CHURCH INFORMATION SURVEY

Dear Pastor:

As you may already be aware, the Indiana Department of Transportation (INDOT) has begun Tier 2 environmental impact studies along the142-mile I-69 project corridor from Evansville to Indianapolis. This corridor has been divided into six sections for the Tier 2 Studies. Each section is being independently reviewed over the next 18 to 36 months. Qk4 will be evaluating the potential human and environmental impacts associated with Section 1 of I-69 in Gibson, Warrick, and Vanderburgh Counties. As shown on the enclosed map, Section 1 is approximately 13 miles in length and begins at the I-64/I-164/ SR 57 interchange north of Evansville and continues on new alignment to SR 64 west of Oakland City. The study will examine a variety of issues that may affect residents within the Section 1 study area. Your church has been identified as being either within the project corridor or near enough to be potentially impacted by the project. Therefore, we are requesting your assistance in identifying issues and concerns regarding the potential relationship between I-69 and your church facility and congregation. Please take a few minutes to complete the attached survey so that we can more adequately assess the potential for impacts resulting from this project. We ask that you return this survey by May 2, 2005, in the self-addressed, stamped envelope provided, so your comments may be included in an analysis to be contained in the Environmental Impact Statement scheduled for completion within the next few months. FORSYTHE UNITED METHODIST CHURCH The Reverend Leonard Wood, Pastor [See Survey Response, attached] Summary: Forsythe United Methodist Church—Located on Gibson CR 950E, this church is less than ½ mile east of the project corridor. According to the survey response, the church as been on its present site 150 years. There is a cemetery on the church property. The project was not expected to have an impact on either the church or cemetery.

SOMERVILLE COMMUNITY CHURCH Mr. Joel Simpson, Pastor [See Survey Response, attached] Summary: Somerville Community Church—Located on SR 57 at Gibson CR 550S in Somerville, east of the project corridor, the church has a congregation of 21 members. The congregation has been on the site for 5 year, but the building housing the church has been in place, as a church, for 125 years. There is a cemetery on the church property. MACKEY CHURCH OF THE NAZARENE The Reverend Bill Reed, Pastor 208 East Main Street Mackey, IN 47654 [See Survey Response, attached] Summary: Mackey Church of the Nazarene—This church has been in Mackey, Gibson County, for 86 years, 79 of those at its present location. According to the survey response, the church has 200 members and operates a pre-school/pre-kindergarten August – May yearly. It was noted the project could benefit “those who live well beyond the Mackey area, it could prove detrimental for those who live west of (SR) 57, as some county roads would be severed.”

NOBLES CHAPEL UNITED METHODIST CHURCH The Rev. James Thompson, Pastor [See Survey Response, attached; also see attachments related to church history] Summary: Nobles Chapel United Methodist Church – Nobles Chapel UMC is the only church within the project corridor. The church is located on SR 57 at Nobles Chapel Road, just north of I-64. The church has a long history in the area – dating back to the mid-1800s. The original church stood on the site of the present-day Nobles Chapel Cemetery, which is west of SR 57. The church has been at its current site on the east side of SR 57 for 108 years. Due to its location within the project corridor and its age, the Nobles Chapel UMC structure was included in the survey of historic resources conducted for this project. The church was determined ineligible for listing on the National Register of Historic Places owing to the numerous alterations the structure has undergone over the years. (See Historic Property Report, Appendix F). The church has approximately 67 members, several of whom have taken an active role in the I-69 project, serving as consulting parties to the Section 106 process (identifying and evaluating potential impacts to historic resources in the project area) and as members of Section 1’s Community Advisory Committee (CAC). (See DEIS Chapter 5.13, Historic Impacts, and Chapter 11.3, Public and Community Outreach.) Through these groups, and individually, church members have expressed their wishes that the church not be acquired for right-of-way for the project, and that access to the cemetery across SR 57 not be severed as a result of the Interstate. Members have submitted a response to the church survey, information about its history in the community, and a comment form following the Public Involvement Meeting in November 2004. For ease of reference, all documentation submitted by the church members is included as an attachment to this church survey form.

Heumann, Pastor [See Survey Response, attached] Summary: St. Paul’s United Church of Christ—This church is located in Gibson County on SR 168 approximately 2 miles west of the project corridor. In response to the survey, the following was noted: The church has been at its present location 125 years and has 52 members. A cemetery is located adjacent to the church. CLARK’S CHAPEL GENERAL BAPTIST CHURCH The Rev. Sean Wallace, Pastor [See Survey Response, attached] Summary: Clark’s Chapel General Baptist Church – The church is located on Gibson CR 550S, immediately adjacent to the east edge of the project corridor (see Yellow arrow at left) and one alternative alignment in the project’s Central Segment. The survey response noted the church has been at the present location 100 years, and has 30 members. The survey noted as adverse impact is anticipated owing to the proximity of the proposed alternative and impacts to travel time for members. At the time of the survey, CR 550S was proposed to be closed at the Interstate. In direct response to public input, it is now proposed that the Interstate will overpass the county road, thereby retaining its east-west connectivity and avoiding adversely impacting access to the church.
