RAJOURI: Five Panchayat members were booked and two ofthem arrested for alleged abatement of suicide of a 25 -year-oldyouth who was asked to drink urine of a girl, whose familyaccused that he raped her, in Rajouri District.

"Police have registered a case of abatement of suicide (section306 of the RPC) at the police station in Budhal against fivepersons (of the Panchayat)," Senior Superintendent of Police(SSP), Rajouri, Yougal Manhas said.

Those who have been booked have been identified as MolviAbdul Latief, his brothers Mohd Rafiq and Mohd Bashir, AbdulRashid and Molvi Ghulam Rasool, he said, adding Rashid andBashir have been arrested and search is on to nab others.

Fazal Hussain of Targain hamlet in Budhal allegedly commit-ted suicide on Saturday last following a directive by thePanchayat that he should drink the urine of the girl, whosefamily accused him of raping her.

The incident came to light after an audio message of theyouth went viral on social media, in which he accused thePanchayat of "humiliation" by directing him to drink the urineof the girl. Hussain's body was recovered by the Police fromSamarsar Alpine lake last Sunday.

"The deceased in an audio clip, recorded just before his sui-cide, has alleged that he was being pressurised by a villagePanchayat to drink the urine of a girl, whose parents and rela-tives had alleged that he sexually harassed her," Manhas said.During investigation, it was found that a Panchayat was calledin at the house of Latief in Dandote in Budhal, where the otheraccused passed a diktat against the deceased, he added."Despite pleading innocence, the Panchayat didn't bother topass an inhuman directive that the deceased shall be pardonedonly if he drinks the urine of the girl," the SSP said.

"Feeling disappointed and depressed, the deceased took theextreme step to end his life, and committed suicide by jumpinginto the Alpine lake, Samarsar", he said. Hussain, a post-grad-uate and resident of remote Targain village of Budhal, had gonemissing last Saturday.

REASI: A labourer from Uttar Pradesh allegedly committedsuicide by hanging himself in his rented room in Reasi District,police said on sturdy. Deep Chand (24) hailed from Sant KabirNagar of Uttar Pradesh. His body was found hanging in hisrented room in Matyal belt of Katra Tehsil last evening, a policeofficer said. The post mortem was conducted, he said, addingthat a case was registered. The body would be handed over tohis family, he said.

RAJOURI: police on Saturday foiled four bovine smugglingbids by rescuing 33 bovines and arresting two smugglers.

Police in its continuous drive to curb the menace of bovinesmuggling rescued 28 bovine animals and also arrested onesmuggler during last 24 hours.

As per the details, a party of Police Station Rajouri led byInsp Ajay Singh Chib rescued 11 bovines from clutches ofsmugglers at Jamola -who were taking these animal towardsKashmir by foot. However, smugglers taking the advantage ofdarkness manager to escape from spot. In this regard case videFIR No. 330/2017 under section 188 RPC 3 PCA Act wasregistered in Police Station Rajouri.

In another alike incident, same police party rescued 13bovines during wee hours at Badoon. The accused smugglersnamely Sajjad and Liaqat fled away while accused Gh Qadirwas arrested. A case vide FIR NO.331/2017 under section188/RPC, 3 PCA Act was registered.

In another incident, a team led by In-Charge Police Post Lamrescued four bovines, however, the accused managed to escapefrom spot. Police has registered a case vide FIR No. 121/2017under section 188 RPC 3 PCA Act at Police Post Lam. InMahore, on specific information, a police team headed by In-Charge Special Police Post Ladh laid a Naka at ChangerNallah Tuksan Tehsil Mahore and rescued five bovines from thepossession of Rehmat Ali son of Jaan Mohd resident of villageShikari Tehsil Mahore. The accused person was carrying thesebovines without any legal documents and intended to smugglethese bovine animals towards Kashmir. The accused personwas arrested and a case vide FIR No.58/2017 under section188 RPC was registered at Police Station Mahore.

Man electrocuted STATE TIMES NEWS

REASI: A man was electrocuted and two children wereinjured after a short-circuit in a transformer at a village inReasi District on Saturday police said.

The deceased has been identified as Mohammad Bashir.Two children suffered minor injuries and several electronicdevices were also damaged in various houses. "There was amajor short-circuit that damaged a transformer in Gabbarvillage at 7 am," a senior police officer said, adding the powersupply in the village was disrupted.

STATE TIMES NEWS KATHUA: Deputy ChiefMinister, Dr Nirmal Singhon Saturday asserted thatproviding basic amenitiesto the people was prime con-cern of Government.

The Dy CM was speakingat a public grievance redres-sal camp here at Billawarwhich was attended by peo-ple from village Bhaddu,Marhoon, Baggan, Katli,Dewal, Mandli, Kishanpur,Dadwara, Ramkot andThainthoo.

The camp was convened bythe Dy CM as part of thegovernment's endures to pro-vide effective and transpar-ent governance to the peopleliving in remote areas.

The people projected vari-ous demands seeking repairof existing and constructionof new roads, augmentationof PHE and PDD infra,posting of adequate staffand upgrading of infrastruc-ture in schools, introductionof more trades in ITI, clear-ance of MGNREGA liabili-ties, separation of rationcard, adequate mobile tow-ers, filling vacant posts ofDoctors and upgrading ofmedical infrastructure.

Dr Nirmal Singh gave apatient hearing and assuredto resolve their issues on pri-ority. He also said thatextending basic amenities tothe people living in far ofplaces was the prime concern

of the State dispensation. Hefurther said that for consoli-dating PDD infra Rs 4 crorehave been spent in Billawarconstituency. He said aug-mentation was done to over-come problem of low voltageand power breakdowns. Healso directed the concernedauthorities to keep closecheck on illegal PDD con-nections and deal with thedefaulters with iron hand.He asked the PDD to moti-vate the offenders to paytheir PDD dues on time.

Responding to the demandfor augmentation of drink-ing water, Dr Nirmal Singhexhorted upon the PHEengineers to formulate acomprehensive plan as perthe topography of the area toutilize the natural watersources and divert the excesswater to the areas havinginadequate water supply. Healso encouraged the locals toparticipate pro actively inthe planning of development

works and come with innova-tive ideas.

A deputation of PHEcasual workers also met DyCM and projected theirdemands. The Dy CMassured them that the StateGovt. is already deliberatingon their issues.

Earlier, the Dy CM partic-ipated in the plantationdrive at Govt. HigherSecondary School, Billawar.He also interacted with thestudents and appealed themto understand the conceptsof a subject rather thanmugging up the facts.

SAMBA: A team of LegalMetrology Department onSaturday charged Rs 29,100fine from erring traders duringextensive checking of variousbusiness establishments atVijaypur, Ramgarh,BariBrahmna Lala Chack,Border Road Samba andadjoining areas.

More than 100 traders of dif-ferent business establishmentslike provisional stores, Karyanashops, LPG gas agencies, AttaChaki, fertilisers stores, gener-al stores, bakery units, poultrysellers, welding work, hardwarestores, sweet shops, rice mills,industrial units were inspectedfor their compliance withregard to various provisions ofJ and K Standard of Weightsand Measures EnforcementAct 2011 (Amended) andPackages Commodities Rules.

In all 16 Challans of traderswere booked for violations ofvarious provisions of J and KWeights and MeasuresEnforcement Act2011(amended), PackagesCommodities Rules 2011 andother prevailing Legal metrolo-gy Laws and Rules. On therequest and assurance oftraders not to repeat the samediscrepancies as per the Actand Rules in future, all thebooked Challans were com-pounded by imposing thepenalty of Rs 29,100 on thethese traders.

pending demand of the peopleof the district, would be con-structed at an estimated cost ofRs. 5.88 crores by RuralDevelopment Department inconvergence with RajouriDevelopment Authority. Itwould include recreationalfacilities for the children, inter-connecting paths, water foun-tains and traditional waterbodies.

"Koteranka-Khawas roadwould be completed at an

expenditure of Rs 76 crore",Zulfkar said during a publicmeeting adding Rs. 800 croreprojects under different sectorslike tourism, education, ruraldevelopment, power and publichealth engineering sectors havebeen taken up and would becompleted within the stipulatedtime.

The minister said that theseprojects on their completionwould benefit thousands ofsouls living in these far offareas and boost the develop-ment scenario of the district.

Meanwhile, an impressiveand colourful cultural pro-gramme was organized todayin the Conference Hall of PWDDak Bungalow by the CulturalWing, Department ofInformation and PublicRelations Jammu.

Whilecriticising the concernedauthorities, HSS Chenab andPir Panjal Incharge Tilak RajShan said that theAanganwadi workers andhelpers are still withoutsalaries since July 2014, due towhich the employees are facingtrouble in their day to day

RAJOURI: Krishi Vigyan Kendra, Rajouriunder the aegis of Directorate of Extension,SKUAST-Jammu started establishment ofModel Orchard at its Tandwal farm. Dr R KArora, Associate Director Extension andIncharge KVK's SKUAST-Jammu inaugu-rated the establishment of model orchard byplanting guava plant in the orchard.

Dr. Arora informed that the model orchardis being established at KVK Rajouri with theaim of providing technical knowhow of scien-tific cultivation of fruit plants.

Dr Arvind Kumar Ishar, Sr. Scientist andHead KVK Rajouri briefed that 50 citrusplants and 50 guava plants are being plantedin the first phase of plantation. In the secondphase, kiwi, Pecannut, peach and nectariseshall be planted in this orchard. Theimproved varieties of guava ( Hisar Surkha,Hisar Safeda and VNR-Bihi ) have beenbrought from HAU, Hisar whereas 50 citrusplants have been procured from Centre forExcellence in Citrus, Indo-Israel Project atHoshiarpur. All these cultivars are the bestperforming cultivars.
