SOME FACTS
Background – barriers to the development of intermodality
Need for promotion and a more efficient use of rail, intermodal and inland waterways transport nodes
Existence of barriers for intermodal transport compared with road transport: cost and quality factors
Lack of knowledge of rail and inland waterways transport opportunities
Fragmentation of transport firms structure
SMEs and transport operators performing road transport in presence of intermodal compatible goods
Intermodal operators focusing on great volume customers
Lack of information: competence centres, management and promotion agencies, modal choice tools (software)
8
Decision makersIdentification of decision makers as:
Actors able to affect modal choiceActors able to impose quality requirements and/or influence price
competition
Shippers considering intermodal as opportunity for flows/products
Forwarding companies, or large transport operators, facing intermodal as a strategic choice;
Deep sea shipping lines, influencing the inland leg mode
Decision makers RESULTS OF IQ PROJECT SURVEY (1998)
Intermodal transport used in supply chains where HIGH VOLUMES are transported over HIGH DISTANCES
FOOD and BUILDING MATERIAL are less often users of intermodal transport, with some significant potentiality for BEVERAGE.
MACHINERY, GENERAL CARGO and CHEMICAL are sectors for which intermodal transport is most used
COST of transport as the most relevant and sensitive criterion for the modal choice“Cost oriented” companies as the most regular users of intermodal Negative correlation observed between transport quality requirements and utilization of intermodal

Decision makers• Lobbying for fund in order to realize new terminal, rail link, inland waterway• Promotion of intermodal opportunities on local level• Understand how is the territory in terms of transport and logistics• Training specialized on freight transport and logistics• Concrete – practical project – not “an other research centre…”
The mission:Promotion of intermodal transport (rail-road and IWW) and implementation of incentives for its use;Develop a public-private partnership (PPP) in the proposition and implementation of local policies in transport and logistics;Create inter-provincial initiatives for territorial programming and planning, and for logistics infrastructure engineering;Support and disseminate local logistics best practices, in order to create a diffused “logistics culture” within the local industrial systemLink between public and private sectors for the development of territorial
initiatives addressed to the sustainable transport

Potential partnerThe Agency will not substitute or compete versus private enterprises; its fundamental roles will be:
Acting as PPP promotion actor;Fostering activities which do not show financial self-sustainability, at least in the start-up phase, because they imply a too high level of investment or risk.
It is then sensible that all major players, having a direct or indirect involvement in freight transport and logistics, are Agency’s partners. Thus the institutional set-up and the business model have been designed with the aim to minimise the risks and in order to guarantee an entrepreneurial approach in the managementof the Agency.
Target partners can be listed as follows:Institutions and local Authorities: Provinces, Region, Other local Authorities and their spin-off companies Infrastructure managers: Logistic platforms and intermodal terminals, Conventional rail transport terminals, Air freight terminals, IWW operators, Motorway and railway, infrastructure managersLogistics and freight transport operators:: Rail freight customers, Intermodal transport operators and MTOs, Forwarders and logistics operators, Road hauliersTrade Associations and clustersBig manufacturers (“shippers”)

StructureConsortia company: need for a stable shareholder panel = need for a stable risk capitalMix of institutional and commercial services: need for decreasing necessity of loss recovery by shareholders:
Institutional: request from share holders based on Framework Contracts and Service Contracts
Commercial: revenue from the market
Activities plan
Institutional activities, performed under Framework Contracts and Service Contracts between public partners and the Agency, and other contractual agreements with private partners;Commercial activities:
Role achievement and territorial marketing;
PPP coordination and institutional relations: mainly related to programming and transport service development functions, they include all “conservative” activities, aimed at developing PPP and permanent concentration round tables;
Territorial knowledge base creation: actions with the aim to develop the knowledge base of logistics in the area, through the creation of databases of various aspects of logistics and freight transport.
Research and consultancy: the category is made of commercial activities only, apart from the necessary process of Agency’s personnel training for achieving the skill necessary for managing the participation to co-financed (European and national) projects;
