The character of the conservation area derives from the limestone/clay pantile agricultural buildings and boundary walls set around the Grade 1 listed church and Manor farm. The allocation site contributes to separating the modern settlement of New Edlington from the historic Old Edlington conservation area.

Allocation for residential use will reduce the separation distance between the urban settlement and the conservation area to about 250m. However, it is not considered that this would constitute harm as there would still be a substantial buffer between the settlements.

The site is outside the Tickhill CA which is 250m to the west. The grade 2 listed Sunderland Farm is 50m to the east of the northern edge of this long thin site. The listed building is separated from the site by a row of a modern development of 7 cottages of traditional appearance to the front and further new development of more conventional appearance behind.
Contribution of the site to the Significance of the Heritage Assets:
The site makes no contribution to the heritage significance of the conservation area being out of sight in the long view out of the conservation area along Sunderland Street truncated by the railway bridge.
The northern tip of the site contributes to the wider setting of Sunderland Farm. The intervening area has already been developed. Whilst the rest of the development is relatively conventional, the terrace to the front has been carefully designed with the setting of the historic farm close in mind. The dwellings have the materials, form, scale, and detailing of a traditional terrace of cottages framing the approach to the farm close and visually separating it from the more modern development behind.
Likely Impact of Allocation on Heritage Significance:
Modern development brought as far as the tip of the site would have an adverse impact on the setting of the listed farm and undermine the effect of the new cottage in reinforcing the setting. Allocating the bulk of the site would have little adverse impact.
Heritage Constraints and Opportunities:
Consideration of the form and character of the buildings as seen from Sunderland Street and the approach to the listed farm would mitigate any adverse impact arising from the allocation. Reinforcing green/open character or omitting the front tip of the site would have a similar effect.

Part of the grounds of St. Catherine’s is put forward as a park and garden of local historic interest and is a key element of the setting of the listed building. The allocation site does not impact on the significance of the parkland.

The application site has a parkland character being the former private ornamental park associated with Park Hill villa to the east of the site and dates from the mid-late C19th. To the right of the entrance (outside the site) is the former lodge to Park Hill villa. These do not have any heritage designation.

The parkland forms the historic setting to the villa. However, this building does not have heritage status and the parkland has not been considered for local designation as a historic park and garden therefore has low significance.

There are no listed buildings within the allocation site or within 250m of it. The grade 2* listed Bawtry Hall is 500m away and separated from the site by a substantial tree belt. In addition to the listed hall, the ornamental garden of the hall to the south and east is a local park and garden of historic interest and the whole green space to the south of the hall is proposed to be added to the Bawtry Conservation Area. There is a grade 2 listed war memorial 470m to the east of the allocation site on the main road.

The site makes no contribution to the significance of the heritage assets mentioned above.
Likely Impact of Allocation on Heritage Significance:
The open space and ornamental garden south of Bawtry Hall is confined on three sides by extensive tree belts which form a natural boundary to the conservation area and curtail views from the hall. The allocation would not impact on the significance of the heritage assets mentioned above.
There are long distance views (750m-1000m) of the allocation site from the south from within Bassetlaw DC although this is not considered to impact on the significance of these heritage assets.

The grade 2* listed Cantley Hall lies about 1000m south east of the site. The parkland grounds and walled garden is designated as a park and garden of local historic interest and surrounds the hall. North of this is the Home Farm associated with the hall and which is within the Old Cantley conservation area being about 470m south east of the allocation site. The conservation area of Old Cantley based on the village formerly serving the hall lies about 700m south of the site. There are 2 fields north east and north west of Home Farm which have residual parkland characteristics but are outside the local designation.

The allocation site contributes to separating the modern settlement of Armthorpe from the historic village of Old Cantley and the historic landscape around the hall. The allocation site makes no contribution to the immediate setting of the hall.
Likely Impact of Allocation on Heritage Significance:
Allocation would extend the urban character of Armthorpe to within 500m of the heritage assets mentioned above. The Home Farm and the parkland is characterised by plantations of trees which reduce the impact of the allocation on the historic park and garden. These belts of trees feature strongly in the flat landscape due to the intermittent hedgerow edge to the Armthorpe-Old Cantley road. The distant view to Old Cantley and views from Old Cantley are not key views and it is considered that, though separation is reduced, the impact is not sufficient to oppose the allocation. There is no impact from allocation of land to the east of the main road.

For completeness, the 1854-55 OS map identifies the area south of the site as ‘the supposed site of a battle AD633’. This is taken as a reference to the battle of ‘Heathfield’ a significant Dark Age battle of the same date mentioned in the Anglo-Saxon Chronicle. The location is conjectural as there has been no archaeological evidence uncovered so far linking the site to the battle. There is more concrete evidence of iron age/Romano-British field systems on the site however archaeological considerations are covered elsewhere.

The entrance to the conservation area with ie Broadacres and the trees surrounding can be seen from the front of the site but it makes no contribution to the character of the conservation area.

These are within the conservation area which is demarcated to the south by the tree lined Friars Lane.

The site is separated from the Lindrick part of the conservation area by a late C20th estate (Lindrick Close) and by a line of semi-detached and terraced dwellings facing Worksop Road which have a suburban character. The site makes no contribution to the heritage significance of the Lindrick conservation area being out of sight in the long view out of the conservation area along Lindrick Lane. The site is visible from part of the main Rotherham Road but is visually separated from the rest of it and the listed buildings by the Friary Walk. The main contribution of the site is as a visual stop (due to the trees on the site) to the line of modern development as seen from here. The site makes no contribution to the setting of the above mentioned listed buildings.

It would have had some local historic interest as reflecting part of the history of Bawtry after the coming of the railways though it lacked the architectural character of ‘station hotels’ elsewhere. Bawtry Hall is a Grade2* listed building within the Bawtry Conservation Area. The building is a Georgian hall with later additions to the side and rear. These comprise the remnants of an C18th service wing, Edwardian extensions, and post 1941 extensions associated with its wartime and later cold war use. The associated agricultural buildings and the area to the rear have been developed for residential use. The site occupies the southern end of the Bawtry conservation area and the formal garden area to the south and its surrounding woodland is designated as a local park and garden.
There have been various approvals and listed building consents for the conversion of the Victorian/Edwardian service wing to apartments and these works are either completed or significantly advanced. The works granted under these permissions were not considered to be harmful to the heritage significance of these parts of the listed building with some benefit in bringing under-utilised parts of the building into use.

The site lies opposite Doncaster – Town Field Conservation Area with the Doncaster School for the Deaf complex including two key unlisted buildings of the area. It also is in vicinity to the Grade II Listed Grand St. Leger, a three storied Georgian villa, now a hotel. Next to the application site is the Old Weighing Room, which is a one storey pavilion, and beyond this are the large modern main grandstands. There are also several single storied buildings associated with stabling on the site (although not of any particular architectural interest) and many fine trees. Planning permission has been given for an eight storied hotel and an adjoining residential block. The hotel has been built but the apartment block has not.
The housing element will be set behind the hotel which is already set back within the site giving it distance from the above mentioned listed and key unlisted buildings. This means that the housing element will have little if any impact on the heritage assets given the distance and the presence of the hotel and other racing building between it and the heritage assets.

The listed Town End Farmhouse is in a large curtilage which has an agricultural context with a range of barns and is visually separated by boundary hedge and trees from the surrounding agricultural land so the allocation site adds very little to its significance.
The cottages have historic significance as evidence of the historic canal character of the area. The lock cottages lie across the canal from the site and immediately east of a small marina both of which form its setting reflecting the historic use of the buildings. Currently the site is visually separated from these by a tree belt which beyond the canal path on that side. These contribute to the general canal setting and isolate the allocation site.

Heritage Assets affected:
This is an extensive site covering large proportion (though not all) of the land bounded to the south by Hatfield, to the west by Stainforth, to the north by the canal and to the east by the M18. The site surrounds on 3 sides but does not include the former Hatfield Colliery which contains one listed building i.e. the grade 2 listed Hatfield Colliery Headstocks. There are 2 listed buildings in Stainforth whose settings are potentially affected by the DN7 allocation due to proximity. Outside the site, the grade 2 listed Town End Farmhouse on Ramskin Lane occupies an indent immediately to the west of the site which forms the north and east boundaries of its curtilage. Also affected is the canal-side setting of the grade2 listed lock cottages 60m west of the site.
Other listed structures are at some distance from the site, mostly clustered in the settlement of Fishlake which is a conservation area 50m north west of the northern boundary of the site across a waterway.
The conservation areas of Hatfield and its listed buildings are at least 700m south of the site and the allocation is unlikely to have any impact here. Likewise, the Thorne conservation area 1700m east is at too great a distance and separated by the elevated M18 for there to be any impact from the allocation.
Contribution of the site to the Significance of the Heritage Assets:
The central part of the site is dominated by the former Hatfield Colliery and its immediate spoil heaps including the railway which forms the setting of the listed headstocks and reflects its historic use. The scale and character of the headstocks is best appreciated in views close up from the west and particularly from the railway bridges within the site. The southern part of the side and east as far as, and including the M18 provides the wider context from which there are intermittent views of the colliery complex. (There are also views of the pair of headtocks over the flat landscape along Doncaster Road as it approaches Stainforth from the direction of Barnby Dunn).
The northern part of the site north of Ramskin Lane provides the landscape setting for views out of Fishlake currently dominated by the spoilheaps which obscure views to the headstocks. Parts of this to the west also provide the backdrop and canal character for the listed lock cottages. The listed Town End Farmhouse is in a large curtilage which has an agricultural context with a range of barns and is visually separated by boundary hedge and trees from the surrounding agricultural land so the allocation site adds very little to its significance.
Likely Impact of Allocation on Heritage Significance:
This is a very large site and the likely impacts of allocation vary across the site.
The allocation site surrounds the headstocks with existing permissions for industrial scale buildings in the immediate vicinity. The critical area is in the vicinity of the railway line and immediately south of the headstocks where allocation may adversely impact on views and affect the setting. Allocation may also interrupt some medium and long distance views though this has less impact on significance.
Allocation should not impact on the heritage significance of Town End Farmhouse but would alter the character of the backdrop to the listed lock cottages with potentially adverse impact on their heritage significance.
The northern part of the allocation site faces the Fishlake conservation area. The approved masterplan shows the area immediately south of the conservation area and the Don Navigation to be a marina linked to the canal with housing beyond. Allocation would reduce the isolated character of Fishlake by replacing views of open areas with a marina and built form beyond with the presence of the marina providing a buffer to the housing areas. This would impact on views to the south of the village from the canal walk though it would have less impact on the conservation area and its listed buildings where views within the village are more important.
Heritage Constraints and Opportunities:
There is an outline approval (15/01300/OUTA) for a mixed use development covering most of the allocation site. The approved masterplan shows a marina development on the northern edge of the site which would complement the setting of the listed lock cottages.
The approval requires the submission of a design guide for the housing development in each of the sub areas of the site which would be ‘informed by a local character appraisal’. In considering the details of the design guides, those that enhanced the canal side character or introduced development that had such character at the north edge of the allocation site would enhance the setting of the listed lock cottages. Design guides should also take into account close/medium/long distance views of the headstocks as this would contribute to preserving their heritage significance.
The listed headstocks do not have an obvious end use and are considered to be ‘at risk’. Though they are outside the boundary of this allocation site, future schemes in the immediate area that incorporated the headstocks or found new uses for them would be considered positively from a conservation viewpoint and this is enshrined in the site specific policy for the wider DN7/Unity site.
Provided the development is carried out in accordance with the layout in the approved scheme and in determining reserved matters the setting of the heritage assets is taken into account as described above then allocation would not lead to any adverse impacts.

The site is at the centre of the Hatfield –High Street conservation area. The character of the conservation area is that of an extended linear village of generally small scale historic buildings fronting directly onto the highway. These tend to be two storeys high with clay pantile and brick being the predominant building materials. The frontage building is typical of this character though dilapidated. To the side Church Walk leads to the Grade 1 listed Church of St Lawrence. The metal gates to the churchyard are separately grade 2 listed. There are a number of other grade 2 listed buildings on the High Street as well as other historic buildings that make a positive contribution to the conservation area.
Contribution of the site to the Significance of the Heritage Assets:
The Hatfield High Street conservation area reflects the medieval core of Hatfield which has a historic pattern of settlement. The frontage building of the site is a much altered traditional 2 storey building that contributes to the streetscene. The eastern side of the site flanks Church Walk which is a short lane that approaches the church via the listed metal gates and therefore the site contributes to the setting of these heritage assets as well as the character of the conservation area.

A restored or improved frontage building would contribute to enhancing the character of the streetscene and enhance the conservation area. Replacing the dilapidated and untidy building on Church Walk would contribute to enhancing the appearance of the conservation area and the setting of the listed church.

The development of the site will expand the urban area and is likely to have some adverse
impact (harm) on the wider setting of the park and garden by urbanising the character of
the countryside opposite.

Heritage Assets affected:
The site is a pasture to the south of Skellow. There are no above ground heritage assets
within the allocation site. It lies immediately to the south of Skellow-Buttercross
Conservation Area. The Scheduled Monuments of Cromwell’s Batteries (remains of a
motte and bailey castle) and the Butter Cross (plinth of possible medieval market cross)
lie 100m to the north. There are also four Grade II listed buildings within the 250 buffer
zone, two of which are within 100m of the site and are both converted barns.
Contribution of the site to the Significance of the Heritage Assets:
The character of the conservation area is as a rural settlement mentioned in the
Domesday Book that has been surrounded with suburban developments from the
twentieth century, although to the south is countryside. Immediate to the north of the
site is Skellow Hall that is a key unlisted building in the conservation area, and whose
frontage looks towards the site across a formal forecourt, although trees have been
planted that now obscure this view. The site is also well treed around its boundary.
Likely Impact of Allocation on Heritage Significance:
Allocation of the site to residential use will harm the setting of the conservation area.
Even though the field is currently hidden from view due to the trees around its edge (in
winter this is likely to be less so) its undeveloped nature has a positive benefit.
Development within will be apparent both by breaching the tree coverage but also as
development will bring fences and dwellings into the site that are highly unlikely to not be
noticeable and remove the direct boundary of the countryside with this rural
conservation area.
Heritage Constraints and Opportunities:
The character of the conservation area will be substantial harmed by the allocation of this
land.

Site Allocation: 054 - Plot 4, Land at Old Edlington

Heritage Assets affected:
The site is an arable field to the south of New Edlington. There are no above ground
heritage assets within the allocation site. The nearest part of the Old Edlington
conservation area is approximately 175m from the edge of the allocation site. There is a
Scheduled Monument (iron age or medieaval earthwork) within Edlington Wood 200m
north east of the site. Edlington Wood is also designated a local park and garden of
historic interest.
Contribution of the site to the Significance of the Heritage Assets:
The character of the conservation area derives from the limestone/clay pantile
agricultural buildings and boundary walls set around the Grade 1 listed church and Manor
farm. The allocation site contributes to separating the modern settlement of New
Edlington from the historic Old Edlington conservation area. The site does not contribute
to the setting of the Scheduled Monument or Edlington Wood as a locally designated park
and garden but there may be archaeological implications which are considered
elsewhere.
Likely Impact of Allocation on Heritage Significance:
Allocation for residential use will reduce the separation distance between the urban
settlement and the conservation area to 75m. Coalescing the settlements will threaten
the historic identity and character of the conservation area resulting in some harm to its
heritage significance. This impact would be most marked in development of the area
adjacent to the main road. Allocating the indented area to the north only would bring the
urban settlement no closer to the conservation area and not harm its significance.
Heritage Constraints and Opportunities:
Ideally reduce the allocation to the small indent into the urban area but certainly omit the
field adjacent to the main road from the allocation.

Heritage Assets affected:
The site is flat arable land east of the M18 and 400m south east of the Hatfield High
Street conservation area. The separation distance involved and physical and visual barrier
of the M18 is such that the conservation area and its listed buildings are not affected by
the allocation site.
220m east of the allocation site is the grade 2 listed Mortuary Chapel at Hatfield
Cemetery. Tower mill, a grade 2 listed windmill is a similar distance to the south.
Contribution of the site to the Significance of the Heritage Assets:
The Mortuary Chapel is situated within a substantial graveyard which forms the
immediate setting of the listed building and provides its context. The surrounding
countryside is flat with the allocation site being 70m to the west of the back of the
graveyard. The site contributes to the restrained landscape around the graveyard and its
contemplative character. Likewise views north over the immediate flat landscape
contribute to the significance of the mill.
Likely Impact of Allocation on Heritage Significance:
Allocation of the site for mineral use (gravel extraction) will have a temporary impact on
the setting of both the Mortuary Chapel and Tower Mill from noise, and visually from
potential bunding. It is not clear how/where it would be accessed but this could have an
additional adverse impact. Provided the site is levelled and restored this impact would not
be permanent.
Heritage Constraints and Opportunities:
The setting of the listed Mortuary Chapel and Tower Mill would not be permanently
affected with restoration of the existing flat landscape.

Site Allocation: 072 - Acres Ranch, Warning Tongue Lane, Cantley

Heritage Assets affected:
The south west half of the site is occupied by a Scheduled Monument (Roman pottery
kilns). There are no listed buildings within the site or within 250m of the allocation site. A
part of the South Bessacarr Conservation area is within 250m of the site but is mostly
separated by a housing development and trees. That part of the site adjacent to Warning
Tongue Lane lies opposite the north east extremity of the conservation area.
Contribution of the site to the Significance of the Heritage Assets:
South Bessacarr CA is a C20th suburb within a former woodland plantation. The
significance of the South Bessacarr conservation area derives from its woodland character
and the tree lined Warning Tongue Lane contributes to this character. Trees within the
site adjacent to the road would make some contribution to the character of the road and
the conservation area although the site is mostly open in this area.
The Scheduled Monument occupies half the site.
Likely Impact of Allocation on Heritage Significance:
The Scheduled Monument and the presence of Roman finds in the wider area suggests
that the likelihood of archaeological finds across the site is high. The archaeological
potential of the site is considered elsewhere. Allocation of the southern part of the site
would lead to the loss of part of the scheduled monument. The heritage significance is
archaeological so setting may be less of an issue elsewhere given a satisfactory buffer.
Allocation would have no significant impact on the South Bessacarr conservation area as
significant trees belong to domestic curtilages outside the site.
Heritage Constraints and Opportunities:
Scheduled Monument Consent or planning permission is highly unlikely to be granted to
develop the southern part of the site as it would lead to its total loss. Areas outside the
Scheduled Monument may be considered further subject to an archaeological evaluation.

Site Allocation: 087 - Kearsley Brook, Sheffield Road, Conisbrough
Use: Housing
Heritage Assets affected:
There are no above ground heritage assets within the allocation site. The Grade II listed
Red Lion PH lies approx. 100m northeast of the site.
Contribution of the site to the Significance of the Heritage Assets:
The Red Lion has a roadside location and is prominent in the streetscene. The site lies on
the roadside to the southwest of the Red Lion. The site therefore forms part of the setting
of the Red Lion, especially immediately to the side of the road. A roadside historic wall
runs along parts of the site. The part of the site nearest to the Red Lion has a green
character which with the open land in between makes a positive contribution to the listed
building. The rest of the site has an industrial feel with an old roadside building (which
seems of low historic significance although further investigation may be warranted) and
further along palisade fencing behind part of the stone wall forming the streetscape.
Likely Impact of Allocation on Heritage Significance:
The development of the site will change it from industrial to residential this potentially
could have a positive impact depending on its design.
Heritage Constraints and Opportunities:
The retention of the green areas and the stone wall would be considered important.
There is however great scope to improve the setting of the listed building with
improvements especially to the roadside. Along with the retention of the wall, which
could be heightened and extended although this needs to be done with matching stone,
the introduction of further greenery and appropriate designed roadside buildings could
also enhance the setting of the listed building. There would also need to be an
assessment from the footpaths in the immediate area to see if further enhancement
could also be achieved. The number of units may however need to be adjusted.

Site Allocation: 093 - Marshgate, West of North Bridge Road

Heritage Assets affected:
There are no above ground heritage assets within the allocation site. There is a Grade II
listed water tower across the River Don Navigation to the south of the site. Approx. 200m
to the north is a Grade II listed bridge associated with the early 19th century Toll Road to
Selby. Approximately 300m in a south-easterly direction is the Grade I listed Minster,
which is also a significant landmark.
Contribution of the site to the Significance of the Heritage Assets:
Depending on the scale of the development this will affect the setting of both the Grade II
water tower and the Grade I listed Minster.
Likely Impact of Allocation on Heritage Significance:
If of a low scale it will have some impact on the setting of the water tower, although this
is itself industrial so may be minimal impact and little if any impact on the Minster. If of a
higher scale of development, it may need to accommodate the setting of the water tower
and views to and from the Minster.

Site Allocation: 105 - South of Backfield Lane, Hatfield
Use: Housing
Heritage Assets affected:
There are no designated heritage assets within the site. The Hatfield –High Street
conservation area abuts the site immediately to the north.
There are 3 grade 2 listed buildings within 250m of the site. These are No.54 fronting the
High Street and its separately listed stable block on Back Lane, and the Old Chapel also
fronting the High Street. Some 260m to the west is the grade 1 listed Manor House.
Contribution of the site to the Significance of the Heritage Assets:
The Hatfield High Street conservation area reflects the medieval core of Hatfield which
has a historic pattern of settlement. The High Street that grew around the manor hall and
church is characterised by long thin ‘strip plots’ ending in informal back lanes which are
still legible. Beyond these were open fields which were enclosed after 1825 and most of
the boundaries established then are historic hedgerows still visible today. Though outside
the conservation area boundary, which is drawn around buildings and their curtilages, the
lack of development in the fields north and south of the High Street enables the enclosure
fields to be perceived and prevents the historic character of the conservation area from
being submerged. The allocation site covers 2 enclosure fields south of the High Street
which contribute to the significance of the conservation area in this way. In addition, the
presence of agricultural fields close to and visible from Back Lane is a reminder of the
former agricultural character of Hatfield.
The site does not contribute to the significance of the listed buildings fronting the High
Street and does not contribute to the setting of the barn off Back Lane. The Manor Hall
formerly had a large square curtilage which may have been a moated site and from which
there would be views of open countryside which includes the allocation site. The
presence of edge trees to the east of the Manor Hall curtails the view out and minimises
any contribution the allocation site may make to its setting.
Likely Impact of Allocation on Heritage Significance:
The allocation site has an indicative number of 44 units. Allocation would not affect the
setting of the listed buildings including the Manor Hall.
The historic legibility of the village as described above would be reduced as will the
perception of the countryside reaching tight to the village edge. Access requirements
may also alter the lane character of Back Lane away from its narrow unverged character
which is part of the character of the conservation area. Allocation of sites into the
enclosure belt south of the village would set a precedent for adjacent strips and result in
harm to the heritage significance of the conservation area.
Heritage Constraints and Opportunities:
By allocating the site it is difficult to see how harm could be avoided to the heritage
significance of the conservation area as described above.
The conservation area is describes as a conservation area ‘at risk’ chiefly due to the
substantial loss of historic details on properties fronting the High Street especially
windows. Allocation would not provide opportunities to address this.

Site Allocation: 108 - White House Farm, Bramwith Lane, Barnby Dun
Use: Housing
Heritage Assets affected:
The site consists of a farm and its immediate farmland which lies in open ground between
the northern edge of Barnby Dunn and a railway line and is bounded to the east by
Bramwith Lane and to the south by the river Don. There are no above ground heritage
assets within the allocation site. The Grade 1 listed church of St Peter and St Paul lies
150m to the south of the site.
Contribution of the site to the Significance of the Heritage Assets:
The immediate setting of the church consists of narrow lanes bounded by limestone walls
with small scale modern and traditional buildings of mainly linear form and a graveyard to
the north. The church tower is an important feature in the historic part of the village and
is a feature on approaching the village from the west across the river Don. The river edge
of the site will be seen in conjunction with the broad view across to the village.
The allocation site is separated from the church by a modern housing development and
due to the bend in Bramwith Road the site is out of view of the church and there are no
views back to the church tower from this direction.
Likely Impact of Allocation on Heritage Significance:
The allocation may cause some harm to the setting of the listed building in views from the
west if any development is out keeping with the village character in terms of design and
scale.
Heritage Constraints and Opportunities:
Consideration would need to be given to the character of the river edge of the allocation
so that it complements the village character. This could be in terms of scale and design of
buildings and in retaining a green and open character to the edge.

Heritage Assets affected:
The 2 separated areas of the site are within the Hatfield – Manor Road conservation area.
There are 8 grade 2 listed buildings within 250m of the site. Either side of the allocation
sites are the grade 2 listed Bow House and The Leylands. Ash Hill Lodge is 120m north
west of the site. Across from the site are 2 grade 2 listed barns which are part of a farm
complex (Hatfield House Farm). Thackray House and its separately listed barn are 50m
north of the site. 31 Manor Road is 85m north east of the site.
Hatfields public house is a historic (key unlisted) building at the junction of Manor Road
and Ash Hill Road. Broadacres adjacent to the western site is a large property in
substantial grounds and has architectural merit.
Contribution of the site to the Significance of the Heritage Assets:
The Hatfield - Manor Road conservation area lies to the south of the village core of
Hatfield and its origins are later and character very different. It has a more open and
green character with detached properties of architectural merit dating from the 18th
Century onwards. These lie either side of Manor Road set in the middle of substantial
curtilages. Several of these are listed properties. The large numbers of trees either side of
the main road give it an avenue character. In addition, the presence of 2 agricultural fields
close to and in places visible from main roads is a reminder of the former rural and open
character of this part of Hatfield with views into open countryside. The allocation site
consists of these 2 fields. Both sides of Manor Road including the allocation site boundary
are primarily lined with historic brick walls which also contribute to the character of this
conservation area.
The site contributes to the spaciousness of the area which is part of the setting of the
listed buildings mentioned above apart from 31 Manor Road and to some extent Ashill
Lodge which are both visually separated from the site. The eastern allocation site lies
directly opposite Manor House Farm and give an agricultural context to its setting and the
setting of its listed barns which gives views into open countryside.
Likely Impact of Allocation on Heritage Significance:
The allocation site has an indicative number of 42 units and would give this side of Manor
Road in the centre of the conservation area a suburban character completely at odds with
its historic open and green character replacing the agricultural character which
contributes to the character of the conservation area. Due to its location and the
relatively small size of the conservation area this would have a disproportionate adverse
impact on its overall character. There is suburban development to the north outside the
conservation area but being set back from the road and separated by a belt of trees this
has minimal impact on character. This would not be the case to the south and would
constitute substantial harm to the heritage significance of the conservation area.
Further adverse impacts on the conservation area may arise from access requirements in
terms of visibility splays, removal of walls, and impact on trees.
For the same reasons these impacts would also detract from the setting of the listed
buildings adjacent and opposite as well as the wider setting of the adjacent Broadacres
and would end the visual connection between the Manor House Farm agricultural
buildings and the countryside. Allocation would not affect the setting of 31 Manor Road
or to some extent Ashill Lodge but would adversely affect the view towards Hatfields PH
which is a key view in the conservation area.
Heritage Constraints and Opportunities:
Allocation to the indicative densities would lead to substantial harm to the heritage
significance of the conservation. Densities commensurate with the adjacent properties
with landscaping and tree planting to the front are highly unlikely to be viable and in any
case would push back the countryside from the main road which is a key feature of the
conservation area.

Heritage Assets affected:
There are no above ground heritage assets within the allocation site. The allocation site
abuts a Grade II nationally designated Park and Garden of Special Interest.
Contribution of the site to the Significance of the Heritage Assets:
The site is seen beyond the boundary of the Park and Garden of Special Interest and is
currently agricultural which enhances the setting of the Park and Garden. There is a wide
expanse of treed border (Long Plantation) that shields most of the site.
Likely Impact of Allocation on Heritage Significance:
The change from agricultural to residential has potential to have a negative impact as can
be seen to have happened with the adjoining development of Challenger Drive. The
latter’s houses and modern suburban boundaries are particularly intrusive on views from
the hall and its grounds.
Heritage Constraints and Opportunities:
The current woodland edge to the site should be utilised and expanded to help screen any
development. This woodland should not be incorporated/split into the gardens of
individual properties as it is likely that over time trees will be thinned and inappropriate
boundaries added – again reference to Challenger Drive development. The woodland
should act as a buffer to development behind. Potential for community woodland.

Site Allocation: 123 - Torne Valley Farm, Sheep Bridge Lane, Rossington
Use: Housing
Heritage Assets affected:
Part of the site extends into a Scheduled Monument (Roman vexillation fort). There are
no listed buildings within the site or within 250m of the allocation site and no
conservation areas or other heritage assets are affected. The listed buildings within Old
Rossington (including St Michael’s Church) are over 300m away and unaffected by the
alocation site.
Contribution of the site to the Significance of the Heritage Assets:
The site is some distance away and concealed by bends in the main road so makes no
contribution to the significance of the listed buildings at the centre of Old Rossington.
Likely Impact of Allocation on Heritage Significance:
The Scheduled Monument and the presence of Roman finds in the wider area suggests
that the likelihood of archaeological finds across the site is high. The archaeological
potential of the site is considered elsewhere. Scheduled Monument Consent or planning
permission is unlikely to be granted to develop that part of the site which extends into the
scheduled monument as it would lead to the partial loss of a heritage asset.
Heritage Constraints and Opportunities:
The area outside the Scheduled Monument with a suitable buffer may be considered
further subject to an archaeological evaluation.

Allocation is likely to lead to some direct harm to the Scheduled Monument and its setting
but may be acceptable if any development is weighted to the south west half of the site.
Site Allocation: 133 - Land off St. Nicholas Road, Thorne
Use: Housing
Heritage Assets affected:
Part of the site lies within Thorne Conservation Area, and as part of the appraisal of the
area it is recommended that most of the rest of the site be included into the conservation
area.
Contribution of the site to the Significance of the Heritage Assets:
The present site is considered to make a positive contribution to the setting of the key
unlisted building of Thorne House by its green nature and open space. The site is also part
of a green wedge and forms an ‘oasis’ that goes through this site and the grounds of
Thorne House, the motte, the grounds of the Old Grammar School and the church and its
graveyards. There are also remnants of a stone wall to St. Nicholas Road.
Likely Impact of Allocation on Heritage Significance:
The residential use of this land will change the green nature of the site that will have a
detrimental impact on the conservation area, especially the setting of Thorne House.
Heritage Constraints and Opportunities:
Potential tree and landscaping should be incorporated in to the development of the site if
allocated so as to still contribute to the green wedge through the area. A low density of
development would also assist with this. The reinstatement of the stone boundary wall
would also be expected.
Recommendation:

Site Allocation: 143 - Land North of Primary School, Church Lane, Barnburgh
Use: Housing
Heritage Assets affected:
The site is paddocks to the south of Barnburgh. There are no above ground heritage
assets within the allocation site. It lies immediately to the south of Barnburgh
Conservation Area. 100m to the north lies the Grade I listed Church of St. Peters. There
are also six Grade II listed buildings within the 250 buffer zone.
Contribution of the site to the Significance of the Heritage Assets:
The character of the conservation area Barnburgh is as a rural hilltop settlement that has
been surrounded with suburban developments from the twentieth century to the
southwest and north, although to the east, south and partially to the west is open
countryside.
Immediate to the north of the site is a band of trees that separates the site physically
from the conservation area. The open nature of the site however forms a distinct break
between the conservation area and the suburban developments to the south and west. In
addition from further afield, such as from Doncaster Road, the open countryside of the
allocation site makes a positive contribution to the setting of the Church of St Peter, and
which has a major contribution on the conservation area’s hilltop character.
Likely Impact of Allocation on Heritage Significance:
Allocation of the site to residential use will harm the setting of the conservation area and
in particular views towards the Church of St Peter.
Heritage Constraints and Opportunities:
The setting of the conservation area and the Church of St Peter will be severely harmed
by the allocation of this land.
Recommendation:

Site Allocation: 155 - 'Site A', Leach Lane Industrial Estate, Mexborough
Use: Housing and Employment
Heritage Assets affected:
There are no above ground heritage assets within the allocation site. Mexborough
Conservation Area lies to the north on the other side of a dual carriageway. The Grade II
listed Station lies approx. 100m to the south.
Contribution of the site to the Significance of the Heritage Assets:
The site occupies an important corner site opposite the conservation area and on the
approach to the town centre from the listed station. Previously there were some
decorative brick industrial buildings but these have mostly been cleared.
Likely Impact of Allocation on Heritage Significance:
The development of the site will change it from industrial to residential this potentially
could have a positive impact depending on its design.
Heritage Constraints and Opportunities:
There is great scope to improve the setting of the conservation area and the approach to
and from the station. The number of units may however need to be adjusted. There is
also scope to provide an attractive waterside frontage to the canal. Previous planning
permission under 10/02896/EXTM but not sure if this is still active.
Recommendation:
+ Opportunity to enhance a heritage asset or re-use a historic building at risk
Site Allocation: 159 - Land around Wadworth
Use: Employment
Heritage Assets affected:
The site is a large site proposed for employment allocation situated in between the
villages of Loversall, Wadworth, and the site of the former Rossington Colliery. There are
no above ground heritage assets within the site. Loversall conservation area and its listed
buildings include the grade 2* listed church, grade 2 listed Loversall Hall and the grade 2
listed dovecote in its former walled garden . Within the churchyard lies an early 14th
century Tomb Chest which is also Grade 2*. These are all within 250m of the site at its
northern extremity. The Wadworth conservation areas lies on elevated ground outside
the 250m buffer though a small part of the conservation area at Carr Lane comes within
this. The grade 1 listed Church of St. John the Baptist at Wadworth is 750m south of the
site but is in an elevated position and its square tower is prominent in the landscape
when approaching the village from the north.
The grade 1 listed Wadworth Hall is 680m south west of the site on elevated ground
above the site and its immediate garden and parkland setting is a park and garden of local
historic interest.
150m south of the site is the grade 2 listed Wellingley Farm and the separately grade 2
listed barn.
Contribution of the site to the Significance of the Heritage Assets:
The site comprises agricultural fields which provides a rural character to the open land
separating the conservation areas mentioned above and which also provides the
agricultural context to the farmhouse and barn at Wellingley. This rural context is an
important component in the views to the church in Wadworth from along the main road
from Loversall and to some extent from the M18. Similarly, this context is important in
understanding the character of both conservation areas when viewed along the main
roads and M18.
Likely Impact of Allocation on Heritage Significance:
Allocation as employment use in the western half of the area shown would remove the
rural context described above and undermine an important part of the heritage
significance of the Loversall and Wadworth conservation areas as historic limestone ridge
villages particularly through coalescing these settlements.
Allocation would also lead to some harm to the heritage significance of the grade 1 listed
Church of St. John the Baptist at Wadworth through removing the rural context which is
part of the view to the tower. There may be some localised harm to the character of
eastern end of Carr Lane in the Wadworth conservation area should large employment
buildings be constructed immediately east of the A1. The site is about 230m away from
the edge of Wadworth village outside the conservation area and would affect views east
although it would have less impact on views within the conservation area at the centre of
the village which are confined by buildings.
Allocation would not impact on Wadworth Hall though may affect views from first floor
windows. Its garden setting is inward looking and not affected by the allocation site.
Likewise, the setting of the listed buildings in Loversall is more restricted and confined by
tree lines and plantations so allocation is less likely to affect these.
Allocation of the southern part of the site would affect the landscape around Wellingley
Farm changing the agricultural character to the north which considering the flat landscape
the farm sits in would harm its setting.
Heritage Constraints and Opportunities:
Allocating the land between Loversall and Wadworth and the area to the north of
Wellingley would lead to harm to a number of heritage assets. This could be minimised if
the allocation could be reduced in size to omit these areas.
Recommendation:

Site Allocation: 161 - Mill Farm, Mill Gate, Bentley
Use: Housing
Heritage Assets affected:
Bentley Mill located immediately east of the Mill Farm site is described as grade 2 listed
although this building is believed to have been demolished prior to the confirmation of
listing in 1986. There is no evidence on site of the mill as described in the listing.
Bentley Mill Farm has a number of vernacular agricultural buildings primarily to the east
of the site of varying quality and condition which do not have any formal heritage
designation. There are a number of historic limestone boundary walls within the site and
on the boundary. These are a reminder of the previous historic character of the area and
have may local heritage interest.
The grade 2 listed St Peters Church is approximately 190m west of the site separated from
it by an irregular field which is itself bounded by hedges and trees.
The grade 2 listed Bentley Pinfold is 160m north west of the site and separated by dense
housing development so this heritage asset is not affected.
Contribution of the site to the Significance of the Heritage Assets:
The site would have been part of the setting of Bentley Mill. The east of the site contains
buildings and structure of a traditional character which are of local heritage significance.
The setting of the listed church is the immediate area of the High Street where it has a
strong presence where the spire can be seen as well as the adjacent hall and vicarage. The
green and open area surrounding the church also contributes to its setting as do the trees
which mark the rear boundary and to some extent the field beyond. The application site
makes no contribution to this.
Likely Impact of Allocation on Heritage Significance:
As the mill has been demolished there is no impact on its heritage significance. Allocation
may lead to the demolition of surviving historic structures although these are likely to be
of lower heritage significance.
Allocating the site would not impact on the setting of the church or Pinfold.
Heritage Constraints and Opportunities:
Conversion of buildings and retention of limestone walls where possible or use of
traditional materials or forms in this part of the site.
Recommendation:
- Adverse Impact which may be possible to mitigate
Further investigation would be recommended into the condition and heritage significance
of the extant Bentley Mill buildings.
Site Allocation: 171 - Land to North Side of High Street, Hatfield
Use: Housing
Heritage Assets affected:
There are no designated heritage assets within the site. The Hatfield –High Street
conservation area abuts the site immediately to the south.
There are 9 listed buildings within 250m of the site the most significant of which is the
grade 1 listed Church of St Lawrence with its prominent tower at the centre of the village
and 100m west of the site. Its boundary gates to the south are also grade 2 listed. The
grade 2 listed Travis School now the parish council rooms lies 100m west west of the
allocations site. The grade 2 listed 11/13 Station Road is 160m west of the site but is
physically and visually separated from it by the listed church and the trees within its
grounds.
The remaining 5 listed buildings are at some distance from the site or face the High Street.
Their settings are localised and would not be affected by the allocation.
Contribution of the site to the Significance of the Heritage Assets:
The Hatfield High Street conservation area reflects the medieval core of Hatfield which
has a historic pattern of settlement. The High Street that grew around the manor hall and
church is characterised by long thin ‘strip plots’ ending in informal back lanes which are
still legible. Beyond these were open fields which were enclosed after 1825 and most of
the boundaries established then are historic hedgerows still visible today. Though outside
the conservation area boundary, which is tightly drawn around buildings and their
curtilages, the lack of development in the fields north and south of the High Street
enables the enclosure fields to be perceived and prevents the historic layout of the
conservation area from being submerged. In addition, the presence of agricultural fields
close to and in places visible from main roads is a reminder of the former agricultural
character of Hatfield. The allocation site includes all the enclosure fields to the north of
the village and consequently makes an important contribution to the heritage significance
of the conservation area.
The allocation site includes 2 long thin projections which reach the main road frontage
(presumably for access) which would contribute to the character of the High Street.
The setting of the grade 1 listed church is characterised by a green and open character
arising from the trees and open spaces around the church and the countryside beyond
and the allocation site makes a small contribution to this.
There are views from the Travis School towards the north east of the site but its
significance is related to its historic interest and traditional construction. The allocation
site does not contribute to this. The site makes no contribution to the significance of the
remaining listed buildings.
Likely Impact of Allocation on Heritage Significance:
The allocation site has an indicative number of 196 units and would give the whole of the
open area north of the High Street a suburban character. The historic legibility of the
village as described above would be reduced as will the perception of the countryside
reaching tight to the village edge.
The degree of harm may be exacerbated by the nature and location of any required
access particularly if this is from the High Street where it would affect the appearance of
the frontage and offer views of suburban development beyond.
There is some separation between the church and the allocation site provided by the
open space to the rear of the parish rooms, the vicarage development, and particularly by
the surrounding trees. The church tower is prominent in views approaching the village
from the M18 but allocating the site will not affect this or other significant views.
Heritage Constraints and Opportunities:
By allocating the site it is difficult to see how harm could be avoided to the heritage
significance of the conservation area as described above.
The conservation area is describes as a conservation area ‘at risk’ chiefly due to the
substantial loss of historic details on properties fronting the High Street especially
windows. Allocation would not provide opportunities to address this.

The present site is considered to make a positive contribution to the setting of the listed
mill both with the presence of trees and the green open space.

The residential use of this land will change the green nature of the site that will have a
detrimental impact on the setting of the mill.

Retention of open space near to mill and along roadside to Mill Lane/recreation of historic
field.

Site Allocation: 189 - Higgins Agriculture Ltd, Old Bawtry Road, Finningley
Use: Housing
Heritage Assets affected:
There are no listed buildings within the allocation site or within 250m of it and no listed
buildings would be affected by allocation. The site lies south of the Finningley
conservation area with the main part of the site separated from the conservation area by
dwellings on Old Bawtry Road that are generally well set back in long thin gardens. The
northern part of the site is adjacent to a country lane which opens to the green space on
Old Bawtry Road within the conservation area.
Contribution of the site to the Significance of the Heritage Assets:
Though surrounded by higher density modern development the conservation area is
characterised by low-density housing, attractive historic buildings, a village green and
pond, and other areas of open space. The purpose of the conservation areas designation
is to preserved and enhance this character. The northern part of the site bounds a lane
departing from one of the open spaces and currently has a rural character. The western
edge of the site fronts the long straight and tree lined Old Bawtry Road which gives a long
view out of the conservation area which does not have the built up character prevalent
elsewhere in Finningley.
Likely Impact of Allocation on Heritage Significance:
The allocation has potential to urbanise the view from the green space along the lane
mentioned above through the introduction of buildings and the upgrading of access to
modern requirements which would be detrimental to the character and appearance of
the conservation area. It would introduce more built up forms to Old Bawtry Road
altering the long view out of the conservation area.
Heritage Constraints and Opportunities:
Omitting the northern projection of the site would preserve the heritage significance of
the conservation area. The view out of the CA along Old Bawtry Road would not be
affected with the retention of a green edge and the setting back any buildings from the
frontage.
Recommendation:

Mitigation through reduction of the proposed area and a requirement for a green and
open frontage to Old Bawtry Road.
Site Allocation: 191 - West of New Mill Field Road and adj. Back Lane, Hatfield
Use: Housing
Heritage Assets affected:
There are no designated heritage assets within the site. The Hatfield –High Street
conservation area abuts the site immediately to the north where it is adjacent to Back
Lane.
There are 2 grade 2 listed buildings within 250m of the site. These are No.54 fronting the
High Street and its separately listed stable block on Back Lane. Some 370m to the west is
the grade 1 listed Manor House.
Contribution of the site to the Significance of the Heritage Assets:
The Hatfield High Street conservation area reflects the medieval core of Hatfield which
has a historic pattern of settlement. The High Street that grew around the manor hall and
church is characterised by long thin ‘strip plots’ ending in informal back lanes which are
still legible. Beyond these were open fields which were enclosed after 1825 and most of
the boundaries established then are historic hedgerows still visible today. Though outside
the conservation area boundary, which is drawn around buildings and their curtilages, the
lack of development in the fields north and south of the High Street enables the enclosure
fields to be perceived and prevents the historic character of the conservation area from
being submerged. The allocation site covers 2 enclosure fields south of the High Street
which contribute to the significance of the conservation area in this way. In addition, the
presence of agricultural fields close to and visible from Back Lane is a reminder of the
former agricultural character of Hatfield.
The site does not contribute to the significance of the listed buildings fronting the High
Street. The site makes some contribute to the wider setting of the barn off Back Lane in
that the northern hedge boundary contributes to the narrow unverged lane character of
Back Lane. The Manor Hall formerly had a large square curtilage which may have been a
moated site and from which there would be views of open countryside which includes the
allocation site. The presence of edge trees to the east of the Manor Hall curtails the view
out minimises any contribution the allocation site may make to its setting.
Likely Impact of Allocation on Heritage Significance:
The allocation site has an indicative number of 50 units. Allocation would not affect the
setting of the the Manor Hall or no 58 High Street but would detract from the setting of
the listed barn by urbanising the character of Back Lane. The degree of harm may be
exacerbated by the nature and location of any required access.
The historic legibility of the village as described above would be reduced as will the
perception of the countryside reaching tight to the village edge particularly as it does in
the case of this allocation site. Access requirements may also alter the lane character of
Back Lane away from its narrow unverged character which is part of the character of the
conservation area. Allocation of sites into the enclosure belt south of the village would set
a precedent for adjacent strips and lead to substantial harm to the heritage significance of
the conservation area.
Heritage Constraints and Opportunities:
By allocating the site it is difficult to see how harm could be avoided to the heritage
significance of the conservation area as described above.
The conservation area is describes as a conservation area ‘at risk’ chiefly due to the
substantial loss of historic details on properties fronting the High Street especially
windows. Allocation would not provide opportunities to address this.

Site Allocation: 198 - Land off North Ings Road, Hatfield

Heritage Assets affected:
There are no designated heritage assets within the site however the Hatfield –High Street
conservation area lies immediately to the south.
There are grade 2 listed buildings within 250m of the site which are no58 High Street and
the separately listed barn to the rear. The grade 1 listed Church of St Lawrence, with its
prominent tower at the centre of the village, is roughly 460m west of the site.
Contribution of the site to the Significance of the Heritage Assets:
The Hatfield High Street conservation area reflects the medieval core of Hatfield which
has a historic pattern of settlement. The High Street that grew around the manor hall and
church is characterised by long thin ‘strip plots’ ending in informal back lanes which are
still legible. Beyond these were open fields which were enclosed after 1825 and most of
the boundaries established then are historic hedgerows still visible today. Though outside
the conservation area boundary, which is tightly drawn around buildings and their
curtilages, the lack of development in the fields north and south of the High Street
enables the enclosure fields to be perceived and prevents the historic character of the
conservation area from being submerged. The allocation site is a single field within the
enclosure field system north of the High Street and contributes to the significance of the
conservation area in this way. In addition, the presence of agricultural fields close to and
in places visible from main roads is a reminder of the former agricultural character of
Hatfield. Due to its location the site is visible from Old Thorne Road as well as the High
Street.
The site does not contribute to the significance of the listed buildings fronting the High
Street (No.58) whose setting is localised and where its relationship to the High Street is
more important; or the barn at the back which is completely divorced from the allocation
site.
The setting of the grade 1 listed church is characterised by a green and open character
arising from the trees and open spaces around the church and the countryside beyond
and the allocation site makes a small and distant contribution to this.
Likely Impact of Allocation on Heritage Significance:
The allocation site has an indicative number of 15 units and this would give this site a
suburban character which is at odds with the open character of the area north of the High
Street. The historic legibility of the village as described above would be incrementally
reduced as will the perception of the countryside reaching tight to the village edge. Whilst
in itself the allocation represents only one of the fields to the rear there is a wider
concern that it would set a precedent for the development of adjacent fields of a similar
character which would be detrimental to the heritage significance of conservation area.
The church tower is prominent in views approaching the village from the M18 but
allocating the site will not affect this or other significant views.

Site Allocation: 202 - North of Long Lands Lane, West of Roman Rig, Woodlands
Use: Housing
Heritage Assets affected:
Along the eastern edge of the site lies a Scheduled Monument (Roman Ridge) This
extends slightly further to the east and continues pass the site in a northwards direction.
There are no listed buildings or conservation areas within the allocation site although
Woodlands Conservation Area lies immediately southeast.
Contribution of the site to the Significance of the Heritage Assets:
The Scheduled Monument appears to occupy a narrow strip along the eastern edge of the
site. The site would be seen in conjunction with the conservation area and would impact
on its setting.
Likely Impact of Allocation on Heritage Significance:
Development close to the Scheduled Monument would impact on its setting as well as
potentially on the Scheduled Monument itself depending on its exact location. In addition
if any part does impact on the Scheduled Monument directly it will require Scheduled
Monument Consent from Historic England who may raise further concerns.
The proposal would need to respect the scale of developments in Woodlands
Conservation Area, but given it is on the opposite side would not need to be a copy of its
distinctive architecture (if this were to be done it would be likely to dilute it rather than
enhance it).
Heritage Constraints and Opportunities:
Sufficient buffer to the Scheduled Monument to protect it and its setting.
Development limited to two storeys.

Site Allocation: 213 - Mill Lane, Warmsworth
Use: Housing
Heritage Assets affected:
There are no above ground designated heritage assets within the allocation site. Across
the river Don from the northern extremity of the site is the grade 2 listed remains of
Sprotbrough Pump. North west of the site under 100m away is the grade 2 listed Bridge
crossing the River Don. 350m north west across the Don on high ground is the
Sprotbrough conservation area containing a number of listed buildings including the
grade 1 listed church and the grade 2 listed Sprotborough Hall Stable Block. The Don and
its steep banks and the canal cutting forms an attractive landscape feature which
contributes to local distinctiveness.
Contribution of the site to the Significance of the Heritage Assets:
The setting of the Sprotbrough Pump is confined by its location on a stream within the
steep north bank woodland and the site does not contribute to this. The setting of the
listed bridge is much wider and the natural landscape either side of the river Don and the
canal basin contributes to this. Part of the site impinges on this setting. The conservation
area and its listed buildings are visually separated from the site and the site makes no
contribution to this where key views are focussed inwards towards the centre of the
conservation area. The church tower is prominent in the landscape and there are views of
the tower across the site from the direction of Warmsworth.
Likely Impact of Allocation on Heritage Significance:
The site can be considered in 3 parts. That part east of the A1(M) is not likely to affect any
of the above heritage assets where it is visually separated from them by the A1(M)
viaduct. West of the A1(M) there is a footpath which runs west to east across the site
bounded by hedge and trees either side. To the north, the land slopes steeply downwards
towards the Don. Allocation of this land would urbanise the natural character of the Don
valley at this point and have some adverse impact on the setting listed bridge. This is an
attractive landscape with historic components but does not have formal historic
environment designation.
The bulk of the site is to the south where the land slopes gently southwards and levels out
towards Warmsworth. There will be some impact on views from the high ground across to
the church tower at Sprotbrough however it is not considered that this is sufficient harm
to merit refusal on heritage grounds. The allocation raises the issue of coalescing the
settlement of Warmsworth linked to the main urban area with Sprotbrough though this is
more of a Green Belt issue than heritage.
It would be difficult to object to the allocation on heritage grounds were the area north
of the above mentioned footpath removed from the allocation.

Site Allocation: 214 - Common Lane, Warmsworth
Use: Housing
Heritage Assets affected:
There are no above ground designated heritage assets within the allocation site. Common
Lane extends into the Warmsworth conservation area 180m north of the site from which
it is separated by a playing field to one side of the lane and detached housing to the
other. 250m to the north of the allocation site are the grade 2 listed gatepiers to
Warmsworth Hall which leads to the grade 2* listed Warmsworth Hall itself. Adjacent to
the gates is the grade 2 listed 17th Century Bell Tower. The character of the Warmsworth
conservation area derives mainly from the rural and agricultural limestone buildings with
clay pantile/stone tile roofs and limestone walling set around Warmsworth Hall and its
grounds and confined between Warmsworth High Road and Low Road East/West.
Contribution of the site to the Significance of the Heritage Assets:
The site makes no contribution to the setting of Warmsworth Hall. Common Lane is a
linear road cutting through the conservation area past the listed Bell Tower and there is a
long view down the narrow road towards the site giving the appearance of countryside
beyond which contributes to the character of the conservation area (and the setting of
the listed building). Near the Bell Tower this view is currently curtailed by the trees lining
each side of Common Lane though the view opens further on reaching the boundary of
the conservation area. The unverged lane, open space of the playing fields, trees, and the
set back building line of the dwellings opposite continue the idea of countryside beyond
which reinforces the former agricultural character of the conservation area.
Likely Impact of Allocation on Heritage Significance:
Allocating the southern part of the site beyond the road bend would not impinge on the
heritage significance of the conservation area. There is a danger that allocating the
northern part of the site would urbanise this character to the detriment of the
conservation area. A further adverse impact would arise if Common Lane had to be
upgraded in the vicinity of the conservation area to support housing requirements and/or
if the tree belt were removed or reduced.
Heritage Constraints and Opportunities:
Harm could be avoided firstly by reducing the extent of the allocation to the southern
part of the site or away from the lane and retaining the tree belt and the unverged
character of the lane to the north. In addition, harm could be minimised through the
retention of trees either side of the lane. Access to the site should be from the south.

Site Allocation: 215 - High Road, Warmsworth
Use: Housing
Heritage Assets affected:
The allocation site consists of 3 agricultural fields bounded by limestone walls within the
Warmsworth Conservation Area. The conservation area is based on the historic core of
Warmsworth which was a linear village following Low Road West subsequently divided by
Warmsworth Hall. The character of the Warmsworth conservation area derives mainly
from the rural and agricultural limestone buildings with clay pantile/stone tile roofs and
limestone walling set around Warmsworth Hall and its grounds and confined between
Warmsworth High Road and Low Road East/West.
The allocation site includes the historic buildings and barns of West Farm one of which is
grade 2 listed.
Adjacent and overlooking the site is the grade 2 listed Warmsworth House. There are 5
other listed buildings within the conservation area including the grade 2* listed
Warmsworth Hall with its separately listed grade 2 east and west gates.
Contribution of the site to the Significance of the Heritage Assets:
The fields to the west of the conservation area, the buildings of West Farm, and the stone
boundary walls within the allocation site serve as an important reminder of the rural past
of the area. They provide a visual break between the conservation area and the modern
developments to the north and west. They are therefore of high significance to the
character of the conservation area. The fields and the agricultural buildings are prominent
when viewed from the High Road which as the name suggests is elevated in relation to
them.
The fields contribute to the setting of the listed barn and West Farm generally in
understanding the agricultural character of the buildings. The listed Warmsworth House
and the adjacent stone barns are prominent in the view east along the road and over the
adjacent fields. These contribute to their setting. The contribution of the site to the other
listed buildings in the conservation area is negligible.
Likely Impact of Allocation on Heritage Significance:
Allocating the whole site for housing (indicative number of dwellings – 50) would have a
significant negative impact on the character and appearance of the western half of the
conservation area enough to call into question its inclusion west of the farm buildings. It
would blur the legibility of this part of the conservation area as a historic area. It would
also harm the significance of the listed barn by removing its agricultural setting and harm
views across to the listed Warmsworth House and adjacent barns. The repair and
conversion of the listed barn and adjacent historic buildings ensuring long term use and
the survival of the limestone boundary features would be a positive outcome but would
this not be outweighed by the harm to the significance of the other heritage assets
resulting from the development of the fields.
Heritage Constraints and Opportunities:
Maintaining the buildings in agricultural use may not be sustainable given the location
and form of the buildings. One benefit of allocation is the potential to repair and convert
the historic buildings and structures on the site to ensure their long term conservation.
However, with the full allocation of the site this would not outweigh the harm to the
heritage assets affected.
Some encroachment into the agricultural fields as enabling development may be in the
interest of the heritage assets provided the historic buildings were sympathetically
converted, new dwellings complemented the form and scale of the agricultural buildings,
sufficient open space were retained to preserve the character of the conservation area,
and views to the listed buildings were taken into account.
Recommendation:

The allocation of the whole site as put forward for the local plan would result in
substantial harm to the significance of the above heritage assets.
Site Allocation: 217 - Back Lane, Cusworth
Use: Housing
Heritage Assets affected:
The site lies within a Park and Garden of Local Historic Interest. It is an agricultural field
that lies opposite the Grade II listed gatehouse which marks the historic main access to
Grade I Cusworth Hall. The grounds of Cusworth Hall are also nationally designated as a
Grade II listed Park and Garden of Special Interest and also lie within Cusworth
Conservation Area.
Contribution of the site to the Significance of the Heritage Assets:
The allocation site is part of a Park and Garden of Local Historic Interest. It was called
Avenue Field and lies between the gatehouse and Long Plantation which screened the
neighbouring Scawsby Hall estate from view. Avenue Field was clearly marked as part of
the parklands of Cusworth Hall in the mid-late 19th century and was part of the expansion
to become a ‘sporting estate’. The field is believed to have been paddocks for horses
which enhanced the pastoral view and show off the status of the owners. It was also a key
view from the Hall particular apparent from the master’s bedroom on the first floor of
Cusworth Hall. It thus contributes to the Park and Garden of Local Historic Interest as well
as the setting of the nationally designated Park and Garden of Special Interest, the Grade I
Listed Cusworth Hall, and the conservation area.
Likely Impact of Allocation on Heritage Significance:
Allocation of the site to residential use will harm the Park and Garden of Local Historic
Interest and the setting of the nationally designated Park and Garden of Special Interest,
the Grade I Listed Cusworth Hall, and the conservation area.
Heritage Constraints and Opportunities:
The Park and Garden of Local Historic Interest and the setting of: - the nationally
designated Park and Garden of Special Interest; the Grade I Listed Cusworth Hall; and the
conservation area will all be severely compromised by the allocation of this land.

Site Allocation: 220 - Garage off Sheffield Road / Clifton Hill, Conisbrough (Site A)
Use: Housing
Heritage Assets affected:
There are no above ground heritage assets within the allocation site. The site lies opposite
Conisbrough Conservation Area. The Grade II listed Red Lion PH lies approx. 100m
southwest of the site although due to trees and the topography the allocation is not
considered to significantly impact on the setting of the latter although this is dependent
on what happens with the neighbouring allocation site 221.
Contribution of the site to the Significance of the Heritage Assets:
The site occupies an important corner site opposite the conservation area. It current has a
negative impact on it due to its industrial appearance.
Likely Impact of Allocation on Heritage Significance:
The development of the site will change it from industrial to residential which potentially
could have a positive impact depending on its design.
Heritage Constraints and Opportunities:
The site has potential to be seen as a key landmark site near the entrance of the
conservation area, and the design/layout would be expected to enhance the setting of the
conservation area. The number of units may however need to be adjusted.
