CAN-B, the Veterans Administration and LifeSTEPS. Design by G7A Gonzales Architects, property management provided by Solari Enterprises, construction by Precision General Commercial Contractors, and modified shipping containers provided by GrowthPoint Structures. Vacaville Community Housing is the non-profit partner and Integrity Housing is the Co-General partner.

Ground broken for veterans housing in Vacaville
Kimberly K. Fu — The Reporter Vacaville Mayor Len Augustine speaks to the crowd gathered for
the groundbreaking for Rocky Hill Veterans Housing on Rocky Hill Road. By Kimberly K. Fu POSTED: 04/07/17, 5:42 PM PDT
Heavy rains fell Friday as a crowd huddled under a drippy white tent, celebrating a graded field of mud that will soon become Vacaville’s first housing complex for military veterans.
“This is a great program for the city of Vacaville,” said Len Augustine, the city’s mayor and an Air Force veteran, during the groundbreaking ceremony for the Rocky Hill Veterans Housing project.
“I am a veteran and as a result I look out for veterans,” he explained. “They deserve better than they’ve had over the last 20 years or so.”
City officials have long worked with Community Development Partners (CDP) in getting the project off the ground, he said, so this day was a long time in coming. “Let’s get this thing done,” he encouraged.
The project has been in the works for five years. It started with just a handful of units being set aside for veterans but, with the city’s lobbying, that was changed to 29.
Essentially, 29 units will be reserved for veterans. Of those, 11 will have vouchers that combine federal Section 8 rental assistance with Veterans Administration case management services.

Those 11 units will serve as Permanent Supportive Housing, which officials explained as “a solution to homelessness that combines housing, rental assistance and wrap around supportive services for populations in need of intensive care.” Services include case management, substance abuse counseling and more. Interestingly, the dwellings will be made of modified steel shipping containers for better durability. It will also be designed in accordance with Leadership in Energy and Environmental Design (LEED) gold-level certification.
The project is slated for completion in December.
Kyle Paine, CDP president, said the $21 million project is part of an effort to revitalize the Rocky Hill neighborhood.
“A resident services coordinator will work with the nearby Boys & Girls Club and other community partners to coordinate services and strengthen the existing neighborhood,” he said.
Emily Cantu, the city’s director of Housing Services, expressed excitement for the build.
“We’re going to be able to provide housing for the community’s veterans and provide them with other services,” she said.
Vacaville Community Housing’s Charlie Learned said nothing’s been easy about the project, but from here on out it should be smooth sailing.
“I’m happy we’re finally able to do something that’s dedicated to veterans,” he emphasized.

Rocky Hill Veterans Housing will be one of the most unique developments built this year.
The 39-unit community is utilizing modified shipping containers in its design to deliver

Barring any unexpected delays, the empty dirt
lot where officials gathered for the ceremony
will become a vibrant housing community by
the end of the year.

CDP leaders recognize that Rocky Hill will have a steep learning curve, but they were
willing to test a new design and approach.
They hope the project will realize several advantages. In addition to being sustainable, the
project’s construction time looks to shorter, says Kyle Paine, CDP president.
Rocky Hill has a construction schedule of about six months. A conventionally built project
would take twice that long.

The cost for this first-of-a-kind project will be similar to other multifamily projects in
pricey California, but the experience gained with Rocky Hill will help future developments
realize new efficiencies, Paine says. CDP is considering building a second development
with shipping containers.
At Rocky Hill, 29 units will be reserved for veterans, with the remainder having a veteran
preference. Eleven of the veterans’ units will have project-based Department of Housing
and Urban Development (HUD) and Veterans Affairs (VA) Supportive Housing vouchers, a
program that combines HUD Sec-8 rental assistance with VA case management services.
The VA, Community Action North Bay, and LifeSTEPS will provide supportive services.
“It’s been a priority to take care of veterans,” says Vacaville Mayor Len Augustine, a retired
Air Force colonel.
The project, which is designed to achieve LEED Gold certification, will also be good for the
larger community, according to Paine.
“The overall goal of this project is to catalyze a neighborhood renewal,” he says. “Not only
is the project itself designed to promote interaction among residents, a resident services
coordinator will work with the nearby Boys & Girls Club and other community partners to
coordinate services and strengthen the existing neighborhood.”
To finance the project, the development team assembled more than a half-dozen layers of
funding, including low-income housing tax credits awarded by the California Tax Credit
Allocation Committee and syndicated by the National Equity Fund. Citi Community Capital
also provided critical financing, including the permanent debt.
Other financial partners include Home Depot Foundation, city of Vacaville, California
Department of Housing and Community Development, CalVet, and California Statewide
Communities Development Authority.

CA developer to turn shipping containers into veterans' housing By Mary Tyler March April 11, 2017
Dive Brief:
Newport Beach, CA–based Community Development Partners broke ground on a $21 million veterans housing development in Vacaville, CA, Friday, according to The Reporter. The facility will serve chronically homeless veterans, as well as low-income veterans and families.
The Rocky Hill Veterans Housing facility will house 39 permanent rental units for people earning 15% to 60% of the area median income. Of those units, 29 will be kept for veterans and the remaining units will give preference to veterans. Eleven of the veteran-designated units will serve as permanent supportive housing.
Set for completion in December 2017, the project’s structure will be made of steel shipping containers. It will be designed to LEED Gold standards.
Dive Insight:
Cities across the U.S. are searching for new ways to add affordable housing stock to their lagging inventories for low- and middle-income residents as wages fail to keep pace with soaring rental and home prices.
Some major metros are getting creative in how they deliver such properties. New York City is poised to convert a former Metropolitan Transportation Authority bus depot in East Harlem into a 730-unit, income-based affordable housing complex. In Chicago, three new projects are underway that will co-locate public housing and public library branches to better connect low- and middle-income housing with their local communities.
Earlier this year, a $33 million residential building opened in Washington, DC, with 60 of its 124 one-bedroom apartments reserved for homeless veterans and the other 64 labeled as affordable and low-income units.

Recent rains couldn’t dampen the enthusiasm of those that celebrated the grading of a property that will soon be Vacaville’s first housing complex for military veterans.
The Rocky Hill Veterans Housing project is now underway. Expected to be completed in December, city officials have long worked with Community Development Partners (CDP) in getting the project off the ground.
