Project road NH-334B( UP/Haryana Border-Sonipat-Rohana-Jhajjar) is start from Design km 0.000(existing km 56.560 of SH-10) in Sonipat district and end at Design km 80.250 (existing km 64.150 ofSH-20) Jhajjar Distrct of Haryana state. Project is divided into two package: Package-I (Up/HaryanaBorder- Sonipat-Rohana) and Package-II (Rohana-Jhajjar) Beif notes on project is given package wise.Project road NH-334B( UP/Haryana Border-Sonipat-Rohana-Jhajjar) is fall under jurisdiction ofSonipat Forest Division (Design km 0.000 to Design km 45.280), Rohtak Forest Division (Design km45.280 to Design km 60.740) and Jhajjar Forest Division (Design km 60.740 to Design km 80.250).Proposed upgradation of project road will divert 69.7131ha. PF on NH-land/link road/ canals/ minors/ railways line.

0.1 PROJECT BRIEF
Project highway starts from km 0+000 from Yamuna River at Haryana/ UP
border, Sonepat and ends at km 44+800 at Rohna. Due to break chainage from
Ch. 25+480 to Ch. 29+400, length of 4.320km is deducted.(Design Length
40.480km).
0.2 PROJECT DEVELOPMENT DESCRIPTIONS
0.2.1 General
The project road section under Package-I starts from km 0+000 of UP-Haryana
Border and ends at Km.44.800 (Design Length = 40.480km). Project Highway
comprises segments of SH 11, Huda Road and SH 20. The details and length of
different segment as per of the project highway is presented below.

0.2.2 Nodal Points on the Project Road
Barring the built-up locations, agriculture is the predominant land use in some
semi-arid areas while it is barren in the arid patches along the road. In the built-
up areas both residential and commercial buildings have developed abutting
the road corridor. The road is entirely in Haryana district. The list and locations
of villages / towns noticed along the project road is tabulated in Table 0.3
below:

Based on Preliminary Reconnaissance, the project road was kept as one traffic
homogenous section. The homogenous sections (HS) identified are listed

Rohna (km 44+800) is around 18,155 PCUs. Hence the project road is
recommended for four lane configuration.

0.2.6 Intersections
The project road being passing through heavily built-up location at many
locations, Flyover and viaduct has been proposed. As such 7 major junctions
are identified along the existing alignment, however considering the future
growth and proximity to Delhi/NCR in all 16 grade separators are proposed.
Many of the grade separators are proposed for the proposed bypass start and
end.

0.2.9 Project specific features
Toe wall is proposed at the edge of the proposed Right of Way to restrict the
embankment slope and to protect the embankment from flooding of Yamuna
River. The first 2.2 km length of the project road falls in the inundation of
Yamuna River.
0.3 PRELIMINARY COST ESTIMATE
The project cost on above items has been worked out for the year 2017-18
based on development proposal of the project corridor. The abstract of the
estimate is presented below:

0.4 FINANCIAL ANALYSIS RESULTS AND ANALYSIS
Based on the project structure traffic study and toll rate analysis, financial
feasibility analysis has been carried out as per the methodology outlined in
earlier sections. The minimum Equity IRR (Return on Equity) considered for the
project is 15%. As per current scenario, existing traffic is low. Financial
indicators are presented in Table 0.10 below.

0.5 RECOMENDATIONS
From the above table it can be concluded that the project is financially Viable
on BOT (Toll) basis at 40% VGF (maximum permissible VGF) in 26 years
Concession Period. However as per the policy matter Technical (161/2014)
dated 24.07.2014, the VGF is restricted to 20%, and hence the project is
recommended to be taken up on HAM.

0.4 FINANCIAL ANALYSISRESULTS AND ANALYSIS
Based on the project structure traffic study and toll rate analysis, financialfeasibility analysis has been carried out as per the methodology outlined inearlier sections. The minimum Equity IRR (Return on Equity) considered for theproject is 15%. As per current scenario, existing traffic is low. Financialindicators are presented in Table 0.10 below.

From the above table it can be concluded that the project is financially Viableon BOT (Toll) basis at 40% VGF (maximum permissible VGF) in 26 yearsConcession Period. However as per the policy matter Technical (161/2014)dated 24.07.2014, the VGF is restricted to 20%, and hence the project isrecommended to be taken up on HAM.
