Purpose of Presentation
To give an overview of the AFP Humanitarian Assistance
and Disaster Response (HADR) concept of operations.
To share some issues, challenges and lessons learned
from Typhoon Yolanda (Haiyan).

AFP as Lead Agency of SRR
DND-AFP is the Lead Agency of the SRR Cluster.
Support Agencies: DSWD, DILG, PNP, PCG, BFP, NBI, DOH, DFA, DPWH,
PAGASA, MMDA, PRC and other agencies.
SRR Cluster - is the national organization that will coordinate and deploy
all available SAR Teams from government, civil society, private sector
and international community.

SRR Components
2 components of SRR Cluster :
1. Coordination of all Search and Rescue Teams deployed at the national down
to the region of affected areas.
2. Retrieval Operations in coordination with other clusters.

Activation of SRR
Upon the directive of the President or C, NDRRMC, the national level
Search, Rescue and Retrieval Cluster will be activated to preposition or
deploy their teams to the projected/affected areas as appropriate.
SRR Teams will monitor and report updates to the National SRR Cluster
Lead or NDRRMC.
They will establish coordination with the LCE of the projected/affected
area for possible deployment.
AFP MISSION (HADR)
The AFP conducts Humanitarian Assistance and Disaster
Response (HADR) operations in support to NDRMMC and
other agencies in order to mitigate the effects of natural
and man-made disasters.
EXECUTION
CSAFP INTENT.
Purpose. Utilize AFP capability and resources to contribute to the
Disaster Risk Reduction and Management efforts of the government.
End State. Save lives, alleviate suffering, maintain and protect human
dignity during and in the aftermath of disasters, calamities or any type of
emergencies after which, AFP allows the civilian government
agencies to resume its normal functions.
EXECUTION
OBJECTIVES.
Respond effectively and expediently to the different types of disasters
and emergencies.
Assist DRRMCs/other agencies in the delivery of basic services.
Improve capability of the AFP forces to conduct HADR operations.
Integrate AFP’s efforts with DRMMCs/other agencies and assisting
foreign military forces.
Contribute to disaster prevention and mitigation efforts.
Strengthen people’s trust in the AFP and the government.
EXECUTION
MISSION ESSENTIAL TASKS.
Conduct Search, Rescue and Retrieval Operations
Evacuate people affected by the disaster.
Provide assistance in the transportation of relief goods, rescue/med
teams, etc.
Assist the PNP in restoring/maintaining peace and order
Assist in the restoration of government functions
CONCEPT OF OPERATIONS
OPLAN “Tulong-Bayanihan” AFP Humanitarian Assistance and Disaster Response (HADR) Plan
Operating Through AFP Unified Commands
AFP conducts HADR operations through the Unified Commands.
Unified Commands undertake immediate HADR operations to mitigate effects and
respond to disasters in their AOR.
UCs hit by disaster becomes Supported Command with other UCs as Supporting
Commands.
Joint Task Forces or Task Forces of Supporting Commands will be utilized to support
the Supported Commands upon orders or clearance of GHQ.
Major Services through the currently deployed and with additional redeployed units,
shall provide the HADR capabilities (units, manpower and equipment).
Participation of Foreign Military
WITH THE PARTICIPATION OF FOREIGN MILITARY FORCES:
Joint and Combined Operations/Multi-National Force (MNF) concepts
shall be applied.
Establishment of Bilateral/Combined Coordination Center and/or Multi–
National Coordination Center shall be established at the GHQ-level or
can replicated in the UC-level.
Bilateral or Multilateral Protocols shall be observed.

ISSUES AND CHALLENGES - YOLANDA
Need for additional strategic lift capability.
Command and Control not immediately established
Inadequate emergency communications system.
Need for Incident Command System and other pertinent
trainings.
Lack of disaster response equipment (PPE and MEE) down
to battalion-level.
Limited initial rapid damage and need assessment and lacking
situational awareness
Need for portable long range public address system and
hailing device.
Need to maximize involvement of reservists.
Need for ready facility for MNCC in the strategic and
operational level.
Lack of resources for HADR.
Need to enhance public info dissemination on the efforts.
ISSUES AND CHALLENGES - YOLANDA
Proper coordination and collaboration between the AFP, DRRMCs/government
agencies and non-government organizations helped in achieving unity of effort.
Over-dependence on the military strained assets and resources.
Civilian organizations can also provide necessary resources to be utilized for
HADR operations.
Limited mechanism between AFP and Disaster Response Councils for logistics
operations.
Timely declaration of state of national calamity prompted early response from
the international community
Multinational military organizations greatly helped in HADR operations.
LESSONS LEARNED - YOLANDA
Proper coordination and collaboration between the various
stakeholders before, during and after the disaster is the key in
achieving unity of effort, thereby ensuring a more effective and
efficient HADR operations.
