THE REALITY OF LIFE AS A ROUGH SLEEPER
Ms Y is a Polish national who has been in the UK for over a decade. Ms Y first became known to our rough sleeping service in April 2019. She has suffered a history of domestic violence, is a chronic alcoholic and has been manipulated by men on many occasions. We arranged for Ms Y to stay with her sister in Islington. However, in November 2019 we became aware that Ms Y had been hospitalised following a further incident of domestic violence. Our Rough Sleeper Navigator visited Ms Y in hospital, and we arranged for her to stay in a Shelter run by Solace. Ms Y was asked to leave the Shelter after she allowed her abusers to know where she was staying.
Ms Y returned to rough sleeping, but following intervention from the Rough Sleeper Service, Ms Y was persuaded to move into the Edmonton Travelodge on 23 April 2020. Following work with her support worker and partner agencies, Ms Y was granted EU settled status. She now has recourse to public funds and therefore access to housing.
Ms Y does not meet the threshold for assistance from social services. However, she requires stable accommodation and intensive support to ensure that she does not return to rough sleeping, including addressing entrenched issues regarding self-worth and her choices regarding health and accommodation.
Mr X is a gentleman in his late forties who came to the UK from Ireland around 20 years ago. He states that he worked in the music industry until his heroin addiction prevented him from working. His addiction resulted in a chaotic lifestyle, and he has struggled to engage with services, keep appointments and follow advice given.
Mr X became known to the Rough Sleeper services in London in 2017. He was found rough sleeping in Enfield in March 2020 after being released from prison. Following his release from prison, he was hospitalised and diagnosed with type 1 diabetes, PTSD and high blood pressure. He needs to inject Insulin four times a day and due to his alcoholism, Mr X struggles to take his medication regularly and is in denial about his alcohol and drug use. Mr X has been prescribed Subutex but uses on top. Mr X is struggling to cope with life at the moment, and his health and addiction problems are compounded by a relationship beak down with his ex- partner.
After being found rough sleeping, Mr X was housed in the Enfield Winter Shelter and then rehoused into the Edmonton Travelodge following the closure of the Winter Shelter due to COVID-19 guidance on social distancing. Staff in the Travelodge, along with Rough Sleeper Support Officers, have given Mr X ongoing support. He has been linked in with “Enable” substance misuse service but requires regular encouragement to engage.
Ms X does not meet the threshold for assistance from social services. However, he requires stable accommodation to get his life back on track. He requires intensive support, including substance misuse services, emotional support and help to care for himself such in terms of personal care and sourcing/cooking food. Mr X will require a support worker to help coordinate the services he is linked into, and to contact him regularly to ensure he is engaging with these services.

2. PROFILE OF ROUGH SLEEPING INENFIELD
2.1 Impact of rough sleeping: Roughsleepingisakeyfactorinhealthinequality.
Bringingroughsleepersintoaccommodationhasamajorimpactontheirqualityoflifeandlifeexpectancy.

2.2 Pre COVID-19:Onthenightof28November2018,Enfield’sRoughSleepercountreported78roughsleepersbeddeddownonthestreetsofEnfield.ThiswasthefourthhighestnumberofroughsleepersinLondonandtheseventhhighestnumberinEngland.Inresponsetothischallenge,EnfieldbidforfundingfromtheMHCLGandtheGLAinordertosetupanewRoughSleeperServicewiththeaimofendingroughsleepinginEnfield.In2019/20,wesecuredalmost£500kinfunding.Wesetupanewteam,includingaRoughSleeperCoordinator,aRoughSleeperNavigator,twoOutreachWorkersandthreeemergencybedspacesforroughsleepers.Inaddition,wesetupasuccessful22bedWinterNightShelterandsecured20additionalemergencybedspacesduringthewintermonths.
2.3 During2019/20wehousedmorethan150roughsleepers(withsupport)foundbeddeddowninEnfield.On27November2019Enfield’sRoughSleepercountreported24roughsleepersbeddeddownonthestreetsofEnfield–thesecondhighestdecreaseinroughsleepinginLondon.
2.4 Currently,weestimatethatwehaveapproximately17roughsleepersbeddeddownonanyonenight.Thesearepredominatelyentrenchedroughsleeperswhohaverefusedoffersofaccommodationandsupport.
2.5 BythestartofMarch2020,Enfieldhadputinplaceambitiousplanstoachievethegoal,setoutinourPreventingHomelessnessandRoughSleepingStrategy2020-2025,toendroughsleepinginEnfield.Todate,wehavesecuredover£900kinfundingtobuilduponourprevioussuccess.Wearedevelopingnewinitiativessuchasa24/7year-roundSomewhereSafetoStayHub,15-20HousingFirstmodelunitsforentrenchedroughsleeperswithhighsupportneeds,andaresettlementworkertosupportroughsleepersintolonger-termaccommodation.

3. COVID-19 TIMELINE
3.1 InMarch2020,theGovernmentputplansinplacetoprotectLondon’sroughsleepersfollowingthelockdown.On27March,DameCaseywrotetolocalauthoritiesaskingthattheyhouseallroughsleepers,andthoseindormitorystyleshelters,bythefollowingweekend.StaffinEnfieldworkedextremelyhardtoachievethisgoalbyprocuringemergencyaccommodation,alongwithspecialistandwraparoundsupport,forallroughsleepers.WerehousedroughsleepersfromWinterSheltersintheBoroughintoself-containedaccommodationandofferedself-containedaccommodationtoallthosesleepingrough.Weworkedwithourpartnersinthethirdsector,theNHS,AdultSocialCareandPublicHealthtoprovidesupportservicestoallthosehousedsincelockdown.
3.2 Asof28May2020,Enfieldhadatotalof118roughsleepersinemergencyaccommodationintheBorough.Oftheroughsleepersinemergencyaccommodation,102werehousedpostlockdownand16werehousedpre-lockdown.Atotalof22wererehousedoutofourWinterShelterstheweekendfollowingtheGovernmentannouncementon27March.
3.3 Asof28May2020,wehadhoused80roughsleepersnewtoourstreets.Theseroughsleeperswerehelpedtoaccessouremergencyaccommodation,alongwithsupportfromOutreachWorkers.ThenumberofnewroughsleepersinEnfieldhasincreasedsincelockdown.Weareseeingaround1.5newroughsleepersaday.EvidencesuggeststhatasignificantproportionofthesenewroughsleepersareEuropeanEconomicArea(EEA)nationals,whowerepreviouslyworkingintheunregulatedemploymentsectoranddonotreceivewelfarebenefits.Provisionalinformationsuggeststhat,asemploymentopportunitieshavedriedupduetotheCOVID-19pandemic,moreindividualsfromthisgrouphavebeenforcedintoroughsleeping.Inaddition,wehaveseenanincreaseinsexworkerssleepingrough.WeareworkingwiththeSalvationArmyandtheCommunitySafetyTeamtoassistthisvulnerablegroupwithaccommodationandsupport.
3.4 WehavemadeanofferofaccommodationandsupporttoallexistingandnewroughsleepersfoundinEnfield.However,asmallgroupofaround17roughsleepersremainbeddeddowninEnfield.Theseareprimarilyentrenchedroughsleepers,livinginencampments,whohaverefusedoffersofaccommodationandsupportonmanyoccasions.Itremainsaprioritytocontinuetoengagewiththisgroup,andtocoordinatemulti-agencyplanstobringtheoccupantsoftheseencampmentsintoouraccommodationprovision.OngoingworkistakingplacewithourpartnersinMentalHealthServices,AdultSocialCare,thePolice,StrategicPropertyServices,Thamesreachandotherstotargettheseroughsleepers.
3.5 Inadditiontotheabove,approximately86singlepeopleandcouplesdeemednottobein“priorityneed”havebeenhousedinemergencyaccommodationafterapplyingashomelesstotheHousingAdviceandOptionsteamsincelockdown.DuetotheriskofCOVID-19infectiontoanyoneroughsleeping,andtheneedforallBoroughresidentstocomplywithGovernmentguidanceonself-isolation,EnfieldhasuseditsEmergencyHousingPolicytohouseanyonewhogenuinelydoesnothaveanywheretogoandisatriskofroughsleeping,regardlessofwhethertheyaredeemedtobe“inpriorityneed”underthehomelessnesslegislation.
3.6 Approximately90%ofroughsleepersarenowregisteredwithaGP.StaffintheEdmontonTravelodge,togetherwiththeRoughSleeperService,theNHSandPublicHealthareworkingtoensurethatallroughsleepersregisterwithaGP.

4.1 On7April2020,EnfieldcommissionedtheEdmontonTravelodgeonathree-monthleaseandarrangedforon-sitestaffingsupporttohelpmeettheadditionaldemandforaccommodationandsupportforthosefoundroughsleepingandatriskofroughsleepingduringtheCOVID-19pandemic.Enfieldprocured71roomstohouseroughsleepersandthoseatriskofroughsleepingduringtheCOVID-19crisisandprovided20roomstoourpartnerintheNorthLondonHousingGroup,HaringeyCouncil,toassistwiththeiremergencyprovisionduringthecrisis.Since7April,Enfieldhashoused74roughsleepersintheEdmontonTravelodge.Ofthese,24havemovedoutintoalternativeaccommodation(includingalternativeemergencyaccommodationforroughsleeperswithno,orlowsupportneeds).OurcontractwiththeTravelodgerunsuntil31July2020.Inordertoavoida“cliffedge”situationonthisdate,wehaveleftopenthepossibilityofnegotiatinganextensionofthecontractonamonthbymonthbasis.IntheeventthattheTravelodgerequiresthehotelbackonthisdate,wewillprioritiselonger-termmoveonaccommodationforthisgroup,orfindalternativeemergencyaccommodationintheinterim.
4.2 Inadditiontotheabove,wehave68roughsleepershousedinemergencyself-containedaccommodation.Thisprovisionisacombinationofspotpurchasednightlypaidaccommodation,hotelsandvacantregenerationpropertiesrenovatedtoprovideemergencyaccommodation.

5. OUR STRATEGY AND LOCALDELIVERY PLAN
5.1 EndingRoughSleepingandmakinghomelessnesssomethingthatisrare,briefandnon-recurringaretheambitionssetoutinourPreventingHomelessnessandRoughSleepingStrategy(2020-2025)whichwasagreedin2019.ThiswasanimportantpriorityforEnfieldthatweweregearinguptodeliverin-house.
5.2 WithCOVID-19weneededtoreprioritiseourfocustopreventunnecessarydeathsduringthispublichealthemergency.Ourprimaryobjectiveswereto:
• Focusonpeoplewithahistoryofroughsleeping,andthoseimminentlyatriskofroughsleeping,whowereonthestreetsorinemergencyaccommodationwhereitisdifficulttoself-isolateorsociallydistance,suchassheltersandassessmentcentres
• Makesurethatthesepeoplehadaccesstothefacilitiesthatenablethemtoadheretopublichealthguidanceonhygieneorisolation,includingen-suitefacilitiesandnosharedsleepingspaces–topreventandreduceinfection
• UtilisepowersandfundinginplaceasaresultoftheCOVID-19emergencytoassist,whereappropriate,thosewithnorecoursetopublicfunds(NRPF)whorequireshelterandotherformsofsupport
• ProvidesupporttothoseaccommodatedtobothenablethemtoremainprotectedfromCOVID-19,andtomeettheirwiderneeds.
5.3 Itisessentialthatweplan,alongwithourpartners,forthenextstagesoftheemergencyaslockdownisliftedand,potentially,socialisolationmeasuresareeased.Planningisalsoneededforpotentialfuturelockdowns.Weallhavearesponsibilitytoensurethatallroughsleepers,andthoseatriskofroughsleeping,continuetobeprotectedfromCOVID-19.Thisisa“onceinalifetime”opportunitytoresolveroughsleepinginEnfield,toworkwiththosehousedinemergencyaccommodationtofindlonger-term,settledaccommodation,andtofindmulti-agencysolutionsfortheentrenchedcohortofroughsleepersstillbeddeddowninEnfield.
5.4 ThisdeliveryplansetsoutthenextstepsthatEnfield,includinghousing,communitysafety,adultsocialcareandsafeguardingserviceswilltake,togetherwithourpartners,theGLA,theNHS,PublicHealthEnglandandtheCommunityPoliceService,tofindlonger-termaccommodationandsupportforallthoseplacedinemergencyaccommodationduringthecrisis.TheplanwillbeoverseenbytheRoughSleepersBoardthathasbeendevelopedforthispurpose.TheBoardconsistsoflocalpartnerswhohavearoleinendingroughsleepinginEnfield.DeliveryPlanoutcomeswillbemonitoredbytheBoard.

6. PRINCIPLES
6.1 Enfield,alongwiththemajorityofotherLondonLocalAuthoritiesthroughtheHousingDirectorsGroup,theGLAandtheNHShaveagreedtotakeforwardapanLondonRoughSleepersStrategywiththefollowingprinciples:
• No-onewhohasbeenplacedinemergencyaccommodationinresponsetotheCOVID-19publichealthcrisisisaskedtoleavethatemergencyaccommodationwithoutanofferofsupporttoendtheirroughsleeping(the“InForGoodapproach”takeninLondonforroughsleepersinsevereweatheremergencyprovision)
• WewilllobbyforfundingtoensurethatthereiscapacityandcapabilitytodeliverandimplementInForGoodoffersofsupport
• ContinuedprotectionfromCOVID-19isprovidedforthosewhoneedit,usingacohortingapproachofcare,protectandprevent
• ResponsibilityissharedfairlyacrossLondonboroughs,andthatnonearedisproportionatelyimpactedasaresultofhostingroughsleepersfromoutsidetheirboroughsduringtheemergency
• TheLondon-wideapproachsupportsandcomplementstheeffortsofindividualboroughsandproviders,andviceversa
• Thereisanintegratedhousingapproachwithhealthandcaretosecureaccesstoservicesandcontinuityofcare
• Therolloutofaccommodationandsupporttothosehousedinemergencyaccommodationduringthecrisiswillbegradual,toavoida‘cliffedge’situationandintensepressureonservicesaslockdownislifted.

9. WHERE ARE WE NOW AND THEKEY CHALLENGES WE FACE
9.1 AsaresultoftheGovernmentcalltobringallroughsleepersinwehavehousedthefollowingroughsleepersinemergencyaccommodation,eitherattheEdmontonTravelodgeorindispersedaccommodation:

• Approximately70roughsleepershousedinouremergencyprovisionhaveNRPFandarethereforenotentitledtobenefitsorhousingsupport.Thismeansthattheirlonger-termhousingoptionsarelimited.Approximately60oftheseareEEAnationalswhoarenotsubjecttoimmigrationcontrol,butdonothave“therighttoreside”intheUK.EEAnationalscangetrecoursetopublicfundsinsomecircumstancesiftheyclaimsettledstatusorfind“genuineandeffective”regulatedwork.EEAnationalscanclaimsettledstatusiftheycanshowthattheyhavelivedintheUKforfiveyearsormore.EEAnationalsmayrequiresupportandtrainingtofindwork.Insomecircumstances,EEAnationalsmayaskforsupporttoreturntotheirhomecountry
• Approximately10roughsleepershaveNRPFbecausetheyaresubjecttoimmigrationcontrol.Unfortunately,theirlonger-termhousingoptionsareverylimited.RoughSleeperswithNRPFmayrequireadviceandassistanceontheirimmigrationstatus,ortheirapplicationforimmigrationstatus.OnlyorganisationsregisteredwiththeOfficeofImmigrationServicesCommissioner(OISC)canlawfullyprovideimmigrationadvice.Insomecircumstances,non-EEAroughsleeperswillfacerestrictionsontheirrighttoworkintheU.K.Non-EEAroughsleepersmayaskforsupporttoreturntotheirhomecountry.

10. THE HOUSING ADVISORYSERVICE MODEL FOR DELIVERY
10.1 TheHousingAdvisoryServiceprovidesthefollowingRoughSleepersServicemodelwhichispartfundedbyMHCLG/GLAspecificgrants.
10.2 TheEnfieldRoughSleeperTeamhastwoOutreachWorkers,aRoughSleeperNavigatorandtwospecialist“InReach”SupportOfficersfundedfromour2020/21RoughSleeperInitiativefundingtocarryoutwelfarechecksandidentifyanysupportneedsforroughsleepersinouremergencybedspaces.Whereappropriate,roughsleepersarereferredtosupportservicessuchasthe“Enable”SubstanceMisuseservice,MentalHealthServices,GPs,andotherservices.Anyroughsleeperinouremergencybedspaceswhohasnorecoursetopublicfundsisassessedandreferredtothe“EnfieldStandsTogether”CommunityHubiftheyrequireassistancetoaccessfood.TheEnfieldRoughSleeperServiceiscurrentlyrecruitingfourfurtherSupportOfficerstohelpsupportroughsleepershousedinemergencybedspaces.
10.3 TheEnfieldRoughSleeperTeamareworkingwithourpartnerstoensurethata“SupportPlan”iscompletedforeveryroughsleeperoutliningtheactionsthatwillbetakentoensurethateveryroughsleeperislinkedwiththesupportservicestheyneedandaplanisputinplacetohelpfindmoveonaccommodationwiththeappropriatesupport.
10.4 TheEdmontonTravelodgehas24/7on-sitestaffingsupport.MealsareprovidedforallresidentsintheTravelodge.On-sitestaffareworkingtogetherwiththeRoughSleeperServicetocompletesupportplansforeachresident.
10.5 “Enable”DrugandAlcoholServicehavebeencommissionedbyEnfieldCounciltoprovidesupportforresidentswithsubstancemisuseproblems.On-siteTravelodgeSupportWorkersandtheRoughSleeperServicearereferringthosewithsubstancemisuseissuestoEnableanditisworkingwiththosereferred,includingtheprescriptionofopiatesubstituteswhereappropriate.
10.6 On-sitestaffattheTravelodgeandtheRoughSleeperServiceareworkingwithPublicHealthandtheNHStoensurethatallroughsleepersareregisteredwithaGPandarethereforeabletoaccessprimaryhealthcare.Atotalof90%arenowregisteredwithaGPandofficersareworkinghardtoensurethattheremainingroughsleepersregisterassoonaspossible.

11. MOVE ON ACCOMMODATIONPROVISION
11.1 Enfieldwillensure,asfarasitcanwithinitslegalpowers,thatno-onewhohasbeenplacedinemergencyaccommodationinresponsetotheCOVID-19publichealthcrisisisaskedtoleavethatemergencyaccommodationwithoutanofferofsupporttoendtheirroughsleeping.Asof4June2020,weestimatedthatwewouldrequireatotalof238unitsofmoveonaccommodationinordertohouseroughsleepersandthoseatriskofroughsleepingduringtheCOVID-19pandemic.Ourplanforsecuringaccommodationwillinclude:
11.2 Supported Accommodation–approximately60roughsleepersinouremergencyprovisionhavereportedthattheyhavesupportneeds–mentalhealth,substancemisuse,physicalhealthproblems,ormultipleneeds.Ofthese,approximately30havehighsupportneeds.Thiscohortofroughsleeperswillstruggletosustaingeneralneedsaccommodationandwillrequiresupportedaccommodation.
11.3 WehavedevelopedaproposalwithOneHousingGrouptocommissiontwoSupportedHousingschemesinEmeraldHouseandParkAvenue(22unitsintotal)toassistwithmoveonandsupportforthiscohortofroughsleeperswithhighneeds.Thetwoschemescouldprovidedifferentlevelsofsupport,inparticularmentalhealth,substancemisuseanddualdiagnosis.Inaddition,Enfieldisexploringleasingorpurchasing(viaHousingGateway,whichiswhollyownedbyEnfieldCouncil)anadditionalbuildingandcommissioningon-sitesupportfor20furtherroughsleeperswithsupportneeds.
11.4 On25May2020,theGovernmentannouncedfundingof£433moverfouryearstofund6,000unitsofaccommodation,withsupport,forroughsleepers.Atotalof£160mwillbemadeavailableinyearonetofund3,300oftheseunitstohelp“moveon”roughsleepershousedinemergencyaccommodationduringtheCOVID-19crisis.Enfieldwilltakeallnecessarystepstosecurethisfundinginordertohelpfundouraboveplanstocommissionsupportedaccommodation.Ifagapinfundingremains,wewilllobbytheGovernmentforadditionalfunding.
Asof4June2020,weestimatedthatwewouldrequire42unitsofsupportedaccommodationtoprovidesuitablemoveonaccommodationtothiscohortofroughsleepers.
11.5 Council Lets – “Housing First Accommodation” –Enfield’snewAllocationPolicyhasprioritisedletsforentrenchedroughsleeperswithmedium/highneedswhorequirestableaccommodationwithsupport.Ournewlocallettingsplanhasprovisionallyprioritised20onebedunitsforthisgroup.Wearecurrentlyidentifyingvacantone-bedroompropertiessuitableforlettingtoroughsleepersandthoseatriskofroughsleepingtoprioritiseformoveonaccommodation.EnfieldhassecuredfundingthroughtheRoughSleeperInitiative(Year3) foraLevel3socialworkertoenableEnfieldtoimplementa“HousingFirst”modelintheseproperties.Thesocialworkerwillprovideintensivesupporttoapproximately15–20roughsleeperswithmedium/highneedsin2020/2021.Thisaccommodationandsupportwillbeprioritisedforroughsleepersidentifiedbythemulti-agencyRoughSleepersPanel.Planstoimplementthisnewmodelwillbebroughtforwardtohouseandsupportthoseroughsleepersinemergencyaccommodationidentifiedasmostinneed.Inaddition,entrenchedroughsleeperswhohavebenefitedfromintensivesupportandrequirestableaccommodationwillbereferredthroughthepanelforone-bedroomaccommodationwhereappropriate.

Atotalof20Councilhomeshavebeenallocatedtohelpfacilitatemoveonforthiscohortofroughsleepers.
11.6 Registered Providers–MostRegisteredProviderssuspendedlettingaccommodationduringtheCOVID-19crisis.WearecurrentlycontactingRegisteredProvidersoperatinginEnfieldtoidentifyanysuitableletsforroughsleepersandthoseatriskofroughsleepingwhoarecurrentlyinemergencyaccommodation.EnfieldwillworkwithlocalRegisteredProviderstohelpmeettheurgentneedtohouseandsupportroughsleepersandthoseatriskofroughsleepingatthisdifficulttime.
11.7 Enfield Somewhere Safe to Stay Hub (SSTS Hub) - EnfieldhassecuredfundingfromtheRoughSleeperInitiativetoprovideaSSTSinEnfieldin2020/2021for20roughsleepers,followingthesuccessofEnfield’sWinterShelter.TheEnfieldWinterShelterwasfundedfromNovember2019toMarch2020butclosedon27Marchduetotheneedtorehouseallroughsleepersoutofdormitorystyleaccommodation.EnfieldhasmetwiththeMHCLGtoremodeltheHubsothatresidentscanadheretosocialdistancingandsocialisolationguidance.TheMHCLGhasagreedtofundtheredesignedHub,whichwillinvolveusingthecurrentbuildingatUnit12,Claverings,creatingapproximately15“self-contained”sleepingspaces,andredesigningthebuildingtoensurethatresidentscanadheretosocialdistancingandsocialisolationguidance.TheredesignedHubwillhelpustoassistroughsleepersfromtheEAAwhohaveNRPFandwhosehousingoptionsarethereforeverylimited.TheHubwillallowustoassistthisgroup,providingaccommodationforuptotwomonths,whileweprovidespecialistsupporttohelpresidentsaccessemployment,applyforsettledstatus,claimbenefits,findlonger-termaccommodationorvoluntarilyreturntotheirhomecountry.
11.8 Ten additional emergency bed spaces -Enfieldhassecuredadditionalfunding(£207K)fromtheSuspensionofDerogationFundtoassistthisEEAnationalswhohaveNRPF.TheGovernmenthassuspendedthelegislationthatprohibitslocalauthoritiesfromprovidingaccommodationandsupportforEEAroughsleepersthatarereadyforworkuntil31December2020.Enfieldwillusethisfundingto:
• TargetsupportforthoseentrenchedEEAroughsleepersstilllivinginencampmentsinEnfield
• ProvidetargetedsupporttoenableEEAroughsleeperslivinginemergencybedspacestoendtheirroughsleeping
• Secure10additionalbedspacestohouseEEAroughsleeperswhileweworkwiththemtofindlonger-termsolutions
• InordertoopentheSSTSHubinashorttimeframe,wewillneedtocarryoutasurveyofthecurrentbuildingat12Claverings,recruitstaffin-house,carryoutthenecessaryrenovationworks,andmeethealthandsafety/buildingregulationrequirements.ASSTSHubDevelopmentManagerwillberecruitedintothisroleonan“actingup”arrangementassoonaspossible.

11.9 NLHP EEA Hub–TheNLHPoperatedaShelter/HubforEEAroughsleepersuntilMarch2020.TheyhavereceivedfundingfromtheSuspensionofDerogationFundtocontinuetheHubuntil31December2020.However,theHubwasclosedfollowingtheCOVID-19crisisandtheyareunabletousetheoriginalbuilding.TheNLHPhubwasrunbytheSingleHomelessnessPreventionService(SHPS)andtheyhavedevelopedsignificantexperienceinassistingEEAnationalstoendroughsleeping.EnfieldisworkingwiththeNLHPandtheMHCLGtoassistwiththeprovisionofasuitablebuildinginClaverings,Edmonton.
TheNLHPHubwillprovide10-15unitsforroughsleepersacrosstheNorthLondonarea.TheNLHPhubwillcomplementtheEnfieldSSTSHub,providingadditionalcapacityforEEAroughsleeperstomoveoutofemergencyaccommodation.EnfieldissupportingthisinitiativegiventhatthemajorityofEEAroughsleepersintheregionarefromEnfieldandonthebasisthatsponsoringauthoritiesretainresponsibilitiesforrehousingandsupport.
EnfieldCouncilwillbenefitfromapproximatelythreeunitsofaccommodationfromthisscheme.
TheabovefundedSSTSHub,10additionalbedspacesandNLHPEEAHubwillprovideapproximately28unitsofaccommodationtoprovide“transitionaryaccommodation”forourcohortofEEAroughsleeperswhilewesupportthemtofindlonger-termmoveonoptions.ThefundingprovidedbyGovernmenttocovertheseinitiativesisduetoendon31December2020.However,asof4June2020,weestimatedthatwewouldrequireapproximately60unitsoflonger-termmoveonaccommodationforthisgroup.TheGovernmenthasnotconfirmedthatfurtherfundingwillbeprovidedtocovertheadditionalcostofprovidingemergencyaccommodation,moveonaccommodationorsupportforthisEEAcohort.Ourplanformovingonandsupportingthiscohortisoutlinedinthe“wraparoundsupportavailable”sectionbelow.
11.10 Private Rented Accommodation (PRS)–ThePRSwillprovidetheaccommodationsolutionforsomewehaveaccommodated.However,duringlockdown,localestateagentshaveclosed,significantlyreducingthesupplyofPRSaccommodationintheBorough.KeychallengeswillbesecuringthistypeofaccommodationwithinashorttimescaleandwithinLHArates.Inaddition,manyofthosemovingintothePRSwillneedfloatingsupportforalimitedperiodtoensurethattheycanmaintaintheirtenancy.ThiswillrequirefurtherfundingforfloatingsupportservicesinEnfield.
11.11 Thepauseonevictionactionhasprovidedhouseholdswithreassuranceduringthisdifficulttime,butthismayseeanincreasedlevelofactivityattheendoftheperiod,justwhenwemostrequiremoveonaccommodationforroughsleepersandthoseatriskofroughsleeping.
11.12 AccesstoUniversalCreditisasignificantconcerninEnfield.DelaysinclaimsbeingpaidandahighdemandforbenefitclaimsoncethelockdownmeasureshavebeenliftedwillthreatenmanywithhomelessnessanddisincentiviselandlordsfromlettingtopeopleonbenefitsalthoughournewLandlordAdvicelineaimstoprovideasourceofadviceandassistanceinthisregard.

11.13 EnfieldhasanexcellenttrackrecordofsecuringPRSaccommodationforroughsleepers,includingtheprovisionoffloatingsupportwhenappropriate.EnfieldwillmakeeffortstoprocurePRSaccommodationforthoseroughsleeperswithno/lowsupportneeds,includingworkingtogetherwithpartnerLAsthroughthe“CapitalLetters”PRSprogramme.Enfieldwillfacecompetitionforone-bedroompropertiesforthiscohortfromotherLAsandotherorganisationssuchastheGLAPan-Londonprovision.Inordertoachievethisaim,EnfieldwilllobbytheGovernmentto:• ContinuetheincreaseinLHAlevels,ortoincreasethemfurther,tomeetmarketrentsand
increasethesupplyofPRSletsforthisgroup• Continuerestrictionsonevictions.WewillaskthatplanstostopSection21“nofault”
evictionsarebroughtforward,beforethelockdownmeasuresarelifted• Undertakeafundamentalreviewofthewayinwhichboroughsuseandprocure
temporaryaccommodationwithaviewtoensureLondonhastherightaccommodationtomeettheneedsofitscitizens-andthatmarketsarenotdistortedfurtherasaresultoftheshortsupplyofaccommodationinplace.
11.14 Asof4June2020,weestimatedthatwewouldrequire110unitsofprivatesectorrentedaccommodationasmoveonaccommodationforthosewithnoorlowsupportneeds.
11.15 Inadditiontotheabove,wewilldesignateapproximately11onebedpropertiesinBrickfieldHouseformoveonaccommodationasprivatesectorletsforthosewithnoorlowsupportneeds.
11.16 Supporttoreconnecttofamilyandfriendsorvoluntarilyreturntohomecountry.Wewilloffermediation,supportandassistancetoapproximately55ofthoseaccommodatedtoreturntofamilyandfriendsorvoluntarilyreturntotheirhomecountryifitissafetodoso.
11.17 ReconnectionofroughsleeperswithalocalconnectionbacktoEnfield–HousingDirectorshaveagreedaPan-Londonprotocolconcerningthereconnectionofroughsleepershousedbyalocalauthority,butwhoselocalconnectionlieswithanotherlocalauthority.LocalauthoritiescanreferanyonewhoisaccommodatedaspartoftheCOVID-19roughsleeperresponsetoanotherauthoritywithwhomtheyhaveasafelocalconnection(wheretheydonothavealocalconnectiontotheBoroughthattheyarecurrentlyaccommodatedby).

Thiswillberegardlessofwhethertheyaredeemedtobe“inpriorityneed”underthehomelessnesslaw,orwhethertheyareeligibleforthelocalconnectionborough’sroughsleepingpathway.Insomecircumstances,wherethelocalauthoritywiththelocalconnectionhasnoroughsleeperpathwayorsupportservicesavailable,thereferringlocalauthoritywillberequiredtosupportthereconnectioni.e.throughfloatingsupport.ThissituationisunlikelytobethecasewithintheNorthLondonboroughs.HousingDirectorshaveagreedtosharetherehousingofthosehouseholdswithnoconnectiontoanyauthority.
ItisdifficulttoestimatethenumberofroughsleeperswhomaypotentiallybereferredtoEnfieldbyotherlocalauthoritiesundertheaboveprotocol.However,itisimportanttonotethatneighbouringlocalauthoritieshavebeenrobustintheirapproachtoquicklyreconnectaffectedroughsleeperstoEnfieldthusfar.Wewillworkwithourneighbouringboroughsinordertoidentifyanypotential“backlog”ofaffectedroughsleeperscurrentlyunknowntous,andwewillfactoranyadditionalaccommodationandsupportprovisionrequirementsintoourplanassoonaspossible.

12. SUPPORT NEEDS OF ROUGHSLEEPERS IN EMERGENCYACCOMMODATION
12.1 FromanoverallassessmentofsupportneedsthemainrequirementsthroughPersonalisedSupportPlansandPersonalisedHousingPlansare:
12.2 Atotalof70roughsleepersinouremergencyprovisionhaveNRPFandthereforecannotaccessbenefits.ThosewithNRPFrequireadditionalsupport,includingtheprovisionoffood.
12.3 Approximately52oftheseareEEAresidentswhoareavailableforworkarenotcurrently“subjecttoimmigrationcontrol”,butarenot“exercisingEUtreatyrights”andthereforehavenorecoursetopublicfunds.Wecanassistsomeoftheseroughsleeperstobecomeeligibleforbenefitsbyencouragingthemtofind“effectiveandgenuine”workortoapplyforsettledstatusintheUK.EEAresidentscanclaimsettledstatusiftheycanshowthattheyhavelivedintheUKformorethanfiveyears.
12.4 ApproximatelyeightroughsleepersfromtheEEAare“notavailableforwork”becausetheyhavehighsupportneeds.Theywillneedsignificantsupporttobecome“availableforwork”.
12.5 Onlyarelativelysmallnumberofroughsleepers(approx.10)havenorecoursetopublicfundsandarenotfromtheEEA.Thiscohortaresubjecttoimmigrationcontrol,somoveonoptionsareverylimited.Insomecircumstanceswewillassistthiscohortbyreferringthemtospecialistimmigrationadviceontheirimmigrationstatusoranyoutstandingimmigrationapplication.
12.6 WhereroughsleeperswithNRPFareunableorunwillingtofindworkorclaimsettledstatus,somemaywishtoreturnhome.Inthesecircumstancessupportcanbeprovidedtofacilitateavoluntaryreconnectionand,whereneeded,ongoingsupportintheirhomecountry.
12.7 Approximately50%ofallroughsleepersinemergencyaccommodationhavereportedthattheyhavesupportneeds(mentalhealth,substancemisuseorphysicalhealthproblems).Asignificantproportionofthesehavemultipleneeds.Approximatelyonethirdofroughsleeperinemergencyaccommodationhavedisclosedtheyhavementalhealthproblems,approximatelyonethirdhavedisclosedthattheyhavesubstancemisusesupportneedsandjustunderonethirdhavedisclosedtheyhavephysicalhealthproblems.

13. WRAP AROUND SUPPORTAVAILABLE
13.1 Health and WellbeingAsetofprimarycarestandardsweredevelopedforNextSteps–HealthySustainabilityandTransformationPartnerships(STPs)toprovidefullcoverageofhealthprovisiontoallroughsleepersinemergencyaccommodation.EnfieldisworkingtogetherwithourpartnersintheNHS,PublicHealth,andtheUCLH“FindandTreat”servicetoimplementscreeningandtreatmentofblood-bornehealthneedsandaHealthandWellbeingauditofallroughsleepersinemergencyaccommodationandencampments.Thiswillhelpidentifygapsinhealthrequirementsanddeveloppathwaystoreferthoseinneedtoappropriatesupportandcareservices,andensureallroughsleepersareregisteredwithaGP.
TheNHSisalsoprovidingoutreachCOVID-19testingtohostelsandhotelaccommodationandhavesecuredatriageconnectionforregistrationtoprimarycare,medication,mentalhealth,communityhealth,GPsanddrugandalcoholservices.EnfieldisworkingwithourpartnersintheNHS,PublicHealthandtheUCLHtoarrangeCOVID-19testingforallourresidentsintheEdmontonTravelodgeandthoseroughsleeperslivinginourlargestencampments.
ShouldaroughsleeperinemergencyaccommodationshowsymptomsofCOVID-19,staffcanaccesstheLondonCoronavirusResponseCell(LCRC)toarrangetestingforthesymptomaticindividual,allresidents,andallstaff.
EnfieldisworkingwithpartnersintheNHS,PublicHealthandtheUCLHtosurveythehealthneedsofallroughsleepersinouremergencyprovisionandsecurereferralandfollowuppathwaysforphysicalhealth,mentalhealth,andsubstancemisuseissuesthatareidentified.WehavecarriedoutCOVID-19testingforallresidentsandstaffintheTravelodge(alltestsnegative).
Enfieldhasidentifiedapproximately10roughsleeperswhomayfallintothe“shieldedgroup”i.e.peoplewithspecifichealthissuesthatcouldputtheminparticularriskofcontractingCOVID-19.WeareworkingwithourpartnersintheNHSandPublicHealthtoensurethattheyarelinkedinwithprimarycareprovision,areabletofollowGovernmentguidanceonisolation,andreceivethecareandsupporttheyneed.
WearehavingdiscussionswiththeCCGinordertotrytoestablishcontractualagreementsforahomeless/roughsleepers’pathwayinprimarycare.EvergreenSurgery(closetotheEdmontonTravelodge)hasbeenidentifiedasapotentialleadlocalsurgeryforanenhancedinclusionhealth/roughsleepersservice.
13.2 Drug and Alcohol ServicesEnfieldCouncilhascommissionedEnabletodeliverdrugandalcoholservicesinEnfield.EnableisworkinginpartnershipwithourRoughSleepersTeamtoofferaneffectiveandflexibleserviceforroughsleepersandthoseatriskofroughsleepinginemergencyaccommodationwithsubstancemisuseissues.Enablecancarryoutmedicalassessments,prescribeopiatesubstitutesandarrangerehabfacilitiesifappropriate.Enableisalreadyworkingwithasignificantproportionofourroughsleeperswhohavebeenreferredtotheirservice.Enablehasconfirmedthattheyhavethecapacitytomeetthedemandfromournewcohortandwewillcontinuetoreviewthecapacityofthisservice.

Apan-LondonsubstanceservicehasbeencommissionedbytheGLA,procuredbytheCityofLondon,forthoseintheaccommodationprovidedbytheGLAandborough-commissionedhotelsandEnfieldiscurrentlyreferringourroughsleeperstothisservice.
13.3 Mental Health SupportRoughsleeperswithmentalhealthissueswillbereferredtotheirGPinthefirstinstanceforhelp.Wherewehaveconcernsaboutaroughsleeperwithhighsupportneedsduetomentalhealthproblems,wewillreferthemtoAdultSocialCareforaCareActAssessment.Whereroughsleepersareunwillingtoengage,andweareconcernedfortheirwelfare,ortheyareinamentalhealthcrisis,wewillreferthemtotheacutementalhealthcrisisteam.
Forroughsleeperswhoarenotatcrisispoint,weareworkingwithourpartnersintheNHSandPublicHealthtoestablishclearerpathwaysinto,andlinkswith,primarycare,suchassocialprescribinglinkworkers.
13.4 Mental CapacityRoughsleepersaretobepresumedashavingcapacitytomakedecisionsaboutaspectsoftheirlivesuntilthereisjustcausetoquestiondecisionmaking.AcapacityassessmentcanbecompletedbyanyprofessionalworkingwitharoughsleeperusingamentalcapacityassessmenttemplatetorecordanyfindingsandtoensureadherencewithMentalCapacityAct2005.
13.5 Support to those with NRPFOn27March2020theGovernmentaskedlocalauthoritiestohouseallroughsleepersbythefollowingweekendandallnewroughsleepersthroughouttheCOVID-19crisis.Sincethisannouncement,wehavehousedapproximately70peoplewithNRPF.Atotalof60oftheseareEEAnationalsand10arenon-EEAnationals.DuringtheCOVID-19pandemic,wehavehousedroughsleepersandthoseatriskofroughsleepingasapublichealthemergencymeasure,inordertopreventrisktolife.However,sincethecrisisbegan,theGovernmenthasnotchangedthelegislationthatprohibitscertainpeoplefromclaimingpublicfunds,suchasassistancewithhousingandbenefits.“Newburdens”fundinghasthereforenotbeenoffered.Lastyear,theGovernmentsuspendedlegislationthatprohibitslocalauthoritiesformprovidinghousingassistancetoEEAnationalswhoareverifiedroughsleepersand“readyforwork”.Fornon-EEAnationalswithoutleavetoremain,EEAnationalswhoarenotreadyforwork,orEEAnationalswithoutaqualifyingrightofresidence,wemaynotbeabletoassistthemoncetheemergencymeasuresarelifted.Thelegalissuessurroundingthisissuearecomplex.
Wehavereceivedlimitedfundingtoprovideshort-termaccommodationandsupporttoapproximately28oftheEEA“readytowork”cohort.Thisfundingexpireson31December2020andthetermsofthefundingstipulatethatinmostcircumstances,oncetheemergencymeasureshaveended,theprovisionofassistancetothisgroupshouldnotexceedthreemonths.TheGovernmenthasnotagreedtoprovideadditionalfundingtocoveremergencyaccommodationtotheremainingcohort,orlonger-termmoveonaccommodationandsupporttoallthosewithNRPF.Unfortunately,weareunabletoclaimbackHousingBenefittohelpcovertheaccommodationcostsforthisgroup.Theapproximatecostofprovidingemergencyaccommodationforthiscohortoversixmonthsis£500k.

Inlightoftheabovelegalandfinancialconstraints,wewilloffertimelimitedaccommodationandsupport(approximatelythreemonths)tothosewithNRPFoncetheemergencymeasuresarelifted.Duringthistime,wewillworkwiththemtoaccessspecialistimmigrationadvice,claimsettledstatusandfindregulatedemploymentwhereappropriate.Whereweareabletosupportsomeonetogainaccesstopublicfunds,orfindappropriateemployment,wewillworkwiththemtofindlonger-termmoveonaccommodation.Whereappropriate,wewillworkwiththemtoreconnecttotheirhomecountry.
EnfieldistakingactiontosetupaDayCentreforEEAroughsleepersavailableforworkinordertosupportthemtoendtheirroughsleeping.Thiswillincludeassistancetoregisterforsettledstatus,assistancetofindemployment,assistanceclaimingbenefitsandhelptofindasuitablehome,oravoluntaryreturnhome.Asuitablebuildingisbeinglocatedtohostthisservice.EnfieldwillworkinpartnershipwiththeNLHPtoprovidethisserviceassoonaspossible,toallocatestafftoworkwithEEAroughsleepersinadvanceofopeningtheEnfieldSSTSHubandtheNLHPEEAHub.
13.6 Beam – employment supportEnfieldhavecommissionedanorganisationcalledBeamtoworkwithustorunapilotprogrammeoffundraisingandpersonalisedsupporttoprovidetrainingforresidentstohelpthemintoskilled,secureandwell-paidwork.Theprogrammeaimstoassist30peoplewhoarehomelessorthreatenedwithhomelessness.Weplantoimplementtheprogrammeassoonaspossibleinordertotargetroughsleeperswhocouldbenefitfromthisscheme.
13.7 Modern SlaveryNearly1in10roughsleepersinLondonarevictimsofmodernslaveryaccordingtonewresearchbycharityHestia.Itisofvitalimportancethatthoseseekingtosupportroughsleepersareawareofthesignsofpossiblemodernslaveryandwhotheyshouldcontactiftheyareconcernedforapotentialvictim.ThereisadedicatedteamatEnfieldCounciltoinvestigatesuchconcernsrelatingtomodernslaveryandtrafficking.Themodernslaveryteamcanprovideadviceandsupport.

14.1 TheprovisionofemergencyaccommodationandsupporttoroughsleepersrequiredtomeettheGovernment’scallto“bringeveryonein”andenableallroughsleeperstofollowGovernmentguidelinesduringtheCOVID-19crisishasnecessitatedsignificantadditionalcostsforEnfieldintheregionof£945k.
14.2 Inadditiontotheabove,weestimatethatthecostofprovidingmoveonaccommodationandsupporttothisgroupwillbe£1.4m.
14.3 Thefundingmadeavailablesofarislimitedandcomprises:• £3.2bnallocatednationallytolocalauthoritiestosupporttheCOVID-19response.Oneof
thepurposesofthisresourceistofundtheresponsearoundroughsleeping.However,Enfieldhasreceived£17.9magainstaforecastrequirementof£68msothisfundingisclearlyinsufficient
