CHANAKYA AWARD PRESENTED TO Mr. GENUARIO PELLEGRINO AT FEDERPOL CONGRESS, ROME
Mr. Genuario Pellegrino, President of FEDERPOL, ITALY was presented
prestigious CHANAKYA AWARD for providing excellent leadership to the profession of Private Investigation
and promoting international brotherhood among the fellow professionals.
The 57th FEDERPOL NATIONAL
CONGRESS was inaugurated by Lord Brian Mackenzie of Framewellgate (UK) Chief Guest.
Kunwar Vikram Singh attended this event as Special Guest of Honour.
The Congress was attended by 14
IKD delegates from different
nations; Mr. George Hirtl-Vice Secretary General of IKD from
Austria, Mr. Andreas Heim-Secretary of Bund International Detektiv (Germany), Mrs. Eva Grueso-
President of Professional Association of Private Detectives and Mr. Adrian
Mihal–President and Secretary General respectively of Detectives Association and IKD Delegate of
Romania, Mr. Yusuf Dalda (Turkey), Mr. John Grottum–IKD Delegate of Norway Ms. Maria Bumbaru–
President of National Association & Detectives of Romania and
representatives from many countries participated.
Lord Brain Mackenzie gave the
opening remarks followed by the awarding of Oscars for those who

have been members of Federpol for
the last 25 years. The highlight of the evening was the awarding of the Indian award to a foreign leader, the
Chanakya Award, given to the Mr. Genuario Pellegrino, President of Federpol by Kunwar Vikram Singh.
HIMACHAL GOVERNMENT INTRODUCES SECURITY AS VOCATIONAL DISCIPLINE IN SCHOOLS
Department of Higher Education, Government of Himachal Pradesh (DHE) and Security Knowledge of
Skill Development Council (SKSDC) and Institute of Advanced Security Training & Management (ASTM)
signed a tripartite agreement on 15, July 2013 to implement NVEQF
project in the Himachal Pradesh.
The aim of this agreement is to ensure the success of the Himachal
Pradesh State’s project of rolling out Vocational Education under the NVEQF starting from IX class and
going up to Class XII and meeting
the aspiration of all the
stakeholders. DHE has identified 26 schools in HP for security training with effect from 01 Sep 13.
Chairman SKSDC visited the first
“Train The Teachers” programme in Himachal Pradesh (HP), at the
premises of DIET, Shamlaghat, Shimla on 22 Jul, 201. The training capsule was conducted by Brig SK
Chatterji (Retd), Master Trainer, Security Knowledge and Skill
Development Council (SKSDC), in partnership with ASTM Private Limited.
Himachal Pradesh is amongst the
pioneer States that has introduced Vocational Education programmes
as part of school curriculum.
The Chairman addressed the
trainees and elaborated on the relevance of vocational training at
the school level for enhancing employment opportunities for the youth. He emphasized the fact of the

trainees being the first batch of
vocational teachers in HP has a greater responsibility to spread the virtues and benefits of such
education which will create security awareness among students and also open new vistas for better
employment for thousands of Himachali Youth. He further opined
that keeping in view their service background of trainers, expectations from them goes beyond imparting
quality education; they would be expected to positively impact the
work culture in their respective schools.
PSARA WILL BE STRICTLY ENFORCED - DEPUTY COMMISSIONER POLICE, GURGAON
A meeting of the owners/ senior representatives of the private security agencies operating in
Gurgaon was held at the Office of the DCP East Gurgaon, Mr.
Maheshwar Dayal on 25 Jun 2013, at 1100 hrs. In addition to the
licensing under PSAR Act and Rules
thereof, the meeting was necessitated due to the deteriorating law and order situation in Gurgaon
and the increasing crime therein.
Mr. Maheshwar Dayal, IPS in his address to the PSAs reiterated that it
is mandatory for all PSAs operating in Gurgaon to obtain PSARA license and adhere to the rules framed there
under. He came down heavily on the PSAs operating without a license
and stated that he would deal very strictly with them and urged them to apply instantly. He sought CAPSI
involvement in this campaign.
Stressing on the antecedent verifications he stated that all the
security guards in Gurgaon and surrounding areas must be verified by the police prior to their
deployment. On request from the CAPSI members present, a grace period of 45 days after enrolment of
the guards and supervisors was given since the verification of certain
guards is required to be done from their home states. After 45 days, the manager of the PSA shall be liable to
be arrested under the law.
Speaking on Registration of Arms and Verification of Arms Licenses
as per the existing law, all personnel who move into the district with arms/weapons are required to
register the same with the local police station. He said that in many
cases the same has not been done and should be complied with to avoid penal action/s.

NATIONAL OPERATIONAL STANDARDS (NOS) FOR PRIVATE SECURITY SECTOR APPROVED
The National Occupational
Standards for the Private Security Sector has been approved by the
Qualification Registration Committee set up by the National Skill Development Corporation. These
NOS which were earlier got approval from the Security Industry leaders having 30 representatives: ten each
from Top, Medium and Small guarding companies. This is a
singular achievement jointly attained by hardworking team of SKSDC and CAPSI. The PSS has now become
FIRST SECTOR to develop and adopt accredited NOS. This will now enable
all Training Providers to conduct training of Unarmed / Armed Guard, Security Supervisor, CCTV
Supervisor, PSO, Security Officer and Assignment Manager as per the NOS for each Job Role.
Sh. Dilip Chenoy, CEO of the NSDC
congratulated both CAPSI and SKSDC for successfully achieving this historic task. He appreciated the
total unanimity among the security
industry leaders who spent huge number of hours and days to accomplish this work which is
expected to change the face of the Private Security Sector in India.
RAJASTHAN GOVERNMENT AUTHORISES SKSDC TO CONDUCT CERTIFICATION OF SECURITY GUARDS The Rajasthan Skill and Livelihoods Development Corporation, an
undertaking of the Government of Rajasthan has issued Executive Orders giving directions to all
Training Provider engaged by RSLDC to conduct training of Security Guards to have their trainees
assessed and certified by SKSDC. This decision will ensure quality
training will benefit the PSS which is giving employment to Rajasthan rural youth in many security
companies.
It is expected that more than one lakh trainees will be tested and certified by the SKSDC during a
period of two years. Premier Shield,

Town Schools, CAPSI and Nexus are
the major training providers in Rajasthan. Major General D K Jamwal, COO of SKSDC said that
SKSDC and its authorised Assessment Bodies (AB) are fully equipped to handle this task. Their
assessment teams have already conducted assessments at CAPSI,
Nexus and Premier Shield training camps.
INVOLVEMENT OF HOME MINISTRY SOUGHT BY SKSDC AT NSDC PARTNERS MEET
The 5th NSDC Partner’s Meet was
held at the India Habitat Centre, New Delhi from 26 - 27 June 13 and was attended by the Kunwar
Vikram Singh, Chairman, Lt General S S Chahal, CEO, Maj Gen D K Jamwal, COO and Col Balbir Singh,
Deputy Director Training & Delivery from SKSDC.
The CEO made a presentation on,
“Association with ASTM for 500
Certifications” in 2013-14. Later in
the day, Chairman and CEO also attended a meeting chaired by Sh. S Ramadorai, Chairman NSDC in
which the status of the council was thoroughly discussed. Kunwar Vikram Singh said to Sh.
Ramadorai, who is also Advisor to the Prime Minister, to involve the
Ministry of Home Affairs in decision making processes for the Security Skill Development so that issues of
compliance of NOS and Certification processes can be easily addressed
through active involvement of State Controlling Authorities and MHA officials.
PUNJAB POLICE SECURITY ACADEMY TOOK 13th STEP TO MARCH FORWARD 300 Security Cadets undergoing
training of Security Guards passed out at the 13th Passing Out Parade
held at Punjab Police Security Academy at Jahan Khelan near Hoshiarpur.
Most of the trained guards got their letters of employment in various

security companies. Sh. R P Singh IPS, Managing Director of the Punjab
police Security Corporation said that shortly they will commence training of Security Supervisors and Security
Officers as per the NOS developed by SKSDC. Sh. R P Singh discussed future plans of the PPSC with
Kunwar Vikram Singh, who is also member of the Board of Directors of
the Punjab Police Security Corporation on his visit to the headquarters of the corporations. It
was decided to prepare a comprehensive plan of training of
Punjab Youth in various job roles as per the NOS.
They also decided to set up special training facilities for the training of Urban Poor Youth as per the
National Urban Livelihood Mission Schemes. Er. R S Manhas, Chief
Engineer of Punjab Police Housing Corporation also participated in the discussion in which the possibility of
setting up low cost housing projects for the private security guards under Rajiv Awas Yogna was also
discussed. It was also discussed to organise a joint meeting of CAPSI
Chapter of Punjab State with Mr. Dinkar Gupta IPS, ADGP & Controlling Authority to evolve
mechanism for effective compliance of PSARA.
SECURITY SKILLS TRAINING FOR MADHYA PRADESH YOUTH AT CAPSI TRAINING CAMP Madhya Pradesh (MP) is new State where CAPSI has established
security training camps in Alirajpur
and Jobat district to train the MP youth in Private Security. The State
has shown an enormous response for security training which would help MP youth to get gainful
employment in security agencies operating not only in MP but in neighbouring states.
At present CAPSI has trained
successfully SEVENTY (70) students and another two batches are
running with Eighty (80) students.

SKSDC & APSA SIGN MOU TO DEVELOP NOS FOR ELECTRONIC SECURITY SECTOR
A MOU was signed between SKSDC and Asia Professional Security
Association-India (APSA) for developing the National Occupational Standards (NOS) for
Electronic Security Sector.

India signed the MOU .Eminent security professionals such as Sh. C
Pal Singh former IGP, Maj General Satnam Singh, Sh. Pawanjit Ahluwalia, Gen Atma Singh, Gen
Umang Sethi, Sh. Mahesh Sharma, Secretary General- CAPSI, Sh. Anil Puri of AP Securitas, Sh. Praveer
Bagchi, Sh. Jasbir Wasu, Sh. Sanjeev Paul attended this event.

were present in big numbers and
applauded the initiative taken by Sh. Shiv Charan Yadav to bring professionalism in the sector.
Lt. General (Retd.) S S Chahal,
CEO SKSDC, delivered an informative speech on “Skill Development and Training Vision of
Prime Minister & initiative of Security and Safety Industry.
Sh. C Pal Singh appreciated the
approach of SKSDC in aligning the electronic security sector with mainline security for developing

Director of NSDC attended the event as Special Guest of Honour and
appreciated the new relationship between Manguarding and Electronic security.
Kunwar Vikram Singh said that the
MOU will usher a new era of comprehensive security which will have very positive impact on
Community Safety and Crime Prevention.
CERTIFICATION OF EXISTING GUARDFORCE INITIATED UNDER THE AMBIT OF RECOGNITION OF PRIOR LEARNING (RPL) The Governing Council of SKSDC took historic decision to approve
RECOGINISATION OF PRIOR LEARNING (RPL) protocols under
which entire guard force of every private guarding company will be assessed and certified as per the
National Skill Policy of the Government of India.
SKSDC has undertaken the most
important objective of assessing and certifying the existing workforce, in line with the NOS and PSAR Act
2005. While the framework for assessment and certification of the
new entrants has already been put
in place, the same for the existing workforce based on RPL has been planned as spelt out in this protocol.
This would systematically enhance the quality, brand value, progression prospects and above all, the self-
esteem of the workforce.
RPL is primarily a method of assessment that acknowledges skills and knowledge gained through
formal training, non-formal/ informal training, work and life
experience. The main principle of RPL is that the focus of recognition would be based on the outcomes of
learning, rather than how, when or where the learning occurred. It is a process of acknowledging prior
learning and formally awarding it a value / credit, no matter how the
learning is achieved. This would facilitate his assessment and certification allowing vertical
progression and placement. This is the mechanism for determining competence of individuals against a
benchmark and takes into account both the RPL and the existing skills,
which would be tested. Through this mechanism all security guards presently working with their
respective companies will attain STATUS OF SKILLED WORKER
which will prove very beneficial to them.
Major guarding companies such as G4S, Tops Grup, Premier Shield, ISS-SDB, SSMS, AP Securitas,
Force1, GDX, Checkmate, SLV, Perfect Security, Lineage
Securitas has already started the certification process in their various units.

CHAIRMAN CAPSI MEET HIMACHAL CHIEF MINISTER RAJA VIRBHADRA SINGH
Kunwar Vikram Singh called on Raja
Virbhadra Singh, Chief Minister of Himachal Pradesh and informed him
about the various employment linked schemes in which CAPSI and SKSDC are planning to venture out
in Himachal Pradesh. He was also briefed about the “TRAIN THE TRAINER” Programme already
undergoing at DIET Centre at Shamalaghat in which 27 Ex
Servicemen are being given special training to teach Security Science in 27 Govt Schools in various districts
of the State. Brig. Chatterjee, Master Trainer of SKSDC is imparting
training to selected Ex –Servicemen. Dr. Giraja Chauhan, Nodal Officer for NVEQF Project for the Govt of
Himachal Pradesh appreciated the role of SKSDC in bringing quality security education to the state which
will provide greater opportunities to youth of Himachal to opt of
employment opportunities in defence
forces, Police and private security
sector. Sh. Virbhadra Singh, Hon’ble Chief
Minister showed keen interest in the training processes of the SKSDC and assured effective implementation of
PSARA and also to develop better training facilities for the private
security sector in Himachal Pradesh
VIKRAM MAHURKAR ELECTED TO LEAD GUJARAT SECURITY ASSOCIATION
Sh. Vikram Mahurkar, CMD of Checkmate was unanimously re-
elected President of the Gujarat Security Agencies Association at the State conference held at
Ahmedabad. Air Marshal P K Desai was re-elected Chairman of the Association.
Sh. S R Chauhan, Joint Secretary of the Association and Chapter chairman of CAPSI said that the
State association will work very closely with CAPSI to achieve its

objectives. More than 200
CEO/ owners of the private guarding companies participated in the annual conference.
Kunwar Vikram Singh, Chairman CAPSI & SKSDC addressed the
conference and made an impressive presentation on the Role of SKSDC in changing the PSS for betterment
through skills and knowledge. Sh. Mahesh Sharma Secretary General
interacted with members and motivated them to adopt NOS and training for Security Guards. Sh.
Gurcharan Singh Chauhan, President of SAI gave information on
court cases being perused by the SAI.
Sh. Vikram Mahurkar addressed the
participants and asked them to follow the PSARA and various compliances needed to present a
positive image of the private security industry. He assured that decisions of the CAPSI and SKSDC will be
thoroughly implemented for the wider interest of the members and
the end users of our services. An impressive Ganesh Vandana
dance programme was presented which was appreciated by all
participants. Sh. R P Chauhan, Capt. Raguvir Sinh Jadeja, Dr. R K Tyagi, were the important members
of the association who accorded warm reception to participants.
