Forces UE on DCHs using a “speech only” service, to move from WCDMA RAN coverage to GSM network coverage
Allows the operator to redirect speech users to GSM using a Service Indicator (SI) that can be set per subscriber

Handover decision of a “speech only” call is made by RANAP IE Service Handover from MSC during call setup
IE has three values
- Should: Via SBHO
- Should Not: Only when coverage is lost
- Shall Not: Never handover to GSM

Must be activated in core network (MSC) and in the radio network (UTRAN and BSS)
SBHO feature is activated per BSC with exchange property SBHOACTIVE
Affected Nodes 1/1 2G MSC 3G MSC BSC RNC Additionally, one GSM cell with neighbour
relations to WCDMA cell must exist. The GSM cell and the WCDMA cell shall cover the same area.
