Situation overview

Latvian marine coastal habitats are currently represented

by various sets of data owned by Latvian Institute of Aquatic

Ecology (LIAE).

As the coastal region encompasses also protected areas

(Natura 2000) with limited allowed actions the knowledge on

location of habitats and their value is essential for all types of

economical activities.

The cross-border nature of any marine data on habitat

situation therefore is relevant also for the other countries

sharing the Baltic Sea area.

Data “mining”

Latvian Institute of Aquatic Ecology datasets:

biotopes,

water bodies,

monitoring data - stations and video monitoring data, bottom type,

physico-chemical features – temperature and salinity regimes, content of

oxygen and nutrients, density of benthic animals,

marine sediment composition,

Potential additional thematic datasets (depends from other project

success and results):

– GORWIND – areas suitable for the development of the wind

energy production,

– MARMONI – addtional knowledge on benthic habitats in the

protected areas.

What is HABITATS project?

HABITATS project (Social Validation of

INSPIRE Annex III Data Structures in EU

Habitats) focuses on the adoption of

INSPIRE standards through a participatory

process to design and validate Data,

Metadata and Services Specifications with

real citizens and business.

HABITATS Use case

The provision of information about possible economical

activities in marine areas is one of the pilot cases in

project INSPIRED HABITATS. INSPIRED

HABITATS infrastructure and platform

implementation is planned as INSPIRE requirement

compliant.

To provide such information it is planned to reuse project

GORWIND results - the defined matrix of factors and

possible activities in selected area.

To make use case scenario INSPIRE

compliant WPS service will be used.

For implementation of the envisaged WPS

we depend on:

GORWIND results,

INSPIRE/HABITATS data modelling

results,

GORWIND and INSPIRE/HABITATS

results’ matching to be possible for the use

in one system.

Desktop application

As default proposed desktop application is

used Quantum GIS, because:

supports all mainly used web services,

is good PostgreSQL support,

GUI is translated in Latvian language,

flexible GUI and input form customization

(important if linked tables with code lists

that may change are used)

is for free

Since well known components are used in

system there is no limitation to use any

WEB client

Default web client is OpenLayers with small

customization.

Depending from needs and development

stage web client can be replaced with other

well known and well developed clients like:

MapFish

Metadata

Micka metadata system will be used as meta-

data system deployed under Technology

Development Forum (TDF)

Reason to use existing service:

LIAE dataset and service amount currently

is small and own metadata system

deployment is financialy inapropriate

Organization is not so big to maintain their

own system
