Presentation Overview
Abstract
In a business environment where it seems like every dollar is scrutinized, it has become important for the
acquisition of high quality data and professional services to be cost effective, and contracting of such
services to be efficient. This presentation will focus on examples of
programmatic approaches to create geospatial data where federal, local, and state governments are
pooling budgets to reduce overall costs to optimize their investment.
The presentation will also discuss the unique involvement of a national geospatial association of
private sector companies that advocate and perform such programs.
What is MAPPS?
What is MAPPS? The national association of private sector geospatial
firms 34 years of congressional advocacy and partnering Actively engaged in the legislative process to
leverage geospatial solutions and services for societal benefits
Geospatial profession and project recognition awards Code of Ethics and Principals that serve clients and
public Supports an increase use of private sector firms and
QBS Creates geospatial market and growth opportunities Raise awareness and contest as needed, unfair
competition Bi-partisan Political Action Committee (PAC) Continuing education, networking, knowledge
exchange, and much more
What is CO-MAPPS? State chapter of
national association Formed 5 years ago Supported Governor’s
office to quantify number of Colorado professionals engaged in geospatial activities
Annual networking golf event
Quarterly business meetings
2017 Colorado Legislative Day
Collaborate on Relevant CO Issues Grow Colorado’s geospatial
workforce with high paying careers
Leverage Colorado’s concentration of firms for economic growth
Strengthen relationships with all levels of academia
Be a private sector voice in local government and state legislature
Pursue Public/Private collaboration opportunities to direct federal funds to Colorado
Share knowledge of geospatial innovation and technologies
A Few Recent MAPPS Accomplishments Advocating to congress for additional 3DEP funding
Federal Land Inventory–FLAIR Act in current Energy Bill
Actively helping pass the NOAA – Digital Coast Act and Hydrographic Services Improvement Act
Provided significant input to use private sector in the Department of Transportation MAP 21 Act
Collaborated with POB Magazine creating the first ever POB Top 100 Geospatial Firms rankings
Serves on the FAA Task Force for commercial operation of UAS and provides input for rulemaking
Provided input to Udall UAS Privacy/Surveillance Bill
Assisted Governor's IT Office to prepare Colorado’s Geospatial Footprint Survey

Success Stories
FAA - Unmanned Airborne Systems (UAS)
Unmanned Aerial SystemsIn the US alone, approximately 50 companies, universities, and government organizations are developing and producing over 155 unmanned aircraft designs.
UAS and Mapping
UAS technology will revolutionize aerial surveying and mapping like no other
Extraordinary amount of Research, Development, Test and Evaluation going into aircraft, sensors, integration, and applications
A “tool in the toolbox” to supplement manned aircraft and satellites
UAS and MAPPS Professionals Collaboration
MAPPS engaged with FAA since 2008
Testimony before several state legislatures
Liaison with Association for Unmanned Vehicle Systems International (AVUSI)
Member of FAA-Advisory and Rule Making Committee (ARC) on Beyond Visual Line Of Sight (BVLOS)
Member of National Conference of State Legislatures (NCSL) Partnership on UAS
UAS and MAPPS Collaboration Supports Sustainable Policy
Aerial Surveying, Mapping, Imagery mentioned in FAA 2013 “Roadmap”
MAPPS member firms among first to receive 333 waiver/exemptions
Services/applications mentioned in notice of proposed rulemaking (NPRM)
Conclusions
Why should this be Important for Geospatial Professionals?
+ $73 billion market+ Drives more than $1-trillion in economic activity+ More than 500,000 American jobs are related to
the collection, storage and dissemination of imagery and geospatial data
+ Another 5.3 million workers utilize such data+ As much as 90 percent of government information
has a geospatial information component+ Up to 80 percent of the information managed by
business is connected to a specific location+ Identified by the Department of Labor as 1 of just
14 high growth sectors of the United States workforce
Market Growth: Creating market opportunities requires collaboration and coordination between government and private sectors
Continuous Innovation: Requires an ecosystem of sustainable sources of demand, supply, and funding
Advocate and Educate: Continually inform congress, colleagues and public of the professional geospatial benefits
Thinking Local: First MAPPS Colorado Hill Day in 2017
Colorado Capital Building
Conclusions
Recognition for Collaboration Letter from DOI Principal
Deputy Assistant Secretary
“...pivotal time in the geospatial community...”
“…coordination and collaboration required…”
“… significant and growing role of the private sector…”
“…MAPPS in the forefront…”
“…recognize MAPPS for superior collaboration…”
