AccountantApersonwhohastherequisiteskillandexperienceinestablishingandmaintainingaccuratefinancialrecordsforanindividualorabusiness.Thedutiesofanaccountantmayincludedesigningandcontrollingsystemsofrecords,auditingbooks,andpreparingfinancialstatements.Anaccountantmaygivetaxadviceandpreparetaxreturns.Apublicaccountantrendersaccountingorauditingservicesforanumberofemployees,eachofwhompaystheaccountantafeeforservicesrendered.Heorshedoesmorethanjustbookkeepingbutdoesnotgenerallyhaveallthequalificationsofacertifiedpublicaccountant.Acertifiedpublicaccountantisonewhohasearnedalicenseinhisorherstatethatatteststoahighdegreeofskill,training,andexperience.Inadditiontopassinganaccountingexamination,acandidatemusthavetheproperbusinessexperience,education,andmoralcharacterinordertoqualifyforthelicense.ThelettersCPAarecommonlyusedandgenerallyrecognizedtobetheabbreviationforthetitleCertifiedPublicAccountant.Thepracticeofaccountingisahighlyskilledandtechnicalprofessionthataffectspublicwelfare.Itisentirelyappropriateforthestatetoregulatetheprofessionbymeansofalicensingsystemforaccountants.Somestatesdonotpermitanyonetopracticeaccountingexceptcertifiedpublicaccountants,butotherstatesusethetitletorecognizethemoredistinguishedskillsofaCPAwhilepermittingotherstopracticeaspublicaccountants.Allstateslimittheuseofthetitleandtheinitialstothosewhoarelicensedascertifiedpublicaccountants.Allaccountantsareheldtohighstandardsofskillinissuingprofessionalopinions.TheycanbesuedforMalpracticeifperformanceoftheirdutiesfallsbelowstandardsfortheprofession.West's Encyclopedia of American Law, edition 2.
