tanggal 13 September 2012, sesuai amanat
Undang-Undang No. 1 tahun 2009 tentang
Penerbangan dan Peraturan Pemerintah
(PP) No. 77 tahun 2012 tentang Perum
LPPNPI, dan telah dicatatkan dalam
Lembaran Negara Republik Indonesia No.
176 Tahun 2012.
Terbentuknya AirNav Indonesia juga
didukung oleh International Civil Aviation
Organization (ICAO) yang menyarankan
kepada Indonesia untuk membentuk
sebuah lembaga yang khusus melayani
pelayanan navigasi penerbangan (single
ATS provider).
AirNav Indonesia merupakan tonggak
sejarah dalam dunia penerbangan nasional
bangsa Indonesia, karena AirNav Indonesia
merupakan satu-satunya penyelenggara
navigasi penerbangan di Indonesia yang
sebelumnya ditangani oleh PT Angkasa
Pura I (Persero) dan PT Angkasa Pura II
(Persero) serta Kementerian Perhubungan
yang mengelola bandara-bandara UPT di
seluruh Indonesia.
AirNav Indonesia merupakan perusahaan
yang seluruh modalnya dimiliki negara
berupa kekayaan negara yang dipisahkan
dan tidak terbagi atas saham sesuai
dengan Undang-undang No. 19 Tahun 2003
tentang Badan Usaha Milik Negara.
AirNav Indonesia memiliki peranan yang
cukup strategis untuk negara di antaranya:
1. Berperan aktif menciptakan sistem
keselamatan transportasi, khususnya
transportasi udara
2. Membangun citra positif negara dalam
hal pelayanan navigasi udara melalui
pelayanan prima
Perusahaan Umum Lembaga Penyelenggara
Pelayanan Navigasi Penerbangan Indonesia
(Perum LPPNPI) or AirNav Indonesia was
established on September 13, 2012 pursuant
to the mandate of the Law No. 1 of 2009
regarding Aviation, and the Government
Regulation No. 77 of 2012 regarding Perum
LPPNPI. The establishment of the Company
was recorded in the State Gazette of the
Republic of Indonesia No. 176 of 2012.
Furthermore, the The establishment of
AirNav Indonesia was supported by the
International Civil Aviation Organization
(ICAO), which advised Indonesia to establish
an institution specialized in air navigation
services (single ATS provider).
AirNav Indonesia is a milestone in the
national aviation industry as it is the only
service provider of air navigation in the
country. This service was previously carried
out by PT Angkasa Pura I (Persero) and PT
Angkasa Pura II (Persero), as well as the
Ministry of Transportation, which manage
the UPT airports throughout Indonesia.
AirNav Indonesiais acompanywhose capital
is entirely owned by the State in the form of
separated state’s assets and undivided in
shares, pursuant to the Law No. 19 of 2003
regarding State-Owned Enterprises.
The Company plays a strategic role for the
nation, namely:

system in transportation, especially air
transportation
2. To build the country’s positive image in
terms of air navigation services through

• 1 Oktober 2014, AirNav Indonesia
mengelola Pelayanan Navigasi
Penerbangan pada 168 Bandar Udara.

BIDANG USAHA Lines of Business
AirNav Indonesia dibentuk dalam rangka;
Pertama, standardisasi pelayanan navigasi
penerbangan. Sebelum terbentuknya
AirNav Indonesia, Pelayanan navigasi
dikelola oleh beberapa operator, yaitu PT
Angkasa Pura I (Persero), PT Angkasa Pura
II (Persero), Bandar Udara Unit Pelaksana
Teknis Direktorat Jenderal Perhubungan
Udara, Pemerintah Daerah, Swasta, dan
Militer. Hal ini mengakibatkan tidak adanya
keseragaman standar pelayanan navigasi,
terutama dari sisi manajemen, teknis, dan
operasi.
Pengelola layanan navigasi oleh beberapa
operator menyebabkan perbedaan
standar pelayanan dan kebijakan navigasi
karena masing-masing operator memiliki
SOP (Standard Operating Procedure) yang
berbeda. Oleh karena itu, Undang-Undang
No. 1 Tahun 2009 tentang Penerbangan
menegaskan perlunya untuk membentuk
pengelola tunggal pelayanan navigasi
penerbangan dan aturan-aturan khusus
yang berkaitan dengan pelayanan navigasi.
The establishment of AirNav Indonesia aims
to provide standardization in air navigation
services. Before the establishment of AirNav
Indonesia, the air navigation services were
managed by several operators, namely PT
Angkasa Pura I (Persero), PT Angkasa Pura
II (Persero), Airport of Technical Provider
Unit of the Directorate General of Civil
Aviation, Local, Government, Private Sector
and the Military. This condition resulted in
unstandardized air navigation services,
especially in terms of management, technical
and operations.
Provider of navigation services by several
carriers effected different standard of
services and navigation policies because
every operator has their own SOP (Standard
Operating Procedure) which relatively
different. Therefore, the Law No. 1 of
2009 regarding Aviation emphasizes the
importance to create unification or mono-
services of air navigation and specific
rules related with the navigation service.

Harapannya, dengan adanya operator
tunggal navigasi penerbangan, pelayanan
navigasi akan lebih fokus sehingga dapat
meningkatkan keselamatan penerbangan.
Kedua, peralatan, fasilitas, dan sistem
navigasi yang digunakan tidak sama.
Semua penyelenggara pelayanan navigasi
penerbangan tersebut, membangun
sendiri peralatan, fasilitas, dan sistem
navigasi penerbangan mereka, misalnya
ATC system. Perbedaan tersebut, dapat
menghambat pelayanan navigasi
penerbangan di masing-masing Flight
Information Region (FIR) karena tidak
memungkinkan terlaksananya pertukaran
data.
Ketiga, penyelenggara pelayanan navigasi
penerbangan harus berorientasi pada
keselamatan, bukan mencari keuntungan.
PT Angkasa Pura I (Persero) dan PT
Angkasa Pura II (Persero) diamanatkan
Undang-Undang No. 19 Tahun 2003 tentang
Badan Usaha Milik Negara untuk mencari
keuntungan guna meningkatkan nilai
Hopefully, by this single operator of air
navigation, navigation services will be more
focused on enhancing safety of aviation.
The second objective of the Company’s
establishment was the variety in tools,
facilities and navigation systems used. All
of those providers of air navigation services
constructed their own tools, facilities
and systems, such as ATC System. Those
differences will be a barrier to air navigation
services on each Flight Information Region
(FIR) because it will be difficult to conduct
data exchange.
Thirdly, the service provider of air navigation
must be oriented on safety, not seeking for
profit. PT Angkasa Pura I (Persero) and PT
Angkasa Pura II (Persero) were mandated
by the Law No. 19 of 2003 regarding State-
Owned Enterprises to seek for profitability
and increase corporate value. Meanwhile,

pelayanan navigasi kinerjanya diukur dari
sisi keselamatan yang terdiri atas banyak
unsur, seperti sumber daya manusia,
peralatan, prosedur, dan lain sebagainya
yang semuanya harus mengikuti
perkembangan dan standar yang diatur
secara ketat dalam Peraturan Keselamatan
Penerbangan Sipil (PKPS).
Oleh karena itu, pembentukan Perum
LPPNPI merupakan langkah nyata
yang diambil oleh Pemerintah untuk
meningkatkan pelayanan dan keselamatan
dunia penerbangan di Indonesia.
Keberadaan Perum LPPNPI diharapkan
mampu meningkatkan kepercayaan
masyarakat dan dunia internasional
terhadap keselamatan dan pelayanan
navigasi penerbangan Indonesia.
Dalam melakukan pelayanan navigasi
penerbangan, Perum LPPNPI membagi
ruang udaranya menjadi 2 (dua) FIR (Flight
Information Region) yakni FIR Jakarta yang
terpusat di Kantor Cabang JATSC (Jakarta
Air Traffic Services Center) dan FIR Ujung
Pandang yang terpusat di Kantor Cabang
MATSC (Makassar Air Traffic Services
Center).

Therefore, the establishment of Perum

The existence of Perum LPPNPI is expected
to increase public and international trusts
on the safety and services of Indonesia’s air
transportation.
In conducting air navigation services, Perum
LPPNPI divides the airspace into 2 (two) FIRs,
namely FIR Jakarta which is centralized in
JATSC (Jakarta Air Traffic Services Center)
Branch Office and FIR Ujung Pandang which
is centralized in MATSC (Makassar Air Traffic
Services Center) Branch Office.

The purposes and objectives of Perum
LPPNPI are to carry out the provision of air
navigation services in accordance with the
regulated standards to achieve efficiency
and effectiveness of air transportation in
both the national and international scopes.
To reach the above-mentioned purposes and
objectives, the Company is able to perform

An Indonesian citizen of 59 years old, he
was born in Solo, Central Java, on August 4,
1958. Agus Santoso serves as the President
Commissioner of Perum LPPNPI pursuant to
the Decree of Minister of SOE No. SK-66/
MBU/4/2017 issued and ratified in Jakarta
on April 4, 2017. He currently lives in Central
Jakarta.
Mr. Santoso obtained his Bachelor’s degree
in Civil Engineering from Bandung Institute
of Technology in 1986, Master’s degree in
Transportation System Engineering from
Bandung Institute of Technology - Leeds
University in 1991, Master’s degree in Aircraft
Engineering from ENAC, France in 1997, and

Wilayah VI-Padang (2011-2013), Direktur

Medan (Februari 2015-Juli 2015).

1958. M. Nasir Usman serves as a member
of Board of Commissioners of Perum LPPNPI
pursuant to the Decree of Minister of SOE

Jakarta on February 4, 2014. He currently
lives in Tangerang, Banten.
Mr. Usman obtained his Bachelor’s degree
in Applied Science from the Senior Air
Traffic Control program study of the Aviation
Education and Training School in Curug,
Tangerang (1984).
Aside from serving as a Commissioner
at Perum LPPNPI, he concurrently serves
as the Director of Aviation Security at
the Directorate General of Civil Aviation.
Previously, Mr. Usman held several positions
in the national civil aviation industry, among
others, as the Head of Airport Authorities of
Region VI Padang (2011-2013), Director of
Air Navigation (2013-2015) and Head Office
of Airport Authorities of Region II Medan

Jakarta on April 10, 2013. He currently lives
in Tangerang, Banten.
Mr. Hastoto obtained his Bachelor’s degree

November 11, 1966. Novie Riyanto has been
serving as the President Director of Perum
LPPNPI pursuant to the Decree of Minister of

ratified in Jakarta on March 2, 2017.
Mr. Riyanto obtained his Bachelor’s degree
in Geodetic Engineering from Gadjah
Mada University, Yogyakarta, in 1991, and
Master’s degree in Aeronautic Engineering,
majoring in Aeronautic Exploration from
Ecole Nationale de L’aviation Civile (ENAC),
Toulouse, France, in 1998. In addition
to formal education, he participated in
various training activities and international
certification programs, such as Executive
Leadership Program (ELP) of the Ministry
of State-Owned Enterprise (2017); APEC

pendidikan Sarjana di Universitas Islam
Tangerang (2000) dan Pasca Sarjana di
Universitas Tarumanagara Jakarta (2002).

Perum LPPNPI, beliau mengawali karier
dalam dunia penerbangan sipil sebagai
Air Traffic Controller selama kurang lebih
30 tahun dan menjadi instruktur PLP/STPI
Curug (1992-2008). Beliau juga menduduki
beberapa posisi strategis di beberapa
instansi, diantaranya menjabat sebagai
Kepala Sub Direktorat Manajemen Lalu
Lintas Penerbangan Direktorat Navigasi
Penerbangan di Kementerian Perhubungan
hingga tahun 2012 serta Direktur Safety &
Standard di Perum LPPNPI (2013).
Atas pengabdiannya di dunia penerbangan
nasional khususnya pada bidang navigasi
udara, beliau menerima penghargaan
Satyalancana Karya Satya 20 Tahun pada
2007.

An Indonesian citizen of 61 years old, he was
born in Bojonegoro, East Java, on October
31, 1956. Wisnu Darjono has been serving as
the Director of Operations of Perum LPPNPI
pursuant to the Decree of Minister of SOE
No. SK-107/MBU/07/2015 issued and ratified
in Jakarta on July 3, 2015. He currently lives
in Tangerang.
Mr. Darjono obtained his Diploma III and
Diploma IV degrees after attending the Air
Traffic Controller education program at the
Aviation Education and Training Academy
in Curug. He then continued to obtain his
Bachelor’s degree from Universitas Islam
Tangerang (2000) and Postgraduate degree
from Tarumanagara University, Jakarta
(2002). Prior to serving as the Director of
Operations of Perum LPPNPI, he started his
career in civil aviation industry by working
as an Air Traffic Controller for around 30
years, and becoming an instructor at PLP/
STPI Curug (1992-2008). He served various
strategic positions in a number of institutions
during his career, such as the Head of Air
Traffic Management Sub-Directorate of the
Air Navigation Directorate at the Ministry
of Transportation until 2012 and Director
of Safety and Standard at Perum LPPNPI
(2013).
For his dedication in national aviation
industry, particularly in air navigation field,
he was awarded with Satyalancana Karya
Satya Medal for 20 Years of Dedication in
2007.

berprofesi sebagai Dokter di Puskesmas
Somagede Kabupaten Banyumanik
Semarang (1992). Beliau melanjutkan
kariernya di PT Kereta Api Indonesia dengan
menduduki beberapa posisi penting
antara lain Vice President Kesehatan
pada tahun 2013, Vice President Daerah
Operasi 2 Bandung pada tahun 2014, Vice
President Assessment & Human Resources
Development pada tahun 2014 dan terakhir
menjabat sebagai EVP Personnel Care
and Control sebelum akhirnya diangkat
menjadi Direktur Personalia dan Umum
Perum LPPNPI.
An Indonesian citizen of 52 years old, he was
born in Pati, Central Java, on November 28,
1965. Rahadi Sulistyo has been serving as
the Director of Human Capital and General
Affairs of Perum LPPNPI pursuant to the
Decree of Minister of SOE No. SK-234/
MBU/11/2015 issued and ratified in Jakarta
on November 18, 2015. He currently lives in
Tangerang.
Mr. Sulistyo obtained his Bachelor of
Medical Degree from Diponegoro University,
Semarang (1991).
He began his career as a Doctor at Public
Health Service Center (Puskesmas) of
Somagede at Banyumanik Regency,
Semarang (1992). He then joined PT Kereta
Api Indonesia and held several key positions,
among others, as the Vice President of
Health Department in 2013, Vice President
of Operational Region II of Bandung in 2014,
Vice President of Assessment & Human
Resources Development in 2014 and finally
as the EVP of Personnel Care and Control
before being appointed as the Director of
Human Capital and General Affairs of Perum
LPPNPI.

July 3, 1958. Mr. Triyana has been serving
as the Director of Finance of Perum LPPNPI
pursuant to the Decree of Minister of SOE No.
SK-234/MBU/11/2015 issued and ratified in
Jakarta on November 18, 2015. He currently
lives in Bekasi.
Mr. Triyana obtained his Bachelor’s degree
in Agricultural Economics from Universitas
Negeri Solo (1982), before continuing with
his postgraduate education at the University
of Miami, Florida, the USA. Aside from formal
education, he participated in various training
activities and international certification
programs, such as International Trade:
Banker Trust in the USA (1989), Trade Finance

selanjutnya disebut Perum LPPNPI, adalah
badan usaha yang menyelenggarakan
pelayanan navigasi penerbangan di
Indonesia serta tidak berorientasi mencari
keuntungan, berbentuk Badan Usaha Milik
Negara yang seluruh modalnya dimiliki
negara berupa kekayaan negara yang
dipisahkan dan tidak terbagi atas saham
sesuai Undang-Undang No. 19 Tahun 2003
tentang Badan Usaha Milik Negara.

(Perum) Lembaga Penyelenggara
Pelayanan Navigasi Penerbangan Indonesia,
subsequently shall be referred to as Perum
LPPNPI, is a business entity that conducts
flight or air navigation services in Indonesia
and is not profit orientated. Perum LPPNPI
is established in the form of State-Owned
Enterprise whose capital is entirely owned
by the state in the form of separated state’s
assets and undivided in shares, pursuant
to the Law No. 19 of 2003 regarding State-
Owned Enterprises.

Sumber Daya Manusia (SDM) merupakan
faktor utama yang memberikan kontribusi
besar bagi Perusahaan. SDM menjadi

Perusahaan senantiasa memprioritaskan
pengembangan SDM baik individu maupun

Penguatan sistem pengelolaan SDM
Perusahaan diawali dengan identifikasi
fungsi dan penataan infrastruktur
organisasi untuk menjamin keteraturan
struktur organisasi, ruang lingkup
tanggung jawab dan kejelasan kompetensi
setiap fungsi. Hal ini menjadi dasar agar
operasional Perusahaan dapat berjalan
melalui koordinasi dan komunikasi yang
baik. Bersamaan dengan hal itu, berbagai
persiapan dilakukan untuk melaksanakan
program peningkatkan kinerja manajemen

that contributes greatly to the Company.
HR is a vital asset for the sustainability of
the Company’s business in years to come.
To that end, the Company always prioritizes
HR development, both in terms of individuals

Penilaian Kinerja
Sebagai bentuk penguatan sistem
pengelolaan SDM, Perusahaan
berkomitmen dalam peningkatan kualitas
dan profesi melalui program penilaian
kinerja yang berkelanjutan. Program
penilaian kinerja diterapkan pada
semua level karyawan. Penilaian kinerja
di Perusahaan menggunakan skema
Performance Management Development
(PMD) yang terbagi dalam tiga (3) tahap,
yakni:
(1) Planning adalah penetapan poin-poin
penilaian;
Pada fase planning, target kinerja
karyawan ditetapkan berdasarkan
objektif organisasi yang diturunkan ke
unit kerja masing-masing, hingga ke
level individu.
(2) Monitoring adalah kajian dan
pengawasan secara berkala terhadap
hasil pencapaian target per periode;
dan
Fase monitoring dilakukan melalui
Midyear review yang dilaksanakan
setiap tengah tahun dan Endyear
review yang dilaksanakan setiap akhir
tahun.
(3) Evaluation adalah penilaian terhadap
hasil pencapaian kinerja dalam satu
tahun.
Fase ini bertujuan untuk memetakan
kekuatan dan kelemahan kinerja
setiap karyawan. Dengan begitu,
poin-poin penilaian yang hasilnya
belum memuaskan dapat diperbaiki
sehingga target yang direncanakan
bisa tercapai.
Skema tersebut kemudian dituangkan
dalam bentuk Key Performance Indicator
(KPI) untuk masing-masing karyawan.
KPI tersebut ditetapkan setiap tahun
berdasarkan konsep Balance Scorecard.

Performance Assessment
Asaformofimprovement of HRmanagement
system, the Company is committed to
enhancing HR’s quality and profession
through a continuous performance
assessment program. This program shall
be implemented at all levels of employees
and shall use the Performance Management
Development (PMD) scheme which is
divided into three (3) stages, namely:
(1) Planning, i.e. the determination of
assessment points
In the planning phase, employee’s
performance targets are set based
on organizational objectives that are
distributed to their respective work units,
up to the individual levels.
(2) Monitoring, i.e. the periodic review
and supervision of the results of target
achievements per period
The monitoring phase is conducted
through a Midyear review which is
carried out in midyear, and Endyear
review which is carried out at the end of
every year.
(3) Evaluation, i.e. an assessment of the
performance achievement results in one
year
This phase aims to map the strengths
and weaknesses of each employee’s
performance. That way, the assessment
points whose results have not been
satisfactory can be improved so that
the planned target can be achieved.
The scheme is then translated into the Key
Performance Indicators (KPIs) for each
employee, which are set every year based
on the Balanced Scorecard concept.

1. Menyelenggarakan focus group
discussion (FGD) dengan tema
kepemimpinan yang akan diikuti oleh
leaders dari midle management hingga

2. Melakukan perbaikan sistematis pada
proses penilaian kinerja karyawan.
3. Mengoptimalkan metode pembelajaran
internal sharing knowledge. Metode ini
dilakukan dalam sebuah forum diskusi
dengan konsep berbagi keahlian dan
pengetahuan untuk antar karyawan.
Dalam forum ini karyawan yang punya
keahlian dan pengetahuan tertentu bisa
mengedukasi karyawan lainnya.
4. Mendorong produktivitas kerja karyawan
melalui pengembangan sistem absensi.
5. Mendorong work life balance melalui
efisiensi waktu kerja lembur.
6. Mendorong produktivitas karyawan
dengan pengembangan sistem diruang
lingkup sumber daya manusia serta
skema remunerasi berbasis skill &
performance.
Rekrutmen dan Turnover
Rekrutmen karyawan baru berfungsi untuk
melakukan regenerasi serta memberikan
keseimbangan komposisi karyawan
LPPNPI di seluruh Indonesia agar kegiatan
operasional yang dijalankan dapat berjalan
dengan baik dan berjalan sebagaimana
mestinya. Untuk keberlanjutan operasional,
LPPNPI terus menambah kuantitas maupun
kualitas Sumber Daya Manusia-nya untuk
meningkatkan layanan kepada para
pengguna jasa. Oleh karena itu, LPPNPI
menyusun program rekrutmen yang
komprehensif serta memperhatikan faktor
lainnya agar jumlah karyawan yang ada
dapat mempengaruhi efisiensi kinerja
Perusahaan.
Furthermore, several policies are also
carried out in order to improve HR quality of
the Company, namely;
1. Organizing Focus Group Discussions
(FGDs) with leadership themes that will
be attended by leaders of the Company,
from middle management to the Board
of Directors.
2. Performing systematic improvement in
the employee performance assessment
process.
3. Optimizing internal knowledge sharing
methods. This method shall be carriedout
in a discussion forum with the concept of
sharing expertise and knowledge among
employees. In this forum, employees who
have certain skills and knowledge can
educate other employees.
4. Encouraging employee productivity
through the development of attendance
systems.
5. Encouraging work life balance through
the efficiency of overtime period.
6. Encouraging employee productivity with
system development in the scopeofhuman
resources and remuneration schemes on
the basis of skill & performance.
Recruitment and Turnover
The recruitment of new employees serves
to carry out regeneration and to provide
a balance of employee’s composition in
Perum LPPNPI throughout Indonesia so that
operational activities carried out can run
well and properly. In regard of operational
sustainability, Perum LPPNPI continues to
increase the quantity and quality of its
Human Resources to improve services to
the users. Hence, Perum LPPNPI prepares a
comprehensive recruitment program and
takes into account other factors so that the
number of existing employees can affect the
efficiency of the Company’s performance.

jumlah teknisi penerbangan adalah 3.094
personil, terjadi penambahan dari bulan

AirNav Indonesia (SKYNAV) untuk
menyelenggarakan Santunan Hari Tua
(“SHT”) dan Penghargaan Masa Kerja
(“PMK”) dimana penghargaan terhadap
karyawan dinyatakan dalam bentuk
uang maupun benda.
• Cuti Tahunan, Cuti Panjang dan
Tunjangan Cuti Tahunan:
Perusahaan memberikan kesempatan
cuti tahunan (selama 12 hari per tahun)
dan cuti panjang (diberikan selama 90
hari per enam tahun). untuk melengkapi
pelaksanaan cuti tersebut, Perusahaan
memberikan tunjangan cuti tahunan,
tunjangan cuti panjang.
Up to December 2017, the number of
flight technicians was 3,094 personnel, an
increase from 2,903 personnel recorded
in November due to the appointment of
internship employees as employees. This
number has include 3 personnel who
retired in December 2017, 1 personnel who
was returned to the Parent Institution and 2
personnel who resigned.

The Defined Benefit Pension Plan is
applied to permanent employees.

Bonuses are set based on the estimation of
Company’s management and approved
through meetings.
• SHT and PMK Programs:
The company entered into a joint
agreement with AirNav Indonesia Union
Worker (SKYNAV) to hold Old Age
Benefits (“SHT”) program and Employee
Award (“PMK”) program where awards to
employees were expressed in the forms
of money or objects.
• Annual Leave, Long Leave and Annual
Leave Allowances:
The company provides opportunities for
annual leave (for 12 days per year) and
long leave (given for 90 days per six
years). To complete the implementation
of the leave policy, the Company provides
annual leave allowances, long leave
allowances.

• Imbalan Pasca Kerja
Pada dasarnya imbalan kerja karyawan

imbalan kerja meliputi: imbalan kerja
jangka pendek, imbalan pasca kerja
dan imbalan kerja jangka panjang.
Perhitungan imbalan pasca kerja dan
imbalan kerja jangka panjang dilakukan
oleh jasa konsultan Aktuaris yang
ditunjuk dan ditetapkan oleh Perusahaan
sesuai dengan ketentuan yang berlaku.
Program Dana Pensiun Manfaat
Pasti adalah program pensiun yang
menetapkan jumlah manfaat pensiun,
yang akan diterima oleh karyawan pada
saat pensiun, setelah memperhitungkan
faktor usia, masa kerja dan jenjang
kepangkatan (golongan) dan nilai
kompensasi.
• Health Care
The Company provides health care
insurance for either outpatient or
inpatient services. The Company also
has provisions and policies in place for
employees and their families regarding
health insurance (which includes
husband/wife and maximum three
children under the age of 21 years old and
have not married).
• Life and Employment Insurance
The Company finances a life insurance
program for employees, by cooperating
with several insurance companies to
support the program. The Company also
includes its employees in the employment
insurance program.
• Post-employment benefits
Essentially, employee’s benefits are
classified into 3 (three) types, namely:
short-term employee benefits, post-
employment benefits and long-term
employee benefits. Calculations of post-
employment benefits and long-term
employee benefits are carried out by
an Actuary consultant who is appointed
and determined by the Company in
accordance with the prevailing provisions.
Defined Benefit Pension Fund Plan is a
pension plan that determines the amount
of pension benefits to be received by
employees at retirement, after calculating
the factors of age, term of office and rank
(class) and the value of compensation.

dan Umum sedang melakukan Workload
Analysis pada Karyawan Perum LPPNPI
dimana telah dilakukan usulan rumusan
penghitungan dan simulasi perhitungan
personil fungsi ATC, Comm dan AIS.
Koordinasi juga telah dilakukan dengan
Direktorat Navigasi Penerbangan
Kementerian Perhubungan untuk
menetapkan formasi ATC, Comm dan
AIS pada masing-masing lokasi. Selain
itu, sesuai arahan Menteri BUMN dan
Dewan Pengawas saat ini Perum LPPNPI
tengah melakukan koordinasi terkait
penyesuaian struktur organisasi Kantor
Pusat dan Kantor Cabang. Sejalan dengan
penyesuaian struktur organisasi Kantor
Pusat dan Kantor Cabang, saat ini Perum
LPPNPI tengah menyusun cascading KPI
Korporasi sampai dengan level KPI Individu
yang akan digunakan sebagai Penilaian
Kinerja Karyawan.
HR Development Plan in 2017
In 2017, the Human Capital and General Affairs
Directorate was carrying out Workload
Analysis on the employees of Perum LPPNPI
where proposals were made for calculating
and simulating personnel calculations for
ATC, Comm and AIS functions. The Company
also coordinated with the Directorate of Air
Navigation of the Ministry of Transportation
to establish ATC, Comm and AIS formations
at each location. In addition, according to
the directives from the Minister of SOE and
the Board of Commissioners, Perum LPPNPI
is currently in coordination to adjust the
organizational structure of Head Office and
Branch Offices. In line with such adjustments,
currently, Perum LPPNPI is developing a
cascading Corporate KPIs up to the level of
Individual KPIs that will be used as a material
for Employee Performance Assessment.
