CITY MANAGER

Candidates must have a strong finance background; and experience with complex municipal budgets, as well as experience working with local chambers or similar organizations on downtown revitalization; and have a good understanding of the relationships and interactions among California’s governing structures. Candidates must possess a bachelor’s degree in the area of business or public administration, or closely related field, and a minimum of ten (10) years’ experience managing public sector operations; or an equivalent combi-nation of education and experience. A master’s degree in business or public administration is preferred.

THE COMPENSATIONThe salary range for the City Manager position is open, negotiable, and depen-dent upon qualifications. The City also offers an attractive benefits package that includes:

Health Insurance – Employees have the choice of HealthNet or Kaiser HMO health insurance plans. The City contributes a cafeteria benefit towards the cost of health coverage. The cafeteria benefit covers the entire cost of the employee and provides an additional contribution toward the cost of dependent coverage.

Dental Insurance – Humana is the City’s dental provider. This plan allows the employee to see a network provider or the dentist of their choice.

Life Insurance – The City provides Basic Life insurance and Basic AD&D insur-ance in the amount of one time the annual salary, with a maximum of $50,000. The plan carrier is The Hartford. The City also offers a Voluntary Life plan through Principal Financial. Employee and dependent coverage are available, fully paid by the employee.

Disability Insurance – The City requires that all full-time employees enroll in The Hartford disability plans. The plan consists of a short term and long-term disability component and the cost is based on annual salary. The City pays for the cost of these plans. The City also offers a voluntary supplemental short-term disability plan.

CALPERS – The City of Del Mar participates in the California Public Employees’ Retirement System. Every reg-ular, full-time employee be-comes a member immedi-ately upon employment. Effective January 1, 2013, the Public Employees’ Pension Reform Act (PEPRA) will apply to new members of CalPERS. The benefit

formula for new members is 2% at age 62. For existing CalPERS members, the benefit formula is 2% at age 60.

457(b) Deferred Compensation Plans – The City sponsors a 457(b) plan with ICMA Retirement Corporation and CalPERS. Contributions are made by the employee. The maximum annual deferral amount is based on IRS limits.

Section 125 Flexible Spending – The City offers a Section 125 Flexible Spending plan that allows employees to use pre-tax dollars to pay for eligible health expenses, childcare, and insurance deductions. Employees can enroll during Open Enrollment.

Employee Assistance Program – The City provides an Employee Assis-tance Program through Aetna.

THE COMMUNITYHaving incorporated in 1959, the City of Del Mar is a quaint seaside village located just 20 miles north of San Diego. With a population of approximately 4,200 people, and covering just 2.2 square miles, Del Mar is known for its vibrant small-town atmosphere. Del Mar attracts residents, and upwards of 2 million visitors annually from all over the world, who come to enjoy the beautiful dog-friendly beaches, hiking trails, scenic views, and the many shops and dining opportunities located within the Del Mar village.

There are many local events to enjoy in the City as well. Residents and visitors alike have the opportunity to attend many signature events put on annually by the Del Mar Village Association, the weekly Farmer’s Market, and year-round events held at the Del Mar Fairgrounds including the San Diego County Fair and Del Mar horse races.

The community is primarily comprised of single-family residential neighbor-hoods, with retail uses and restaurants in the downtown, a small commercial area, and several hotels. The City employs approximately 60 full-time employ-ees, and 70 part-time, seasonal employees, which operate out of the City’s Civic Center, Lifeguard Headquarters, Del Mar Fire Station, and Public Works yard and administration building. The City provides law enforcement services through a contract with the San Diego County Sheriff ’s Department, and fire administration is provided through a mutual agreement between the cities of Del Mar, Encinitas, and Solana Beach.

THE POSITIONUnder general policy guidance from the City Council, the City Manager plans, organizes, integrates, fiscally controls, directs, administers, reviews and evaluates the activities, operations, programs and services of the City of Del Mar; serves as the top appointed executive in the City, responsible for carrying out the policies and programs determined by the elected City Council; ensures devel-opment and execution of the Council’s Goals and Priorities and two-year budget; ensures City government operations and functions effectively serve the needs of Del Mar residents and other stakeholders, while complying with applicable laws and regulations; and performs related duties as assigned by the City Council.

Essential position functions include, but are not limited to:

• Plans, organizes, controls, integrates and evaluates the work of all City de-

partments to ensure that operations and services comply with the policies and direction set by the City Council and with all applicable laws and regu-lations; with the City’s management team, develops and recommends adoption of the biannual budget and other business, infrastructure and resource plans; directs the development of the capital improvement plan budget for approval by the Council; monitors the implementation of ad-opted budgets.

• Plans and evaluates management staff performance; establishes performance requirements and personal develop-ment targets; regularly monitors performance and provides coaching for performance improvement and development; provides compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City’s personnel rules and policies.

• Provides leadership and works with the management team to develop and retain highly competent, public-service oriented staff through selection, com-pensation, training and day-to-day management practices that support the City’s mission, operating plans and objectives.

• Assesses community and citizen needs and ensures objectives and priorities are focused on meeting those needs effectively, efficiently, and with high-quality municipal services; directs development and implemen-tation of initiatives for service quality improvement; provides day-to-day leadership and works with the City’s management team to ensure a high-performance, service-oriented work

environment consistent with sound management princi-ples.

• Works closely with the City Council, a variety of public, private and community organiza-tions and citizens groups in developing and implementing programs to achieve City priorities and solve community problems; directs and coordinates preparation of analyses and recommendations on public policy issues and on long-range plans for City services; develops and coor-dinates proposals for action on current and future City needs; represents the City and works closely with appointed boards, committees, and public and private officials to achieve planned action and results.

• Develops Council meeting agenda with Mayor; attends and participates in all City Council meetings.

• Interprets City Council instructions and requests; makes interpretations of City ordinances, codes and applicable laws and regulations to ensure compliance.

• Directs and oversees the preparation of a wide variety of re-ports and presentations for the City Council, citizen commit-tees and outside agencies; oversees the preparation of press releases and materials for dissemination to the me-dia and the public; maintains effective relationships with the media.

• Directs and oversees the creation and maintenance of comprehensive, effective human resource management programs, policies and systems consistent with the City Council’s guidance; directs and monitors the City’s labor negotiations and labor relations programs and initiatives; directs the improvement of management systems, processes and measurement techniques to improve City operations and effective-ness.

• Participates in regional, state and national meetings and conferences to stay abreast of trends and technology related to municipal programs and operations.

• Participates in professional and community organizations on behalf of the City and as part of the City’s public affairs program; maintains good working relationships with key community constituencies.

• Provides personal leadership for projects and programs that are highly sensitive, political or controversial.

The incoming City Manager will be a seasoned individ-ual and forward-thinking visionary who is capable of ensuring the long-term financial stability of the City. The ideal candidate will continue to move the City in a positive direction by engaging and building relationships with residents, business community, Fairgrounds repre-sentatives, the City’s state and federal legislative representatives, and others in the region. Given that Del Mar is a coastal City, experience working with and understand the dynamics the California

Coastal Commission and related issues such as sea level rise adapta-

tion and short-term rentals is a plus.

The ideal candidate would be a creative problem solver, and out-of-the box stra-tegic thinker; possess

excellent clear and succinct oral and written

communication skills; be a good listener with a sense of

humor; open and welcomes feed-back; efficient manager of time and resources; and possess the ability to maintain and lead a high performing and proactive executive management team. The incoming City Manager will be fair and ethical; politically savvy, yet apolitical; maintaining neutrality in Council-Manager relations; and whom is polished and calm under pressure.
