More than 50 years: More than 1,800 participants The International Institute of Seismology and Earthquake Engineering (IISEE) at the Building Research Institute (BRI) in Tsukuba, Japan provides training program in seismology, earthquake engineering and tsunami disaster mitigation to researchers and engineers from developing countries. As of September 2018, a total of 1,864 participants from 101 countries have completed the training courses from 1960.

IISEE Training Course
The course provides advanced knowledge andtechnology concerning earthquakes and seismichazards. The participants belong to the organizationsresponsible for seismic observation and earthquakedisaster mitigation in their countries. The lecturessuch as seismic hazard, risk evaluation andearthquake disaster mitigation policy-making aredesigned to be useful for the participants afterreturning to their countries. Practical training, studytrips, and participation in international conferencesare also included in the program.
IISEE mainly conducts one-year training courses named Seismology Course, Earthquake Engineering
Course and Tsunami Disaster Mitigation Course, and two–month course named Global Seismological
Observation Course and Latin American Earthquake Engineering Course . Short-term training courses
focusing on specific themes take place occasionally.
The course is designed to contribute to the re-duction of structural damages by earthquakes andhuman suffering caused by those damages indeveloping countries. The participants are mainlyresearchers, engineers from governments anduniversities. The lectures consist of basic studies(structural analysis, structural dynamics, earthquakeresistant structures for reinforced concreteconstruction, steel structures) and the latest studies(seismic isolation, response control technique,seismic limit state design). These are systematicallyprovided through lectures, practices and study trips.
The course began in 2006 after the gigantic tsunamigenerated by the earthquake off Sumatran in 2004.The lectures provide advanced education andtechnology for dealing with earthquakes andtsunamis. The participants will apply anddisseminate their acquired knowledge andtechniques for tsunami disaster mitigation andintroduce tsunami hazard evaluation and early-warning systems in their countries as specialists.

IISEE Training & History
The course is launched in 1995 at the request of theMinistry of Foreign Affairs of Japan. It is conductedas a part of the Japan’s contributions to the world’snuclear disarmament in cooperation with the JapanMetrological Agency and JICA. The participants areexpected to play an important role in the CTBT andIMS. The lectures are seismological observationtechnologies for monitoring nuclear tests andearthquakes, and data analytical techniques todiscriminate nuclear tests from natural earthquakes.
The course is not a group training but designed forparticipants with high scholastic ability andprofessional experience. The participant pursueshis/her own study individually with his/hersupervisor in IISEE.

History of IISEE
After World War II, young researchers andengineers from earthquake-prone developingcountries who came to Japan to study seismologyand earthquake engineering have been graduallyincreased. Taking the opportunity of the 2ndWorld Conference on Earthquake Engineeringheld in Tokyo in 1960, the leading figures andexperts of seismology and earthquake engineeringin and out of Japan negotiated about the feasibilityof the group training for those people. On July1960, a nine-month training course was launchedin the University of Tokyo.
The training was successful and requested to holdpermanently by the relevant countries. TheGovernment of Japan decided and established theIISEE in BRI on January 1962. BetweenSeptember 1963 and August 1972, the UnitedNation’s Special Fund and the United NationsEducational, Scientific and Cultural Organization(UNESCO) cooperated with the Government ofJapan in holding the training.From September 1972, the training was held solelyby the Government of Japan.
On March 1979, BRI and IISEE moved toTsukuba from Tokyo and on April 2001 BRIchanged to an independent administrative agencyby the governmental reform. With the cooperationwith the National Graduate Institute for PolicyStudies(GRIPS), the IISEE’ one-year trainingprogram was certified as a GRIPS’ master programfrom October 2005 and the participants areawarded the Master Degrees after the completionof the credits and master’s theses.
Other Training Courses
IISEE holds short-term training courses focusing onspecific themes such as China Seismic BuildingCourse (2009-2012). It was launched in 2009 afterthe 2008 Sichuan Earthquake as part ofreconstruction support by the Government of Japan.It was 2-month training course managed in Chineseand 72 participants have studied structuraltechnology in IISEE for 4 years. After they returnedto China, they gave lectures to 324 local engineers.Those engineers gave lectures to 8,833 localprofessionals. On June 2014, the Latin AmericanEarthquake Engineering Course is launched.

After training, the participants make steady effortsto mitigate earthquake disasters and are givenleading positions in their countries. Some areshown as follows: *as of Sept 2016INDONESIA121 people of the Agency for MeteorologyClimatology and Geophysics, the ResearchInstitute for Human Settlement, etc. have joinedthe training. Prof. Dr. Ir. Djoko Santoso (1978-79,Seismology Course) is Director General of HigherEducation, Ministry of National Education and theformer rector of the Bandung Institute ofTechnology.
PERU129 people, the second number next to China(130) have come to IISEE. They have Japan-PeruCenter for Earthquake Engineering Research andDisaster Mitigation in the National University ofEngineering (CISMID-UNI) which was establishedin cooperation with BRI. Dr. Julio Kuroiwa (1961-62, Earthquake Engineering Course), an emeritusof UNI , is one of the founders of earthquakeengineering in Peru.
EGYPT88 people have joined the training. Most of themhave come from the National Research Institute ofAstronomy and Geophysics (NRIAG). Dr. RashadKebeasy (1965-66, Seismology Course) and Dr.Salah Mohamed (1982-83, Seismology Course)served as NRIAG President.
A Master’s DegreeIn 2005, IISEE formed partnership with the NationalGraduate Institute for Policy Studies (GRIPS) whichis a stand-alone national graduate university focusedon policy studies in Japan. Owing to the partnershipwith GRIPS, one-year training course participants inseismology, earthquake engineering, and tsunamidisaster mitigation who have successfully;
(1) completed one-year training courses,(2) obtained the required credits, and(3) submitted the theses,
are conferred the degrees of “Master of Disaster Management” certified by GRIPS and BRI/IISEE.
Receiving a master’s degree after the one-year training in IISEE is a long-standing request and dream of the participants. With the master’s degree, they will devote their career to earthquake disaster mitigation in their respective countries.
As of September 2018, 281 graduates are conferred the degrees from 2005.

International Platform for Reducing EarthquakeDisasters (IPRED) was established by UnitedNations Educational, Scientific and CulturalOrganization (UNESCO) in 2007. It aims topromote collaboration in research, training andeducation in the fields of seismology andearthquake engineering. IISEE plays as theCentre of Excellence supported by UNESCO andJapanese Ministry of Land, Infrastructure,Transport and Tourism. The main goals are;
-to exchange information and propose plansregarding seismology and earthquakeengineering for reducing earthquake disasters,especially on buildings and housing.
-to address policy-relevant issues related to thereduction of earthquake disaster risks andimplementation of the Hyogo Framework forAction, including the formulation of recom-
mendations on priorities of the InternationalStrategy for Disaster Reduction (ISDR).
-to establish a system to dispatch experts toearthquake stricken countries in order to carry outpost-earthquake field investigations and drawlessons for future risk reduction, by utilizing theworldwide connection of the IISEE graduates.

Safe and Peace : to reach Earthquake Disaster Mitigation
In order to reduce earthquake damage in developingcountries, it is indispensable for them to fullyunderstand their own characteristics of the seismicsource, ground condition, building structures, etc,and to deal with research and development ofearthquake disaster mitigation technology. However,their seismological observation system and researchsystem are not always sufficient. Most have not yetobtained the necessary information on earthquakemitigation study. To assist them, IISEE releasesdatabases of earthquake and training informationthrough the website.

IISEE NetThe information Network of Earthquake DisasterPrevention Technologies (IISEE Net) releases theinformation of earthquake disaster mitigation ofbuildings. It mainly accumulates technicalinformation (seismic design code, seismic network& activities, seismic damage, and micro-zonation)from developing countries.BRI Strong Motion ObservationWe provide the recent strong motion observationdata from more than 70 strong motion stationsthroughout Japan. BRI has been conducting thestrong motion observation for building structuressince 1957.NewsletterIISEE issues a monthly newsletter. It is a usefulchannel of communication and gives an update onIISEE current activities. The newsletter can be alsoaccessed from the IISEE website.
