Foreword
Edinburgh is a c ity tha t in ma ny ways is idea lly suited to ac tive
trave l. It is c om pac t and for ma ny residents, wo rk, shop and
p lay are a ll within ea sy wa lking or cyc ling d ista nc e. For
exam p le, ove r 70,000 peo p le live within a 20 minute wa lk of
Princes Stree t. In most of sub urba n Ed inburgh, be tween a third
and a ha lf of a ll journeys to wo rk are 1 to 3 miles long, that s a
5 to 20 minute b ike ride.
Walking a nd c ycling mee t so ma ny objec tives that the y
deserve to be strong ly p rom ote d . They ha ve m inima l
environme ntal imp ac t, they are go od for hea lth, and they are
a ffordab le and soc iab le. This Ac tive Trave l Ac tion Plan (ATAP)
sets out to deliver these bene fits by ena b ling mo re peo p le in
Ed inburgh to c ycle and w alk, mo re safe ly and mo re o ften.
Ed inburgh s residents a lrea dy wa lk over one third of a ll their
journeys. We want to susta in and if possible inc rea se this
impressive figure.
Around two thirds of journeys to school in the c ity a re m ade
on fo ot or by b ike. We re p leased tha t surveys suggest this
p rop ortion is sta b le or inc rea sing in c ont rast to a dec lining
trend ac ross Sc otland and a re sure tha t the w ork we ve p ut
into Safer Routes to School p rojec ts ha s ma de a n important
c ont ribution. The size o f mo st school ca tc hments me ans tha t
the pe rc entag e c ould b e even higher, helping to red uce
pe ak-hour c ong estion. We wa nt to c ontinue the Counc il s
positive wo rk in this a rea , ma king it even easier to wa lk or
c ycle to sc hoo l and increa sing the p rop ortion o f child ren who
rec eive cycle training.
Ed inburgh has p rom oted c yc ling since the mid 1980s. In 1981
around 2000 Ed inburgh reside nts (1.4%) c yc led to work. The
c urrent estima te is 7,250 (4.9%). The ATAP sets out a goa l of
further g row ing the p erce nta ge to 15% - tha t s a round 22,000
by 2020, with a 10% by b ike ta rge t fo r all trips. This is ve ry
amb itious but we be lieve it is ac hieva b le.
Ac hieving the ambition w ill req uire foc us and prioritisa tion.
The ATAP is intended to p rovide the right framew ork. For
examp le, the plan identifies two d ifferent a pp roa c hes to
p rovision for cyc lists, rec og nising tha t d ifferent p eo p le ha ve
d ifferent need s. A Family Netw ork is p rop osed to c a ter for
less c onfide nt c yc lists. In p a ra llel, the Cyc le Friend ly City

prog ramm e w ill a im to ma ke the who le road netw ork as sa fe
and a ttrac tive a s possible for cyc ling.
The p lan prioritises a rea s for inve stm ent. For exam p le, the re is
mo re sc op e fo r c ycling in pa rts of the c ity whe re a large
number of journeys to w ork a re in the 1-3 mile rang e a nd
aren t too hilly. Simila rly it makes sense to ensure the busiest
pavements in shop p ing c entres a re we ll ma inta ined and a s
walkable as possible.
We be lieve tha t imp lem enting this p lan ca n ma ke a rea l,
positive d ifferenc e to Ed inburgh. Why? Bec ause m ore wa lking
and c ycling w ill red uce p ollution, red uc e c ong estion a nd
improve hea lth and fitness. Also b ec ause the kind of things
we need to do to enc ourag e more peop le to cycle and
wa lk, will help m ake Ed inburgh a better plac e to live. Stree ts
that a re easier and m ore friendly p lac es to w alk and c ycle
a re m ore c ivilised and sa fer for eve ryone . A high qua lity
fa mily c ycle netwo rk will ope n up new c hoices for wo rkad ayas well as leisure journeys. Taken to gether, the ATAP sho uld
mea n that many more peop le feel they have a rea l c hoice to
use these c heap , co nvenient, soc iab le and enjoyab le wa ys
of g etting a round our grea t c ity.
The ATAP has bee n d evelop ed in pa rtnership w ith NHS
Lothian, Transport Sc otland s, Spokes, Living Stree ts Sc otland ,
and Sustrans, along w ith c ontributions from othe rs,suc h a s The
University of Ed inburgh. We look forward to c ont inuing to wo rk
with the se a nd other pa rtners to deliver the ATAP.

ObjectivesAc tive t rave l is a t the hea rt o f the Co unc il s Transport 2030 Vision
and Loca l Transport Stra te gy 2007-12 (LTS)1, as well as the Road
Sa fety Plan fo r Ed inburgh to 2020. It c an ma ke a b ig
c ontribution to ma ny Single Outc om e Ag reeme nt (SOA)
objectives2 including on he alth, environme nt a nd ec onom ic
deve lop me nt. Ac tive Travel will a lso d irec tly contribute to theta rgets set o ut in the Gove rnment s Nationa l Physica l Act ivity
Strate gy (Let s Ma ke Scot land Mo re Ac tive, 2003) and the
outcom es set out in Cyc ling Ac tion Plan fo r Sc ot land (2010).
Transport 2030 overall vision
By 2030, to make Ed inburgh s transport system o ne o f the
mo st environme nta lly friend ly, hea lthiest a nd mo st a c c essible
in northe rn Europ e3.
Walking a nd c ycling ha ve g rea t be nefits for hea lth and
ac cessibility. They c an a lso red uc e c ong estion a nd em issions
when rep lac ing short ca r journeys. Crea ting environm ents tha t
are favourab le to wa lking a nd c ycling ca n imp rove overallqua lity o f life in our cities, towns and villag es. This p lan is a imed
at ac hieving the se be nefits by e nab ling and enc oura ging mo re
pe op le in Edinburgh to c ycle and wa lk, more o ften and more
sa fely and c om fortab ly.
Three-quarters of a ll trips made b y Ed inburgh reside nts a re
shorter than 5 km, a d istanc e ide a l for wa lking and c ycling.
How eve r only 36% of residents trips a re m ade o n foo t o r by bike,while 43% are ma de b y ca r4.

Bea ring in mind the se b ene fits, the c ore ob jec tive of this Ac tive
Trave l Ac tion Plan is to increase the num bers of peop le inEdinburgh wa lking and cyc ling, both as mea ns of transport and
for pleasure.
The p lan will seek to wo rk towards its core ob jec tive by :
improving the c ity s wa lking and c yc ling infrastructure
(maintenanc e, ma nag eme nt, new provision, goo d
design);
ma rketing o f the opp ortunities to w a lk and c ycle in the
c ity (eg signing a nd m apping o f cyc le route s); and
promoting wa lking and cyc ling (eg seeking to o verc om e
soc ial b a rriers to c yc ling ).
Ac tive travel, hea lth and the ec onomy
Ad ults who a re reg ularly physica lly ac tive ha ve 20 to 30%red uc ed risk of prema ture d ea th a nd up to 50% red uc ed risk of
deve lop ing ma jor chronic d isea ses suc h as c orona ry hea rt
d isea se, stroke, diab ete s and c anc er. Ac c ording to a rec ent
Sc ottish Governme nt public a tion9, a 1% red uc tion ea c h yea r in
the number of inac tive Sc ots for the next five yea rs would result
in:
3.5million savings to the NHS through reduc ed annua ladmissions;
157 less dea ths from coronary heart disea se, stroke a nd
c olon c anc er related to inac tive lifestyles; and
2839 life ye a rs saved from red uc ing these ove ra ll de a ths,
resulting in an estimate d tota l ec ono mic b ene fit of
85.2million.
Othe r bene fits of regular physic a l ac tivity a re b ette r me nta l
health and red uced emp loyee ab sence.
Ac tive travel can incorpo ra te regular physic a l ac tivity in to
peo ple s eve ryda y lives and therefore has significant p ote ntial
to imp rove the hea lth of the c ity s residents. Cycling Eng land

The Bike Sta tion's 'A better wa y to wo rk' team, with theassista nc e o f a numb er of pa rtne rs, are wo rking with a va riety of
Ed inburgh b ased businesses and organisa tions with less tha n 500
em p loyee s. A bette r wa y to wo rk offers help a nd support to
em p loyees of the se sma ll and me d ium sized c om panies, to t ry
ac tive and susta inab le typ es of trave l wa lking, cyc ling, pub lic
transport and ec o-d riving . Those taking part a re likely to b oo st
the ir hea lth and fitness, red uc e stress and save som e mo ney in
the p roc ess. By samp ling d ifferent w ays of g ett ing to wo rk thesc hem e a ims to c hang e p eo p le's travel beha viour long term.
This c hang e will cut pollution, red uc e tra ffic c ong estion a nd
make Ed inburgh's roads sa fer.

Guardrailing
We will review the nee d for existing p ed estrian gua rd ra iling and
minimise its use. Rec ent guida nc e p rod uc ed by the UK
Dep artment for Transport wa s una b le to find any relat ionship
betw een levels of p ed estrian incidents a t junctions and the
p resenc e, or ab senc e, of g ua rd ra iling. New Sc ot tish
Government guida nc e, Designing Stree ts, rec om me nds the
minimum possible use o f gua rd ra iling, as doe s the Co unc il s ow n
guida nc e, Sta nd ards for Stree ts. A num ber of loc a l autho rities
elsew here in the UK a re system atica lly review ing the nee d for
gua rd ra iling and whe reve r possib le rem oving it to imp rovestree tsc ape and red uce ba rriers to ped estrian mo vem ent. The
Counc il intend s to follow this examp le a nd a pp ly guidanc e to
both existing a nd p rop osed sites.
It is recognised that in some locations guardrailing is utilised as
c yc le pa rking . The assessme nt p roc ed ure for rem ova l of
gua rdrailing will take into ac c ount the se loc a tions and
rep lacem ent c ycle p a rking w ill be p rovided to c a ter for existingand future d ema nd.
Tackling foo tway parking
Foo twa y pa rking is an inc rea sing p rob lem tha t c auses p rob lem s
for ped estrians, espec ia lly disab led peo p le a nd pe op le w ith
luggage or bugg ies or p rams. The Co unc il is see king inc rea sed
pow ers in this a rea from the Sc ott ish Government a nd will usethese when they be c ome ava ilab le.
Signing and wayfinding
We will review signing a nd wa yfind ing. In particula r we will
c onsider city c entre wa yfind ing a nd integ ra tion o f pe destrian
and c ycle signa ge .
Marketing and promotion
The C ounc il will prod uce an c om munica tions strateg y for ac tive
trave l, to c oo rd ina te a nd d eliver a ll ma rketing a nd p rom otion
ac tivities und er ca mp a ign identity in 2011. As pa rt of this
c om munica tions strategy, the C ounc il and its partners, fund ing
permitting, w ill:
prod uc e a nd d istribute w a lking ma ps (eg to hosp ita ls,
green spac es etc ) and o ther ma teria l p rom oting walking;

The Royal Mile Improvements
The qua lity o f the histo ric environm ent of the High Street is
imp orta nt. The Roya l Mile is imp orta nt fo r enc ourag ing visitors to
Ed inburgh. It is a key area for events ta king p lac e a s pa rt o f the
annua l Ed inburgh Festiva ls and Festiva l Fringe , during which
footfall is extremely high.
The City of Ed inburgh C ounc il has imp leme nted a series of
improve me nts to the High Stree t ove r the last two d ec ades. In
1996, environm enta l imp roveme nts to the Roya l Mile betw een
Ge orge IV Bridg e a nd St Ma rys Stree t were und ertaken.
Follow ing the 2003 stud y, imp rove me nts have a lso b ee n
imp lem ented to Ca stlehill, Lawnm arket and Ca nong a te a s we ll
as a p a rtial pedestrianisa tion of the High Street b etw ee n
Coc kburn Stree t a nd ity Cha mb ers.
Imp roveme nts undertaken a long the leng th of t he High Stree t
include:
installation of raised tables over junctions;
improved ped estrian c rossing p oints;
increased pe de strian spa c e/ p avem ent width;
insta llation of sea ting area s;
pho ne b oxes reloc ate d to b uilding s ed ge ;
insta lla tion of high q uality g ranite pavem ents;
imp rove d links through c loses a ll along the High Stree t; and
improved signage.

Cyc ling Ac tion Plan
Cyc ling is chea p , co nvenient a nd hea lthy. In the c ity it is oftenthe fa stest, most c onvenient m ea ns of travel and quic ker than
the c ar for ma ny trips. Like w a lking o r the c ar it o ffers grea t
flexib ility; c yc lists c an c hoose their time of trave l and route (e .g.
d irec t, mo st p lea sant, sa fest). It s a fforda b ility and ac c essibility
(no a ge ba rrier, no lic ense) me an it c an be a rea listic choice for
nea rly e veryone .
Cyc ling ha s minima l environm enta l impac t. Cyc lists, likeped estrians, make stree ts fee l lived in . Therefore high leve ls of
c ycling a re a ssoc ia ted with a g oo d ove ra ll quality of c ity life.
With the right c ond itions, cyc ling is fun a nd it is a grea t
rec rea tiona l ac tivity in which the who le fam ily c an pa rticipa te.
So why d on t p eop le c ycle m ore? Barriers to c ycling in
Edinburgh include:
sa fety, and perce ived sa fety, esp ec ially on busy roa ds;
lac k of cyc le p arking a t hom e a nd elsew here;
effort;
weather;
c ycle theft;
lac k of informa tion a nd skills; and
c ulture a nd a ttitudes.
By helping to ove rc om e these ba rriers, we a im to unloc k the
City s c ycling pote ntia l.

The C yc le Friend ly City program me a ims to m ake travel by b ike
anywhe re in the c ity convenient and a ttrac tive. This will involveprovision for cyclists on main roads as well as crossings linking up
quiete r side roa ds. In rec ognition of the multiple pressures in
space o n the roa d netwo rk, this ne twork will foc us on m aking
c ycling feel as c onvenient, sa fe a nd c om forta b le a s possib le fo r
day to d ay cyc lists (tha t is c om muters, shoppers, anybod y go ing
from A to B).
This p rog ramm e w ill foc us on:
a ) Travel from a rea s with high cyc ling p otent ial. These will be
defined b ased on rec orded leve ls of c ycling (eg from the
Ce nsus), potent ial for trips in the idea l cyc ling rang e o f
roug hly 2 - 5km a nd to pog raphy; and
b) Travel to areas with the greate st po tential to gene ra te d ay to
day b ike t rips. These inc lude:
the c ity centre (espec ially ma jor transport hubs suc h as
stations);
othe r ma jor c entres of em p loyme nt and ac tivity e.g.
Gyle / Ed inburgh Park, Leith and Leith Do c ks, Universities,

Edinburgh is working withc hildren, young p eop le,
young w om en, ethnic
minority g roup s, fam ilies and
adults from low inc om egroup s in North Ed inburgh. Initia tives have b ee n d esigned to
ra ise a warene ss of c yc ling gene ra lly, disp laying the c yc ling
fac ilities in the loc a l area , inc rea sing pe op le s c onfidenc e,
building a wa reness and knowledg e a bo ut cyc ling a nd
deve lop ing a n interest in cyc ling ove r the long er term. Each
c om munity group or orga nisa tion rec eives cycling informa tion
and ed uca tion ta ilored to their spe c ific need s and a rang e o f
c yc ling initiatives best suited to them.
The Spokes cyc le map of Edinburgh is now in its 9thed ition, having sold over 80,000 cop ies since the first ed ition in
1987 and ha s helpe d c ountless c yc lists find their
wa y a round this wo nd erful city. Spokes a lso
pub lishes c yc le ma ps of East, West a nd Mid lothianwhich, in a dd ition to helping loca l peo ple from
those a rea s, co ntribute to leisure c yc ling
op portunities for Ed inburgh reside nts. Together with
its rec ently pub lished Glasgo w c ycle map , over
100,000 Sp okes ma ps ha ve bee n sold in tota l.
The Bike Sta tion is Ed inburgh s b icyc le rec yc ling a nd c yc lingp rom ot ion cha rity. The Charity rep a irs unwanted b ikes and p utsthem bac k on the road a s we ll as p roviding c ycle training a nd
b ike m a intena nc e t ra ining . The Bike Sta tion receives grant from
the C ity of Ed inburgh Co unc il in rec og nition
of its role in rec yc ling over 6000 bikes/ 92
tonne s a yea r.
The Bike Sta tion works with a va riety o f
pa rtners from the p ub lic and p rivate sec tors, p rovid ing ac om prehensive rang e o f servic es to suppo rt a nd ma inta in
c yc ling , to c rea te ne w c yc lists and to support othe rs in their
effo rts to increase c yc ling. These include:

The C yc le Friend ly City prog ramm e w ill a im to p rovide
effective c onnec tions by b ike to g enerato rs and po tential
gene ra tors of c yc le tra ffic . The em pha sis will be on
c onnec tions to the m ost important g enera tors, for examp le
the c ity ce ntre, other major c entres of em ployme nt, ma jor
university sites and ma jor hosp ita ls
The p rog ramm e w ill seek to p rovide a c hoice o f connec tions
to these destinations:
a ) Route s via the most d irec t, physica lly ea siest, route s,
often ma in roa ds. The p rog ramm e w ill aim to ma ke
these as c yc le-friend ly as possible. This is likely to
involve consideration of:
Bus lanes
Cycle lanes
Prov ision for cyc lists a t junc tions, espec ially the busiest
junctions.
Tra ffic red uc tion a nd spee d limits.
b ) Alternat ive c onnec tions to c a ter for less c onfident
c yc lists. These should as muc h a s possible avo id on-c a rriag ew ay cyc ling on m ain roa ds. They shou ld
c onform a s we ll as possible to the c riteria o f the family
network. There is likely to b e a c onsiderab le d eg ree of
c oincide nce be twee n these routes and the fam ily
network.
On the fam ily network route c ohe renc e is of the utmo st
imp ortanc e. A single missing link c an seriously unde rmine theeffec tiveness of a n entire route . The c yc le friend ly c ity
p rog ramm e w ill a lso strive for route c ohe rence, but in som e
c ircumsta nc es other fac tors (ge nerally involving p rovision for
other roa d users) ma y mean tha t sub -op tima l sec tions for
c yclists need to be a c c ep ted .
