When to start schoolParents are required to send their child toschool no later than the beginning of the schoolyear (i.e. September) in which they become five.This means that all children can spend the samelength of time in primary schools, irrespective oftheir date of birth.
Admission age ranges for admission inSeptember 2015:
• Primary/infant school - reception class -children born between 1 September 2010 to31 August 2011
• Junior school - year 3 class - children bornbetween 1 September 2007 to 31 August2008
You only need to apply for a place in year 3 ifyour child attends one of the following infantschools: Oakfield Infant, Ryton Infant or Birtley St Joseph’s Catholic Infant School.

Academy – a school where the governing bodyset the criteria and is responsible for the schooladmissions.
Acceptance form – the form to be completedand returned by parents by 30 April 2015 to letus know if they wish to accept the school placetheir child has been offered.
Admission authority – the admission authorityis responsible for pupil places and setting theadmissions criteria. The local authority (council)is the admissions authority for community andvoluntary controlled schools. The schoolsgoverning body is the admission authority forvoluntary aided schools.
Admission criteria – the conditions ofadmissions agreed by the Local Authority (in thecase of community and voluntary controlledschools) or by the governing body (in the caseof voluntary aided schools and academies).
Adoption order – an order made under Section46 of the Adoption and Children Act 2002.
Appeal – any parent whose child is refused aplace at one of their preferred schools has theright to appeal to an independent appeal panel.
Community school – a school where thecouncil is responsible for the admissions andsetting the criteria.
DfE – The Department for Education (centralgovernment for education).
Home local authority – A child’s home localauthority is the authority in which they live, i.e.the authority to which council tax is paid.
Looked after children – Children who are inthe care of a local authority and as defined bySection 22 of the Children Act 1989 (see alsopreviously looked after children).
Oversubscribed – where there are morerequests for admission to a year group in aschool, than there are places available.
Parent/guardian/carer – a person who canexercise legal parental responsibility as definedunder the 1989 Children’s Act.
Planned admission number (PAN) – themaximum number of pupils to be admitted intoa particular year group at a school.
Preference – the legal right of parents to statethe school they would prefer their child to attend.
Previously looked after children – Previouslylooked after children who were looked after, butceased to be so because they were adopted orbecame subject to a residence order or specialguardianship order.
Residence order – an order settling thearrangements to be made as to the person withwhom the child is to live under Section 8 of theChildren Act 1989
Sibling link – an older brother/sister or stepbrother/sister that shares the sameparent/guardian and lives at the same addressas the child applying and will be attending thepreferred school at the time of admission, oradopted brothers and sisters living at the sameaddress and to children who are fostered andhave other children from the host familyattending the school in question.
Single offer of a school place – The one offerfor a place at a school which is made to a parenton 16 April 2015.
Special guardianship order – an orderappointing one or more individuals to be achild's special guardian or guardians asdescribed under Section 14A of the Children Act1989.
Voluntary aided school (VA) – a school wherethe governing body set the criteria and isresponsible for the school admissions.
Voluntary controlled school – a school wherethe council set the criteria and is responsible foradmissions.

All community, voluntary aided schools andacademies in Gateshead operate an equalpreference system when offering places.
This means that all applications received will beconsidered equally against the school’sadmission criteria with no regard to thepreference ranking the school was given on theapplication form. Therefore, the priority yourchild is placed in under the school’s admissioncriteria is the most important factor whendeciding whether a place is available at a schoolwhen applications are considered.
However, the council must look at thepreference ranking a school has been given onthe application form when we determine thesingle offer of a school place for each child.
If your child is eligible for an offer at more thanone school, your child will be offered a place atyour highest ranked preference and any lowerranked offer will be disregarded.
Sometimes there are not enough places at oneschool to offer every parent that applies for aplace, this is what is meant when a school is“oversubscribed”. We cannot guarantee thatyou will gain a place for your child at any ofyour preferred schools as this will depend onthe admission criteria for the school and how itapplies to your application and the number ofapplications that are received for each school. If you live in Gateshead and we cannot offeryour child a place at any of your preferredschools, then we will offer your child a place atyour community catchment school or academyif it still has places available. If there are no
places available at this school, we will then offerthe next nearest community school or academyin Gateshead with places available, measured asthe crow flies from the main entrance of theschool to your home address.
The equal preference system does not meanthat you stand a better chance of gaining aplace at a school simply by naming it as apreference nor does it mean that all of yourpreferred schools ranked on your applicationform will stand an equal chance of success.Voluntary aided schools, community schoolsand academies have different admission criteriathat must be applied to each application todetermine the priority for admission and decideif they can offer your child a place at the school.
No Application Received
If you live in Gateshead and you do not submitan application form, a place will still be offeredto your child on 16 April 2015 at yourcommunity catchment school or academy, or ifplaces are not available at this school after allother applications have been considered, yourchild will be offered a place at the next nearestcommunity school or academy in Gatesheadwith places available, measured as the crow fliesfrom the main entrance of the school to yourhome address.

We allocate places at our Community PrimaryInfant and Junior Schools using our policybelow and co-ordinate admissions to ourschools using our co-ordinated admissionscheme.
The policy is as follows:
• Your child will start school at the beginning ofthe academic year in which they will reachthe age of five. (An academic year lasts from1 September in one year to 31 August in thefollowing year). However In many schools thefirst year will include an induction period, (aperiod for your child to get used to schoollife). This period may last from Septemberuntil no later than the end of the October halfterm holiday. Parents who wish to defer theirchild’s entry beyond this period must makethis request in writing at the time ofapplication for admission to school. Deferredentry must not extend beyond the beginningof the term after the child’s 5th birthday, orbeyond the academic year for which theapplication was accepted. Deferred entry willbe considered by us the local authority (LA) inconsultation with the Head Teacher andgovernors of the school.
• We will accept pupils up to the school’sagreed Planned Admission Number for theyear group unless we feel there are lawfulgrounds not to do so.
Oversubscription Criteria
We will consider applications from parents whohave named the school as any rankedpreference on their application form this iscalled the Equal preference system. If there aremore applications for the number of placesavailable at the school we will than allocateplaces by using the following order of priority:
1. Children in Public Care (and as deemed underSection 22 of the Children Act 1989) including achild who was previously “looked after” butimmediately after being “looked after” becamesubject to an adoption, residence, or specialguardianship order (see definition*).
2. Children who live in the school’s catchmentarea and who will have a brother or sister atthe school, or at the feeder junior schoolduring the coming academic year. (seedefinition*)
3. Other children who live in the school’scatchment area.
4 Other children who will have a brother orsister at the school or at the feeder juniorschool during the coming academic year.
5. Other children who have exceptional medicalor social grounds see point 1 below
6. All other children.

Point 1 - We can consider exceptionalindividual applications, particularly in casesinvolving medical or social needs. If you wish toapply on medical or social grounds you mustprovide written evidence from relevantregistered health professionals i.e. a doctor orsocial worker. The evidence must demonstratewhy the chosen school is more appropriate andwhat difficulties would be caused if they were totravel to and attend alternative schools. We willnot consider such applications if the relevantprofessional evidence is not provided. Theevidence will be assessed by the LA AdmissionPanel. No assumption should be made thatsubmission of the relevant evidence will, initself, be sufficient to allocate a place.

Whickham Parochial Church of EnglandControlled Primary School
This school has the same oversubscription criteria aspriorities 1 to 6 above except that criteria 3 and 4above are reversed. Priority 1, 2, 5 and 6 remain inthe same order however for this particular schooltheir oversubscription criteria places priority 4children above those children in priority 3.
Address
For the purposes of deciding whether a childlives in the catchment area of a school we willuse the parent or legal guardian's address or theaddress of a relevant adult who has parentalresponsibility, as defined under the 1989Childrens Act, for the child.
Tie breaker
If, within any of the above criteria, there are moreapplicants than places available priority will begiven to those children based on the distance theylive from the school, measured ‘as the crow flies’ i.e.in a straight line from the centre of the homeresidence to the school’s main entrance. Childrenliving nearest to the school will have priority. Wemeasure the distance using a geographicalinformation system (GIS).
Waiting list
If places become available we will consider allrelevant applications based on a waiting list. Thewaiting list will be maintained by the councilfrom the start of the academic year and be keptfor the rest of the academic year. All applicantson the waiting list are placed according to theadmission criteria and priorities set out above.However children who are the subject of adirection to admit by the LA or who have beenreferred for admission and have been allocated aplace through the Fair Access Protocol will takeprecedence over any child on the waiting list.

The closing date for the return of applications isThursday 15 January 2015. From Friday 12
September 2014 you can apply for a place in areception or Junior class for admission inSeptember 2015 by applying on-line atwww.gateshead.gov.uk you must submit yourapplication by no later than Thursday 15January 2015. Alternatively parents requiring apaper application form must ensure that theyrequest it in sufficient time to complete andreturn it by no later than Thursday 15 January2015 to The School Admissions Team, DrydenCentre, Evistones Road, Low Fell, Gateshead, NE9 5UR.
If you live outside of Gateshead and want toapply to a Gateshead school you must obtain anapplication form from your own Council andreturn it to them by their closing date or applythrough their on-line application system.However you must still consider the informationin Gateshead Council’s “Admission to Primaryschool” booklet so that you know what theadmission arrangements are to Gatesheadschools. This information is available atwww.gateshead.gov.uk . Your own Council willsend us notification of your application and theywill let you know the final allocation of a schoolplace for your child.
Offer Date
The offer day is Thursday 16 April 2015 a letterwill be sent to parents who are Gatesheadresidents by 2nd class post informing them ofthe school they have been offered for their child.Gateshead residents who apply on-line areinformed by email on Thursday 16th April 2015.

This Admissions policy has been formallyadopted by the Governing Bodies of the aboveCatholic Primary schools in Gateshead. In eachschool the Governing Body is the AdmissionsAuthority and is responsible for determiningthe school’s admissions policy.
The Planned Admission Number (PAN) foreach school is given in the above table.
The Admissions Policy Criteria will be appliedon an Equal Preference basis.
How and When to apply
Applications must be made on the LocalAuthority Common Application Form. Parentsapplying to a Voluntary Aided Catholic schoolshould also complete the supplementaryinformation form. All forms must be returned bythe closing date set by the Local Authority –Thursday 15th January 2015.
Late Applications
Any applications received after the closing datewill be accepted but considered only after thosereceived by the closing date.
Oversubscription Criteria
Children who have a statement of SpecialEducational Need which names our school willbe admitted to the school.
For the schools listed above that have a nurseryunit, please note that admission to the nurseryunit is no guarantee of entry into the main school.
Where there are insufficient places available tomeet all parental preferences, priority will begiven to applications in the following order:

1. Definition of Catholic Children who have been baptised asCatholics or have been formally received intothe Catholic Church. All applicants seekingadmission under criteria 1, 2 or 3 will beasked to provide evidence that the child hasbeen baptised as a Catholic or has beenreceived into the Catholic Church. Abaptismal certificate or a letter from theirpriest confirming their baptism or receptioninto the Catholic Church will suffice.
2. Definition of children in the care of a localauthorityA looked after child is a child who is in thecare of a Local Authority in accordance withSection 22 of the Children’s Act 1989 at thetime application for admission to the schoolis made and whom the Local Authority canconfirm, will still be looked after at the dateof admission.
An adoption order is an order made underSection 46 of the Adoption and Children Act2002.
A residence order is an order outlining thearrangements as to the person with whomthe child will live under section 8 of theChildren Act 1989.
A special guardianship order is an orderappointing one or more individuals to be achilds special guardian or guardians’ (Section14A Children Act 1989).
3. Definition of SiblingSibling refers to brother or sister, half brotheror sister, adopted brother or sister, step brotheror sister, or the child of the parent/carer’spartner where the child for whom the schoolplace is sought is living in the same familyunit at the same address as that sibling.

Tie-breaker
Where there are places available for some, butnot all applicants within a particular criterion,distance from home address to the schoolentrance will be the deciding factor, Distancewill be measured by a straight line from thecentre of the home residence (including flats) tothe main entrance of the school, [using theLocal Authority’s computerised measuringsystem], with those living closer to the schoolreceiving the higher priority.

Right of Appeal
Where a parent has been notified that a place isnot available for a child, every effort will bemade to help the parent to find a place in asuitable alternative school. Parents who arerefused a place have a statutory right of appeal.Further details of the appeals process areavailable by writing to the Chair of Governors atthe school address.
Home Address
It is the parental address which will be used inapplying the admission criteria. This meansthat, when stating your choice of school, youshould give the parental/guardian address atthe time of application. The address ofchildminders or other family members who mayshare in the care of your child should not bequoted as the home address.

Waiting Lists
If your child has been refused admission, awaiting list is available where priority will begiven according to the above criteria. Thewaiting list will be maintained for the fullacademic year.
Application Information
It is very helpful to have an early indication ofthe number of children to be admitted to theReception class in the following September.However, it must be stressed that formal writtenapplications for admission must be made on theform provided by the Local Authority andreturned to them by the stated date. Places willthen be allocated by strict application of theabove criteria, with no reference to the date ofapplication. Parents will be notified as towhether or not their child has been allocated aplace on 16 April 2015.

I do not live in Gateshead but want mychild to go to a Gateshead school. How do I apply?
You must obtain an application form from yourhome LA and return it to them by 15 January2015. Your home LA will forward a copy of yourapplication form to us. If you are not offered aGateshead School for which you have expresseda preference your home LA must ensure yourchild is allocated a school place in your area.
My preferred school is very popular. Howcan I assess the likelihood of there being aplace for my child?
You will be able to identify from the informationin the schools admission policy, how high upthe admission criteria your child will be. You canthen look at the statistical information for theschool in section 3 of this booklet. Thisinformation will give you an idea of the trend ofapplications, offers and appeals received for thelast 2 academic years. However, this must betreated with some caution as these figures canchange significantly from year to year.
Why should I apply to more than oneschool?
If you only list one school on your applicationform you cannot be certain that your child willbe offered a place there. If you do not let usknow about any other schools on yourapplication form that you might have consideredas a second or third preference then you may
run the risk of leaving it too late to obtain aplace at these schools if your application for afirst preference school is unsuccessful. Westrongly recommend you use all threepreferences, doing so does not reduce yourchance of gaining a place at your firstpreference school. Please remember that wecannot guarantee your child a place at theirlocal community catchment school or forchildren with siblings already attending theschool they apply to.
There are two schools that I want to applyto and I would be happy with either ofthem. How will equal preference affect myapplication?
You must rank the schools on your applicationform and decide which one you would most likeas your first preference and which one as yoursecond or third preference. When yourapplication is considered, the ranking you gavethe school on your application form will notinitially matter when the schools admissioncriteria is applied to your application. Thepriority your child is placed in under the schoolsadmission criteria is the most important factorwhen deciding whether a place is available at aschool when applications are considered.
The Local Authority must look at the ranking aschool has been given on the application formwhen we determine the single offer of a schoolplace for each child. If we become aware, duringthe co-ordination process that a child is eligiblefor an offer at more than one school ranked onthe application form then we must determinethe single offer of a place to each child residentin Gateshead. We decide this by offering a placeat the school for which the child is eligible for anoffer that was ranked highest on the applicationform, therefore the ranking you give each schoolon your application form is considered by the LAand is important if your child becomes eligiblefor more than one offer.

You should contact The School Admissions Teamon 0191 433 2756 or 433 2757 beforecompleting your application form and you willbe given individual advice on this issue. It isexpected that where there is shared parentalresponsibility for a child, that parents will agreewhich parent has the main responsibility beforecompleting their application form. Documentryevidence will be requested. If you are unable toprovide evidence of shared responsibility theLocal Authority will use the address of theparent/carer who receives the child benefit.
My child has Special Educational Needs.Should I still complete an applicationform?
Yes, you should still complete an applicationform even if your child has a Statement ofSpecial Needs or an Education, Health and CarePlan (Single Plan). A recommendation will bemade to the SEN panel about which school yourchild will attend. This recommendation may befor the same school as stated on the applicationform. If so, we will offer your child a place atthat school. If however, the review indicates adifferent mainstream school to that expressedon your application form and you are unhappywith the school named, you will need to speakto the special educational needs team regardingthis and you will also have the right to appeal against this decision.
What happens if I miss the closing date of15 January 2015 and submit a lateapplication?
The majority of parents that apply late arerefused a place and you will severely reduceyour chances of gaining a place at your chosenschools. You must give a reason as to why yourapplication was submitted late. For applicationsreceived after 15 January 2015 but on or before13 February 2015 we may be able to consideryour application for exceptional reasons. Forexample, you may have just moved into thearea. In such circumstances proof of ownershipor tenancy of your address will be required. Each late application will be decided on its ownmerits. You need to be aware that if we agree toconsider a late application as on-time forexceptional reasons this does not in itself meanthat we can offer your child a place. It simplymeans that your application will be consideredin accordance with the admission criteria alongwith all other applications that were received ontime.

What happens if my child is not offered aplace at any of my preferred schools?
We will write to you on 16 April 2015 informingyou what to do if you are refused a place. If wecannot offer you any of your preferred schoolsand you live in Gateshead, your child will beoffered a place at your community catchmentschool if places are still available. If there are noplaces available at this school, we will then offerthe next nearest community school or academyin Gateshead with places available measured “asthe crow flies” from the main entrance of theschool to your home address.
Any parent that is refused a place has the rightto appeal to an independent appeal panel andmay also request that their child’s name isplaced on the schools waiting list. If placesbecome available after the allocation date of 16April 2015 then eligible pupils will be allocatedplaces from the waiting list on 8 May 2015.Waiting lists are maintained according to theschools admission criteria with no regard to theranking the school was given on the applicationform. Please note that a child’s position on awaiting list may change on a weekly basis dueto additions or deletions of children on the list.
In general fewer than half of appeals aredecided in the parents favour for years 3,4,5 and6. In respect of infant class sizes, reception andyears 1 and 2 very few appeals are successfuldue to the legislation relating to statutory classsize limitations in key stage 1. If you are unable to apply online you canrequest a paper application form from theSchool Admissions Team on 0191 433 2757 or433 2756. However, if you complete the paperapplication form, the letter informing you ofwhich school your child has been offered will beposted second class to your home address on 16April 2015. Therefore it may be several daysafter this date before you receive your letter; thisis why we recommend you apply online, as youreceive email notification of which school placeyour child has been offered.
Online and paper applications must besubmitted by 15 January 2015. You must ensureyou obtain a receipt when returning yourapplication form. If you apply online you areautomatically emailed a receipt. If you do notsubmit your form by the closing date of 15January 2015 you will jeopardise your chancesof gaining a place at the school you want.

Children living outside Gateshead– how to apply
You must obtain an application form from yourown council and return it to them by theirclosing date. They will forward a copy of yourapplication to us. If you are not offered aGateshead school for which you have expresseda preference, your home local authority mustensure your child is offered a place in your area.However, if you are applying to a Gatesheadschool it is important that you read theinformation contained in this booklet includingthe school’s admission policy in order to fullyunderstand the admission criteria for the schoolyou apply to.
Late applications and late change ofpreferences
If you return your form after 15 January 2015you will severely reduce your chances of gaininga place at your chosen schools. In exceptionalcircumstances we may be able to consider lateapplications if they are received by 13 February2015. This might happen if you have justmoved into the area. In such circumstancesproof of ownership or tenancy will be required.Each late application will be decided on its ownmerits. You need to be aware that if we agree toconsider a late application for exceptionalreasons this does not in itself mean that we canoffer your child a place. It simply means thatyour application will be considered inaccordance with the admission criteria alongwith all other applications that were received ontime.
Change of preferences received after 15 January2015 must be submitted in writing and will beconsidered as late applications unlessexceptional circumstances apply.

Waiting lists
We will maintain waiting lists for alloversubscribed schools in Gateshead from 8 May 2015. If you are refused a place at aGateshead school you can request that yourchild’s name be placed on the school’s waitinglist. To do this you must complete and returnthe waiting list request form, which you willreceive with your refusal letter. The allocation ofplaces from the waiting list will start on 8 May2015 and places will be offered on a weeklybasis thereafter, providing vacancies arise.Waiting lists are maintained according to theadmission criteria of the school withoutreference to the preference ranking given onthe application form or the length of time achild has been on the list.
A child’s position on a waiting list may changeon a regular basis due to additions or deletionsof children on the list.
Children who are the subject of a ‘direction’ by alocal authority to admit or who are allocated toa school in accordance with a fair accessprotocol must take precedence over any childalready on the waiting list.
Appeals
If you are refused a school place you have theright to appeal against the decision to an

independent panel. For schools in Gateshead,parents must contact the School AdmissionTeam following receipt of their refusal letter andrequest an appeal form. Appeals are generallyheard in June/July 2015.

Deferred entry to primary school
The council considers that it is in the bestinterest of your child to enter formal educationwith their chronological year group. However, ifyou have a child who will start school prior totheir fifth birthday you can request to defer yourchild’s entry to school until later in the schoolyear - or until the term in which the childreaches compulsory school age. Requests forsuch deferred entry should be made at the timeof the normal application round for your child’sage group.
You may also request that your child attendsschool on a part time basis until they reach fiveyears old, however such requests will only beconsidered if exceptional circumstances apply.
Keeping children back a year
This is only considered in the most exceptionalof circumstances. You cannot apply for adifferent year of entry to which your childshould normally be admitted withoutindependent evidence from a relevantregistered professional i.e. a doctor or educationpsychologist providing clear reasons why thechild will be unable to cope with the demandsof the education process for the wholeacademic year. Such applications will beassessed by relevant officers within the council.
The offer of a place in one academic year cannot beheld back so that the child can be admitted intothe same school in a subsequent academic year.
Looked after children and previouslylooked after children
Looked after children are children who are inthe care of a local authority, as defined undersection 22 of the Children Act 1989. Previouslylooked after children are children who werelooked after, but ceased to be so because theywere adopted (or became subject to a residenceorder or special guardianship order). Lookedafter children and previously looked afterchildren have top priority in our communityschool admission policy for September 2015.
Special educational needs
If your child has special educational needs youshould still complete an application form andapply for a place at the same time as all otherapplicants.
Children with a statement of special educationalneed or an Education, Health and care Plan(Single Plan) which names a particular schoolare required to be admitted to that namedschool. However, if the school named in thestatement or Single Plan is different to yourchosen first preference school ranked on yourapplication form then you will need to speak tothe special educational needs team regardingthis. You will also have the right to appeal againstthis decision.
If your child has special educational needs butnot a statement, your application for a schoolplace will be considered on the basis of theschool’s published admission criteria. Allschools in Gateshead can provide for pupils withspecial educational needs.
Reserving places
We cannot reserve places in our primary, infantor junior schools in the expectation of furtherapplications from families moving into the area.

Exceptions to the duty to offer acommunity primary school place
If there are more places available at a schoolthan there are applicants, the admissionsauthority must accept all the applicationsexcept in the circumstances described below.
Twice excluded pupils
Unless a child has been permanently excludedon two or more occasions, applications forplaces must be considered on the same basis asall other applications and in line with the schooladmissions code. In the case of twice excludedchildren, the admission authority (the council inthe case of community and voluntary controlledschools and the governing body in the case ofvoluntary aided and foundation schools) is notunder a duty to comply with the preference ofparents. However this does not affect a child’sright to education.
Class size restrictions in Key Stage 1 (infant years)
Key stage 1 refers to reception, year 1 and year 2in infant and primary schools. All schools mustfollow class size legislation in Key Stage 1 (ages4 to 7). Schools are not allowed to have morethan 30 children to one qualified teacher in anyKey Stage 1 class, including reception.
You should be aware that once the limit of 30children to one teacher is reached and your childis refused admission then there are only veryrestricted reasons for appeal. You do have theright of appeal but an appeal panel can onlyuphold your appeal if they are satisfied that either:
• The decision to refuse admission was not onewhich a reasonable admission authoritywould make in the circumstances of the case;
• The child would have been offered a place ifthe admission arrangements had beenproperly implemented.
• The child would have been offered a place ifthe arrangements had not been contrary tomandatory provisions in the SchoolAdmissions Code and the SSFA 1998
The appeal panel members must considerwhether or not the council has satisfied themthat their decision to refuse admission wasreasonable in accordance with admissionlegislation and that the admission procedureswere properly implemented. If this is shown tobe the case, the panel are obliged to dismiss theappeal.
Your child may be refused a place at a school onthe grounds that the admission would causeclass size prejudice. Class size prejudice meansthat a school would not be able to keep the 30pupils to one teacher class size limit unless extrameasures were taken, such as the need toprovide an extra teacher or classroom or even areorganisation of classes. Factors relevant to theadmission authority’s decision could be:
• Where the introduction of an extra pupilwould lead to the introduction of mixed agedteaching in a school previously operating insingle year groups
• Whether the admission of the child wouldlead to a breach of the limit further up thesystem – some schools decide to have a smallreception class with larger year 1 and year 2classes (e.g. admission number of 45 with tworeception classes of 22 and 23 and threemixed year 1 and year 2 classes of 30).Admitting extra pupils to the reception classwould not breach the limit in that year butcould do so in future years.
Exception to Key Stage 1 class size legislation
Exception to class size legislation is only possiblein very limited circumstances. Additional childrenmay be admitted under limited circumstances.The excepted children are:
a) children admitted outside the normaladmissions round with statements of specialeducational needs specifying a school;
b) looked after children and previously lookedafter children admitted outside the normaladmissions round;
c) children admitted, after initial allocation ofplaces, because of a procedural error made

by the admission authority or local authorityin the original application process;
d) children admitted after an independentappeals panel upholds an appeal;
e) children who move into the area outside thenormal admissions round for whom there isno other available school within reasonabledistance;

g) children whose twin or sibling from amultiple birth is admitted otherwise than asan excepted pupil;
h) children with special educational needs whoare normally taught in a special educationalneeds unit attached to the school, or registeredat a special school, who attend some infantclasses within the mainstream school.

Community, academy and voluntary aidedschool admission policiesGateshead Council is responsible for determiningthe admission policy and admission arrangementsfor community schools in Gateshead. Gateshead’scommunity school admission policy is set out onpage 7 of this booklet. This is also the policy used forKibblesworth Academy and Riverside Primary Academy.
The governing body of voluntary aided schoolsin Gateshead is responsible for determining theadmission policy and admission arrangementsto their school. The admission policies for allvoluntary aided schools in Gateshead are set outon pages 9 to 31 of this booklet.
How places are offered at Gateshead schoolsPlaces are offered at all Gateshead schools usingan equal preference system. If there are notenough places available in a school to meet allparental requests, priority will be given accordingto the schools admission criteria set out withintheir admission policy. Please refer to page 6 ofthis booklet for further information on the equalpreference system.

Address and fraudulent address claimsWhen deciding whether a child lives within acatchment area for a Gateshead school only theaddress of the parent/legal guardian will betaken into account. Addresses of childminders,relatives or friends who may help look after yourchild must not be used on the application form.We reserve the right to seek proof of address
and to withdraw an offer of a place in the eventof an inaccurate address being provided on theapplication form. Unfortunately places arewithdrawn every year because some parentsuse a false address on their application form.This includes cases where parents take out ashort term lease, temporarily move in withrelatives or buy a property solely to use its addresson the application form without any intention oftaking up permanent residence there. We do allwe can to make sure this does not happen and infairness to all parents Gateshead Council willinvestigate all allegations of fraudulent practicebrought to their attention and this may lead to aplace being withdrawn.
Children must be resident in the country beforewe consider an application form for a schoolplace, however there are exceptions for childrenof UK service personnel and other CrownServants, if the request for admission isaccompanied by an official government letterdeclaring a relocation date and intended address.
Temporary addressWe cannot accept your residence at a temporaryaddress, unless exceptional circumstances apply,for example you are moving into the area or havebeen housed in emergency accommodation bythe council. If you are currently living at atemporary address you must contact The SchoolAdmissions Team on 0191 433 2757 for adviceprior to completing your application form.
Shared responsibility for a child
Parents of children who reside at two differentaddresses due to parental responsibility, areadvised to seek advice about the completion oftheir application form before its submission fromthe School Admissions Team on: 0191 433 2757.It is expected that where there is shared parentalresponsibility for a child, that parents will agreewho is the parent with the main responsibilitybefore completing the application form.

Documentary evidence will be requested. If you areunable to provide evidence of shared responsibility,the Local Authority will use the address of theparent/carer who receives the child benefit.
Change of address after the closing date(moving into a particular school’scatchment area the school you applied to)
It is your responsibility to notify us immediatelyof any change of address after submitting yourapplication form. We cannot reserve places forfamilies expecting to move into a particularschool’s catchment area. If you have notexchanged contracts or have not signed atenancy agreement to support your newaddress we will be unable to use this address forthe purpose of allocating places on 16 April2015. If you can provide us with the aboveevidence by 13 February 2015, we will be ableuse your new address for the purpose ofallocating places on 16 April 2015.
However, please note that if you move into aparticular schools catchment area after thesubmission of your application form and do notprovide us with proof of your new address by13 February 2015, your new address will not betaken into consideration when allocating places.
Change of address after the closing date(moving outof a particular schools catchmentarea or further away from the school youapplied to)
It is your responsibility to notify us immediatelyof any change of address or change incircumstance after submitting your applicationform that may affect how your application isconsidered. For example, If you move out of thecatchment area for the school you applied toafter the submission of your application form,this may affect the category in which your childwas considered. If it is determined that yourchild would not have been eligible for a place atthe school offered based on your new address,your child’s school place could be withdrawn. If necessary, we will withdraw places for changeof addresses that take place up to and including16th April 2015. However we will still continue
to investigate any change of addressesfollowing this date up until 31 August 2015 andwill withdraw places if a school place has beenobtained at any stage using a temporaryaddress, relatives address or if we feel a propertyhas been purchased or leased solely to use itsaddress to obtain a place at a particular school,without any intention of ever taking uppermanent residence there.

Sibling links
We consider the sibling link to apply when anolder brother/sister or step brother/sister whoshares the same parent/guardian and lives atthe same address as the child applying and willbe attending the preferred school or linkedjunior school at the time of admission. This alsoapplies to adopted brothers and sisters living atthe same address and to children who arefostered and have other children from the hostfamily attending the school in question.
Special circumstances – social/medical reasons
We can consider exceptional individualapplications particularly in cases involving socialor medical needs. If you wish to apply on socialor medical grounds your application must besupported in writing by relevant registeredhealth professionals i.e. a doctor or socialworker. Please send your application andsupporting information to The SchoolAdmissions Team, Dryden Centre, EvistonesRoad, Gateshead NE9 5UR by 15 January 2015. The evidence must demonstrate why the child’sneeds require placement at the particular school

chosen and what difficulties would be caused ifthe child had to travel to and attend analternative school. We will not consider suchapplications if the relevant professionalevidence is not provided.
Usually common childhood ailments such asasthma, giving a child’s nervousness at startingschool or difficulties with childmindingarrangements would not be sufficient to allocate aplace. Appropriate examples may involveapplications for children for whom there areexceptional medical factors directly related to theschool placement. However, no assumptionshould be made that the submission of therelevant evidence will, in itself guarantee the offerof a place at your chosen school.
Additional information - voluntaryaided schools
Governing bodies of Roman Catholic and Churchof England voluntary aided schools determine theeligibility of applicants to their schools using theirown admission policies. The governors of eachschool are required under the co-ordinatedadmission arrangements to use Gateshead’sapplication form to collect the names of applicantsapplying to their school for admission inSeptember 2015. You are advised to read section 1of this booklet which explains the main points ofthe co-ordinated scheme, admission process andallocation process for Gateshead schools.
When the school governors consider yourapplication form, they will not know whatpreference you ranked their school on yourapplication form and they will apply theiradmission criteria equally to all applicationsreceived on time, irrespective of whether it wasa first, second or third preference. This does notmean that you stand a better chance of gaininga place at a particular school simply by namingit as a preference nor does it mean that all threeof your preferred schools on your applicationform will stand an equal chance of success.
It is important that you read the admission policyfor any school you apply for as voluntary aidedpolicies differ from one to another, and are differentfrom the community school admission policy.
Some voluntary aided schools use section B of thecouncil’s application form as their supplementaryinformation form, therefore it is particularlyimportant that you complete this section of theapplication form in full. Gateshead Council willcontinue to co-ordinate admissions to voluntaryaided schools up to and including the start ofterm September 2015. If you are refused a placeat a voluntary aided school you may ask to beplaced on the school’s waiting list. To do this youmust complete and return the waiting list requestform which you will receive with your refusalletter. In addition, you will also have the right toappeal to an independent panel.
Verification of information provided on theapplication form
If a voluntary aided school receives moreapplications than the number of places available,then the governors of the school may ask you,after the closing date for applications, to providefurther documentation to consider your applicationin accordance with their admission criteria. Thiscould occur for any voluntary aided school youhave applied for and if you have ranked morethan one voluntary aided school as a preferencethen you may receive more than one request forinformation. You must provide all the evidencerequested by the school, by the date theyindicate. If you do not your application may beplaced in a much lower priority for admission thanit may actually be and this may reduce yourchances of receiving an offer of a place at theschool you applied for.

Appealing against admission decisions
If your child has been refused a place at anyschool for which you have expressed a preference,you have the right to appeal against this decision.Information about the appeals procedure forvoluntary aided schools is available directlyfrom the school in question. In accordance withDepartment for Education guidance, the appealprocedure does not apply to nursery admissions.
Appeals for community schools
The letter informing you that a place cannot beoffered to your child will advise you how toappeal, if you wish to do so. If you decide toappeal, you should contact the SchoolAdmissions Team following receipt of yourrefusal letter to request an appeal form. Oncecompleted, you should send your appeal formto Development Law and Democratic Services,Legal and Corporate Services, Gateshead Council,Civic Centre, Regent Street, Gateshead NE8 1HH.
Please note that the council is required wherepossible to arrange and conduct all admissionappeal hearings for September 2015 before theend of the current academic year (i.e. by July2015). Accordingly, the council requests that allparents wishing to make an appeal return theircompleted forms on or before 15 May 2015. Ifparents submit appeal forms after this date itmay result in appeal hearing dates having to berearranged at short notice with inconvenience toother parents and panel members.
Before deciding whether to appeal, you shouldthink about the admission policy for admittingpupils, your reasons for wanting your child toattend the school and how strong a case youhave. You may also want to consider visiting theschool where you have been offered a place oralternative schools that still have places available.Please contact the School Admissions Team on:0191 433 2775 if you would like information onthe availability of places at other schools youmay consider.
If you decide to appeal, your appeal will beheard by a panel that is independent of theschool and Gateshead Council.
You may want to attend an appeal for morethan one school at which you have been refuseda place. The outcome of one appeal does notprevent you from attending another.
You will be informed of the date and place of theappeal hearing. You should be given at least 10days notice. Ten days before the hearing, you willbe sent copies of the statement of case that willbe put before the appeal panel in support of thecouncil’s decision not to offer your child a place.
You are advised to attend the appeal hearing,where you will be given the opportunity to putyour case forward and ask questions. You cantake a friend if you wish. If you are unable toattend, the case made by you in writing will beconsidered in your absence. In making your case,you will probably want to refer back to your originalreasons for choosing the school. If you want thepanel to take any additional information intoaccount, you should, if possible, submit anysupporting documents with your appeal form orprovide these to the clerk in good time for themembers of the panel and council to be able toconsider them properly. There will be arepresentative from the council and the schoolat the hearing to explain to the panel why it wasnot possible to offer your child a place.
At the end of the hearing, the clerk should beable to give you an idea of how soon you canexpect to receive the panel’s written decision.The panel’s decision is final.
You can only appeal once for admission of yourchild to a particular school for any givenacademic year. The council will only determinea second application for any given academicyear where it accepts there has been a significantand material change in your circumstancesrelevant to the question of admission.

Applying for an in-year transfer to aprimary school
Parents with children of statutory school agewho move into Gateshead and require a school,or who are resident and wish to change school,should apply for a school place using the onlineapplication form or contact the EducationSupport Service for an in-year application formon: 0191 433 8587/8589. Parents will need tocomplete the application form and submit anyadditional supplementary papers/evidence thatmay be required before their application can beconsidered.
Should either the local authority, current orreceiving school feel that a child’s needs couldbe best met by not moving school, anintervention meeting will be arranged to try toresolve any issues and ensure that the bestadvice is given before a move of school is made.
School places cannot be allocated on the basisof intended future changes of address unlesshouse moves have been confirmed through theexchange of contracts or the signing of formallease agreement (Crown/Forces personnel areexempt).
Year groups in some schools may be full andtherefore may not have places available whenyou move house or decide to transfer your childfrom one school to another. Unfortunately,Gateshead Council and schools that are theirown admission authorities cannot hold placesback for parents who decide in the future tomove into the catchment area or parish of theirpreferred school.
We apply the same admission policy for casualadmissions as for the normal admission round.Admission to Gateshead schools is therefore
dependent on the availability of places in theappropriate year group at the time ofapplication and will have due regard forstatutory class size legislation.
Documentary evidence in the form of asolicitor’s letter to confirm exchange ofcontracts or a rental agreement may berequired. Gateshead local authority reserves theright to seek further documentary evidence tosupport a claim to residence.
Application forms
Parents must apply to Gateshead Councilregardless of the school they are applying for.The application form allows parents to apply forany school (excluding independent schools),and to give reasons for their preferences.
The application will ask the parent for thefollowing information:
• express up to three preferences in rank order;• details of siblings who currently attend the
preferred school;• details of the child for whom the application
is being made;• if the child has a Statement of Special
Educational Needs;• any reasons for their preferences;• name the child’s current school; and• details about the person completing the
application (name, address, relationship tothe child, contact details).
If additional information is required by thegoverning body of a foundation or voluntaryaided school or academy in order to apply itsoversubscription criteria, parents will need tocomplete a supplementary form which isavailable directly from the school.
Section 5 Casual Admissions and In-Year Transfers

Children with a Statement of SpecialEducation Needs
Children with a current Statement of SpecialEducational Needs will be referred to their localSpecial Educational Needs (SEN) Team. The SENTeam will work with the parents of the child tosecure a place at a school where the specificneeds of the child can be met.
Refusal of a school place
If we refuse you a place at your preferred schoolwe will let you know where there are placesavailable at alternative schools and we will alsooffer you the right of appeal. For CommunitySchools, appeal forms are available from theEducation Support Service on: 0191 433 8587 or433 8589. A completed appeal form should bereturned to Legal and Corporate Services,Democratic Services, Civic Centre, Gateshead,NE8 1HH who will acknowledge receipt. Yourappeal will be heard within 30 school daysfollowing the date of receipt. Vacant placessometimes arise before the date of the appealhearing. Where this happens, the school willallocate vacant places to the pupils on thewaiting list using the admission criteria. Appealforms in respect of applications to VoluntaryAided Primary Schools are available directlyfrom the respective school.
Where year groups in schools are oversubscribed,then each school will maintain a waiting list forthe relevant year group and any future
vacancies may be allocated using the schoolwaiting list. To have your child’s name placed onthe waiting list you must write to the HeadTeacher of your chosen school directly and askfor your child to be placed on the waiting list forthe appropriate year group. School staff willinform you directly if a place becomes availableto which your child is entitled. If after yourinitial enquiries to the school you are offered aplace by school staff and you have not alreadydone so then you must complete a transfer formeven though you have been told a place isavailable.
Parents are required to notify the EducationSupport Service if they do not propose to accepta school place offered who will inform schoolsdirectly.
Fair Access Protocol
Fair Access Protocols exist to ensure that accessto education is secured for children who haveno school place and where a placement in amainstream school or alternative provision isappropriate and ensures that all schools admittheir fair share of students. Our approachreflects a commitment by all schools to work inpartnership with each other and the localauthority in the interests of securing the bestoutcomes for children and young people.Further information on the council’s Fair AccessProtocols are available from the Educationsupport Team on telephone 0191 433 8591.

We recognise that some children need specialeducational help that cannot be provided inprimary and secondary schools. For this reasonwe currently maintain six special schools, andother schools are designated as additionallyresourced mainstream schools (ARMS). If youwould like more details of the facilities at theseschools please phone Special Educational Needsand Disabilities Service on 0191 433 3626. Allenquiries are dealt with in complete privacy andconfidence.
From September 2014, the new Children andFamilies Bill will come into force. When this isintroduced, School Action and School ActionPlus will no longer exist and Statements ofSpecial Educational Need will be replaced by anEducation, Health and Care Plan (EHCP).Schools must meet a child’s special educationalneeds from their own resources and if they arenot able to do that, they can apply to the Localfor an EHCP.
Gateshead has been piloting this new systemsince October 2011. From September 2013 wehave been offering the option of an EHCPinstead of a statement whenever we receive arequest for statutory assessment (request for astatement).
The advantages of the EHCP are that:
• The process for an EHCP is shorter and takes20 weeks instead of the current 26 weeks ittakes to issue a statement.
• The process is carried out in a more ‘familyfriendly’ way than the current system.
• Children and young people with involvementfrom more that one service will have acombined plan and meetings will becombined wherever possible.
A graduated approach
Children can have different kinds or levels ofSEN and learn in different ways so a step-by-stepor graduated approach is taken by the school tohelp with your child’s difficulties. Your child mayneed help for a short time or for the whole timethey are at school depending on theirdifficulties.
The school must tell you that they are givingyour child extra help because of their difficultiesand keep you informed of their progress.
Step 1
Your child will be given extra help by staff atschool; for example, they may work in a smallgroup or be given work that is different from theother children in their class.
Step 2
If your child does not make progress at Step 1,the school will seek advice from outsideprofessionals, for example, a specialist teacher oreducational psychologist.
Step 3
If your child is still not making enough progressat Step 2 and the school cannot provide thehelp that your child needs, the Local Authoritymay decide to carry out a formal statutoryassessment.
Initial Assessment
When a request for Statutory Assessment hasbeen received a letter will be sent to you andother relevant parties letting them know that anassessment may take place.
A decision about whether to assess your child’sneeds will be made within 3 weeks.
Section 6 Special Educational Needs (SEN)

Assessment
If the assessment is agreed, the SEN team willrequest information and reports from you, yourchild’s school, any outside professional who hasbeen involved with your child, the healthauthority and social services.
A request will also be sent to your child’s schoolat this stage to ask them to organise an ActionPlanning Meeting to take place later in theprocess.
A version of the EHCP will then be drafted andconsidered by the SEN panel to decide whetherit will be agreed. The EHCP will include asummary of your child’s special educationalneeds and the support we think is required tomeet these needs.
You will receive a copy of this draft EHCP, as willthose people who provided reports. If you haveany immediate concerns about the content ofthis draft you can contact the SEN team todiscuss further.
Planning
You will be given the opportunity to discuss thedraft EHCP at your child’s Action PlanningMeeting, as well as contribute to the writing ofyour child’s Outcomes for their next academicyear. At this stage you will also be able todiscuss which school you would like your childto attend. This could be your child’s currentschool, an additionally resourced mainstreamschool or in exceptional circumstances, a specialschool.
The notes from this meeting will be sent to theSEN team who will update the EHCP and consult(ask for a placement) with the appropriateeducational setting. You will be contacted withthe results of the discussions and given theopportunity to meet with an SEN Officer if youdisagree with the EHCP before it is finalised.
We try to work with parents to come to anagreement about the EHCP but there are timeswhen parents do not agree with our decisionnot to assess the child or with the contents of anEHCP. If this happens, you have the right toappeal to the special educational needs tribunal.
Finding a school for your child
Sometimes we cannot offer your child a place ata suitable school in Gateshead. When thishappens, we do all we can to find a suitableplace in a school maintained by anotherauthority or an independent organisation. Wewill make arrangements for you and your childto visit the school before you make a finaldecision.
Parent partnership service
Parent Partnership Service is run by Barnardo’son behalf of Gateshead Council. It offers a freesupport and information service forparents/carers of children with specialeducational needs. You can contact the ParentPartnership Service on: 0191 478 4667.
Absence from school for medical reasons
If your child is ill or has had an accident, theymay be at home or in hospital for some time.There is a teaching unit at the Queen ElizabethHospital, which aims to provide some continuityof education during a hospital stay. If your childis at home, home tuition may be suitable.

Introduction
This policy statement supports the Council’svision for children and young people as set outin Towards 2010: ‘’Children and young peoplewho develop to their full potential and have thelife skills and opportunities to play an active partin society’’. This includes promoting easy accessto the council’s services.
The policy statement is in addition to the LA’sgeneral policy for transport to school. It applies to:
• children normally resident in Gateshead• all children of statutory school age and to
pre-school children
A separate policy exists for post 16 studentsattending colleges or school sixth forms.
Policy statement
It is the duty of parents/carers to ensure thattheir child attends school, to be responsible fortheir safety on the journey between home andschool and to meet any travel costs. It is theresponsibility of every parent/carer to help theirchild to develop the skills and confidence forindependent and safe travel to and from school.Most school pupils do not require any help fromthe local authority (LA).
The LA provides help with home to schooltransport in cases where we consider it necessaryto help a child or young person to attend school.
Some school pupils will be entitled to helpsimply because they live more than the“statutory walking distance” from their nearestsuitable school – in these cases the LA’s generalpolicy for transport to school applies.
In a small number of cases, school pupils needhelp because they have additional needs. Thesemay include school pupils:
• with special educational needs (with orwithout an Education, Health and Care Plan(EHCP)
• with a physical disability (temporary orpermanent)
• with a medical/psychological condition(temporary or permanent)
• with other special needs, including familycircumstances
In assessing whether a school pupil needs LAhelp with home to school transport, the LAtakes account of the following factors:

The assessment will be carried out following thereceipt of a request from the parent/carer,which can be made at any time during theschool year. The parent/carer will apply for helpusing a form supplied by the LA. The LA willconsider such additional information about thechild as it considers necessary to make anassessment, including the advice of:
• the child’s school• LA educational psychologist or other
specialist staff• the child’s GP, consultant or other health staff• any social worker involved with the child or
family• any other agency providing support for the
child or family• the local transport authority• any other person/agency suggested by the
parent/carer

Where the LA does not already have suchinformation, it is the responsibility of the parentto obtain such advice and submit it to the LAwith their application.
The LA will normally process applications within10 working days, subject to the necessaryinformation and advice from other agenciesbeing available. We will inform applicants if weare unable to meet this target.
If the LA agrees to provide help, the LA mayreview the provision at any time, but changes tothe provision will normally take effect at thestart of a new school year (1 September). Therewill always be a review of provision when a child:
• moves from primary to secondary education• completes secondary education• changes school• moves house• has a change in their physical/medical or
other condition.
It is the duty of the parent to inform the LA ofany change in the child’s or the family’scircumstances. The provision may also bereviewed/removed if the parent or child refusesto co-operate with reasonable requests from theLA or transport provider.
If the LA does not agree to provide help, theparent/carer will be informed by letter andadvised that they may appeal against thatdecision, provided they do so in writing within15 working days.
The parent/carer should submit in writing thereasons for the appeal and their case in full toSpecial Educational Needs and DisabilitiesService, Gateshead Civic Centre marked for theattention of the Service Director - Children’sCommissioner, together with any other supportinginformation. There is no entitlement to a hearingin person. The Director will normally considerappeals within 10 working days of receipt andwill give her/his decision in writing. If anapplication/appeal is unsuccessful, a parent mayonly apply for a further assessment after twelvemonths has elapsed or if there is a significantchange in circumstances in the meantime.
If the LA agrees to provide help with home toschool transport, this shall be free of charge andby whatever means the LA considersappropriate, including:
• taxi, bus or ambulance service contracted bythe LA
• a permit to travel on public transport• escort provided by the LA• meeting the costs of a parent/carer who
makes their own transport or escortarrangements.
Other provisions
Transport for a child with special educationalneeds will not normally be recorded in theirstatement but will be considered separately inaccordance with this policy.
Where a child is temporarily attending provisionother than their usual school, their need forassistance will be assessed in the same way asdescribed above.
Where a child is temporarily residing at adifferent address (including respite care), theirprovision will only be maintained if this can beachieved at no additional cost.
Where the parent/carer has chosen to send theirchild to a school other than the nearest suitableschool, the LA will only provide help withtransport if the cost of the provision is nogreater than that required to attend the nearestsuitable school.
We do not pay travelling expenses for pupilsattending schools that we do not maintain. Wemay provide help with transport or travelexpenses outside of our normal scheme inspecial cases.
If we give a child a free travel permit and theyneed a replacement permit, we will charge you£5.70.

This policy explains how Gateshead Council willmake decisions on applications made forassistance with travel to its general home toschool transport scheme during 2015-16.Separate policies exist for home to schooltransport for pupils with special educationalneeds and for post-16 home to school/collegetransport for pupils with additional needs. Thesepolicies are available on request from thecouncil’s SEN Team on 0191 433 3626.
The general home to school transport policysupports our Sustainable Modes of TravelStrategy in promoting sustainable travel to andfrom school and removing barriers to education.
Legal Context
The legal responsibility for ensuring a child’sattendance at school rests with parents. Thisincludes accompanying the child on the schooljourney where necessary.
Under Section 508B of the Education andInspections Act 2006, Gateshead Council has a dutyto make suitable travel arrangements free of chargefor eligible children as we consider necessary tofacilitate their attendance at school.
Parents have a right to express a preference forthe school they wish their child to attend andthe relevant admission authority is required tooffer a place in accordance with that preferenceif a place is available. Local authorities are notrequired to provide free travel if the parentmakes a choice to send their child to a schoolthat is not the nearest suitable school.
Eligibility for assistance
Assistance for general home to school transport isonly provided in certain circumstances as set outbelow.
Following a consultation exercise carried outfrom October to December 2013, the Councildecided that from 2015-16, pupils would onlybe entitled to free home to school transport on
the grounds of religion or belief where the pupilreceives free school meals or the householdreceives the maximum amount of working taxcredit.
Primary School Pupils
We provide free travel for:
• Any primary school pupil who lives morethan two miles from the nearest suitableschool (based on the shortest availableroute). This travel will be by whatever meanswe consider most suitable.
We will not normally provide any help if youchoose to send your child to a school that isoutside your catchment area or a school which isnot the nearest suitable school.
Secondary School Pupils
We provide free travel for:
• Any pupil in years 7 to 11 age group at asecondary school who livesmore than threemiles from the nearest suitable school (basedupon the shortest available route). This travelwill be by whatever means we consider mostsuitable.
We will not normally provide any help if youchoose to send your child to a school outsideyour catchment area or a school which is nottheir nearest suitable school.
• Any pupil who is in receipt of free schoolmeals or whose household qualifies for themaximum level of working tax credit on the2nd March 2015 and where:
• They live more than 2 miles but not morethan 6 miles from one of their three nearestqualifying schools; or
• Where they live more than two miles, butnot more than fifteen miles from theirnearest suitable school preferred ongrounds of religion or belief.

Sustainable Travel to School
Gateshead Council has developed a SustainableModes of Travel Strategy which aims to improveaccessibility to schools, promote sustainabletravel and increase the numbers of pupilswalking, cycling or using public transport ontheir journeys to and from school. UNDER 16 POP CARD• With an under 16 POP card, children aged 5
to 15 on the 31 August before the start of thecurrent academic year can travel at theconcessionary child fare on public transport inTyne & Wear.
• Children aged 5 – 15 years old must have anunder 16 POP card to take advantage ofconcessionary fares. If you are not inpossession of this card you will have to paythe operators commercial child fare.
If your child is 16 – 19:
16-18 METROSAVER CARD
• 16 - 18 year olds purchase an all zone passvalid on the Metro, Shields Ferry and NorthernRail trains between Newcastle andSunderland. They are available for either oneor four weeks.
• This pass can be bought at a Nexus Travelshop subject to student identification andproof of age.
STUDENT IDENTITY CARD –NetworkOne Student Ticket
• If you are under 19 or a full time student youcan apply to Network Ticketing for a Studentsand Young People Ticket. Choose from 1, 2and all zones and 1 week, 4 weeks or termlypasses.

Section 9 General Information
Providing school milk
We provide free school milk for:
• Primary age children who need it for healthreasons (decided by a clinical medical officerfrom the District Health Authority); and
• Children in nursery units (thanks to the ECSchool Milk Subsidy Scheme and theDepartment of Health’s Welfare Food Scheme)
School Catering
School meals are available for all children,however you can apply for Means Tested FreeSchool Meals if you are receiving one of thefollowing:-
• Income Support/Guarantee Pension Credit
• Income Based Job Seekers Allowance (JSA-IB)
• Employment and Support Allowance (IR)
• Child Tax Credit (but NOT Working TaxCredit) and your income for Tax creditpurposes must be less than £16,190.00(details are shown on your Tax Credit awardnotice)
• Support under Part IV of the Immigration &Asylum Act 1999
You can obtain an application form for FreeSchool Meals from The Gateshead CouncilWebsite, by contacting Gateshead Council on0191 4334646 or by calling in person at TheBenefits reception on the ground floor of thecivic centre or your local housing office.
From September 2014 all children in reception,year 1 and year 2 in state funded schools will beeligible for free school meals. This new schemeis called Universal Infant Free School Meals(UIFSM). You do not have to apply to be eligiblefor this scheme; however, it is still important toregister for free school meals as this mightprovide extra funding for your child’s school.

School lunches in Gateshead’s Primary Schoolsare provided by Gateshead School Catering, theCouncil’s award winning in-house serviceprovider. A two-course, nutritionally balancedschool lunch in a primary school costs £2.00.The price is reviewed each year in April.
Our fully trained catering staff encouragechildren to eat healthily in school and makegood choices. Our menus are fully compliantwith the National Nutritional Standards forschool lunches. Many of the foods we use havebeen reduced in fat, sugar and salt and many ofthe ingredients we use are sourced locally.
Most of our menu is home made and meals arefreshly cooked every day. New menus areintroduced in September and we supply copiesfor pupils to take home. A non-meat meal isavailable every day.
The menus can also be seen on the council’swebsite along with other information aboutGateshead school catering.
Please ask your Head Teacher if your child needsa special diet for medical or ethnic reasons. Formedical diets, the unit catering manager willrequire a letter from your child’s doctor, consultantor dietician to provide for your child’s specific needs.

School clothing
Most schools operate a school uniform codehowever schools must not act as sole suppliersof school uniform. Details of the uniform areusually contained in the school’s prospectus thatcan be obtained from the school. We do nothave any general arrangements for providinghelp with buying school uniform or PE kit andGateshead Council does not provide a uniformgrant. However, some schools provide theirown help and support for parents in particularfor those children who are eligible for freeschool meals or are entitled to the maximumlevel of working tax credit. Parents wishing toask about such assistance should contact theHead Teacher at the school.
School crossing patrols
We do not have to provide a school crossingpatrol service, but we see it as an importantcontribution to the safety of children in Gateshead.
However, from time to time, for reasons beyondour control, a school crossing patrol may not beavailable to help your children. As children mayhave difficulty crossing roads on their own,please remember that your child’s safety is yourresponsibility at all times.

Section 10 Charging for School Activities
Under the Education Act 1996 the council andeach school’s governing body must draw up andreview policies for charging arrangements. The1996 Act aims to:
• Maintain your child’s right to free education;
• Make sure that activities offered completelyor mainly during normal teaching time areavailable to all pupils, whether or not theirparents can or want to help meet the costs;
• Emphasise that there is no legal requirementto charge for any form of education or relatedactivity, but to give local authorities andgoverning bodies the power to charge foroptional activities they provide completely ormainly out of school hours;
• Confirm the right of local authorities andgoverning bodies to ask for voluntarycontributions for the benefit of the school, orto support any activity organised in, oroutside, school hours.
We have agreed on the policies set out belowand have informed school governing bodies ofthe local authority policy to assist schools todraw up their own charging policy. The policiesdetermined by individual governing bodies maydiffer from the generic council policy but thereis a statutory duty on all governing bodies inaccordance with the 1996 Education Act and allpolicies must adhere to legal requirements.Please contact the school’s head teacher fordetails of the school’s policies.
Education during school hours
Education must be free of charge if it takes placecompletely or mainly during school hours. If thenumber of places available for a particularactivity is limited, the school must decide whichpupils should be given the chance to take part.This should not have anything to do withparents wanting or being able to contribute tothe cost.
Schools must not charge for materials, books,instruments or other equipment, but they caninvite parents to provide or pay for materials forpractical lessons. Schools should only make acharge if parents have said in advance that theywant to keep the finished product.
If an organisation other than the local authorityor the school’s governing body arranges anactivity during school hours and parents ask theschool to allow their child time off to join in theactivity, the other organisation may charge theparents. The governing body and head teachermust consider whether allowing the child timeoff is justified. They must also remember that apupil must not normally be off school for morethan two weeks in any one academic year.
Education outside school hours
Schools must not charge for activities theyprovide completely or mainly outside schoolhours if they have arranged these activities tomeet the requirements of:
• Public exams;
• The National Curriculum; or
• Statutory duties relating to religiouseducation.
In these cases the school can charge parentsonly for the cost of board and lodgings onresidential visits,
For other activities schools can charge for‘optional extras'.
Board and lodging
Your child’s school should pay the first £56 ayear for your child’s board and lodging on GCSEfield trips, which are an essential part of thecourse.

Gateshead Music Service, music tuition,ensembles and musical instruments
Gateshead Music Service is part of GatesheadSouth Tyneside Music Education Hub which hasa range of partners across the region offeringaccess to music for all ages in a variety of stylesand genres.
Gateshead Music Service employs over twentyspecialist and experienced teachers who workwith children of all ages. Much music tuitiontakes place during the school day and isavailable to all Gateshead schools. Schoolsnormally determine the cost per lesson, this willnormally include the loan of a suitableinstrument.
In addition there is specialist tuition at theSaturday Academy which meets at St George’sClubhouse, corner of Durham Road and InskipTerrace, Gateshead between 9 a.m. and 1 p.m.during term times. The fees for tuition will bedetermined at the start of the new academicyear. In addition there is the opportunity tostudy specialist instruments at the DrydenCentre. This can include the French horn, viola,double bass, woodwind or piano.
The Music Service manages a wide range ofensembles for pupils who have reached theappropriate level of ability. This ranges frombeginner string and wind bands to theGateshead Youth Orchestra and Wind Band andParaphernalia, the prize winning swing band.

Public exams
We actively encourage pupils to enter for publicexams. You will not have to pay fees for GCSEs,GCE 'A' and AS levels and other relevant publicexams such as RSA, City and Guilds and GNVQs.
Your child’s school will pay the fees if your childis entered for these exams on the head teacher’sadvice. However, if your child has been enteredfor an exam and does not take it without a goodreason, we will ask you to repay the exam fee.
School admissions
Schools must not accept or turn away pupilsbased on whether parents are willing or able tomake financial contributions to school activities.
