THE CHALLENGESIn today’s complex and challenging financial environment, Financial Institutions (FIs) need an effective solution to filter transactions, payment messages, and customers against watch lists. Not only are regulatory requirements increasing, but it is also the sheer volume of transactions which pose new operational challenges for banks, especially those that are growing in size, and as a result, in compliance complexities.
Today, FIs must aim not only to fulfill conventional compliance needs, but also to look further to protect their operations and reputation. This means a need for screening beyond sanction lists, covering consequently lists such as PEPs, adverse media and other watch lists. Furthermore, capabilities of advanced screening to detect financial crime techniques such as wire stripping, and to comply with FATF Recommendation 16, are areas banks need to address, and are equally important in meeting the requirements of national and international AML/CTF laws and regulations including FATF recommendations, UN resolutions, the EU anti-money laundering directive, and the U.S. Patriot Act. At the same time, FIs need to ensure high operational efficiencies and low false positive rates to reduce costs and the risk of human error.

Real-time blocking and batch screening capabilities are now possible. en.SafeWatch Filtering can screen the content of huge data sources: names, files, mes-sages, and databases. What’s more, it ensures quick and powerful screening with different message formats such as Swift, SEPA, Fedwire, XML, and other custom formats. For SWIFT messages, the engine scans certain fields/lines based on the nature of their data which leads to reduced false positive hits. Including payment mes-sage Stripping Detection, FATF Recommendation 16 compliance, and message pairing.
List Management Capabilities With en.SafeWatch Filtering, institutions can easily
manage an unlimited number of lists including sanc-tions, Politically Exposed Persons (PEPs) and adverse media lists. Features include list version control, offline tests and list comparisons. Better still, EastNets offers an automated official Watch List update service which provides access to official lists and their updates as soon as they are modified by regulatory authorities.
Detection Management Capabilities en.SafeWatch Filtering acts as a central monitoring
point for all financial traffic. It allows compliance officers and auditors to have one consolidated interface where alerts from all sources are concentrated.
High Operational Efficiency and Low False Positives en.SafeWatch Filtering is equipped with several features
to help compliance increase operational efficiency. These include False Positive Reduction features, such as Good Guys (White Lists), Violation/Business Rules, Smart SWIFT Fields Interpretation, Decision Replay, and List Set Rank. In addition, to false positive reduction fea-tures, the Automatic Block of Messages feature saves time spent by the compliance team on investigating real violations by automatically blocking them.

THE SOLUTIONen.SafeWatch Filtering is a web-based solution composed of a series of tools targeted to AML detection in real time and batch mode. With a highly-sophisticated matching engine, en.SafeWatch Filtering aims to be the central checking point for an institution’s financial traffic. Having a single detection point helps compliance officers and auditors to have only one interface where alerts from all sources are concentrated.
At a very high level, en.SafeWatch Filtering obtains informa-tion from Data Connectors. Captured data is then processed by the server and checked against all loaded lists through a rule engine. After execution of these rules, detections can be either ignored or logged. They can also generate alerts that are sent to the central alert management interface. Alerts are regrouped to allow compliance officers or other en.SafeWatch Filtering users to display alerts, verify details, and act on alerts from a single point.
This robust and real-time solution offers reporting and archi-ving capabilities that satisfy most regulators and audit requi-rements. Actions by the server and users are logged into the database’s protected audit trail and authorized users can query and report on the audit trail at any time.

FATF Recommendation 16: Addresses the fundamental issue of data quality related to the originator of a payment, as well as the beneficiary, for both sent and received transactions throughout the payment chain. The new functionality allows FIs to monitor wire transfers, including SWIFT MT103, MT202 COV, MT205 COV, as well as SEPA messages, and easily detect mis-sing information including insufficient originator and/or beneficiary informa-tion, and hold message processing until a decision is taken on its completeness and adherence to the new requirements.
