What is a Community Development District (CDD)?
A local special purpose government entity established as an alternative method of planning, acquiring, operating
and maintaining community wide improvements in planned communities.
(Authorized by Chapter 190 of Florida Statute and created by ordinance 2004-67 of Osceola County)
In other words we act as a teeny tiny
city.
Community Development District Overview
• Has governing body with policy making
powers – 5 board of supervisors compose the board.
• Provide essential governmental services
and facilities in a limited geographical area.
Responsibilities of a CDD
Security Community Appearance Landscaping and entry features
Amenity Center Area Pool, Clubhouse, Basketball/tennis courts, water fountain/various parks
Street lighting - Utility Aquatics Pond maintenance Main line irrigation, lake & water control structures, Water and sewer facilities
Maintenance of certain improvements, infrastructure and facilities within district.
Security • CDD Responsibility
• Pool Monitoring during summer hours • Clubhouse – Envera virtual guard system • Basketball/Tennis courts camera system • St. Cloud Police Department
• What the CDD cannot do
• “As a unit of local government, the CDD is NOT allowed to expend public funds for purely private purpose. Therefore, security services paid for by the CDD must have as their primary purpose the protection of CDD-owned assets.”

Cost
• Security is ≈ 4.4% of total FY 2017 budgeted expenditures.
• ≈ 73.6% of total security expenditures is allocated to St. Cloud Police Patrols.
• St. Cloud Police Patrols Rates – As of May 13, 2017 rates will increase to $35.00/hr. plus a 9% service charge

What is the CDD NOT responsible for?

Privately owned properties
Maintenance of HOA areas as assigned in the maintenance map • EX: Jefferson Green Landscape
Enforcing deed restrictions • Use and look of the neighborhood
County maintains streets, sidewalks, street signs and street lighting.
Benefits of a CDD 1. Landowners provided with consistently high levels of
public facilities and services managed and financed through non-ad valorem assessments on the property tax bill.
2. CDD landowners and electors vote for the Board of Supervisors, who determine the type, quality and expenditure levels of CDD facilities and services via the annual budgetary process.
3. Board establishes policy in accordance with Florida Law & Statute.
