and Housing Corporation (CMHC)
mortgage insurance, many condo
buyers and owners are not aware
that CMHC plays a larger role
in condominium than in
single-family housing.
CMHC is a federal Crown
corporation mandated to assist
Canadians to become homeowners.
It does that, in part, by protecting
lenders with insurance on mortgages.
If a homebuyer has 20 per cent of
the purchase price in cash, lenders
do not require CMHC insurance
(a “conventional mortgage”). If the
buyer has less than 20 per cent down,
lenders require the homebuyer to
purchase CMHC mortgage insurance.
Lenders will then loan up to 95 per
cent of the purchase price.
In short, this system costs
homebuyers money, but it makes
home ownership possible for buyers
only needing to save up five per cent
of the purchase price. Condominium
buyers need to know that CMHC
will not insure mortgages in some
condo communities. And in a few
cases where the agency will insure
mortgages today, it may not in
future. Therein lie some important
implications for condominium buyers
and current owners.
Any major threat to the value
of condo homes within a given
development could cause CMHC
staff to remove eligibility for the
corporation’s mortgage insurance, so
CMHC insurability is very important to
the market value of your investment,
even if you yourself didn’t need it.
Issues to watch for include
anything that can cost a lot of
money, or the simple fact that a
condominium corporation has no
reserve fund study and no reserve
fund money in the bank to pay
capital expenses when they arise. If
you already own a condo, you want
to ensure that the reserve fund is
growing, and that maintenance issues
are addressed as they arise. These
efforts will preserve your home, but
will also ensure that you can easily
sell at a good market price to buyers
who will need a CMHC-insured
mortgage; even if you didn’t.
The number of condo
developments in Alberta that do not
qualify for CMHC mortgage insurance
appears to be on the decline. The
Condominium Property Act is setting
a higher standard, which most
condominium boards are striving to
reach. All in all, condo corporations
in Calgary, Edmonton and smaller
centres are well run, properly funded
through their condo fees, and are
building reserves to cover those

Still, better safe than sorry. If you’re
shopping condos, ask, or let your

PROFILE OF THE CANADIAN FIRST TIME HOME BUYER
Roughly 620,000 real estate transactions occur across Canada every year and, most recently, 45% have involved purchases by first time home buyers (FTHB).* Of these transactions, just over 15% have recently occurred in Alberta, where provincially first time home purchases have recently represented 53% of all transactions.
The strong presence of FTHB in Alberta is likely because nearly 60% of these buyers are between 24 and 35 years old, which has represented close to 60% of all net migrants arriving to the province in recent years.
Aside from a desire to own instead of rent (50% of all FTHB), first time home purchasers are currently being driven by a general view that housing is a good investment opportunity due to low mortgage rates (20% of all FTHB). Major life changes, such as starting a family or getting married, was a relatively strong motivator for FTHB by comparison to other home buyer profiles, but was only indicated by 12.5% of those surveyed as being a major factor in their decision.
Overall, 23% of recent FTHB felt they did not need to make any compromises when finding their perfect property. For those willing to make compromises, proximity to work (26% of all FTHB), the size of the home and/or property (22%) and location (19%) were most often cited as factors they were willing to negotiate. Conversely, only 15% mentioned settling for a different product type than originally desired.
In total, 46% of national FTHB are purchasing single-family homes followed by condos (21%), duplexes and row homes (14% each), and other types of properties (4%).

of questions. What do lawyers do to
earn their fees? Plenty! Do you need a
lawyer? Yes!
There are many “moving parts” in a
new condominium purchase. The
lawyer’s job is to protect and manage
the buyer’s rights and obligations
under the purchase and sale contract,
and to look after the mortgage
lender’s interests, too.
In every purchase transaction, the
buyer’s lawyer must:
» Review the purchase and sale
contract to identify and clarify any
terms out of the ordinary;
» Review the title to the property to
ensure any potential problems can
be worked out before closing, such
as builder’s liens or caveats;
» Communicate with the buyers and
their mortgage lender to ensure all
parties are “on the same page” and
that all funding requirements have
been met;
» Calculate the fi gures for closing,

deposit, taxes, condo fees and any
other relevant numbers, like special
assessments or hold backs for

The Canadian Home Builders’ Association – Alberta is pleased to announce the 75 finalists for the 2015 Awards of Excellence in Housing presented by RBC Royal Bank. More than 400 entries were submitted for judging by over 140 industry members. Winners in the 25 individual categories plus three prestigious Builder of the Year Awards will be announced September 18 at BUILD 2015 in Jasper.
“This year we have finalists from all six of the local home builder associations from across the province. That demonstrates the tremendous pride our builders, renovators and developers take in their work. Our Members are competing to be named Alberta’s best in a range of categories that reflect the options available in today’s marketplace. The single family home award categories start with homes priced at under $250,000 without lot or GST and go up to beautiful estate homes selling for more than $1.5 million. Other sectors of the housing market are well represented with awards for the best multi-family, green home, community developments and renovations,” said Tally Hutchinson, President, CHBA – Alberta.
The Calgary Region leads this year’s competition with 34 finalists, followed by Edmonton Region with 29, Lethbridge with 8, two for Central Alberta and one each for Grande Prairie and Medicine Hat.
The highlight of the evening is the announcement of the Builder of the Year Awards for the best overall scores in the competition. CHBA – Alberta will present awards to the top multi-family, small-volume and the Ralph Scurfield Award to the large-volume builder. The finalists and winners will be at the awards ceremony.

The Calgary Region leads this year’s competition with 34 finalists, followed by Edmonton Region with 29, Lethbridge with 8, two for Central Alberta and one each for Grande Prairie and Medicine Hat.
The highlight of the evening is the announcement of the Builder of the Year Awards for the best overall scores in the competition. CHBA – Alberta will present awards to the top multi-family, small-volume and the Ralph Scurfield Award to the large-volume builder. The finalists and winners will be at the awards ceremony.

CHBA – Alberta is also thrilled to announce the finalists for the Safety Leadership Awards. Nine companies are finalists for the awards sponsored by ATCO Gas. The awards will also be presented at BUILD 2015, CHBA – Alberta’s annual conference.

CALGARY’S HOME AND DESIGN
show starts Sept. 17 and will offer
up lots of goodies and services from

things visitors can expect are floral
workshops, complimentary, one-on-

cooking demos and guests from some
of the top names in home and design,
including Bryan and Sarah Baeumler of

and DIY doyenne, Leigh-Ann Allaire
Perrault, is among the guests gracing
the show’s Trail Appliances Main Stage.
Perrault, who is also a regular
contributor to City TV’s Cityline, is

something she defines as “re-inventing
and re-imagining” items in need of
some love.
“Ultimately, you’re saving a piece
that might otherwise go into a landfill.
It’s being able to breathe new life into
it,” she says.
Perrault credits her parents with her
early passion for upcycling, recalling
times spent at garage sales, flea
markets and “curbside shopping.”
“They taught me to see the
potential in pieces,” Perrault says.
“Great design has nothing to do
with the size of your budget. It has
everything to do with how creative
you can be with the budget you have,”
she adds.
Upcycling and DIY projects have
grown in popularity over the past few
years as the economy has fluctuated
and how-to information has become
increasingly available online.
Perrault says Millennials — of which
she is one — are also starting to inherit
furniture from their parents.
“A lot of people have sentimental
attachment to their parents’ pieces.
They want to introduce them into their
homes because they tell a story. By re-
imagining them in some way, they can
work it into their own home design,”

painting a bookcase or chair with
a unique pattern?

no one else on the block will have.
Perrault says some DIY projects
involve a lot of “thinking outside
the box.”
For example, she created a bench
by combining three orphaned dining-
room chairs.
In another instance, Perrault
transformed an old television console
into a “mod, Austen Powers-esque
bar.” Where the television once was,
now sits a wine rack.
Perrault says DIY newbies should
consider starting with something a
little less involved, such as painting a
side table.
“Paint is very forgiving,” she says.
“Start small and grow … One of
the worst things is to leave a project
unfinished,” Perrault advises.

THE BANK OF CANADA (BOC) released
its regularly scheduled interest rate
update on Sept. 9, announcing it
would not change the overnight
lending rate from 0.50 per cent. With
the economy performing better than
expected and a federal election in full
swing, the BoC opted to leave things
as they are and not make any changes
for the time being.
In the previous interest rate
announcement on July 15, the BoC
cut the overnight lending rate by
25 basis points. It was the second
change in just six months, echoing a
25 basis point cut in January. July’s
announcement led to a flurry of
activity; traffic to RateHub.ca spiked
as consumers came in search of
lower mortgage rates.
In today’s announcement, however,
the BoC had a somewhat more
positive outlook. A statement from
the central bank said “the stimulative
effects of previous monetary policy
actions are working their way through
the Canadian economy.” The
BoC also cautioned that Canada’s
economic future will be heavily
influenced by factors beyond its
control. Uncertainty in China and
the growing economic strength of
the United States were two major
pressures cited by the bank.
Attention is now shifting to the
US Federal Reserve, which could
potentially raise interest rates in that
country as early as next week. Earlier
this year, it seemed to be a foregone
conclusion that the Fed would raise
rates in September, but experts are
now saying it could be later this year
before they pull the trigger. It’s still
seen as a matter of when – not if –

THE BANK OF CANADA (BOC) released
its regularly scheduled interest rate
update on Sept. 9, announcing it
would not change the overnight
lending rate from 0.50 per cent. With
the economy performing better than
expected and a federal election in full
swing, the BoC opted to leave things
as they are and not make any changes
for the time being.
In the previous interest rate
announcement on July 15, the BoC
cut the overnight lending rate by
25 basis points. It was the second
change in just six months, echoing a
25 basis point cut in January. July’s
announcement led to a flurry of
activity; traffic to RateHub.ca spiked
as consumers came in search of
lower mortgage rates.
In today’s announcement, however,
the BoC had a somewhat more
positive outlook. A statement from
the central bank said “the stimulative
effects of previous monetary policy
actions are working their way through
the Canadian economy.” The
BoC also cautioned that Canada’s
economic future will be heavily
influenced by factors beyond its
control. Uncertainty in China and
the growing economic strength of
the United States were two major
pressures cited by the bank.
Attention is now shifting to the
US Federal Reserve, which could
potentially raise interest rates in that
country as early as next week. Earlier
this year, it seemed to be a foregone
conclusion that the Fed would raise
rates in September, but experts are
now saying it could be later this year
before they pull the trigger. It’s still
seen as a matter of when – not if –
rates will go up there, and when they
do, it will be the first such increase

homebuyers,” says Kevin Lee, CEO,
CHBA. “Very importantly, we also
send kudos throughout CHBA at
the local, provincial and national
levels of our Association for the
collective effort.”
In late 2012, Canada Post
announced its intention to
charge new-home buyers a $200
Community Mailbox (CMB) fee per
mailbox that would be collected
during the subdivision process
in brand new residential and
commercial developments.
Upset by another additional cost
when government charges and fees
on new homes are already substantial
and increasing, the CHBA and its
members began a vigorous campaign
against the initiative. It seemed to
work, at least in the short-term. In
July 2013, Canada Post agreed
to suspend the CMB fee until
January 1, 2014.
The one-year suspension saved the
industry and new-home buyers tens
of millions of dollars in 2013, which
prompted the CHBA to first try and
convince Canada Post to reduce the
fee, and eventually, actively oppose
it outright.
While the reprieve is welcome news
for new homebuyers, the decision is
not set in stone. According to CHBA,
Canada Post stated that although
the fee is not a necessity right now,
it could become so when the crown

There’s something about money
Did you see that? The issue has
shifted from “shelter” to “profit.”
That’s because people believe that a
home is a good investment.
While money is a key
consideration, it shouldn’t be the only
consideration. If you’re going to make
the move from renting to buying, look
at the dollars and cents.
First, there’s the straight
calculation that compares the cost
of carrying your own home (your
principal and interest payments
and property taxes) with the cost of
renting one.
Renters aren’t responsible for
maintenance. Homebuyers also
need to consider closing costs which
include legal fees, land transfer tax,
and other miscellaneous expenses
that you avoid by renting. First and
last months’ rent is also a ways
smaller than the typical down
payment on a home.
Of course, when you own, no
matter how small the principal
portion of your mortgage is (and it’s
miniscule in the early years), as long
as the market is stable, and you’re
not looking to make a quick sale,
homeowners are building equity and
increasing their net worth with every
mortgage payment. And when you
sell your principal residence one day,

year to get a feel for the area.

maintenance and insurance. Missing
any of these payments can trigger

got to look at the emotional rewards
and challenges of each alternative.

There’s something about money
Did you see that? The issue has
shifted from “shelter” to “profit.”
That’s because people believe that a
home is a good investment.
While money is a key
consideration, it shouldn’t be the only
consideration. If you’re going to make
the move from renting to buying, look
at the dollars and cents.
First, there’s the straight
calculation that compares the cost
of carrying your own home (your
principal and interest payments
and property taxes) with the cost of
renting one.
Renters aren’t responsible for
maintenance. Homebuyers also
need to consider closing costs which
include legal fees, land transfer tax,
and other miscellaneous expenses
that you avoid by renting. First and
last months’ rent is also a ways
smaller than the typical down
payment on a home.
Of course, when you own, no
matter how small the principal
portion of your mortgage is (and it’s
miniscule in the early years), as long
as the market is stable, and you’re
not looking to make a quick sale,
homeowners are building equity and
increasing their net worth with every
mortgage payment. And when you
sell your principal residence one day,
