APAN Meeting 2013, Incheon, South Korea
• ACCC is an innovative policy research project, supportingChina’s response to the impacts of climate change (NAS).
• International sharing of China’s experience with otherdeveloping countries to enhance their resilience to climatechange.
• Government Partners: DFID, DECC, SDC, NDRC, ProvincialDRCs
• Working with the key research institutions for socio-economicand physical science, nationally and in the 3 pilot provinces
• 5 Sectors: Water, Public Health, Disaster Risk, Grasslands &Livestock, Agriculture
What is the ACCC Project?
1. Supporting evidence-based adaptation planning through access torelevant and robust data, tools and information
2. Mainstreaming climate change adaptation policies into developmentplanning
3. Producing comprehensive impact, vulnerability and risk assessmentsat the national and subnational level
4. Building capacity and providing technical support on adaptationresponses at the subnational level
5. Sharing China's experience with other developing countries toenhance their own resilience to the impacts of climate change.

Strategic knowledgesharing
• Systematic: planned strategiesutilising key channels and UNframeworks• Delivering Objectives; focusedon increasing resilience• Understanding audiences:research, influencer mapping, direct engagement• Connecting with them:tailoring via combined efforts, credible voices, internationalpartners & platforms (i.e. CDKN,UN) - using channels they relyon and trust• Increasing Resilience:delivering and measuring ourimpact through M&E

Tailoring the knowledge
• Content – risk, costing, involving the target audience• Format, manner, style• Issues of trust – certainty, assumptions• Credible voices – Where does the audience go for
information? Media, advisors, existing relationships• Language – both kinds! Jargon-free• Level of awareness of the issue• Level of awareness of existing resources• User support & interaction
What do you want your audience to dowith the knowledge shared?

UNFCCC Nairobi WorkProgramme
To assist all Parties to:1. improve their understanding and
assessment of impacts, vulnerability andadaptation to climate change;
2. make informed decisions on practicaladaptation actions and measures torespond to climate change on a soundscientific, technical and socio-economicbasis, taking into account current andfuture climate change and variability.
We support this through:- Official partnership with the NWP, and engagementwith expert workshops and knowledge sharing.- Directly improving understanding & assessment ofimpacts, vulnerability and adaptation to climatechange through capacity and direct assessment in keysectors on a national and provincial level in China.- Supporting evidence-based decision-making byproviding policy relevant data and tools.
Current activities:- Official Partner organisation - focal point meetings,pledge- Experts sent to technical workshops (i.e. Water inMexico)
Planned:- Experts submitted to the roster- Updates to the pledge- Case studies for the knowledge sharing database
UNFCCC Cancun AdaptationFramework :Capacity Building, Finance andTechnology Transfer
To enhance action on adaptation throughinternational cooperation and coherentconsideration of matters relating to adaptationunder the Convention.
We support this through:- domestic implementation of capacity building andresearch on appropriate financial mechanisms.- feeding into the Third Review on CB for Economiesin Transition (due before 2016) as part of ACCC’sM&E work.
When the Capacity-building information portal islaunched in Autumn 2012, we will share experiencethere.
- Developing and delivering capacity buildingactivities for researchers, policy makers andcommunities- Supporting the strengthening of national-levelinstitutional arrangements for adaptation.- Financial and technical approaches for adaptationaction, such as CRCPP and NDRCC’s research on risktransfer, and the development of RCMs with UKHadley Centre Met Office for improved regionalclimate science.
UNFCCC Work Stream on Lossand Damage
To strengthen international cooperation andexpertise in order to understand and reduceloss and damage associated with the adverseeffects of climate change, including impactsrelated to extreme weather events and slowonset events.
We support this through:-considering approaches to address loss and damageassociated with climate change impacts in China.- improving understanding of disaster risk and slowonset events.
Experts sent to the Asian Experts meeting inBangkok to present on China’s experience, particularly with slow onset events.
5th Asian MinisterialConference on Disaster RiskReduction
To enhance DRR at the local level as part ofstrategic venue to build nations’ andcommunities’ resilient to disaster.
We support this through:-Integrating Local Level Disaster Risk Reduction andClimate Change Adaptation into NationalDevelopment Planning- Local Risk Assessment and Financing StrengtheningLocal Risk Governance and Partnership.
A joint side event with CDKN and the Red Cross onRisk Transfer and innovative mechanisms to protectvulnerable people at the local level. An expert fromNDRCC will appear.
UNCSD Rio+20 To secure renewed political commitment forsustainable development, assess the progressto date and the remaining gaps in theimplementation of the outcomes of the majorsummits on sustainable development, andaddress new and emerging challenges.
We supported this through:-Contributing to events on assessing progress andidentifying gaps for sustainable development,-- Presenting on responses to new and emergingchallenges such as climate change adaptation anddesertification.
ACCC Speakers at a series of side events from thelaunch of Brazil’s National Panel on Climate Change,UNEP’s China Focus panel, two Oxfam events,Actionaid side event on Community Risk andVulnerability and a high-level panel convened bythe World Bank to discuss Inclusive Green Growthwith 3 Ministers and the Dep MD of IMF.
