Committee MeetingFAR Part 150 Noise Compatibility Study Update
June 11, 2014
Agenda→ Introduction
Study Team
→ Brief Explanation of FAR Part 150 and the Study What is a Part 150 Study?
Why update the Study?
Relationship to FAR Part 161
Scopes of Services Summary
→ Noise Metrics – DNL, SEL, Ldn, Time Above, etc.
→ Questions/Comments
Introduction→ Mead & Hunt
TULSA, OKLAHOMA; DENVER, COLORADO
→ BridgeNet InternationalNEWPORT BEACH, CALIFORNIA
→ Dixon and CompanyMILWAUKEE, WISCONSIN
→ Synergy ConsultantsSEATTLE, WASHINGTON
Who is Involved?→ Airport Management
→ Federal Aviation Administration (FAA)
→ National Park Service (NPS)
→ Aircraft Operators
→ Airlines
→ Study Input Committee
→ Airport Tenants
→ Surrounding Neighborhoods
→ Surrounding Jurisdictions
→ Airport Users
→ Other Interested Parties
→ Consultant Team
Proposed Meeting Protocol→ The Study Input Committee (SIC) is expected to act as a major resource for the
Airport Staff and Consultants in developing alternatives for the study and ultimately recommendations for action. As a body, the SIC will be consulted throughout the study, and member’s views will be carefully considered.
→ Wherever possible the SIC will attempt to reach consensus. The group will not vote on issues, as all views, not just the majority, will be respectfully considered. Where there are differences of position, minority position(s) will be fully recognized.
→ The decision making body is the Airport, who by law is the only organization that can submit an action for inclusion in a Part 150 Noise Study.
Proposed Meeting Protocol, CONTINUED
→ Members will recognize the legitimacy, interests, and opinions of others, taking time to listen to and understand comments from all participants.
→ When making public statements, members will not speak for the committee or for any other member.
→ Study Input Committee citizen representatives must reside in the community they were appointed to represent during their term on the committee.
→ Members of the general public attending Study Input Committee meetings will be able to speak at the close of Committee business. Time will be allotted for that purpose as necessary, but will be limited to a reasonable amount of time (3-5 minutes).
Purpose of Study→ Voluntary noise exposure and land use compatibility study.
→ Address several requirements of 1983 use agreement between Jackson Hole Airport and the Department of the Interior.
→ Steps: Identify existing noise exposure and identify potential future noise exposure.
Evaluate alternatives to reduce the number of people affected by noise and reduce noise effects to Grand Teton National Park.
Make recommendations for viable noise abatement/mitigation measures.
→ It generally has a 5-year planning horizon.
Purpose of Study CONTINUED→ The Study identifies and evaluates two components: Aircraft
noise and land use, both existing and future.
→ Study Consists of two distinct but complementary elements: Noise Exposure Maps (NEMs) and a Noise Compatibility Program (NCP).
→ The NEMs are accepted by the Federal Aviation Administration
Background→ Previous Part 150 Studies
Noise Exposure Maps (NEMs) were last completed in 2003.
Noise Compatibility Program (NCP) was approved in 2004.
The NCP allowed JAC to comply with the terms of the Use Agreement and to receive federal funding to implement:• Aircraft noise limit on approach; 92 dBA
• Airport access plan to limit cumulative noise levels
• Web-based noise monitoring system
• Ban on Stage 2 aircraft under 75,000 pounds
• Limitation on park overflights
Airport SponsorConstraints/Opportunities→ Airport Sponsor must provide access to all airport users and cannot
discriminate against any user, but can pass reasonable noise rules/regulations that do not affect access to the airport.
→ The Federal Government, through the Federal Aviation Administration (FAA), has limited the Sponsor’s ability to implement noise controls: Control of aircraft in flight Limited control of funding for noise mitigation Control of noise emissions “at the source” Significantly limits airport Sponsor’s implementation of noise restrictions FAR Part 161 sets limits on this authority; however, JAC has some unique
circumstances
Airport SponsorConstraints/Opportunities continued→ Why Jackson Hole Airport is unique
→ Jackson Hole Airport Exception: Vision 100 – Century of Aviation Reauthorization Act (2003) Congressional Act supersedes Part 161
Applies to commercial service airports that do not own the airport land and are party to a long-term lease with a Federal agency other than the Department of Defense or the Department of Transportation.
Gives JAC Airport the authority to ban Stage 2 aircraft under 75,000 pounds.
Why Update Study?→ Meet requirements of use agreement with the Department of the
Interior under which Jackson Hole Airport operates.
→ Airport must have current Noise Exposure Maps (NEMs) to receive Federal funding for noise mitigation – existing maps are 11 years old.
→ Since NEMs were completed in 2003, there have been: Changes in aircraft fleet mix
Changes in aircraft activity levels
Updates to the noise model used for analysis
New technology (NEXTGEN)
FAR Part 150 Elements→ Study Mobilization
→ Inventory of Existing Conditions
→ Forecasts of Aviation Activity
→ Existing Noise Exposure Contour
→ Future Baseline Noise Contour
→ Existing and Predicted Future Baseline Noise Intrusions
→ Future Noise Compatibility Alternatives
→ Future Land Use Alternatives
→ Noise Exposure Maps
→ Noise Compatibility Program
→ FAA Approval
Study Process
Unique Elements→ Incorporation of specific noise criteria for Grand Teton National Park
based on the Use Agreement with the Department of the Interior
→ Use of supplemental noise metrics: Single event maximums
Time Above Ambient
Number of Events Above Ambient
Time Audible
Noise Metrics→ DNL: Day-Night Noise Level
Existing Noise Contour – 2013/2014
Short-Term Contour – 2020/2021
→ LdN: same as DNL (old terminology)
→ SEL: Sound Exposure Level
→ Time Above Ambient
→ Number of Events Above Ambient
→ Time Audible
