1. PReSeNTaTiON
Le Bureau Mondial du Scoutisme (BMS) est le Secrétariat de l’Organisation Mondiale du Mouvement Scout (OMMS). Le Bureau est dirigé par le Secrétaire Général de l’OMMS qui est nommé par le Comité Mondial du Scoutisme et est le plus haut fonctionnaire de l’Organisation Mondiale. Il est constitué sous la forme d’une Association de droit suisse régit par les dispositions des articles 60 et suivants du Code civil. Le Bureau est en charge des principales tâches suivantes :
• Soutenirlesmembresvolontairesdesinstancesmondiales du Mouvement à guider et inspirer l’effectifScoutglobalde30millionsdejeunesgens ;
• SoutenirledéveloppementdescompétencesdesOSNafinqu’ellesfournissentunScoutismeefficacedansleurpays;et
• PromouvoirledéveloppementduScoutismedanslespaysoùiln’existepas.
Le Bureau soutient également la promotion du Scoutismeàtouslesniveaux,apporteassistancedansl’organisationd’événementsglobauxetrégionauxtelsquelesjamboreesmondiauxetrégionaux,etmaintientdesrelationsaveclesorganisations internationales dont les activités touchentauxquestionsliéesàlajeunesse.
2. PRiNciPeS cOMPTaBLeS
a. Bases de préparation des comptes annuels
Lesprincipescomptablesetlaprésentationdescomptes annuels du Bureau Mondial du Scoutisme ontétépréparésenaccordaveclesexigencesduCodesuissedesObligationsetdesSwissGAAPRPC.
Les comptes annuels du BMS ont été préparés en utilisant les coûts historiques et sont présentés en francs suisses.

The World Scout Bureau (WSB) is the Secretariat of the World Organisation of the Scout Movement (WOSM).TheBureauisdirectedbytheSecretaryGeneraloftheWOSM,whoisappointedbythe World Scout Committee and is the chief administrativeofficeroftheWorldOrganization.Ithas the legal form of an association under Article 60andfollowingoftheSwissCivilCode.TheBureau’skeytasksareto:
• SupportthevolunteermembersoftheWorldMovement’sgovernancebodiestoleadandinspiretheglobalScoutmembershipof30millionyoungpeople;
• SupportthecapacitybuildingoftheNSOssothattheyprovideeffectiveScoutingintheircountries; and
• Promote the development of Scouting in countrieswhereitdoesnotexist.
The Bureau also supports the promotion of Scoutingatalllevels,assiststheorganizationofglobalandregionalScouteventssuchasworldandregionaljamborees;andmaintainsrelationswithinternationalorganizationswhoseactivitiesareconcernedwithyouthmatters.
The accounting principles and presentation of the financialstatementsoftheWorldScoutBureauhavebeenpreparedinaccordancewiththerequirementsoftheSwissCodeofObligationsandtheSwissGAAPRPC/FER.
Thefinancialstatementshavebeenpreparedusinghistorical cost principles and are presented in Swissfrancs.

Au30.09.2010leBMSpossède76.5%deRentasPicarquinSA,Santiago,Chili.L’entièreparticipation dans cette compagnie a été vendue le16décembre2010.Surcettebase,ilaétédécidé de consolider cette participation en utilisant la méthode de la mise en équivalence.
En2009et2010lepérimètredeconsolidationn’apas changé.

Asat30.09.2010theWSBowns76.5%inRentasPicarquinSA,Santiago,Chile.Theentireparticipationinthiscompanywassoldon16December2010.Onthisbasisithasbeendecidedtoconsolidatethisparticipationusingtheequitymethod.

Impairmentonthisinvestmentwasbookedin2009foratotalofCHF757,180.ThisimpairmentrepresentedthedifferencebetweenthevalueofthesharesdetainedbytheWSBbetween2008and2009,resultingfromanassessmentoftherealistic value of the Picarquin estate in case it weredecidedtosellthatproperty.

In this reporting period NSOsweresupportedtofocusongrowingtheScoutMovement.Toolsandmaterialswereprovidedforthispurpose. All activitiessupportedbytheWorldScoutBureau(WSB) have had either a focus or a component ongrowingtheMovement.Operationalstrategiestosupportsustainablemembershipdevelopmentandgrowthhavebeenexplored. Especiallytheexpansionofcommunity-based Scouting (CBS) whereScoutingispredominantlyschool-based,liketheAsiaPacificRegion(APR).Thishasbecome
arelativelynewapproachinthisgeographicarea.Inparallel,inareaswhereScoutinginSchoolsisuncommon,ithasbeenactivelypromoted.
Networking,exchangeandtrainingongrowthwerestronglysupported;suchisthecaseofthe Growth Network1initiativeintheEuropeanScoutRegion.Wheresupportwasprovidedtoadequatelymeasuremembershipanddefinetargetsforgrowth.SincethisFY,EuropeanNSOsmusthaveaccuratemembershipstatisticstobeeligibleforsupportgrants.InAPRaswell,NSOweresupportedtosetgrowthtargetswhichhavebeenopenlypublishedandarebeingfollowedupinthefieldthroughjointCommittee/NSO(CNV)visits.

InanorganizationlikeWorldScouting,wheremillions of children are involved in regular interactionwithadults,itisveryimportantthatthereisafocuson‘KeepingScoutsSafeFromHarm’soastofightagainstrisksanddangersthatchildrenincurthroughouttheworld.In2007,a tool on ‘Keeping Scouts Safe From Harm’ wasdevelopedforthe21stWorldScoutJamboreeintheUK.ThisFiscalYearthetoolwasputonlineforglobalusetodevelopworldwideawarenessonthisimportantsubject.Enrichedbye-learningresourcesonChildProtectionthatalreadyexistedindifferentNSOs,thetoolwasproducedbytheWorldScoutBureau,TheScoutAssociation(UK)andtheJamboreeTeam.
Intermsofspiritualdiversity,the3rd World Scout InterreligiousSymposiumtookplaceinUgandawithover80participantsfrom30countriesbelongingto12differentfaiths.ItfocusedonInter-religiousdialogueespeciallyinthecurrentAfricancontextwithmanyconflicts.TheSymposiumwasjointlyhostedbytheUgandaScoutsAssociationandtheInternationalUnionofMuslimScouts(IUMS)andwasorganisedbymembersoftheWorldScoutInter-religiousForum(WSIF).

features that facilitates consultation of documents andthedownloadofmultiplematerials.Withtheseimprovements,muchmoredocumentationhasbeenputtodispositioninseverallanguages.Given the importance of the Rover Section to preparefutureScoutleadership,specifictoolsandtrainingtostrengthenRoversectionsweremadeaccessibletoNSOs.InthecaseoftheInteramericanRegion,theYouthProgramNetworkproducedavirtualplatformwiththeaimofproviding a permanent space for distance training ofnationalprogramteams;thispilotprojectcanbeseenhere.5InEuropeSpecial emphasis on valuesandskillsforadultlifeandemployability

To support youth involvement in decision making in Scouting
a Youth Fund9 gives young Scouts the opportunity to participate in Regional Scout committee or Sub-committee activities in the aPR.
Six Youth Forums (YF) were supported in africa and the arab and eurasia Regions implemented Regional Youth Forums for the first time.
The ongoing development of the World Scout Environment Programme (WSEP) was supported. Thisprogramofferstools,resourcesandinitiativeshighlyattractivetoyoungpeople,supportingtheirinvolvementlocalandglobalenvironment and conservation initiatives. During thisperiod,theWSBjoinedtheAllianceofYouthOrganization’sCEOs(AYCEOs),inthedevelopmentofapublicationcalled“Climate Change, Take Action Now”, itcanbedownloadedhere10. This yearaswell,aSeminarabouttheScout Centres of Excellence for Nature and Environment (SCENES) wasdevelopedwiththeparticipation
of30peoplefrom18countries.SCENESenhancetheopportunitiesforyoungpeopletoengageinenvironmental education programmes through naturalScoutcampsthatcomplywithveryspecificenvironmentfriendlyandqualitystandards.AnotherimportantactivitywasthefirstAsia-PacificWorkshoponDisasterManagement, as thisisatopicofgreatconcernwhichhasbecomecrucial in the light of recent catastrophes around the area. It aimed at Scouts to understand their roleintimesofdisaster,howtheyshouldrespond,andtoacquiresomeknow-howofdisastermanagement.

Nous avons aidé les organisations scoutes nationales à améliorer le recrutement de bénévoles adultes, à leur donner envie de rester, à reconnaître leur travail et à améliorer leur formation.LesbénévolesadultesjouentunrôleessentieldansleMouvementscout.Ilssontindispensablespourlefairegrandiretpour améliorer le scoutisme proposé à de plus en plusdejeunes.Pourcela,ilfautpouvoirattireretretenirunnombresuffisantderesponsablesadultesmotivésetcompétents.Deplus,pourpouvoiratteindrel’objectifduscoutisme,ilestfondamentalquelesbénévolesrestentmotivéset compétents pendant tout le temps qu’ils lui consacrent. Auniveaumondial,nousavonsentaméunecoopération avec l’université ouverte de Barcelone afindefaciliterlaformationdesadultes.EnEurope,ungroupederéflexionaétémisenplacepourtravaillersurlethème«Unemeilleuregestiondesressourceshumaines».Ilaexaminéles solutions pour réduire l’aspect administratif (en particulier au niveau local) et a conçu une brochureEuro.Scout.Doc11 contenant une série de recommandations pratiques. Il a également proposé des solutions pour améliorer la motivation desresponsablesetlareconnaissancedelaprogression personnelle au sein du scoutisme et a penséunprojetautourdel’auto-reconnaissance.DanslarégionInteramérique,leRéseauRessources humaines a été consolidé et reste actifgrâceàlaparticipationd’aumoins75%desorganisationsscoutesnationalesdelarégion.EnAfrique,un«Groupe restreint pour les ressources adultes»aétéforméafinderenforcerletravaildans ce domaine dans la région et de garantir quecetravailsoitsystématiqueetdequalité.Danslemêmetemps,dessessionsdeformation

Actions to improve adult volunteer recruitment, retention and recognition systems and enhance the quality of training were supported among NSOs. Adult volunteersinScoutingplayanessentialroleintheMovement.TheyarekeytogrowandtoofferbetterScoutingtomoreyoungpeople.Attractingandretainingasufficientquantityofmotivatedandeffectiveadultleadersisalwaysachallenge.Also,tomaintaintheirmotivationandeffectivenessthroughoutthetimetheydevoteto volunteer in Scouting is critical to achieve the actual purpose of Scouting. During this reporting period,AdultResourcesCoreGroupsandtaskforceswereputinplacetomoveaheadthisagendabyimprovingthestandardsofadultresources management; recruitment methods and practiceswereexploredanddiscussed.Factorsthatmotivatepeopletovolunteerwereresearchedanddocumented.WorkwasdonetobetterunderstandthetransitionfromyoungmemberstoyouthleadersandsupportwasprovidedtoNSOstoreviewtheirAdultResources’Policy.
Atgloballevel,cooperationwiththeOpenUniversityofBarcelonawaslaunchedtosupportadulttraining.InEurope,a“Thinktank”on“Bettermanagementofhumanresources”wasformed,itlookedatwaysofreducingadministration(especiallyonlocallevel),apracticalsetofrecommendationswasproducedasaEuro.Scout.Doc11flyer.Waystohavemoremotivatedleaders,toimplementbetterrecognitionofpersonalprogressioninScoutingandaprojectonself–recognitionweredeveloped.IntheInteramericaRegion(IAR)theHumanResourcesNetworkwasconsolidated,remainingactivewiththeparticipationofatleast75%oftheRegion’sNSOs.InAfrica,an“Adult Resources Core Group”waslaunchedtoreinforcetheworkonadultresources

Thegrantisalimiteddirectfinancialassistanceto NSOs in developing countries to meet their development and infrastructural needs. Due to the currentemphasistoextendmoredirectsupporttoNSOsandwithanincreasedallocationforthe2010budget,theregionalofficelaunchedthisinitiative. The APR also created the Scout Aid DisasterFundusingtheremainingfundsoftheTsunamisuppor,asameanstosupportNSOsinmobilizingScoutsintheeventofdisastersornatural calamities in their localities.
Europe’sPartnershipFundforDevelopmentandgrowthbenefitedSlovenia,Albania,Sweden,Estonia,Greece,CzechRepublic,Israel,Iceland,Romania,Ireland,Portugal,andSpain.TheEuropeanRegionalCommitteemonitoredthesegrantscloselywithregularupdatesandfeaturingprojectsonline.InAfricaworkshops,face-to-facecoaching,andonsitetrainingtookplaceinordertostrengthenmanagementcapacities,
management and governance. ARO also helped NSOs in their preparations to host large Regional events.AfricanNSOswereprovidedwithbasicskillsandknowledgeonPartnershipsandProjectsand the “Regional Action plan on Partnerships and Projects”wasreviewed.Workshopson“PartnershipsandProjects”weredeveloped,focusingonpartnershipmanagement,resourcemobilisation,financialmanagementandnetworking.
IntheArabRegion42professionalstaffandvolunteers from 18 countries participated in a certifiedprogramme conductedincollaborationwiththePennsylvaniaStateUniversitywhereleadership,coachingandcommunicationskillsweretransferred.ThisactivitywassupportedbytheEricFrankfoundationthroughtheWSF.The Interamerican is using a tool to improve organizationalperformancecalled“ThePathtoExcellence”,developedbytheirInstitutionalDevelopmentNetwork.Includesindicatorstodiagnose and monitor several management areas.Todate22NationalScoutOrganizationshaveappliedit.Also,aRegionalInstitutionalDevelopmentPolicywasdevelopedwithanumberof goals in terms of institutional development for all NSOs.

La 14e conférence du scoutisme africain a rassemblé 134 participants, ce qui en fait une des conférences les plus suivies de l’histoire.
La 23e conférence du scoutisme asie Pacifique a rassemblé 440 participants.
Lors du 4e Symposium européen du scoutisme, le principal événement consultatif de la période triennale, 35 pays étaient représentés par 96 participants de 51 associations.
226 participants de 19 OSN de la région arabe se sont rendus à la 26e conférence régionale à Khartoum au Soudan. La devise était « Paix et unité » et c’était la première conférence à réunir toutes les OSN existantes dans l’histoire des conférences de la région arabe.
Plus de 150 responsables scouts de 32 OSN de la région interamérique ont participé à la conférence du scoutisme interaméricain.
La conférence du scoutisme de la région eurasie a réuni 75 personnes des 9 OSN de la région.

participatoryplanningprocess.TheVIEurasiaRegionalConferencewasawell-attendedevent,andthefirstRegionalYouthForumandthe2nd EurasiaRegionalJamboree wereorganized.InthecaseoftheInteramericaRegion,FiscalYear2009-2010wasalsoyearofradicalchanges.InMay2010anewRegionalDirectorwasappointed.Then,theRegionalOfficewastransferredfromChile to Panama; The Interamerican Regional Conferencewasasuccessfulevent;the“GeneralObjectivesfortheRegionalPlan2011-2014”weredeveloped and the Regional Conference approved themandtwoRegionalCommunicationForumswereorganizedintheRegion.
NSOs were supported in implementing clear democratic procedures for their elections and solving governance issues. This is an importantareaofsupporttoNSOs.Forexample,AROcontinuedtoprovidesupporttoGambia,Sierra Leone and Nigeria to help resolve their constitutional,leadershipandmanagementcrises.Inadditiontoprovidingnecessaryadviceandrecommendations,AROensuredthatthesupportfromtheCentralOfficeandtheConstitutionsCommitteewasforthcomingandtimely.Gambia
wasvisitedtosupportitwiththeproblemrelatedtothedissolutionofthenationalcouncil,meetingstookplacewiththeMinistryofEducationtopledgeforsupporttotheassociation.Here,electionstookplaceandanewconstitutionwaspassedandaleadershipandmanagementworkshopwasundertaken.InSierraLeonenogeneralassemblyhadbeenheldin3years,soARO supported an immediate plan to proceed forwardanditisunderimplementation.AROwasalsoinvitedbytheDemocraticRepublicofCongo to support enhancing their management and leadership capacities through strengthening supportfromlocalpartnersmainlytheMinistryofYouthAffairs.Atthegloballevel,amendments to the World Constitution were prepared for submission to the World Scout Conference inBrazilnextJanuary2011.TheseresultedfromtherecommendationsoftheGovernanceReviewTaskForceandacceptedbytheWorldScoutCommittee.

The 23rd aPR Scout conference was attended by 440 participants.
in the 4th european Scout Symposium, the major consultative event in the triennium, 35 countries were represented by 96 participants from 51 associations.
226 participants of 19 arab NSOs attended the 26th arab Regional conference took place in Khartoum, Sudan, under the motto “Peace and unity”. it was the first conference attended by all registered and potential NSOs in the history of arRO conference
Over 150 scout leaders from 32 NSOs of iaR participated in the interamerican Scout conference
The eurasia Regional Scout conference was attended by 75 people from all 9 NSOs of the Region.
Two World Scout committee Meetings and several sub-committee meetings were successfully implemented.

Le bureaurégionald’Eurasieapréparéleterrainpourque la Biélorussie puisse de nouveau adhérer à l’OMMS.Avecl’aidedubureaucentralduBureaumondialduscoutisme,laBiélorussieareçutroisvisites.Pendantceprocessus,lesdomainesconstitutionnel,organisationneletadministratifontétérenforcés.Uneattentionspécialeaétéportée à l’adaptation de leur Constitution ainsi qu’auxautresdocumentscontraignantsavecl’aidedu Comité constitutionnel.
La Stratégie mondiale pour le scoutisme a été évaluée.Enréponseàlarésolution08/08delaConférence,leComitémondialduscoutismeavec l’aide du Groupe de coordination de la Stratégie,amenéuneévaluationdelaStratégiepourlescoutisme,miseenplacesurleterrainparlebureaucentralduBureaumondialduscoutismeetlesbureauxrégionaux.CetteévaluationaserviàrassemblerlesélémentsconcernantleniveauderéalisationdesobjectifsoriginelsdelaStratégieetàexaminerlesbénéficesparticuliersperçusparles parties-prenantes ainsi que les opportunités d’amélioration.Elleaégalementpermisdedécelersilesparties-prenantespercevaientlebesoind’adapter un élément de la Stratégie pour le scoutisme. Les résultats ont été diffusés auprès des OSN en mars 2010 comme prévu dans la résolution 10/08 de la Conférence. À la suite d’une décisionduComitédesaudits,lesystèmedecontrôleinterneaétéétenduàtouslesbureauxrégionaux.AubureaucentralduBureaumondialduscoutisme,l’entreprised’auditexterneErnstandYoungaauditéavecsuccèsleSCIpourlapremièrefoisenoctobre2009.Pourl’exercicesuivant,elleademandéladéfinitiondel’importance relative et quelques processus non documentés.Danslesbureauxrégionaux,uneformation a été proposée au personnel chargé desfinancesenavril2010.Ilaétédemandéauxbureauxrégionauxdemettreenœuvrehuitprocessustypesdéfinisparlebureaucentral.Ilsétaientbienentendulibresd’étendrelechampduSCIàd’autresdomaines.Parconséquent,l’applicationdusystèmeestbienengagéedanstouslesbureaux,àl’exceptiondeceluidelarégionInteramériqueoùelleaétéreportéeenraison de son déménagement au Panama. Quant àlarégionAsiePacifique,elleaprisl’initiatived’élaboreràl’intentiondesOSNlesDirectivespourla gestion des risques17.

A new Scout Organization, Belarus, was officially recognized by WOSM.TheEurasiaRegionalOfficepreparedthegroundfortherestorationofmembershipwithWOSMofBelarus.WiththesupportofWSB-CO,Belaruswasvisitedthreetimes;Constitutional,organizationalandmanagerialareaswerestrengthenedduringtheprocess.Specialfocuswasgiventotheadaptationof their Constitution and other ruling documents withjointhelpoftheConstitutionalCommittee.
An evaluation of the global Strategy for Scouting was developed. In response toConferenceResolution08/08,theWorldScoutCommitteewithsupportoftheStrategyCoordination Group guided an evaluation of the StrategyforScouting,whichwasimplementedbytheWorldScoutBureauCentralandRegionalOffices.Thisevaluationgatheredevidenceregarding the level of accomplishment of the originalaimsoftheStrategy;EnquireDforspecificbenefitsperceivedbykeystakeholders,aswellasfor opportunities for improvement. The evaluation also proposed to spot if these stakeholders perceivedtheneedtoadaptanyelementsofTheStrategyforScouting.Resultsoftheevaluationcanbefoundinthe”Conference Document No.6 ,The Strategy for Scouting”.14 Also a mid-term evaluation of the WSC/WSB Triennial Plan for 2008-2010 was done,resultsweresharedwithNSOsbyMarch2010asmandatedbyConferenceResolution10/08.ItcanbeobtainedbydowloadinginCircular No. 12/201015.Also,tocontinuemonitoringNSOperceptionabouttheservicesprovidedtothem,2additionalWOSMServicesSatisfactionSurveysweredeveloping,noting a positive trend in NSO scores regarding suchservices.Resultsofallsurveyscanbefoundhere16.

The Internal Control System (ICS) was expanded from the central to the regional levels.FollowingadecisiontakenintheAuditCommittee,theICSwasextendedtoallRegionalOffices.IntheWSBCentralOfficeexternalauditorsErnst&YoungsuccessfullyauditedtheICSforthefirsttimeinOctober2009.Materialitydefinitionsaswellasfewnon-documentedprocesseswererequestedforthenextexercise.IntheRegionalOffices,atrainingforRegionalstaffresponsibleoffinancestookplaceonApril2010.RegionalOfficeswererequestedtoadapteightstandardprocessesdefinedbyCentralOffice,beingfreetoextendthescopeoftheirICStootherareas.Thereforeimplementationisproperlyengagedinallofthem,exceptintheInteramericaRegionalOfficewhereitwaspostponedduetothemovingoftheofficetoPanama.Also,theAPRtooktheinitiativetoproduceforNSOreference,the Guidelines on Risk Management17
