1. Introduction 1.1 Overview
GHD has been engaged by The Camperdown Compost Company Pty Ltd (Camperdown Compost) to undertake an Air Quality Assessment (AQA) for the proposed expansion and upgrade of their existing composting facility located at Gnotuk, Victoria (herein after ‘the subject site’).
The assessment was undertaken following discussions with EPA1 regarding requirements for the works approval application (WAA) to include an AQA to assess the potential impacts from the proposed upgrade. Air quality (primarily odour) associated with the facility has the potential to be an environmental issue. The potential for off-site odour impacts needs to be well understood as this may have a bearing on the proposed upgrade approval. The air emissions which have the potential for concern in order of importance are:
1. Odour
2. Dust
3. Bio aerosols
Generally odour poses the critical constraint with respect to the available separation distance to nearby residences.
Baseline field odour surveys were undertaken to establish the current odour impact from the site, followed by a risk based approach to assess the potential for odour to be emitted offsite, based on the type of operations occurring at the site, and the meteorology at the time of those operations. Dust and bio aerosols were addressed qualitatively.
1.2 Purpose of this report
The purpose of this report is assess of potential air emission impacts from the proposed upgrade to the subject site and determine baseline odour conditions at the subject site.

1.4 Scope of works
The scope of work for this report included the following:

1.5 Assumptions
The following assumptions were used in this report:
Data obtained from the Mortlake Racecourse and Warrnambool Airport Bureau of Meteorology Automatic Weather Stations (AWS) are deemed to be representative of the meteorology at the subject site.
For the emission scenarios, it is assumed that greater movement/disturbance of composting material will increase the potential for odour and dust to be generated.

Emission scenarios were created using operational periods supplied by the client, which GHD assumes are correct.
The site activity boundary used for dispersion modelling is based on site process areas provided by the client, which GHD assume are correct.
All information provided in the Works Approval Application is correct and representative of proposed future operations at the subject site.

2. Project description 2.1 Site location and land use
The subject site is located approximately 9 km northwest from the town centre of Camperdown Township at 445 Sandys Lane, Gnotuk, Victoria.
The subject site is located on Blind Creek Road with the planning zone at and surrounding the subject site classified as Farming Zone 1 (FZ1).
2.2 Sensitive receptors
The definition of a sensitive receptor or sensitive land use is defined by the EPA2 as:
‘any land uses which require a particular focus on protecting the beneficial uses of the air environment relating to human health and well-being, local amenity and aesthetic enjoyment, for example residential premises, child care centres, pre-schools, primary schools, education centres or informal outdoor recreation sites’.
Nine sensitive receptors have been identified within a 5 km radius of the subject site, as shown in Figure 2-1. The closest sensitive receptor (R1) is located approximately 1.2 km south-southwest from the subject site and is the property owner (landholder) of the subject site. Receptors R1A and R1B are cottages located on the same landholder's (R1) property. One house has a farm worker living in it, and the other is rarely occupied. The next closest sensitive receptor (R3) is located approximately 2.1 km south-southeast of the subject site and is occupied by the daughter of an owner of Camperdown Compost.

2.3 Site operations
The following two sections outline the current and proposed future operations of the subject site.
2.3.1 Current operations
The subject site uses an open-windrow process to form compost from solid and liquid wastes. The typical operations of the current facility are as follows: Solid and liquid wastes (as outlined in Table 2-1) are received.
Chipped green waste bund dams are formed to soak up liquid wastes.
The moist green waste mass is then formed into windrows, whilst the surplus liquid drains to a contact dam. Large windrows are used in order to minimise the surface area to volume ratio of the emitting surfaces, to reduce odorous emissions.
The windrows are turned by excavators and are managed and monitored for moisture level and temperature. The windrows are turned/aerated by the excavators cracking fissures into the sides of the windrows to allow aeration and to form a pseudo biofilter layer as they convect and evaporate the high moisture content.
Further process waters are added to windrows through the process, ceasing prior to the completion of a final pasteurisation sequence.
The compost is then further matured and dried for screening and sale to the farming industry.
The subject site is currently licensed to compost 24,000 tonnes of waste per year and operates from 7:30 am to 5:00 pm Monday to Friday and 8:00 am to 12:00 pm Saturday. The site has been in operation for over twenty years.
Recently ten smaller windrows were introduced on the east side of the property which were turned by a self-propelled turner in preparation and for trialling of the facility upgrade. It is noted in the Camperdown Compost Environmental Management Plan (August 2019) that the smaller windrows were proven to be more odorous. Although small windrows are proposed in the WAA, they will be placed on an aerated concrete floor which is expected to overcome the recent difficulties of maintaining aerobic conditions.

2.3.2 Future operations
Camperdown Compost is proposing to upgrade the technology and processes of the subject site and increase its processing capacity. The subject site has been operating at capacity for several years and recent closure of nearby organic processing facilities has placed the company under market pressure to receive more feedstock material. Markets for finished compost product in surrounding farming districts remain strong.
A current challenge for the subject site is to keep oxygen in the windrows at all times. A lack of oxygen (anaerobic) can lead to odour production, and increase the time taken to produce compost.
The proposal seeks to both upgrade the technology and processes of the processing facility, improve its environmental performance and increase its processing capacity to enable future growth.
Site upgrades
The following upgrades to the subject site are proposed:
Installation of a concrete, force aerated floor, for turned windrow composting. This is proposed to reduce the risk of odorous anaerobic pockets forming inside the windrows and maintain a more even temperature spread throughout the windrows.
Installation of a self-propelled windrow turner that will irrigate as it turns.
Monitoring of windrows though the use of compost system probes which continuously measure temperature at three different depths. The timing of aeration/turning will be scheduled based on monitoring parameters using compost system probes.
Installation of a de-watering system.
Increase the licenced tonnage from 24,000 to 50,000 tonnes of input feedstock, including up to 30,000 tonnes of prescribed industrial waste.
Raw material to remain similar, as outlined in Table 2-1, with the following amendments:
– The addition of:– Municipal green wastes (including mixed kerbside food and garden organics)– Commercial Food Waste
– The removal of:– Fly ash– Filter cake
Proposed operations
A description of the proposed processes are described below and in Figure 2-2. The proposed site layout can be found as part of the Works Approval Application.
Receival:
– Liquid wastes will be received in a dedicated liquid acceptance pit where multipletrucks can simultaneously discharge. The liquid acceptance pit will be pumped througha de-watering screen and the solids separated onto a storage pad for blending withbulking agents.
– The solid residue remaining after pumping to the de-watering system will be collectedin the liquid acceptance pit to be periodically dug out by loader and mixed with gardenand food based solid organic bulking agents for formation into windrows.

– The solids from the de-watering process captured on the solids pad will be dug out and mixed with municipal garden, or food and garden, organics ready for windrow formation.
– Solid waste will be received and blended on the receipts pad with solids from the de-watering process and residue from the liquid receipts pit (as described above).
Force aerated floor (eight weeks):
– Windrows will be formed on the biological drying pad/aerated floor (100 x 65 m) and hold 12 windrows.
– Aeration of windrows will occur on the force aerated floor whilst the separated processed liquid will be pumped onto the biological drying pad daily for application via the self-propelled windrow turner that can irrigate as it turns.
– Turning will be undertaken using a Komptech X55 self-propelled turner and scheduled based on monitoring parameters using compost system probes which continuously measure temperature at three different depths.
– Windrows will be turned on a minimum weekly cycle and may be turned daily if required in the early stages of the forced aeration process to minimise odour potential.
– A maximum of eight windrows will be used for adding liquids, with the remaining four rows used for pasteurisation.
– A pasteurisation sequence will be undertaken on the aerated floor prior to moving to the maturation area.

– Transfer of material to a maturation pad (60 x 65 m) forming 12 shorter windrows and turned

2.4 Potential sources of odour
2.4.1 Current odour sources
The sources associated with waste receival and the turning of windrows are considered to be the largest odour sources, as the material in these sources is freshest. This includes offloading solid and liquid waste from trucks and turning of stockpiles. The current windrow composting process is also considered to be a large odour source when the material is freshest. As the feedstock is pasteurised and matured (and dries out in the process) it is expected to generate less odour (in quiescent phases).
GHD conducted a site visit of the subject site on 10 December 2019. During the site visit, the following observations with regards to odour were made:

2.4.2 Future odour sources
The EMP for the subject site details an inventory of the on-site odour sources for the proposed operations and control measures to be implemented in order to reduce odour. The individual sources, process, control measures and subsequent odour implications are described in Table 2-3.
Based on proposed upgrade measures and proposed controls, GHD expects that odour from the upgraded facility will decrease in comparison with the existing operations.
The EMP also provides various odour control measures for upset conditions (emergencies, maintenance, breakdowns, extreme weather events, etc.) to reduce the odour emissions of which GHD consider to be sufficient to minimise the risk of odour.

Odour emissions for liquid waste receival is expected to be lower than current operations due to the implementation of a new liquid receival system and de-watering process. The new liquid receival system will have containment controls where liquids can be efficiently discharged and controlled. Receipts flow to a solids trap which takes water out of the middle depth, trapping heavy solids by gravity and floating solids which remain above the drainage level. A de-watering process will separate solids from liquids allowing the processed water to be directly irrigated to windrows for biological drying.

The new liquids receipts facility is expected to reduce the amount of solids from liquid receipts currently entering the contact water dam.
This should reduce the biological oxygen demand of the contact water dam and reduce the odorous emission potential of this source.

Odour emissions are expected to be lower for active compost phase due to introduction of the forced aeration pad to maintain aerobic conditions.
Data6 provided from Camperdown Compost demonstrate significant measured odour reductions at every week for an aeration system compared to turned windrows without aeration. For a bio-waste blend windrow a reduction of 11% at day six and an average of 75% for days 13 to 28 was seen while for a sewage blend windrow a reduction of 11% at day six and average of 47% for days 13 to 28 was seen.
Further odour is also expected to reduce due to the implementation of a self-propelled windrow turner (providing greater mixing and homogenisation of the material).
Reactive management (delay or avoid) for turning and windrow formation based on wind direction (i.e. placing receptors downwind) and high risk wind conditions (i.e. light winds in winter time) is expected to further reduce the likelihood of odour emissions.
