About the Grand Duchy of LuxembourgBecauseofitssmallpopulation(626,000inhabitantsin2020,inanareaof2,586sq.km.),itiseasytoforgetthattheGrandDuchyisasovereignstateinitsownright.ItisafoundingMemberStateoftheEuropeanUnion,whichitpresidesonarotatingbasis.
Althoughthepopulationissmallintermsofnumbers,itisextremelydiverse:morethan47%ofresidentsareforeigners,ofmorethan170differentnationalities;84%arenationalsofaEuropeanUnionmemberState.
Cross-borderworkersfromFrance,BelgiumandGermanyalsoplayakeyroleintheLuxembourgeconomy:morethan200,000comeintotheGrandDuchyeachdaytowork.
Immigrationandcross-bordermobilityarereflectedintheworkingpopulation,73%ofwhomareforeigners(46%cross-borderworkersand27%foreignresidents)1.
Diversitygoesbeyondpassports:itisreflectedinthelanguagesspoken2,people’ssocio- economicorigin,theirmigrationexperience,familyandsocialhistories,andtheirtalents.
Asaresultofstrongpoliticaldetermination,Luxembourg’seducationsystemhasconsiderablyevolvedinrecentyears,inkeepingwithdevelopmentsinLuxembourgsocietyandaninter-nationalenvironmentthatfeaturesdigitalisationandglobalisation.
Thisbrochureprovidesanoverviewofthe organisationandcurrentfunctioningoftheeducationsystem.Itisintendedforusebyanyone,whetherintheGrandDuchyorelse-where,wantingtofindoutaboutthesubject.

A. Children up to 4 years oldThestructuresforveryyoungchildrenoperateaccordingtothegeneralobjectivesandeducationalprinciplesdeter-minedatthenationallevelbytheMinistryofEducation,ChildrenandYouth.
1. Education and childcare structures
Severaltypesofstructureslookafterchildren,fromaveryearlyageupto12yearsold.Collectiveeducationandchildcarestructuresmay,asappropriate,becalledcrèchesearlychildcareprovision,nursery),mini-crèches or foyers du jour(daycarecentres),maisons relais (childcarecentres),orfoyers scolaires(schoolchildcarecentres).
Therearecollectiveeducationandchildcarestructuresoperatingunderaconventionwiththegovernment,andcommerciallyorientatedprivatecollectiveeducationandchildcarestructures.
Aparentalassistanttakescareofchildreninhis/herhome,duringthedaytimeorovernight.
2 . The childcare cheque scheme
Underthechildcarechequescheme(Chèque-service accueil - CSA),thegovernmentprovidesfinancialaidforout-of-schoolchildcare.Itappliestochildrenunder13yearsoldorthosestillinelementaryschool.Thechild’sparentsmustberesidentintheGrandDuchy,otherwiseatleastoneparentmustworkintheGrandDuchyandbeanationalofaEuropeanUnionmemberState.TheCSAschemeisasystemthatprovidesfreeandreduced-pricechildcare.
3. Free plurilingual education
During20hoursoffreesupervisioninacollectivestructureundertheCSAscheme,childrenfrom1to4yearsoldareintroducedtoFrenchandLuxembourgishinaplayfulwaysuitedtotheirage.Valueisalsoplacedonthechild’smothertongue.
4. Optional schooling from the age of 3
Elementaryeducationisorganisedinfourlearningcycles(seepage14).
Cycle1correspondstopre-schooleducation.Thefirstyear(forchildrenagedbetween3and 4),alsocalledearlychildhoodeducation(éducation précoce),isoptional.OneofitspurposesistocontinuetheplayfuldiscoveryofFrenchandLuxembourgishstartedduringplurilingualeducation.

Schoolattendanceiscompulsoryforallchildrenagedbetween4(before1Septemberofthecurrentyear)and16.
Therearesome160publicelementaryschoolsintheGrandDuchy,spreadthroughoutallthe105municipalitiesinthecountry,andaboutadozenprivateschools.Thereisnochargeforpupilsattendingpublicschools,andtextbooksaswellastransportareprovidedfreeofcharge.
1.1. Public national elementary school
Theschoolyearbeginson15Septemberandendson15July.
Organisation in cycles
Elementaryeducationisorganisedinfourlearningcycles.
• Cycle1correspondstopre-schooleducation;itisforchildrenaged4and5(or,op-tionally,fromtheageof3years).Cycles2to4correspondtoelementary(primary)education.
• Cycle2isforchildrenagedbetween6and7.
• Cycle3isforchildrenagedbetween8and9.
• Cycle4isforchildrenagedbetween10and11.
Learning
Learningisbasedonskills,i.e.,onthecapacityofthechildtouseacquiredknowledgeinordertoachievearesult.
Inprinciple,eachcyclehasadurationoftwoyears.Inexceptionalcases,pupilsmaycoveronecycleinoneyearortakethreeyearstoacquiretheskillsbases.
InCycle1,languagelearningfocusesonthedevelopmentoforalskillsinLuxembourgish(themainlanguageofcommunication),theintroductionofspokenFrench,andplacingvalueonthelanguagespokenathome.
InCycles2to4,pupilslearntoreadandwriteinGerman.Germanistheteachinglanguage
forallsubjects(exceptFrench).TheexposuretoLuxembourgishwhichbeginsatcrècheprepareschildrenforlearningGerman,sincethetwolanguagesareverycloselyrelated.
FamiliarisationwithFrenchcontinuesinCycle2,butonlyfororalskills.LearningwrittenFrenchstartsinCycle3.
Assessment
Attheendofeachterm,anintermediatereport(bilan intermédiaire),explainedandcommentedatanindividualmeetingwiththeteacher,informstheparentsoftheirchild’sprogressinrelationtothedesiredoutcomes.Attheendofeachlearningcycle,theedu-cationalteamdrawsupanend-of-cyclereport(bilan de fin de cycle):thiscertifiesthatthepupilhasacquiredtheskillsnecessaryformovingontothenextcycle.
The orientation procedure
AtthemeetingsduringCycle4,theparentsandtheteacherdiscusstheirviewsontheroutethepupilshouldtakeafterhavingcompletedelementaryeducation(togeneralsecondaryeducation,classicalsecondaryeducation,Europeaneducationetc).Attheendofthecycle,theymakeajointdecision(décision d’orientation commune).Thisisbasedontheparents’opinion,theresultsoftheÉpreuves communes(testsatnationallevel)takenbyallpupilsintheGrandDuchy,thepupil’sacademicresults,andtheresultsofthetestscarriedoutbytheschoolpsychologist(theseareoptional).
Intheeventofdisagreement,anorientationcommission(commission d’orientation)meetsinordertomakeadecision.
1.2. International public schools
European education in approved European schools
FourpublicschoolsofferaEuropeancurriculumfromtheprimaryclassesupwards(French-,English-andGerman-languagesections).Theyareopentoallpupils,andthereisnochargeforenrolment.PupilsmaythencontinueintosecondaryeducationleadingtotheEuropeanBaccalaureate.
UK-style education
OnesecondaryschooloffersclassestaughtinEnglishfollowingtheCambridgePrimarycur-riculumwhilealsointroducingpupilstothenationallanguages(LuxembourgishandeitherFrenchorGerman).

1 .3 . Private schools
ThereareanumberofprivateschoolsthatapplyeitherthesamecurriculumastheGrandDuchy’spublicschoolsoranothercurriculum,whilebeingsubsidisedbythegovernment.
Inadditiontotheseschools,therearepre-schoolandprimaryclassesatthetwoEuropeanSchoolsintheGrandDuchy;theyareprimarilyintendedforthechildrenofstaffattheEuropeanInstitutions,whoarenotrequiredtopayfees.
1 .4 . Support for foreign pupils
ChildrennewlyarrivedintheGrandDuchyand/orpupilswhoarenotmasteringLuxem-bourgishorGermanwhentheystartelementaryschoolintheGrandDuchyareentitledtoacertainnumberofhoursoflanguagesupportclasses(cours d’accueil),
ForPortuguese-speakingchildren,thereareanumberofprogrammesaimedatplacingvalueontheirmothertongueandeasingtheirintegrationintheclass.
Teachersareencouragedtoorganiselanguagediscoveryactivitiesdirectedatallthepupilsintheirclass.
Tofacilitatecommunication,parents,teachersandtheschoolauthoritieshavethepossibilityofcallingontheservicesoftheministry’sinterculturalmediators(médiateurs interculturels).
1.5. Support in elementary education for pupils with special needs
Specialmeasuresaresetuptohelpchildrenexperiencingdifficultyinkeepingupwiththenormalpaceofclasswork.
Locally,teachersspecialisingindealingwithpupilswithspecialneedsprovidesupportforclassteachersandeducationalteamsinimplementingadaptedteaching.
Attheregionallevel,eachofthe15directoratesforelementaryeducationhasasupportteamforpupilswithspecialneedsthatadvisesteachers.Theteamsarealsoabletoofferspecialisedexternalintervention.Ineachofthesedirectorates,aninclusioncommission-attherequestofeithertheparentsortheteacherorarepresentativeoftheday-carecentre(withtheparents’consent)-defineswhatactionshouldbeappliedtothepupilswhoneedassistance.
Ifthesolutionsatthelocalandregionallevelsarenotsufficient,itispossibletoapplytooneofthecompetencecentres(centres de compétences en psychopédagogie spécialisée).Thesecentresoperateatthenationallevel.
ItistheNationalInclusionCommission(Commission nationale d’inclusion - CNI)whichproposes,onthebasisofadossierandaspecialiseddiagnosis,thatoneormoreofthesecentresshouldberesponsibleforachildorayoungperson.Thiscannottakeplacewithouttheparents’agreement.

2 . Outside teaching hours
Outsideclassroomhoursandduringschoolholidays,childrenmaybelookedaftereitherbyaparentalassistantorbyacollectiveeducationandchildcarestructure,generallylocatedneartheschool,andsometimeseveninthesamebuilding.
TheCSAscheme(seepage11)reducesthecostbornebytheparents.
Theteachersandstaffofeducationandchildcarestructuresareencouragedtocooperateinprojectsandsharedactivities(extracurricularsupervisionplans).

1 . Schooling
Secondaryeducationisforyoungpeoplefrom12yearsupwards.Itisdispensedbymorethan50institutions:publicinstitutions(mainlysecondaryschools),privateinstitutionsapplyingtheministry’sofficialcurricula,privateinstitutionsapplyingadifferentcurriculum,andEuropeanschools.
Therangeofcoursesanddiplomasonofferisverywide.Pupilsandtheirfamiliesidentifytheinstitutionthatbestsuitsthembyconsultingvariouspublicationsandthe www.mengschoul.luportal.
1.1. Public national secondary education
Whileapplyingtheministry’sofficialcurriculum,eachsecondaryschoolmay,aspartofitsautonomy,introduceaneducationalapproach,classesorspecificmeasurestailoredtoitspupils’needsandexpectations.
Classical secondary education
Classicalsecondaryeducation(ESC - Enseignement secondaire classique)isgeneralschoolingspreadoveraperiodofsevenyears,Itaimstopreparepupilsforhigheranduniversitystudies;onsuccessfulcompletionoftheirstudies,theyareawardedthecorrespondingsecondaryschoolleavingdiploma(diplômedefind’étudessecondairesclassiques).
Germanisthevehiclelanguageforthefirstthreeyears.Duringthefollowingfouryears,allsubjects(exceptGermanandEnglish)aretaughtinFrench.
Startinginthesecondyearofclassicalsecondaryeducation,pupilsmaychooseEnglishorLatin(orChineseinonesecondaryschool).Fromthethirdyearonwards,allpupilsarealsotaughtEnglish.Attheendofthefourthyear,pupilsmaychooseoneoftheeightexistingsubjectareas(sections)(A-modernlanguages;B-mathematics–IT;C-naturalscience- mathematics;D-economics-mathematics;E-art;F-music;G-humanandsocialsciences; I-IT–communication).
Attheendofeachterm(orsemester),thetranscript(bulletin de notes)indicatesthemarksobtainedinthevarioussubjectstaught,anyremedialmeasures,absences,andcomments
onbehaviour.Attheendoftheschoolyear,thetranscriptindicatesthedecisiononpromotion(whetherthestudentistomoveontothenextclassup,ornot).Duringthetransitionphases,italsoincludestheopinionregardingguidance(avis d’orientation).
General secondary education
Generalsecondaryeducation(ESG - Enseignement secondaire général)covers7yearsleadinguptothecorrespondingsecondaryschoolleavingdiploma(diplôme de fin d’études secondaires générales).Thisdiplomagrantsthesamerightsastheclassicalsecondaryschoolleavingdiploma:theholdercaneitherstartaprofessionalcareerorenrolinhighereducation(universityornon-universitystudies).
Duringthefirstthreeyears(guidanceroute),thevehiclelanguageisGerman,exceptformathematics,whichistaughtinFrench.ThereafterthevehiclelanguageusuallyremainsGerman,exceptforcertainsubjectswhicharetaughtinFrench.
Paralleltotheguidanceroute,thepre-vocationalroute(voie de préparation)ingeneral secondaryeducationisforthosepupilswho,bytheendoftheirprimaryeducation,havenotacquiredtherequiredlevelofcompetence(socles de compétences-skillsbase).Theyaretaughtinmodules,whichallowsthemtoprogressattheirownpace.Theyarepreparedforjoiningamoredemandingclassorforvocationaltraining.Thispre-vocationalroutemaybefollowedineitherGermanorFrench.
Attheendofthethirdyearofgeneraleducation,pupilscancontinuetheirpathbychoosingeithervocationaltrainingoroneofthefivestreamsofgeneralsecondaryeducation (administrativeandcommercialstream;healthandsocialprofessions;generaltechnology;artstream;hotelandtouristindustry).
Assessmentingeneralsecondaryeducationfollowsthesameprinciplesasclassicalsecondaryeducation.
Vocational training
Initialvocationaltraininggivesyoungpeopleageneraleducation,includingboththeoryandpractice.Itbeginsafterthethirdyearofsecondaryeducation.Some125trainingcoursesareavailable,directedatobtainingoneofthreequalifications(fromtheleasttothemostdemanding):
• Certificat de capacité professionnelle(CCP;Certificateofprofessionalcapacity), withadurationofthreeyears;

• Diplôme d’aptitude professionnelle (DAP;degreeofprofessionalability), alsowithadurationofthreeyears;
• Diplôme de technicien(DT;technician’sdiploma),withadurationoffouryears.
Vocationaltrainingmaybecarriedout:
• underthefull-timescheme(régime à plein temps):atasecondaryschool,withperiodsofworkexperiencetotallingatleast12weeks;
• undertheconcurrentscheme(régime concomitant):partlyinacompanyandpartlyatasecondaryschool;
• underamixedscheme(régime mixte):full-timeatasecondaryschoolforoneormoreyearsandtherestofthetrainingundertheconcurrentscheme.
MosttrainingcoursesaretaughtinGerman,althoughsomearetaughtinFrenchorEnglish(speciallanguageclasses-classes à régime linguistique spécifique).
Teachingiscarriedoutinmodules(andnotbysubject).Eachmoduleisdesignedtodevelopanumberofskillsandfocusesonreal-lifeprofessionalsituations.
Assessmentismadeonasemi-annualbasiswithtranscripts,anintermediatereviewduringtraining,afinalreview,andoneortwointegratedproject(s)placingthepupilsinarealorsimulatedprofessionalsituation.
1.2. Public international secondary education
European education
FourpublicschoolsofferaEuropeansyllabusatthesecondarylevel(French-,English-andGerman-languagesections)leadingtotheEuropeanBaccalaureate.Theseschoolsareopentoallpupils,andthereisnoenrolmentfee.
International education
ThreepublicsecondaryschoolspreparepupilsfortheInternationalBaccalaureate(IB)ineitherEnglishorFrench.Thisisaclassicbaccalaureate,offeredby2,500secondaryschoolsin140countriesworldwide.
UK-style education
OnesecondaryschooloffersteachingleadingtotheInternationalGeneralCertificateofSecondaryEducation(IGCSE)atabouttheageof16,AdvancedSubsidiary(AS)levels,and
Advanced(A)levelsatabouttheageof18.TeachingleadingtotheA-levelqualificationisofferedinmorethan125countriesworldwide.Thequalificationatteststhatthepupilhascompletedhis/hersecondaryeducation.
German-Luxembourgish education
OnesecondaryschoolinPerlcombineselementsoftheGermanandLuxembourgishschoolsystems,andleadstoaqualificationundertheGermansystemaswellastotheLuxembourgishsecondaryschoolleavingdiploma.Germanisthemainvehiclelanguage.
1.3.Private secondary education
Fiveprivatesecondaryschoolsfollowtheministry’sofficialcurricula.
OneprivateschoolpreparespupilsfortheInternationalBaccalaureate(IB)inEnglish,andanotherpreparespupilsfortheInternationalBaccalaureate(IB)inFrench.
AnotherprivateschoolpreparespupilsforIGCSEsandA-levels.
ThreeinstitutionsfollowFrance’sofficialcurriculum.
Inadditiontotheseschools,therearealsosecondary-schoolclassesatthetwoEuropeanschoolsintheGrandDuchy,primarilyintendedforchildrenofstaffoftheEuropeanInstitutions.

Asinelementaryeducation,theministry’sinterculturalmediatorsareavailabletohelpwithcommunication.
1.5. Support in secondary education for pupils with special needs
Forthosechildrenwhofinditdifficulttokeepupwiththenormalpaceofteaching,thereareassistanceschemesatboththelocalandnationallevels,followingonfromtheschemeinoperationinelementaryeducation.

Attherequestofeithertheparentsortheschool’sdirector,theschool’sinclusioncom-mission(commission d’inclusion)definestheassistancetobegivenandmeasuresofferedtoapupilwithspecialneedsandmonitorstheprocess.Ifthesemeasuresareinsufficient,thecommissionproposesapersonalisedtrainingplan(plan de formation individualisé),submit-tedtotheparentsfortheirapproval.Theplanisimplementedbythesupportteamforpupilswithspecialneeds(équipe de soutien des élèves à besoins spécifiques - ESEB).
Theinclusioncommissionalsoadvisestheschool’sprincipalonimplementingthereasonableaccommodationsthatmaybemadeforcertainpupils(extratimeinexaminations,useofhumanassistanceortechnologicalaids,etc).
Atthenationallevel,itfunctionsinthesamewayastheschemeappliedforpupilsinelementaryschools.
1 .6 . Guidance
Eachsecondaryschooldefinesitsorientationapproachinitsschooldevelopmentplan,andtheapproachisimplementedbytheorientationunit(cellule d’orientation).Theaimoftheapproachistohelpeachyoungpersonmakeappropriatechoicesthatcorrespondtohis/herprofileandprovidethebestchanceofsuccess.
The Maison de l’orientation (guidance centre)
ThiscentrebringstogetherinoneplaceinLuxembourgmostofthegovernment’sservicesinchargeofguidance.
2 . Outside teaching hours
Withintheschool,thesocio-educationalservice(service socio-éducatif)isthemainplayerintheextracurricularoffer.Itincludescultural,socialandsportingactivitiesaswellaslearningactivities.
3. Higher education
Thehighertechnician’squalification(brevet de technicien supérieur - BTS)isawardedattheendofashortcourseofhighereducation(fourtosixsemesters)startingafterthehighschool-leavingdiploma.Theaimofthecourseistoprovidestudentswithahigherlevelofvocationaltrainingintheirspecialisation.
TheUniversityofLuxembourg(www.uni.lu),createdin2003,hasalreadyearnedaninter-nationalreputationforitsmultilingualism(German,EnglishandFrench),itsinternationality(studentsof125differentnationalities),anditsresearchprogrammes(includingcomputersciences,biomedicine,Europeanlaw,andeducationalsciences).
Twoprivatespecialisthighereducationinstitutions,accreditedbytheMinistryofHigherEducationandResearch,offerhighereducationprogrammes:Lunex(sportandphysio-therapy)andtheLuxembourgSchoolofBusiness(LSB)(businessandmanagement).TheSacredHeartUniversityLuxembourg(businessandmanagement)isauthorisedtoorganisecoursesintheGrandDuchy.
EveniftheyarenotresidentintheGrandDuchy,studentsenrolledforaneligiblecycleofhigherstudiesmayapplyforfinancialaidforhigherstudiesfromthegovernment.Theassistancecomprisesabasicgrantpluspossiblyamobilitygrant,agrantbasedonsocialcriteria,afamilygrant,andaState-backedloan,andispaidtothestudenteachsemester.

Therecognitionofforeigncertificatesanddiplomasissubjecttocertainconditions.
Validation of prior experiential learning
Thevalidationofpriorexperientiallearning(validation des acquis de l’expérience - VAE)makesitpossibletogainrecognitionfortheskillsacquiredthroughoutone’slifeandobtaincorrespondingcertificatesanddiplomas.
Support for continuing training
Salariedworkers,theself-employedandpeopleintheliberalprofessionsmayrequestindividualpaidleavefortraining(congé individuel de formation).Thispaidleavemaytotal80daysinthecourseofaperson’scareer;itispaidforbythegovernment.
Theymayalsorequestlanguageleave(congé linguistique)inordertolearnLuxembourgishorimprovetheirlevel.Thispaidleavemaybegrantedforatotalof200hoursinthecourseofaperson’scareer.50%ofthecostispaidbythegovernment.
Forpeopleinaprecarioussituationorwhohavesignedanintegrationandreceptioncon-tract(contrat d’accueil et d’intégration),thecostofenrollingforageneral-interestcourseisreducedtoteneuros.
Private-sectorbusinessesestablishedintheGrandDuchycanobtaingovernmentassistanceforfundingtraining,amountingto15%-35%oftheannualamountinvested.
Back-to-education option
Theback-to-educationprogramme(2e voie de qualification)enablesadultstoobtainareco- gnisedformalqualification.ThereisnochargefortheoptionsofferedbytheMinistryofEducationincooperationwiththesecondaryschoolsandtheNationalSchoolforAdults(École nationale pour adultes - ENAD).
The master craftsman’s diploma (Brevet de maîtrise)
Thisqualificationentitlesitsholdertosetupabusinessinthecrafttradesasaself-employedpersonandtrainapprentices.CoursesleadinguptothisqualificationaareorganisedbytheChamberofSkilledTradesandCrafts(Chambre des métiers).Theyareopentopeople
whoholdcertaindiplomasandhaveatleastoneyearprofessionalexperienceintheparticularcraft.
General and civic training for adults
Theministryorganisesgeneralandcivictrainingcoursesinsecondaryschoolsandthroughthemunicipalitiesandvariousapprovednot-for-profitassociationsinthefollowingareas:basiceducationcourse;generalinterestclasses;coursesrelatedtointegrationandnationality.
